First, let me welcome our Breezes editor as
the newest community member of the
Club.
Second, congratulations to Sharon
McKay and her team for putting on a
great crab feast notwithstanding the
blistering heat. Special thanks to the
clean-up crew for bringing the
clubhouse back to order. The Power
family lobster clambake follows hard
upon in early August. Dont forget to
sign up so we have enough lobsters.
By now, most of the slip holders are aware

that electrical work to install GFCI breakers at
every slip is nearly complete. The smaller slips on each dock have
been completed, and we are awaiting parts for the larger slips.
Once this work is complete, if your boat has stray current of more
than 5mA, you may trip your slip breaker, but you will no longer
trip the entire dock. As the individual GFCI breakers are installed,
the need for the test boxes should diminish. In the meantime, we
still need them to try to isolate specific problems on certain boats.
The boxes are a testing device and are not meant to be retained by a
member beyond diagnostic procedures. Furthermore, we are down
to one box. In order for us to keep track of its whereabouts, please
remember to sign out the box when you borrow it.
While electrical work is ongoing, the potable winter water system is
also being replaced. All the slips should now have frost-free hose
bibs, and the panels inside the dock boxes will be replaced to
accommodate the new hose bibs. The new pumps and heater for
the re-circulating system should be installed this month as well.
Until the new clubhouse sewer system is built, there will only be
minor tweaks to the dock sewage system. This means that there
may be times during hard winter freezes when we cannot pump out
so please be aware of that potential problem.
We have also been advised that work on the 7th St. pier will begin
next spring. This means that our new clubhouse will have its core
and shell built ahead of schedule in order for the permanent utilities
to be installed. The temporary utilities will have to be removed as
will the current access path to our docks in order to bring cranes to

We are acquiring several new dock carts and are attempting to


place them, and keep them strategically placed, around the
premises, docks and garage. If you take a cart to the garage, walk
it to the side and leave it leaned against the wall. If you take carts
to your dock, leave them on the landings and turn them over so
they stay dry and dont blow away in gusty winds. If you leave
carts at the clubhouse, also make sure they are turned over.
Simple courtesies will ensure that there are dock carts around
when and where members need them.
With respect to the house, please dont leave personal belongings
around the clubhouse overnight. Try to pick up packages the day
they are delivered. If you leave food in the galley, please label and
date it. The House committee will clean the fridge on a weekly
basis to ensure that there is room for Club entertainment items
and that spoiled food is not sitting around. Members are welcome
and encouraged to use the Clubs facilities, but please leave the
Club in better shape than you found it.
The ANC, on July 13, approved our revised Cooperative
Agreement concerning the cannon. It is still not a done deal as
the Cooperative Agreement next goes to ABRA for approval.
When we have the new ABRA order, we will again be able to fire
the cannon, but with fair warning to our neighbors in advance of
any firing.
It is time for the budget process to begin. Budget and Finance
Chair Erich Hohensee called for volunteers at the last GMM. If
you missed the meeting, or missed his announcement, please
consider participating in this important process.
So many volunteer opportunities, so little time! If you pick just
one opportunity to volunteer, the Club will run smoothly and you
will feel invested in the family of CYC. Find a niche, and make it
your own.

The Fourth of July weekend has come and
gone without incident. We entertained 18
transient vessels on our docks during this
period, and they all passed the electrical
check-in with flying colors. The dock
staff hustled the lines as the Rear
Commodore managed the electrical
checks. The team did a great job.
Thank you to all members who
submitted their float plans in case their
slips were needed.
The month of July has been a series of
rolling dock power outages, to allow for the
installation of the new pedestal breaker panels.
Major progress has been made with only a few glitches that are
being worked through. As of this printing, all of the new GFCI
panels should have been installed in all of the pedestals on all three
docks. Our individual power pedestals are now set at the 5 milliamp
trip level, which makes us a leader in safety in the Maritime
Industry. We should be very proud to be part of a Club which has
chosen to raise the bar regarding safety standards, and minimize the
risk of electric shock drowning.
Bellingham has also been working feverishly on the two dock
landings to construct the new system for our winter plumbing.
Those stations will be enclosed with esthetically pleasing enclosures
that will match the future enclosures for our portable trash
dumpsters.
House projects continue to keep us busy, too. We are investigating a
new electronic system for our front foyer door that will allow us to
use our existing cards, but maintain total control of the system inhouse. If we like the performance of this test door, we will
investigate the feasibility of this system for the new Club. More
information will be provided at a later date as we move on this
project.
A couple of recent slip vacancies have started the slip bid domino
effect again. Quite a bit of movement has occurred already, and we
hope that more of our new members will be awarded a slip in the
near future. We would like to remind all of the new members that
most of the senior members were Floaters, too, only a long time ago.

Get to Know Your Board Candidate(s)

As the newest CYC member
asking for your support and
nomination for the board, Im
still listening to learn what makes
our Club thrive. Just as
importantly, Im politely
questioning how a decision came
to be or why the Club does it
this way. To minimize my
questions, learn and contribute to
our community, Ive volunteered
for the Admissions, Business
Development and Budget
committees and worked small
tasks and initiatives around the dock. As a recent retiree, Im excited
to have more time and energy to contribute.
I believe members determine the success of Clubs such as CYC; the
Clubs leaders provide steerage to the Clubs character and
direction. And its their skills at the helm that encourage members to
participate and support club activities. I developed this outlook after
more than 33 years service to our nation, first as a Soldier and then
a federal employee. As a young soldier I learned from leaders and
mentors who encouraged camaraderie and teamwork and,
unfortunately, from those who alienated the team. As important as it
was to remember the successful leaders actions, I also remembered
the poor leaders actions so I wouldnt repeat their mistakes when I
led and mentored.
Before moving to CYC, I served for 15 years on our former
communitys architectural committee. I was known for my common
sense approach, compassion and my ability to compromise and
negotiate. As a CYC board member, I will bring those qualities, as
well as an ability to listen to you, represent your interests to fellow
board members, and to make the tough decisions in the best interest
of the Club and our members.
Regardless the outcome, thank you for welcoming Ana and me;
weve come to call the Capital Yacht Club our home!

I write this article as I help Active Member


Bill Trayfors, take his sailboat Born Free to
Maine for the summer. I encourage all
our members to get out on the water
and travel somewhere. It gives you a
renewed perspective of the resources
and opportunities Capital Yacht Club
has in Washington, DC.
Dock utility work continues with
upgrades to our electrical, water and
sanitation systems, and we continue to
monitor the contractors progress closely
and are trying to make the redo's as
painless as possible to our Club members and
visiting vessels. If everything proceeds as planned, we will again
have reliable power, year round water and a pump-out system that
will be effective in all but hard freeze days. There will be another
iteration of utility adjustments as services are re-routed through the
new CYC clubhouse shell next year.
While the contractors are working hard to get these current changes
done, I urge our members who have boats on the CYC docks to
complete their respective seaworthiness cruises and also to make
plans for the winter. Last year at least 3 of our members suffered
significant freeze damage to their boats, each costing thousands of
dollars. Planning now and making your vessel winterizing friendly
will add flexibility to your winter plans for boat layup.
Another quick note about the electrical modifications to our docks:
the new breakers installed in the dock boxes at each slip trip when 5
milliamperes of stray current are detected on the power lines, but
the whole dock will still trip if over 100 milliamperes of stray
current are detected on the dock grounding system. This means we
could still experience a dock-wide outage if a boats DC system or
boat inverter puts stray current on the ground line from the boat to
the dock.

What a wonderful boating season to date.

The House is in good order; thanks to
all for respecting the Clubhouse,
returning glassware to the Bar,
cleaning up in the Galley, putting the
Head paper towels in the waste
baskets, etc.
Fortunately in my position I am
afforded the opportunity to repeat some
comments that the General Manager
provides so here goes.
We are seriously zeroing in on a lock solution for the Office Door. I
am 94.5% certain that the solution will be installed prior to my next
segment of Vice Commodore in The Breezes.
Not the happiest news for some of us but we have minimally raised
the bar beer prices. It is always a delicate balancing act keeping the
bar pricing as low as possible while at the same time not letting the
bar go monetarily underwater to the deep depths. Stay tuned as we
happily review the wine pricing next.
We are pushing to correct the floor bubbles in the dining room
before someone like me plants his/her face in it; and we working to
remount the shower stall hand rails in such a fashion that they are
usable for the intended safety purpose.
Thanks again for respecting our Interim Club House and hope to
see you on the water.

Bidding Policy and Floater Slip Assignment Policy. These policies
document the procedures used in the past, and make it easer for
newer members to understand how CYC implements the
procedures.

Tina and Mike (and their furry crew) come to the Capital Yacht
Club (CYC) via the Department of Navy. Tina is a career Federal
employee, Mike is joyfully retired after 38 years of combined Coast
Guard and Federal service, and Chip and Shaggy dutifully
accompany the zany twosome on their adventures.
Tina has been with the federal government since conception. The
oldest child of a career airman, she was the consummate military
brat, traveling the globe in support of the Air Force to exotic
locations such as Turkey, Italy, and Hawaii. The tour in Hawaii
marked the end of her dependent status, the beginning of her civil
service career, and her introduction to the wet and wonderful world
of boating.
Tinas Federal career has ranged from her earliest days serving as a
temporary federal employee in the secret files cage at Pearl Harbor
Naval Shipyard, to a leadership role as the Inspector General (IG)
for Navy Region Mid-Atlantic, culminating in her recent transfer
back to DC as the Director for Contract Fraud Risk Assessment &
Mitigation with Naval Sea Systems Command. Credentials include
certified investigator, certified auditor, certified fraud examiner, and
a doctorate in Human and Organizational Systems.
Mike was born and raised in the Coast Guard, where he developed
a passion for sailing by the age of ten as first mate to his father.
Mike remains an avid sailor and has earned his Master Mariner
Credential, is an ASA certified sailing instructor, volunteers with the
Naval Academys Offshore Sail Training Squadron, and serves as
River Commodore with the Pentagon Sailing Club.
Dr. Tina, Captain Mike, and the Boys are thrilled to be back in DC
and look forward to actively engaging and contributing to the CYC
family and activities.

Shock, surprise, and a supremely well-kept secret!
Its not often that an action involving several people can be kept so
hush-hush, but my husband and everyone else involved at CYC
managed to do it. I had no idea that the red CYC cap at the July
GMM was meant for me. As Guy Shields stood up, I prepared to
take another new member photo for The Breezes, and was totally
speechless when my husband stood up and called my name! I am
grateful and very proud to be an official CYC Member after
having been a Mate since 1993.
Chris Miller and I have had 3 boats at CYC through the years, and
although currently boatless, it hasnt lessened our commitment
and involvement in Club activities. My first issue as Editor of The
Breezes was August, 2008 - seven years ago - when Paul Lain was
Commodore and Dan Waldrop was welcomed as our newest
member. Little did I know when I took over from then Editor Janet
Donahue that Id be writing this article, as well as having put
together 84 issues of The Breezes and photographed numerous CYC
events. I think my legacy will be that everyone knows the monthly
Breezes deadline! (Check the back page if youre not sure.) Volunteerism is
the tie that binds us as a community, and I am proud to be involved,
and the newest CYC member.

Course Information
The BoatUS Foundation's District of Columbia Boating course
consists of 6 lessons and a Final Exam. Each lesson has a 10question quiz at the end. The Final exam is 75 questions and you
must pass with with a score of 80% or better.
The District of Columbia recognizes the BoatU.S. Online Boating
Safety Course for the purpose of required boating education and
personal enrichment.
