Md. may recognize out-of-state gay marriages

opinion as D.C. couples

Maryland Attorney General Douglas
Gansler issued a long-awaited opinion
Wednesday saying same-sex mar-
riages performed in other states or
countries most likely would have full
legal standing in the state.
But in his 53-page legal opinion,
Gansler said the Maryland Court of
Appeals would have the final say in the
matter should opponents of same-sex
marriage choose to contest the legal
standing of married same-sex couples
living in or visiting the state.
Gansler’s opinion comes one
week before a law allowing same-sex
marriages to be performed in D.C. is
expected to take effect March 3.
Same-sex couples in Maryland have
said they would likely make wedding
plans in the District in response to a
favorable opinion from Gansler.
The attorney general’s opinion
comes nine months after state Sen.
Richard Madaleno (D-Montgomery
County), who is gay, asked Gansler
to issue an official opinion on the
question of whether the state could
legally recognize same-sex mar-
riages from other jurisdictions.
“You have asked whether those
marriages may be recognized under
state law,” Gansler said in his opinion,
which is addressed to Madaleno. “The
answer to that question is clearly ‘yes.’”
Madaleno could not immediately
be reached for comment, but he told
the Washington Post in a brief inter-
view that changes in state policy
could now result from a court ruling,
legislation or administrative action,
though none of those is imminent.
Gansler says in the opinion that
while he believes the legal concept of
state “public policy” favors recogni-
tion of out-of-state gay marriages,
others might raise legal grounds to
contest that view.
In particular, he points to the 2007
ruling by the Maryland Court of
Appeals upholding the state’s mar-
riage law banning same-sex mar-
riages from being performed in the
state. In that 4-3 ruling denounced by
LGBT activists, the court ruled that
restricting marriage to a man and a
woman doesn’t discriminate against
same-sex couples or deny them rights
under the state constitution. The court
held that the ban on same-sex mar-
riage instead promotes the state’s
“interest” in traditional heterosexual
marriage as a means of fostering pro-
creation and protecting children.
But Gansler says in his opinion that
the appeals court decision should not
be a key factor in determining whether
Maryland could recognize same-sex

Time is a blur of memories for the
Phase 1 “back-in-the-day” old school
crew. It’s not senility or old age —
these D.C. lesbians are only in their
50s and early 60s. It’s just that
events and dates blur together for
them like they do for everyone else.
It’s Sunday night about 8:30.
Phase manager Angela Lombardi
has gathered a few women whose
histories are inextricably linked to the
bar for about 13 years, died.
Pam Porter, who tended bar at
the Phase from 1975 until about four
years ago, tries to pinpoint the date
She met all her girlfriends at the
Phase and half of them worked there
with her — Cheryl Gordon for 17
years, Ellie Seelow for four years,
Keri Boyd for two-and-a-half years
and PJ Felt for the last 12 years.

Couples plan courthouse visits to celebrate

Three-day wait for
license delays start
of weddings

Aisha Mills and her domestic part-
ner, Danielle Moodie, plan to mark
March 3, the day the District’s same-
sex marriage law is scheduled to take
effect, by going to the courthouse to
apply for a marriage license.
Due to a mandatory three-busi-
ness-day waiting period, jubilant
same-sex couples — some of whom
have been in relationships for more
than 20 years — won’t be able to
marry until March 9 at the earliest.
That’s when the D.C. Superior Court’s
Marriage Bureau completes the pro-
cessing of their marriage licenses.
But for Mills, president of the same-
sex marriage advocacy group Campaign
for All D.C. Families, March 3 neverthe-
less represents an historic day.
“The Campaign for All D.C.
Families has been working hard for
some time to ensure that all residents
of the District of Columbia have the
opportunity to wed here, and we are
excited that it will finally become a
reality on March 3,” she said.
Mills’ group and other local LGBT
organizations were still finalizing plans
this week for a celebration linked to a
possible joint appearance by same-
sex couples at the courthouse on the
morning of the March 3 to fill out their
applications for a marriage license.

Under court rules, a $35 license
application fee plus a $10 fee for a
Certificate of Marriage, must be paid
by cash or money order to enable
couples to submit their applications.
All this takes place in Room 4485 of
the Moultrie Superior Court Building
at 500 Indiana Ave., N.W.
Other groups involved in the
same-sex marriage equality effort in
D.C. that were expected to partici-
pate in a celebration March 3 include
the Gay & Lesbian Activists Alliance,
D.C. for Marriage, and D.C. Clergy
United for Marriage Equality.
District resident Reggie Stanley
and partner Rocky Galloway “definite-
ly” plan to be at the courthouse on the
morning of March 3 to apply for a mar-
riage license, Stanley said. But Deacon
Maccubbin and longtime partner Jim
Bennett, owners of the recently closed
Lambda Rising Bookstore, weren’t
sure this week whether to join other
same-sex couples at the courthouse
that morning.
“Jim and I haven’t had time to sit
down and actually work out how we
want to do this — whether we want to
be in that first wave or whether we
just want to take our time and do it in
the old-fashioned way, so to speak,”
Maccubbin said.
But regardless of which couples
are in the first wave — or which cou-
ple is the first to wed in D.C. — Rick
Rosendall of GLAA said the shared
moment will be special.

deeply satisfying moment for those of us
who have worked to make it possible.”
Local same-sex marriage advo-
cates expressed a sigh of relief Feb.
19 when a Superior Court judge
denied a request by their opponents
for a court injunction to stop the same-
sex marriage law from taking effect.
The opponents, led by Bishop Harry
Jackson, pastor of Hope Christian
Church in Beltsville, Md., said an injunc-
tion was needed to give them more time
to organize a voter referendum that
could overturn the marriage law.
Judge Brian Holeman denied the
injunction request on grounds that
the court lacked legal authority to
block a law approved by the local D.C.
government and cleared by Congress
through its regular 30 legislative day
First openly gay candidate
seeks office in Howard County
Byron Macfarlane, 27, has become
the first openly gay candidate to run for
office in a partisan election in
Maryland’s Howard County.
Previously elected to the Howard
County Democratic Central Committee,
Macfarlane is now running against
Republican Kay Hartleb for the register
of wills role. Hartleb is a six-term incum-
bent in the position.
On his campaign web site,
Macfarlane says his candidacy is an
outgrowth of his passion for estate law.
“For many of us, regardless of our
age or health, it is critical to have a
valid will on file to protect our final wish-
es, and simplify the estate process for
our loved ones,” says the web site.
At a fundraiser last week in
Columbia, Macfarlane noted that
LGBT Marylanders are particularly
vulnerable in estate adjudication.

work with the state legislature to

Holeman, in a ruling delivered from
the bench Feb. 19 and released in writ-
ing Monday, also said an underlying
lawsuit filed by Jackson seeking to
force the city to hold a referendum on
the marriage issue did not appear likely
to succeed on its merits. He noted the
likelihood of the success of Jackson’s
lawsuit was a key factor in determining
whether to grant an injunction.
Jackson and his attorneys appealed
Holeman’s ruling Monday to the D.C.
Court of Appeals. Legal observers
believe the Appeals Court is likely to
uphold Holeman’s decision.
“In my view, the appeals court has
no more authority to stop a law passed
by the city and cleared by Congress
than the lower court,” said Mark Levine,
a local gay rights attorney.
Under the city’s election law,
Jackson and his backers must com-
ly for the LGBT community,” he said.
Mary Marker, who hosted the
fundraiser, described Macfarlane as
“a good Democrat” who “will be a
success no matter what he does.”
Several prominent local politicians
were present to lend support. State Dels.
Guy Guzzone (D-Howard County),

Maryann Maher, a state House candi-
date, also attended the gathering. In
addition, representatives from the
Columbia Democratic Club and local
gays were on hand to give Macfarlane a
boost and some campaign cash.

University of Baltimore School of
Law. He’s worked for several law-
makers at the county, state and fed-
eral levels, including former U.S.
Sen. Edward Kennedy.

time Congress completes March 3 its
review of the same-sex marriage law.
Even if the appeals court were to
grant him a stay, many observers believe
it would be impossible for Jackson to
complete the administrative require-
ments for a referendum by that date.
Jackson is separately appealing a
D.C. Board of Elections & Ethics
decision denying his application for a
voter initiative seeking to ban same-
sex marriage in the city. Under the
city’s election law, Jackson and his
backers have at least six months to
complete the petition requirements
for an initiative and an unlimited time
to challenge the city’s denial of his
initiative request through the courts.
The election board has on three
occasions denied requests by Jackson
and others for ballot measures seeking
to overturn the same-sex marriage law.
The board has based its denials on
grounds that such measures would
violate the D.C. Human Rights Act,
which bans discrimination based on
sexual orientation.
In addition to pushing for ballot
measures, same-sex marriage oppo-
nents have called on Congress to
either overturn the marriage law or
force the city to place the issue on the
ballot through a referendum or initia-
tive. Most political observers believe
Congress won’t intervene on the mat-
ter as long as Democrats are in control.
Capitol Hill insiders say all bets are
off if Republicans regain control of
Congress in the November election or
sometime after that. But large num-
bers of same-sex couples will have
married by the time a serious threat to
the law surfaces in Congress.
“Everyone will see that the sky
hasn’t fallen,” said Michael Crawford,
a same-sex marriage activist.

Catania joins Equality Maryland rally

ANNAPOLIS, Md. — Following
back-to-back blizzards earlier in the
month, Equality Maryland held its
rescheduled Lobby Day at the state’s
capital on Feb. 22.
Several hundred supporters gathered
at an indoor rally in St. Anne’s Parish in
Annapolis prior to meeting with lawmak-
ers from around the state to discuss key
LGBT-related legislative priorities.
The new indoor venue for the
rally, which historically had taken
place in Lawyers’ Mall outside the
State House, protected participants
from the chilly rain that fell through-
out the day and evening.
“While there is still much work to be
done to create true and lasting equali-
ty throughout the Free State, we have
made significant progress in recent
years,” said Morgan Meneses-Sheets,
Equality Maryland’s executive director.
“We are confident that we will continue
to gain ground in 2010.”
Several others spoke at the brief
rally, including David Catania, a mem-
ber of the D.C. City Council who was
the lead sponsor of the marriage equal-
ity bill that will go into effect March 3.
“The fight for marriage equality is
about providing couples with basic
legal rights like health insurance and
the critical right to visit one another in
the hospital,” he said. “It is about ensur-
ing the children who are being raised by
loving, committed same-sex parents
have the same safeguards as children
being raised by opposite-sex parents.”
Equality Maryland is focused on the
Religious Freedom & Civil Marriage
Protection Act. For the past several years
the bill failed to make it out of the Senate
Judicial Proceedings Committee.

Catholic Charities, the charitable
arm of the Catholic Archdiocese of
Washington, announced last week
that it has ended its city contract to
provide foster care and adoption serv-
ices for D.C. residents, saying it could
not comply with rules requiring that it
place children with same-sex couples.
“Although Catholic Charities has
an 80-year legacy of high quality serv-
ice to the vulnerable in our nation’s
capital, the D.C. government informed
Catholic Charities that the agency
would be ineligible to serve as a foster
care provider due to the impending
D.C. same-sex marriage law,” the
group said in a statement posted on its
web site Feb. 17. “This is the only pro-
gram Catholic Charities anticipates will
be impacted by the law.”
The city’s same-sex marriage law
is expected to take effect on March 3
upon its completion of a congres-
sional review.
Existing city laws allow individual
gays and lesbians as well as same-sex
couples to adopt children and partici-
pate in city-run foster care programs.

unreleased nine months after a

place children with same-sex couples.
A spokesperson for the D.C. Child
& Family Services Agency, which
oversees city foster care and adop-
tion programs, could not immediately
be reached.
According to the archdiocesan
statement, as of Feb. 1, Catholic
Charities transferred its foster care
and public adoption program in D.C.
to the National Center for Children &
Families, a private charitable group
that has long provided social servic-
es in the District and Maryland.
“With a priority on ensuring conti-
nuity of care for the foster families
and children, Catholic Charities
worked closely with D.C.’s Child &
Family Services Agency to seam-
lessly transition the program to the
NCCF,” says the statement. “This
transition includes seven staff, 43
children and their biological families,
as well as 35 foster families.”
Officials with the archdiocese
expressed concern last year that the
Catholic organization might have to
withdraw from as many as 20 city con-
tracts through which it provides social
services to hundreds of local people,

D.C. City Council members David
Catania (I-At Large) and Phil Mendelson
(D-At Large), who shepherded the
same-sex marriage bill through the City
Council, have urged Catholic Charities
to adopt an employee benefits arrange-
ment used by other Catholic organiza-
tions that avoids the need to recognize
same-sex relationships.
The arrangement, which is used
by Georgetown University, provides
health insurance benefits to another
person designated by the employee
as a family member or cohabitating
individual without the designation as
a spouse.
When asked by the Washington
Post if Catholic Charities was consid-
ering such an arrangement or anoth-
er means of offering employee bene-
fits without characterizing recipients
as married same-sex couples, the
organization’s president, Edward
Orzechowski replied, “both.”
Judge finds probable
cause in D.C. murder case
A D.C. Superior Court judge has ruled probable cause exists that
William Wren allegedly shot and killed gay Maryland resident Gordon
Rivers last month inside Rivers’ car while it was parked in Southeast
Washington.
But neither Wren’s lawyer nor the assistant U.S. attorney prosecuting
the case disclosed during a preliminary hearing Feb. 18 how Wren, 17,
and Rivers, 47, met and whether the murder was linked to Wren’s sexu-
al orientation.
A police affidavit says Wren told homicide detectives on the day
he voluntarily surrendered for arrest that he and Rivers knew each
other prior to the Jan. 10 shooting, which took place in front of 2641
Naylor Rd., S.E. According to the affidavit, he told detectives he
invited Rivers by phone to meet him that day with the intent of set-
ting him up for a robbery.
The affidavit says Wren claimed Rivers pulled a gun on him after real-
izing Wren planned to rob him, and the gun went off during a struggle
between the two inside Rivers’ parked car. Police dispute that account.
They say in the affidavit that a witness overheard Wren plan the robbery
with another person and saw Wren enter Rivers’ car while in possession
of a gun. The gun that Wren allegedly brought into the car matched the
caliber of bullets retrieved from Rivers’ body, according to the affidavit.
Judge Herbert Dixon, after finding probable cause that Wren alleged-
ly committed first degree felony murder while armed, ordered him held
without bond and sent the case to a grand jury for further action. He
scheduled a status hearing for June 3.
Wren’s attorney, Spencer Hecht, asked Dixon to release Wren into
the custody of his family while he awaits grand jury action and a possi-
ble trial. He noted that Wren’s fiancé and mother were in the courtroom.
He said Wren and his fiancé had two children, one of whom was born
one day before Wren’s arrest in the case. According to Hecht, Wren has
no prior criminal record.
Dixon said the facts surrounding the case prevented him from
releasing Wren.

Two gay men join D.C.
Republican Committee
Local gay Republican activists Mike Hubbard and Tom Weirich were
chosen as members of the D.C. Republican Committee last month,
bringing the total number of gays and lesbians on the 99-member panel
to at least 20, said spokesperson Paul Craney.
Among the gays on the committee is Chairman Robert Kabel, who
previously served as president of Log Cabin Republicans, a national
LGBT partisan group.
Weirich is vice president of membership and corporate relations for
for integrating renewable energy sources into the U.S. economy.
Hubbard, who has worked locally as a paralegal, is active in local and
national GOP activities and is a member of Log Cabin Republicans of D.C.
Weirich said he is a member of both Log Cabin Republicans and
GOProud, a new LGBT conservative group formed by former Log Cabin
members who believed Log Cabin wasn’t conservative enough on non-
gay issues.

GLAA to honor activists,
community leaders
Eleven individuals and one organization are being recognized with
Gay & Lesbian Activists Alliance Distinguished Service Awards.
The recipients, announced last week in advance of the April 20 award
presentation, include DC Agenda senior news reporter Lou Chibbaro Jr.
GLAA describes Chibbaro as “the standard-bearer for gay-focused jour-
nalism” in D.C. who has spent more than 30 years “chasing down leads to
get to the bottom of all manner of stories related to the LGBT community.”
Eight awards recognize the contributions local activists, businessmen
and clergy made toward passing the Religious Freedom & Civil Marriage
Equality Amendment Act of 2009. Among those so honored are Michael
Crawford, Rev. Monique Ellison, Brian Flowers, Mark Levine, Nick
McCoy, Brian Moore and Sultan Shakir. D.C. Clergy United for Marriage
Equality, co-chaired by pastors Dennis Wiley, Christine Wiley and Rob
Hardies, also won recognition.
Additionally honored during the April event will be Joan Biren, a doc-
umentary artist who has focused on LGBT people and issues; Sean
Bugg, co-publisher of Metro Weekly; and David Mariner, executive direc-
tor of the D.C. Center.

Virginia LGBT rights supporters are hoping
pending legislation will address a hole in the
recent workplace protections order issued by
Republican Gov. Bob McDonnell — although
they aren’t optimistic about the bill’s prospects.
On Feb. 5, McDonnell issued an executive
order barring bias against state workers on the
basis of “race, sex, color, national origin, reli-
gion, age, political affiliation, or against other-
wise qualified persons with disabilities.” The
order also protects veterans.
But one glaring omission from the order is
sexual orientation. Former Democratic Govs.
Mark Warner and Tim Kaine included protec-
tions for gays as part of similar executive
orders they issued during their tenures in the
governor’s mansion.
McDonnell’s office didn’t immediately respond
to a request for comment on why protections for
gay workers were omitted from the order.
The lack of protections based on sexual
orientation in McDonnell’s order didn’t come
as a surprise to many gay Virginians. During
his campaign, McDonnell said he wouldn’t
renew the protections because he believed
they were unconstitutional. He cited the
Virginia General Assembly’s failure to pass
legislation that would have made the protec-
tions permanent as part of his rationale for
the omission.
McDonnell said during his campaign that he
doesn’t believe the government should dis-
criminate on the basis of sexual orientation,
but he never specified how he would protect
gay state workers from such bias.

his order because “it’s a sincere belief” that
such protections are unconstitutional.
But Lampo said if McDonnell is committed
to non-discrimination against gays, as he stat-
ed during his campaign, the governor should
push for legislation that would provide protec-
tions in lieu of administrative action.
“[Senate Bill] 66 was passed by the Senate
and has come over to the House, and will be
voted on in the House at some point of the next
week or two,” he said. “So what we want him to
do is either to endorse that bill or say that he’ll
sign it if comes before him.”
Terry Mansberger, president of the Virginia
Partisans, a LGBT Democratic group, also said
McDonnell’s failure to include the protections
as part of his order means the governor should
push for passage of legislation.
“If you won’t put it in there because you
believe it should be in the code, well then, step
up and make it part of Virginia law like most of
the other states have done and bring Virginia
into modern times,” Mansberger said.
The legislation passed earlier this month by
the Virginia Senate and sponsored by Sen. A.
Donald McEachin (D-Richmond) is pending in
the House. A similar version of the legislation
introduced by Del. Adam Ebbin (D-Alexandria),
the only openly gay lawmaker in the Virginia
General Assembly, was killed earlier this
month in subcommittee.
Although the bill passed in the Democratic-
controlled Senate, Ebbin said he’s not opti-
mistic about the bill’s chances in the
Republican-controlled House.
“It’s a great challenge since my version has
failed, but never say never,” he said. “I’m not
optimistic that it’ll pass, but the fact it’s passed
the full Senate is notable.”
Ebbin said he envisions passage of the leg-
islation as a multi-year effort and that advo-
cates need to press ahead toward the goal
despite setbacks to succeed.

A forum intended to address whether
LGBT people have a place in the con-
servative movement quickly turned into
a debate on the validity of same-sex
marriage as a conservative value.
Gay blogger Andrew Sullivan and
Maggie Gallagher, president of the
National Organization for Marriage,
presented opposing arguments
Wednesday during a Cato Institute
forum in Washington, D.C.
Sullivan said he’s touted same-
sex marriage as a conservative value
since the publication of his 1995
book “Virtually Normal,” and noted
that he remains “in favor of marriage
rights rather than civil partnerships.”
“I believe that gay people are
members, integral members, of our
families, and we deserve not to be
cast out or segregated from them as
we grow old,” he said.
When gays realize their sexual
orientation, Sullivan said, they suffer
considerable psychological pain
when they subsequently realize they
won’t be able to marry.

ured out we were gay and we knew

“The psychic wound and pain that it
inflicts — and still inflicts everyday on
our children — destroys the psyche,
warps the soul, destroys the soul.”
But Gallagher rejected the notion
that same-sex marriage could be
considered a conservative value, cit-
ing majority opposition to gay nup-
tials in national polling.
“Somewhere between 55 to 60
percent — even if they support gay
rights — think this marriage thing is
something else, gay marriage is not
right,” she said.
Gallagher also complained that
those who believe marriage should
only be between one man and one
woman are accused of bigotry.
“People are waking up in a America
where suddenly their deepest core
moral convictions — they’re being told
are immoral and should be the legal
equivalent of racism,” she said. “It’s pret-
ty striking and people are pretty scared.”
Arguing that not all gays are in sup-
port of same-sex marriage, Gallagher
said she knows openly gay people
who’ve worked for NOM and believe
that same-sex couples shouldn’t have
marriage rights. When pressed by
Sullivan to name those individuals —
arguing they couldn’t be outed if they’re
openly gay — Gallagher declined.
Also in her argument against
same-sex marriage, Gallagher cited
the Catholic Church’s recent decision
to close its foster services in D.C. now
that marriage rights for gay couples
will soon be available in the District.
In response, Sullivan noted that
divorce has always been available in
D.C., and the Catholic Church had run
a foster agency even though divorce
runs contrary to Catholic beliefs.
But the primary focus of the forum —
titled “Is There a Place for Gay People in

Politics?” — was whether gays belong in
the conservative movement, particularly
if they’re concerned about the advance-
ment of LGBT rights.
Nick Herbert, a gay member of
British Parliament and the country’s
Conservative Party, said his party
has made considerable headway in
reaching out to LGBT people, even
going so far as to apologize for the
party’s past hostility toward them.
Herbert said the Conservative
Party has adopted acceptance of
gays because of the tenet of democ-
racy that all people are created equal.
“Conservatives should always
believe that everyone should have an
equal chance in life, regardless of any
other factors, and that they should not
be discriminated against,” he said.
Herbert said a successful political
party should be open to everyone and
reflect the country it aspires to govern.
He noted that if the Conservative Party
secures a majority in the House of
Commons by just one seat in the
upcoming election, the party would like-
ly have more openly gay ministers serv-
ing in government than the Labor Party.
Herbert said although he’s a con-
servative, he supports hate crimes
legislation in his country and he
rejects legislation that would prohibit
same-sex couples from adopting. He
also noted that Conservative Party
leader David Cameron endorsed civil
partnerships as relationship recogni-
tion for same-sex couples.
“Gay people are not the property of
the left, or of any party,” he said. “They
will vote for the political party which
best sits with their views, so long as
that party does not make itself taboo.”
But Gallagher expressed skepti-
cism about whether gays could be
involved in the American conserva-
tive movement if they’re seeking new
laws that would require religious peo-
ple to change their views.
Gallagher also said she didn’t think
the British model for conservatism
would fit well in the United States and
that she didn’t know many American
conservatives who would like their
movement to be more like the move-
ment in the United Kingdom.
“With all due respect, I’m not here
to say what a British conservative
should believe, but it seems to me that
America remains a unique place for
the protection of liberty, or classical
liberalism, which I share,” she said.
Sullivan maintained that gays in
America can identify as conservatives
and asserted that the Republican Party
doesn’t embrace true conservatism.
“I do not see the connection
between being gay and whether you
are in favor of the Iraq war,” he said.
“I simply do not see a connection
between being gay and whether you
believe in a carbon tax rather than
cap-and-trade.”

Gay group works to change hearts, minds at CPAC

Amid the boos, GOProud
finds support from
young conservatives

GOProud’s booth at last week’s
Conservative Political Action Con-
ference was, like most others at the
event, a simple setup.
At the back of the booth was a
cardboard wall with the group’s name
repeated in red, white and blue let-
tering. On a table were clipboards
with sign up sheets, a roll of “Draft
Cheney 2012” stickers and a hand-
out describing the group’s mission.
“GOProud represents gay conser-
vatives and their allies,” it says.
“GOProud is committed to a tradi-
tional conservative agenda that
emphasizes limited government,
individual liberty, free markets and a
confident foreign policy.”
The setup, in hindsight, might have
been too simple. Jimmy LaSalvia, the
group’s executive director, at one point
looked longingly at a neighboring booth
for the Citizens in Charge Foundation, a
group dedicated to instituting the refer-
endum process in each state. The motif
for the booth included beach toys and
fishing nets with dollar bills.

like that,” he said. “That would have
brought more people over.”
Still, the “Draft Cheney” stickers
caused at least some passers by to
stop. The problem? Most people in the
CPAC exhibition hall were unaware of
GOProud’s mission as a gay group.
Asked by one attendee whether
Cheney would really run in 2012, Chris
Barron, GOProud’s board chair,
responded enthusiastically.
“I don’t know, but can you imagine
a better person to send off in a

debate with Barack Obama?” he
said. “I’d pay money to see that!”
It was a tough crowd for
GOProud. As LaSalvia and Barron
greeted convention attendees and
explained the organization’s outlook
to those who were interested, they
found themselves having to navigate
a sometimes-hostile environment.
Brochures handed out by the
American Society for the Defense of
Tradition, Family & Property, ostensi-
bly a Catholic organization, encour-
aged people to “keep our military
clean” and “oppose the homosexual
agenda for the military.”
“Homosexual vice represents the
opposite of this military honor,” says the
document. “It violates natural law, epito-
mizes the unleashing of man’s unruly
passions, undermines self-discipline
and has [been] defined as ‘intrinsically
evil’ by the Magisterium of the Catholic
Church on numerous occasions.”
At CPAC, GOProud was queer.
And while some were OK with it, oth-
ers were not.

stopped at the booth and announced
she needed to air some concerns.
Jon Fortin, a gay former Republican
administration official who helped
GOProud at CPAC, became notice-
ably tense as a nearby reporter
grabbed his notebook.
“I just want to tell you guys that I
believe gambling does harm to fami-
lies,” she said. “It creates financial
ruin and drives families apart.”
Fortin quickly noted that the Poker
Players Alliance, is actually next to
GOProud, opposite the Citizens in
Charge Foundation.
“Oh,” the woman said. “Well what
are you guys about then?”
Fortin explained GOProud’s mission
of advocating for items on the conser-
vative agenda while simultaneously
advancing some LGBT causes, such
as repeal of “Don’t Ask, Don’t Tell.”
In response, the woman said she
had concerns about how gays serv-
ing openly would contribute to mili-
tary readiness. She also wanted to
know what arrangements could be
made for straight service members
who are uncomfortable being in
close quarters with gays.
Fortin made an effort to allay her
concerns by saying that repealing
the law would simply allow gay
troops already in the military to serve
openly without being expelled from
the armed services.
The exchange was among the most
contentious moments at GOProud’s
booth. Others who approached either
voiced support for their inclusion at
CPAC, asked questions about the
group’s agenda, or expressed their lack
of interest or opposition by simply mov-
ing to the next booth.
That nothing more contentious
occurred at the gay group’s booth
could be taken as evidence that the
conservative movement is shifting
toward greater acceptance — or at
least greater tolerance — of gays.

“George Bush could not and would not have
been elected in 2004 if it had not been that the
marriage amendment was on the ballot in the
state of Ohio, which turned out to be the cru-
cial state in that election,” she said. “So that
has been very good for Republican victory.”
LaSalvia said after Schlafly’s speech that
Bush’s victory could be attributed to any num-
ber of different factors.
But the venom found on stage was lacking
among those who visited GOProud’s booth in
the exhibition hall. Brett Dinkins, a 19-year-old
student from the University of Missouri, signed
up to join GOProud’s list while sporting a gold-
en “Blunt” pin on his lapel indicating his sup-
port for Republican candidate Roy Blunt in
Missouri’s upcoming U.S. Senate race.
Dinkins said he wanted to sign the list to
show how the conservative movement is “just
getting away from the traditional, close-minded
thoughts and moving forward to the age that
we’re definitely in now.”
“They probably get a lot of heat from people
sometimes, so it’s good that they’re actually
out here at the biggest conservative gathering
doing it,” he said.
At one point, a representative from the
National Rifle Association visited the booth, and
he and LaSalvia shared memories of how the
groups worked in tandem last year to get a failed
concealed weapons amendment passed in the
Senate. The NRA official wasn’t able to stay long,
though, and soon returned to his booth.
Several candidates seeking to oust tradition-
ally pro-LGBT lawmakers also visited
GOProud’s booth in search of support. LaSalvia
said he received a visit from a Republican chal-
lenging House Speaker Nancy Pelosi, and John
Loughlin, the GOP candidate who seems poised
to challenge gay Democrat David Cicilline in
Rhode Island this fall for Congress.
Sean Bielat, who’s the likely Republican
candidate to take on gay Rep. Barney Frank
(D-Mass.), also made an appearance to seek
the gay group’s help. He emphasized that he’s
running on fiscal issues and that he and
GOProud should “keep in touch.”
There was even a surprise visit from les-
bian MSNBC talk show host Rachel Maddow,
who toured CPAC as part of her trip to D.C.
She asked LaSalvia about the “objections” to
GOProud’s presence.
“Well, the bottom line is those objections
came from the fringe of the fringe,” LaSalvia
said. “There was one organization that pulled
out. It was Liberty University.”
“Oh yeah,” Maddow said. “They’re the peo-
ple that said health care reform was going to
mean mandatory sex changes.”
LaSalvia noted it’s ironic that Liberty
University pulled out because both the school
and GOProud participated in a Young College
Republicans event together last year.
“Maybe you so spooked them at the event
— they were like, ‘Never again!’” Maddow
responded.
“The bottom line is the real story is people
have been coming up to us saying, ‘We’re so
glad you’re here,’” LaSalvia said.
Even an encounter with the National
Organization for Marriage, which had a display
near GOProud, was relatively calm. At one
point, CNN prompted a meeting between
GOProud and the anti-gay group in the net-
work’s coverage of GOProud’s role at CPAC.
“We can have a beer summit later,” Barron
joked during the exchange.

Questions surround Lieberman’s ‘Don’t Ask’ repeal bill

HRC claims credit for
securing Conn. senator
as sponsor; details of
measure remain unclear

The announcement that Sen.
Joseph Lieberman (I-Conn.) would
introduce “Don’t Ask, Don’t Tell” repeal
legislation next week in the U.S.
Senate was hailed by many oppo-
nents of the law as an important step
toward undoing the nation’s ban on
service by open gays and lesbians.
But some are questioning the wis-
dom of Lieberman introducing a
standalone bill when “Don’t Ask,
Don’t Tell” repeal can be accom-
plished through other methods.
According to an internal memo
obtained by DC Agenda, the Human
Rights Campaign is taking credit for
landing Lieberman as the champion
for repeal in the Senate.
“Additionally, working with the White
House and Senate leadership, HRC
has secured Sen. Joe Lieberman (ID-
CT) as the Senate lead sponsor —
someone who not only sits on the
Armed Services Committee, but also
brings a centrist approach and net to
this issue,” says the memo.

The HRC memo also addresses
the strategy of winning repeal via the
defense authorization bill and notes
particular concern about where mem-
bers of the Senate Armed Services
Committee stand on the issue.
“Including [repeal] in the base
[Department of Defense] authorization bill
will require a vote in the Senate Armed
Services Committee,” says the memo.
“Only one Republican on the committee,
Sen. Susan Collins (R-ME), is likely to
support repeal. In addition, a number of
key Democrats do not currently support
repeal: Sens. Robert Byrd (D-WV), Bill
Nelson (D-FL), Evan Bayh (D-IN), Ben
Nelson (D-NE) and Jim Webb (D-VA).
Securing a minimum of two of these five
Democrats is essential. Nelson, Bayh and
Webb are the three best prospects.”
The memo also says that convinc-
ing House members from New Jersey
and Texas to sign on in support will be
crucial for House passage of the bill.
Last month, a group of LGBT advo-
cates held a secret strategy meeting
related to “Don’t Ask, Don’t Tell.” A
source who attended the meeting,
speaking to DC Agenda on condition of
anonymity, questioned why HRC pur-
sued the Lieberman-led path for repeal
when the consensus among many lob-
byists is that including repeal as part of
the fiscal year 2011 defense authoriza-
tion bill is the best route.
“As for Lieberman, I would just say
I applaud that he did it because there
has not been a bill in the Senate and
now we can start asking people to sign
on and figure out where people are,
but I’m not sure that it’s not just a diver-
sion tactic to show that HRC’s done
something,” the activist said.
In a statement, Allison Herwitt, HRC’s
legislative director, said her organization
has been working with Lieberman for
months about introducing standalone
legislation because “it’s an important
educational and organizing tool.”
“It helps constituents lobby their
senators to co-sponsor and publicly
support repeal,” she said. “Introduction
of a bill in no way precludes strategy
involving the Defense Department
Authorization bill.”
Kevin Nix, spokesperson for Service-
members Legal Defense Network,
said that HRC was not alone in pur-
suing Lieberman as lead sponsor of
repeal legislation and noted that his
organization has worked with the
senator for some time.
“We’ve been working with
Lieberman for, I think, years — just
like HRC has been, as well,” he said.
Nix said despite the imminent
introduction of a standalone “Don’t
Ask, Don’t Tell” repeal bill, advance-
ment of the effort as part of the
upcoming defense authorization bill
is “absolutely” the best way to go.
“Obviously, it’s historic,” he said. “We
welcome all of this stuff with
Lieberman, and introducing a stand-
alone bill is hugely significant, but if
we’re going to get legislative repeal this
year, then the repeal language needs to
be in the authorization bill, and we’ll be
working with [Senate Armed Services
Committee] Chairman [Carl] Levin to
make sure the votes are there.”
In a statement, Lieberman said he’d
proudly sponsor “the important effort to
enable patriotic gay Americans to defend
our national security and our founding
values of freedom and opportunity.”
“To exclude one group of
Americans from serving in the armed
forces is contrary to our fundamental
principles as outlined in the Declaration
of Independence and weakens our
defenses by denying our military the
service of a large group of Americans
who can help our cause,” he said.
News of Lieberman’s bill was first
reported by Jamie Kirchick in the New
York Daily News. Several important
details about Lieberman’s upcoming
legislation weren’t immediately revealed
this week, though, such as whether
any Republican senators have signed
on as co-sponsors. It’s also unknown
whether the legislation will call for the
same timeline for repeal provided in
the House legislation sponsored by
Rep. Patrick Murphy (D-Pa.).

Lane Hudson, a D.C.-based gay

chief sponsor,” Hudson said. “He’s
got a great relationship with the Blue
Dogs in the Senate caucus, and he’s

In response to a second question raised by
Madaleno, Gansler says in his opinion that
Maryland Gov. Martin O’Malley does not have
authority to issue an executive order recognizing
same-sex marriages from other jurisdictions.
In his May 19, 2009, letter to Gansler request-
ing the same-sex marriage recognition opinion,
Madaleno pointed out that New York Gov. David
Paterson issued such an order, clearing the way
for New York to recognize out-of-state same-sex
marriages, even though the legislature had not
approved a same-sex marriage bill.
“An executive order of the governor must be
consistent with existing Maryland law, as enact-
ed by the General Assembly and construed by
the courts,” Gansler says.
LGBT rights groups hailed Gansler’s opinion
as an important breakthrough for the marriage
equality movement.
“Today is a day to celebrate,” said Morgan
Meneses-Sheets, executive director of Equality
Maryland, a state LGBT advocacy group.
“Equality Maryland applauds a favorable opin-
ion released by the Office of Attorney General
Doug Gansler that states that the marriages of
same-gender couples legalized in other jurisdic-

tions have standing to be honored here at home.”

But Rick Bowers, director of Christian
Impact Alliance, a Maryland group opposed to
same-sex marriage, said Gansler acted without
legal authority to issue such a ruling.
“The governing body over a decision like
this should be the General Assembly or the
people of the state of Maryland through a vote
by referendum,” Bowers said.
Gay rights groups, however, disputed
Bowers assessment, saying Gansler has
authority to issue such an opinion.
Lambda Legal, a national LGBT group,
praised Gansler’s opinion for “saying that
recognition of out-of-state marriages of same-
sex couples is consistent with Maryland law.”

A kinder, gentler GOP?
Conservatives haven’t
welcomed us, but a
dialogue has begun

It has certainly been quite a
month for gay Republicans.
Earlier this month, there was a
Senate hearing on repealing “Don’t
Ask, Don’t Tell,” a Clinton-era law that
forbids gay and lesbian service mem-
bers from serving openly in the armed
forces. While most of the Republican
senators on the committee oppose
lifting the ban, in the days and weeks
to follow, many GOP leaders have
announced their support for lifting it.
Former Vice President Dick
Cheney said recently, “Twenty years
ago the military were strong advo-
cates of DADT. I think things have
changed significantly since then.”
Cheney continued, “When the [Joint]
Chiefs come forward and say ‘we
think we can do it,’ it strikes me that
it’s time to reconsider the policy.”
In addition to the former vice pres-
ident, Liz Cheney has said it is time for
the policy banning gays in the military
to end, as have several conservative
journalists, including Stephen Hayes
of The Weekly Standard. Gen. David
A skeptic makes peace with marriage

Marriage is either an anachro-
nism or it isn’t.
But maybe that’s too simplistic.
Maybe it’s anachronistic for many — at
least, the kind of lifelong monogamy of
the “happily ever after” romantic ideal.
But maybe for others, it can still
work, imperfectly at times, demanding
compromises always, but still, the right-
eous goal of one lifelong commitment,
till death do us part. For me, however,
the not entirely healed survivor of a bit-
ter divorce, I remain resolutely unsure
about remarriage — ever mindful that
the 18th century literary giant Samuel
Johnson once famously defined it as a
triumph of hope over experience.
So mark me down about marriage,
gay or straight, as a definite maybe.
After all, what are the odds of hope
ever trumping (sometimes) bitter
experience? The answer I guess is
quite simply contingent — it depends.
But now comes Elizabeth Gilbert,
author of the 2006 mega-blockbusting
best-seller “EAT, PRAY, LOVE,” a fem-
inist’s bon-bon with 7 million copies
sold, still high on the sales charts after
more than three years and her two
appearances on Oprah Winfrey’s
show. And in August Julia Roberts will
star as Gilbert in Hollywood’s retelling
of her saga of a nasty divorce at age
30, followed by a journey of depres-
sion, disastrous rebound affairs and
then eventual recovery while visiting in
Italy luxuriating in language and cui-
sine and then chanting and sweating
and meditating at an ashram in India
Petraeus stated this week that he sup-
ports the review of lifting the ban, as
does retired Gen. Colin Powell.
Pressure for repeal is also building in
the courts thanks to Log Cabin
Republicans vs. The United States of
America, a direct challenge to the law and
the only contemporary legal challenge to
succeed at the district court level.
Last week, the Cato Institute, a lib-
ertarian think tank hosted a policy
forum on gays and conservative poli-
tics. Among the guests on the dais
were Andrew Sullivan and Maggie
Gallagher, of the National Organization
for Marriage. Although there were plen-
ty of fireworks on display, the question
of whether there is a place in conser-
vative politics for LGBT people was
never fully answered.
The very next day, the Conservative
Political Action Conference, the
nation’s largest conservative confer-
ence, began three days of speeches,
meetings and activism. With few
exceptions, the conference was devoid
of many of the social policy discus-
sions often heard when thousands of
conservatives gather in one place.
The overall theme of CPAC this
year was freedom. Most of the pan-
els and speeches were primarily
about fiscal discipline, lower taxes
and limited government.
Of course, there was some talk
and finally traveling to Bali where she
met the love of her life, the man she
calls Felipe in her new book, just pub-
lished, titled “COMMITTED: A Skeptic
Makes Peace With Marriage” (Viking,
288 pp. $26.95).
But Felipe — she attempts to keep
him veiled by a pseudonym but she
also acknowledges he is, really, Jose
Nunes — is from a different culture and
generation. He is Brazilian-born but an
Australian citizen and he is 17 years
her senior. But like her, like so many of
us in fact, Felipe is a survivor of a bitter
divorce. And “EAT, PRAY, LOVE” ends
with them in love but each vowing
never, ever to remarry — each other or
anyone else. The pain, quite simply, of
that marital experience is too awful still
for hope to flower in its ashes.
Fate intervenes, however, in the
form of a U.S. Homeland Security agent
when the two try to return to the U.S.
where they have sought to live without
benefit of a marriage license as a cou-
ple swearing never to write down per-
sonal vows on a legal document.
Felipe is barred re-entry at the
Dallas International Airport and the
only chance he has of returning to
their home in New Jersey is as her
husband. Therefore they are, in her
jokey aside, “sentenced to marry.” But
until the necessary papers for such a
visa can be obtained — something
that will take months — they decide to
travel mainly in Southeast Asia and
live cheaply while getting to know one
another as they each contemplate
taking the step neither had wanted,
namely wedding vows and a marriage
about the marriage issue. You had
Phyllis Schlafly, of Eagle Forum and
Rep. Mike Pence advocating for a fed-
eral marriage amendment. But they
were the exception and not the norm.
The event took a very libertarian
direction this year. Most assuredly, this is
due to the rise of the “tea party” move-
ment. Now, before the tea bagging jokes
begin, it is important to note that accord-
ing to recent polling, roughly 11 percent
of Americans say they “have actively sup-
ported the tea party movement,” while
another 24 percent of the public general-
ly favors the tea party movement.
The CPAC straw poll told a similar
libertarian tale. When asked which
comes closest to your core beliefs
and ideology, only 9 percent of partic-
ipants selected “Most important goal
is to promote traditional values by pro-
tecting traditional marriage.” And only
1 percent listed stopping gay mar-
riage as one of their top two issues.
The most striking moment of the
three-day event was when Ryan Sorba,
of California Young Americans for
Freedom, took to the podium in what
was supposed to be a two-minute state-
ment on youth activism. Instead, he
condemned CPAC “for bringing
GOPride [sic] to this event.’’ What hap-
pened next was even more shocking.
As Sorba continued his tirade against
the evils of homosexuality, the audience,
license. The result of her quest for an
answer is this new book.
But what does the book have to
say about same-sex marriage. It
turns out, a lot.
Recently Gilbert addressed the
issue head-on in a D.C. book tour
appearance, as well as on the Diane
Rehm public radio show, but it also
leaps right off the pages of her book.
“Legalized same-sex marriage is
coming to America” she declares and
then adds, “in large part, this is
because NON-legalized same-sex
marriage is already here,” noting also
that the 2010 U.S. Census, in forms
arriving in our mailboxes next month,
will for the first time document same-
sex couples alongside heterosexual
married couples.
And nationwide, says Gilbert, “the
federal courts will eventually get fed
up,” just as happened in 1967 with
Loving v. Virginia when the Supreme
Court unanimously struck down laws
against interracial marriage. She
sees marriage as “a secular concern,
not a religious one,” noting that “the
objection to gay marriage is almost
invariably biblical — but nobody’s
legal vows in this country are defined
by interpretation of biblical verse.”
Legal marriage, she concedes,
may be hard for individuals to endure
successfully but it “restrains sexual
promiscuity and yokes people to their
social obligations” and as such “is an
essential building block of any order-
ly community — and is also good for
children who ideally at least will be
reared in intact families.

hostile the audience became. There’s
an old political axiom about speech
making: know your audience.
As been reported on these pages,
GOProud was one of many co-spon-
sors of the conference. Ironically, they
had a booth that was two tables down
from the National Organization for
Marriage booth. CNN got a shot of the
two groups shaking hands and sug-
gesting a beer summit. But I wouldn’t
hold my breath on that one. Just the
very next day, angry because NOM
couldn’t deliver a message personally,
GOProud asked the question, “Who’s
the pansy at CPAC?” referring to
NOM’s issuing of a news release that
day threatening to “Dede Scozzafava”
any pro-marriage equality candidates.
Has the conservative movement
openly welcomed gays and lesbians
into their tent? Definitely not. But there is
now dialogue and discussion. And as
long as dialogue and discussion contin-
ue, we gay conservatives – homocons –
will continue to try to change hearts and
minds, one person at a time.

But speaking in D.C. last month on
her book tour she also said that
“we’re entering the era of ‘wifeless’
marriages, where every woman I
know wants to be married but nobody
wants to be a ‘wife.” In addition, she is
unalterably opposed to the idea of
“soul mate” — what she calls the
“Jerry Maguire fantasy” of “you com-
plete me.” Instead she proudly
declares, “I own my incompleteness.”
Suppose it’s true that unlike com-
pletion, wholeness differs in that it is
neither confined nor static but open,
growing, organic, emerging. Suppose,
indeed, that marriage proponents can
learn something from gay men — for it
is gay men and not lesbians that are
relevant here. Suppose gay men are in
fact leading the way — as Gilbert
opines — in saving marriage for at
least some straight people by refram-
ing it as an open relationship?
In other words, the monogamous
model itself may eventually crumble
for some (but not all), and marriage
may become redefined by gay men
for all people as an open door to a dif-
ferent option (for some at least): that
is, enduring love made “whole,” yet not
complete, with emotional primacy but
also sexual variety. Call it still mar-
riage, then, but also “open” — in other
words, just “in a very unusual way.”
Elizabeth Gilbert, by the way,
would agree.

phase celebrates 40th anniversary this weekend

They pause and just stare at each
other for a second while the memory
wheels keep turning.
“No, that doesn’t make sense,”
Homza finally concludes, the memory
of some other life event suddenly
throwing her chronology into a tailspin.
“She just didn’t come in one day,
which was very unlike her,” Porter says
of Knowles, who had died in her sleep
of heart disease. “She was always in
here early, cleaning, getting ready.”
Knowles’ sudden death was a
shock to all who knew her. Porter
says Knowles was “just amazing.”
“Mary really tried to bring energy
and events in here,” Homza says.
“Over the years the energy ebbed and
flowed. Lesbians aren’t very loyal.”
Some must be. The bar has oper-
ated for 40 years, a milestone being
celebrated this weekend with a bevy
of activities (see phase1dc.com for
details). Homza insists it’s because
owners Allen Carroll and the late
Chris Jansen were committed to
keeping it going.
“They’re the ones who kept this
bar open and I really mean that,”
Homza says. “They’ve just been ded-
icated to the women.”
So why and how did two gay men
happen to open a lesbian bar in 1970?
Carroll and Jansen, veterans of the
Marines and Air Force respectively,
had been dating a few years and
worked at adjacent bars on 8th Street,
S.E., a D.C. gayborhood before Dupont
Circle was gentrified. Carroll was at
Joanna’s, a lesbian bar. Its brother bar
was Johnny’s, where Jansen worked.
They were owned by the same person
but Joanna’s was closing so Carroll
and Jansen sensed a need. Carroll
says the Phase is the oldest continual-
ly operating lesbian bar in the country.
Carroll and Jansen had always
had lots of lesbian friends — many
from Joanna’s — so it didn’t feel a
stretch to open a women’s bar. They
eventually opened the Other Side, a
larger lesbian venue that was more a
club than a bar, which eventually mor-
phed into the male-focused drag/strip
club Ziegfeld’s/Secrets in the mid-
’80s. It eventually closed when the
Nationals stadium was built but
reopened a year ago on Half Street.
Phase 1, though, has been the
constant. It’s still at its original loca-
tion. Carroll says there have been ups
and downs over the years but he and
Jansen never thought of closing it.
It made sense, for instance, to
transform the Other Side into
Ziegfeld’s because several D.C. bars
by that time had started lesbian
nights and had stolen some of Side’s
thunder. The Phase, though, “always
felt like home base,” Carroll says.
“We had hard times and good
times, but it felt like home,” he says.
“We always held on. They always
come in and always say, ‘We know to
come back here.’ It’s a good feeling.”
Phase 1’s popularity has a lot to do
with lesbian life cycles, long timers say.
It’s common, they all say, for lesbians to
be regulars for a few years, disappear,
then come back years later.
“Let me tell you how the women
work,” Carroll says with a knowing

chuckle. “They get a lover and they dis-
appear for three or four years. And then
they come back when they break up. I
know it before they even say it. I know
they broke up with their girlfriend.”
Lombardi says the trend continues
though she’s worked hard to alter it.
“Lesbians definitely fall into the
trap of sitting at home,” she says.
“Gay boys like to party. Of course
there are always exceptions to the
rule. Still, the fact is women make
less money. I know so many people.
‘Oh, I live in Columbia Heights and
work for a non-profit.’ Yeah. We make
less money. Lesbians like to stay
home with their girl. It’s part of why
we have so many events and try to
really mix it up. We’re trying.”
That’s not to say that the Phase
hasn’t changed. It has. Drastically.
When Homza looks around the room,
she can’t help but notice how different
it looks since Lombardi took over.
“It’s changed a lot but in the same
way, it’s the same,” she says. “I mean
when I first came here it had shag car-
pet up the wall … so physically it’s
changed. We went through a lot of looks
because of Chris, he was a very, uh, the
pink flamingo of the pair. He had pink
and white tile in here at one point, like a
candy store. So this is much different.”
The decor now is mostly red and
black. A pair of giant silver pumps sits
above the bar, the one nod to femi-
ninity in an otherwise leather-and-
punk aesthetic. Lombardi calls the 10
staff members “the coolest group of
queer girls working ever.” She says it
runs like a well-oiled machine.
“We rarely get a whammy card,”
Lombardi says. “Patrons are the same
and know what to expect. There’s fun
dance music and the occasional ran-
dom indie song. Drink prices are
cheap and it’s a chill environment. Our
little 10-by-10 dance floor gets a lot of
action. You can see the handprints on
the mirror at the end of the night.”
Part of the appeal, Lombardi
says, is that Phase doesn’t try to be
something it’s not.
“At the end of the day we’re kind of
a dive bar,” she says. “You wanna go
out and have a super fancy, I mean try
to order a drink with fresh muddled fruit
at Phase 1 — it’s not gonna happen.
So if you wanna go out and have your
fancy drink, if you want a capriana or
whatever people drink nowadays, you
wanna go to a fancy bar and pay $14 a
drink, that’s not us. Here you get a
three dollar PBR pounder.”
Porter says the bar is so different
now she doubts younger lesbians
could fully fathom what it used to be
like. She says the late Linda Brown,
the bar’s glam first manager, was
something of an 8th Street legend.
“Back then it was butches and
femmes, very territorial,” Porter says.
“You had Linda Brown, with her high
blonde French curls, she drove a
pink Lincoln and her rival Margaret
Majors drove a white Cadillac. And
they each had their entourages. All
women dressed in men’s clothes. It
was just a totally different world. …
They were rivals. Rivals because of
the bar, rivals for women, everything.
Always dressed to the nines. There
was lots of violence. If there wasn’t a
fight or beer bottles thrown, the night
really wasn’t considered a success.
And I threw with the best of them. I
loved a good fight. As long as I had a
beer bottle or a cue stick, I was good
to go. We had lots of fights in here.”
Carroll sees signs of that era in
today’s younger lesbians.
“Girls have changed over the years,”

he says. “When we first opened, if you
had a butch girlfriend, you didn’t bother
with her girlfriend and they took it very
seriously when they were involved. No
one could even talk to them. That’s the
way women were back then. … Then in
the late ’80s and ’90s, you couldn’t tell
who was butch and who was femme.
But I guess it’s no different than with the
men. Like at the men’s bars, if you have
a real queeny queen, you just knew that
was a bottom. It’s all the same. And let
me tell you, the girls were just as
promiscuous as the guys.”
Porter’s ex, Cheryl Gordon, was dat-
ing Linda Brown when Porter arrived at
Phase. Everyone who was around in
the early years remembers Brown, who
saw Phase through the ’70s, fondly.
“She was absolutely beautiful and
hard ass,” Porter says. “She would
take off her stiletto and pop you in the
head if you needed it. Just a wonder-
ful person.”
Carroll calls her “the greatest per-
son.” He agrees those years were
“just different.”
“We used to all party together,” he
says. “We’d have fun and go to the
beach. We’d be at my house at the
pool. It was like a big family and it’s
just not like that anymore. Everybody
loved [Brown].”
The late David Easterday, who even-
tually succumbed to AIDS, Pat Sullivan
and Sue Ross each managed the bar a
few years before Knowles came along.
After Knowles died, Keri Boyd, Dale
Childress and Porter co-managed the
bar. Lombardi came along five years
ago and picked up a few bartending
shifts to help a friend. Sarah Brasher
was managing then but was just doing it
to help out and didn’t feel it was her call-
ing. Lombardi sensed major potential
and brought the bar into the ’00s. She

built the first Phase web site and started
signature Phase events — Phase Fest,
a large queer music festival that hap-
pens every September, and Jell-O
wrestling, which is the second
Wednesday of every month.
“People love it,” Lombardi says.
“Girls, Jell-O, bikinis, kick-ass drink
specials, awesomeness — they all
go hand in hand.”
“A lot of where it is today is
because of Angela and all the crazy
shit she does,” Homza says.
Carroll pretty much lets her do
whatever she wants.
“She really breathed a lot of new
life into it,” he says.
A more low-key staple of the bar is
Senait, an African-born lesbian who
declines to give her last name. She’s
been in Washington 11 years and stum-
bled on the Phase six years ago. She has
a day job but spends her evenings here.
“I used to hang out here and I was
here, like, every night so they said,
‘Hey, you wanna work here?’ I said,
‘Why not?’ I’m a workaholic. I wouldn’t
know what to do with my free time.”
Carroll says it’s people like them
who make Phase what it is.
“Senait is a loyal and good per-
son,” he says. “So much more than
an employee.”
The long-time employees have
equally high regard for Carroll and
remember Jansen fondly.
“Alan was the serious business-
minded one,” Porter says. “Chris cared
about the business and wanted it to
succeed, but he wanted to have fun.
His favorite phrase was, ‘Who has
more fun than people?’ If he said it
once he said it a million times a night.”
They were together as domestic
partners for 16 years but broke up in
1988 and remained business part-
ners and best friends.
“It was tumultuous,” Porter says.
“On and off, but they always held the
businesses together and were com-
plete best friends. Nothing could have
ever stopped that. … They’re both
wonderful people in different ways.”
Carroll says they eventually
became like brothers. Jansen bought
a second home in Thailand and start-
ed spending half his time there. He
died of heart disease in 2007.
What would Jansen think of
Phase’s milestone?
Carroll, who says he misses
Jansen immensely and thinks of him
daily, says Jansen would be “tickled
to death” and “very proud.”
Homza says they should be
praised for their commitment to D.C.
lesbian nightlife and culture.
“I think it’s important to have a place
to call your own instead of depending
on the kindness of the Helix or, you
know, a men’s bar, or Apex, or whatev-
er,” she says. “This is your bar.”

As uber-golfer Tiger Woods
proved, no one is perfect. Same for
cars. Who knew Toyota — the gold
standard in safety and reliability —
would one day be struggling amid
recalls of some nine million vehicles?
Brake pedals, accelerator pedals,
floor mats, drive shafts — the list
seems to grow each week. Truth is,
all automakers have had recalls at
one time or another. In Toyota’s case,
the perfect storm is slow automaker
response, congressional scrutiny
and conflicting reports about what’s
really wrong with the vehicles.
For now Toyota is selling fewer
new cars, the value of its used cars is
taking a hit, and prospective buyers
willing to navigate the recall waters
often can get great deals — whether
on a new or used Toyota.
Still, many consumers will look
elsewhere. Below are some top picks
from government, insurance and con-
sumer agencies. (Currently, Toyota is
off most lists: Consumer Reports, for
example, recently suspended its “rec-
ommended” status for Toyotas affect-
ed by the recall.)
All the vehicles here scored high
