History and Background
Royal Haskoning is an independent, world-wide engineering,
architecture and environmental consultancy firm. Founded in
the Netherlands in 1881 and with its head office based in the
city of Nijmegen, the company has since grown and drawn in
expertise from other long-established consultancies in both
the Netherlands and UK to provide a wide range of skills and
services, based on the knowledge, expertise and experience
of over 4,000 staff.
Royal Haskoning received the honorary title Royal in the
Netherlands for outstanding achievements in the field of
maritime and civil engineering in 1981.

The companys services are provided from a wide spread of offices in the Netherlands, United
Kingdom and elsewhere in Europe, together with local offices in locations across Africa, North
and South America, the Caribbean, the Middle East and South, East and South East Asia.
Royal Haskoning's hallmarks are efficiency and quality backed up by sound financial and
corporate strength in the market sector. The firms turnover for 2008 was approximately 370
million, of which the maritime division accounted for 85 million. Royal Haskoning is therefore

Focussing on Indonesia, Royal Haskoning Indonesia (PT Haskoning Indonesia), formerly


known as Triweger International, established and incorporated in Indonesia since 1973 to
provide professional services as engineers, consultants, architects and project managers. At
PT Haskoning Indonesia over 100 Indonesian and International staff are working, with both
Indonesian and Dutch staff representing the board of management.
With an outstanding track record for over three
decades in Indonesia, the company provide services
including the disciplines Maritime & Waterways,
Planning & Transport, Industry & Energy, Buildings and
Water.
For each discipline the company can provide
integrated design and consultancy services as well as
project management and construction management.
From master planning, financing, feasibility studies and design to specifications and tender
documents, selection of contractors, scheduling, estimating and cost control, safety, health &
environment management (HSE) and construction supervision.
The company has a long track record related in marine transportation, terminals and ports in
Indonesia. We have a full-time presence through our office in Jakarta, staffed by both local
and expat engineers, scientists and consultants.
We are proud to have been involved in LNG, coal, oil & gas, breakwater, inland waterway and

Royal Haskonings corporate structure basically consists of five business lines, each having its
own specialisation but also working together in multi-disciplinary teams to meet the needs of
clients and their projects. The organisation strutcture with the operating business lines are as

Total staff strength of Royal Haskoning is presently over 4,000 of which more than 400 are
professional and support staff working in the Maritime & Waterways business line.
Projects can be resourced with globally recognised professionals from a wide range of
disciplines both within the Maritime & Waterways business line and from other company
business lines. These include planners, civil, services, coastal and geotechnical engineers,
mechanical engineers, electrical engineers, economists and financial experts, environmental
scientists and mathematical and physical modelling specialists. Support is also available from

Company Quality Assurance and Environmental Management

Royal Haskoning is committed to providing a fully quality assured service at all levels within
the company and operates a Quality Management System (QMS) that lies at the heart of the
management of all projects.
The companys QMS complies with the requirements of BS/NEN-EN-ISO 9001:2000 and is
certified by Lloyds Register Quality Assurance. The Approval Certification Number is 655229.

The QMS also includes an Environmental Management System (EMS) which complies with
the requirements of BS/NEN-EN-ISO 14001:2004 and for which registration is being rolled out
across the company. The Approval Certification Number is 663206 for the Netherlands and
662753 for the UK.

infrastructure and integrates highly sophisticated planning, design and implementation
expertise. Our expertise extends to contractual, legal, risk, supervision and financial issues.
The Maritime & Waterways business line of Royal Haskoning offers the combined expertise
and long term track record of two of its founding companies, Posford Duvivier (of the United
Kingdom) and HASKONING BV (the former Dutch company name) as well as the wider
experience of the other organisations. The company combines a wide range of knowledge and
experience with over 3,500 professionals and has principal offices throughout The Netherlands,
United Kingdom and Europe together with Africa, Asia, the Caribbean and the Middle East.
Royal Haskoning was awarded with the honorary title Royal in 1981 for its outstanding
achievements in the field of maritime and civil engineering.

Activities during all stages of port development

The activities of Royal Haskonings Maritime & Waterways business line include the following:
Special Studies (masterplan, feasibility, financial, etc)

Several special studies are required which Royal Haskoning


can perform. These studies include feasibility, funding and
marketing studies as well as risk analysis. Furthermore
Royal Haskoning has extensive experience with respect to
development of port master planning and environmental
impact assessments.

Engineering and design

Following the initial studies the next stage is the technical


design of the port in which the port layout will be worked out
as well as the various structural items. These structural
items include, but are not limited to, terminal and jetty
design, breakwaters and coastal structures, piping design,
LNG tank design and (un)loading facilities.

Tender and Construction Management

Prior to the construction stage Royal Haskoning can


arrange tender preparation and evaluation. During the
construction stage we can do the project management
and/or the construction supervision.

Operations & Maintenance

The involvement of Royal Haskoning does not stop upon


completion of the project! Our tasks during the operational
period of the port include the preparation of operational
manuals, technical appraisal, technical assistance and
training.

2.4

Specific Skills, Analytic Tools & Design Tools

From within the wide range of services provided by Royal Haskoning some specific skills and
analytical tools are highlighted below. Before planning and designing new or expanding
existing structures it is important to understand the mechanics of the sometimes harsh and
challenging surroundings this structure will be placed in. This means understanding the impact
and effects of wind, waves, sediments, coastlines, etc on both the existing and future situation.

Modeling the marine environment

We use finite element modelling for studies of water levels


and tidal movements, currents, waves and sediment
transport. This is done to create or validate the basis of the
engineering works but also to validate the Environmental
Impact of a port development. Applications of these models
are, for instance, the determination of the flow field across
the entrance to a harbour for navigation studies, the wave
disturbance and resonance in ports and harbours and to
estimate the amount of sediment transport to be trapped in a navigational channel. For
modelling we often use several tools, including the MIKE 21 software package. This is a
professional engineering software package for the simulation of flows, waves, sediments and
ecology in rivers, lakes, estuaries, bays, coastal areas and seas.

Ship Operations Studies

For a satisfactory terminal or port design it is essential to


know what behaviour of the vessels may be expected
under extreme conditions. With the help of fast time
Simulation program SHIPMA Royal Haskoning is able to
determine physical limitations and requirements of
navigable waters with and without tug assistance. With the
modelling results, optimum design parameters such as
turning circle, breakwater position, etc can be found in
order to guarantee a workable situation for a safe and
efficient approach of these vessels. If necessary and/or
critical, these fast time simulations can then be
supplemented by full bridge simulations.

Assessment of Marine Risk

With the growing volumes and complexity of ports all over


the world marine navigation increasingly requires
assessment and review of potential risk. Royal Haskoning
has an in-house software model MARTRAM which allows
for a realistic model representation of marine navigation.
With this model all kinds of what if" scenarios can be
simulated and analysed.

Marine Structures Design

The structural design of jetties and other marine structures is


at the core of our engineering business. Our design
capability includes considering structures exposed to
considerable wave forces and/or berthing loads, bollard
load, ice loads, excessive surcharge loads, etc.

A factor that is frequently critical for the design of jetties is


its exposure to winds, waves and currents in relation to
vessel mooring. Within Royal Haskoning we use software
packages such as MDT (Mooring Design Tool) and
TERMSIM in order to analyse the dynamic behaviour of a
moored vessel subject to wind, waves and current. The
mooring system can be a Single Point Mooring (SPM), a
Multi Buoy Mooring (MBM) or a Jetty terminal. The program
predicts the mooring loads and vessel motions when the
system is exposed to operational environmental conditions.

Breakwater Design

This involves relatively small scale items such as groynes,


but also coastal protection works and large port breakwater.
The construction costs of protective breakwaters are high,
typically ranging between 10,000 and 100,000 per linear
meter (largely depending on water depth).
By optimisation the breakwater design the construction
costs of breakwaters can be reduced.
A thorough
understanding of the design factors and the design process
forms the basis of such optimisation process. Royal
Haskoning has built up this understanding through continually updating knowledge and
gaining experience from projects all over world under varying conditions.
In addition, Royal Haskonings involvement and unique position within the maritime sector
means that we have a wide network of other supporting specialist skills that can be brought to
a project on an as needed basis. This includes real-time simulation work as well as physical
modelling of breakwater structures and the like.

Cooling/Heating Water Intakes & Outfalls

Royal Haskoning has extensive experience in the field of


marine pipelines, outfalls and intakes, having being
involved in many such schemes around the world in the
past 40 years. Projects include the design of intakes and
outfalls for power stations, desalination plants and industrial
cooling water systems. Related items are waste water
treatment works and landfalls of subsea water supply
pipelines.
The firm has a detailed knowledge of the whole spectrum of
issues involved. It starts with the planning and consenting process, followed by hydrodynamic
climate assessment and goes all the way through to the outline and detailed engineering of
the structures as well as determining the best construction methods and materials for each
specific project.

experience in the industrial sector. We have acquired our reputation through projects in
various sectors of industry, mainly: oil & gas, petrochemical, chemical & pharmacy, waste
processing, food & beverages, wholesale & commission trade and in transport industry.
Besides maintaining the required technical
capabilities and skills, Royal Haskoning is
specializing to meet the main challenge in
industrial projects: reducing the time-to-market and
costs of investment. Thereto we apply variant
design methods focussing on development of
those items that are essential to the project. By
applying as much as possible best and value
improving practices in the front-end loading phase,
desired quality levels an local/international safety standards are met, operations can be
optimized (incl. HSE, emission reduction, noise, water, energy, materials handling) and capital

studies

for socially sensitive projects, HSE programs,
Risk Assessment studies, etc.
Especially in the petrochemical and oil & gas
projects environmental issues have become
very critical for the feasibility of projects.
Demands for environmental assessments and
monitoring have become more and more stringent and can become a make-or-break issue for
the entire project. It is therefore no wonder that Royal Haskonings environmental division has
been very active in these types of projects over he recent years and built up an impressive
track record and reputation.

Environment Team

Royal Haskoning employs 550 environmental consultants worldwide. The entire team brings
together a huge range of expertise and has the capacity to solve the great diversity of
problems related to the environment. This expertise covers all the parameters associated with
environmental media (i.e. soil, water, air, natural resources). Our consultants have an in-depth
and up-to-date knowledge of environmental technologies, legislation, guidance and
regulations, management systems and communication. We have the capacity to formulate
policy plans, conduct investigations, manage processes, obtain permits/consents and develop
and assist in implementing solutions. Central to our successful environmental work is good
liaison with competent authorities, regulators and stakeholders.
Our experience of project managing and undertaking complete work packages required for
developments (e.g. feasibility stage through to successful consent determination) means we
can confidently provide the information right-first time including verification by the key
regulators.
Royal Haskoning has technical and engineering specialists who can competently address all
the aspects pursuant to the progression of developments and provide the environment team
with invaluable advice when needed. There is an increasing requirement for us to work across
divisions, calling upon experts from different disciplines and offering our Clients capacity to
streamline a total solution.

assessments.

Currently coal is exported from Jambi Province using a combination of long
distance trucking, and off-shore transhipment to Handymax vessels. To
respond to increasing demands for coal from Asian Pacific Markets, PT
Synco Global proposes to expand its coal production from concessions it
holds in Jambi Province Sumatra. To expand production in the province from
2mta to 15 mta within the next decade, it has proposed to develop a reliable
multi-modal pit to port transportation chain, using the Tembesi, and
Bathangari river system into an Inland Waterway, approximately 500 km of
blue highway to the sea. This work entails improving the navigability of the
river network and developing a deep water coal terminal where coal can be
transhipped to Cape size bulk carriers. PT Synco and the provincial
government have agreed to further develop the master plan which needs to
developed in a record time schedule in order to respond to the market. It is
for this reason that Royal Haskoning have been assigned the Owners
Engineer role to assist with all studies, designs and project management.
PT Banten Energy LPG Terminal

Banten Energy Ltd is developing a new LPG terminal near Merak, West
Java. LPG will be imported in large gas carriers of 54,000 DWT and exported
in trucks, bottles and smaller coastal gas carriers of 1,500-6,500 DWT. The
Banten Energy project will be built in two stages. In the first stage the
facilities will include a berth for the large gas carriers in order to transfer LPG
to an FSU (Floating Storage Unit) for preliminary storage of product. In the
second phase storage will be in onshore tanks.
Banten Energy has requested Royal Haskoning to execute the concept
design and basic design of the proposed marine facilities. The project team
includes experts from Haskoning Indonesia, Haskoning Vietnam and a local
consultant, LAPI, who is responsible for the Metocean data.
The design scope includes all supporting marine structures such as the
loading platform and access trestle. Because the terminal is located close to
two neighbouring jetties the layout and orientation has to be optimised in
order to minimise the effect on mooring manoeuvres at the neighbouring
facilities.

In Phase 2 Royal Haskoning were further commissioned to review the

The Option Study phase of this project progressed through many phases and
considered the different layout and structural requirements for the construction
of large Anchor Handling vessels and offshore support vessels up to 7,500
tonne.
Options included flooding dock or shiplift launch systems and various
landbased vessel transfer systems and construction arrangements.
During the option study phase the project expended. However, due to the
world economics suddenly contracted back to a double slipway launch option
instead of the proposed landbased construction areas and floating dock launch
system.
Following the option study our successful detailed design bid allowed up to
continue supporting the client. The detailed design required the capacity to
later convert the double slipway into the much higher capacity large
construction area and floating dock launch system. The detailed design
included discussion with the clients chosen contractor to help value engineer
the project.
Design elements included: piles, ground slab, drainage, entrance gate, crane
beams and retaining walls. Also included was the preparation of drawings,
Bills of Quantities, Tender Documents and Contract Documents.

SMOE Pte Ltd. in Singapore built the Muda Central Proudction Platform
(MDPP) weighing about 17,000 tonnes gross. This MDPP Deck was loaded
out over a gravity quay wall onto a floating barge.
Royal Haskoning were responsible for the assessment of the gravity quay wall.
This included checking the strength, stability, and the bearing capacity of the
foundation for the loadout.
Royal Haskoning then produced a report on this assessment.

Vietnam needs to expand its power production to keep up with its strong
economic growth. In the southern Mekong region alone at least 7 new
powerplants are planned to be developed in the very near future, most of
which are coal-fired. One of these is Tan Taos new Kien Luong powerplant
which will produce power for its new planned Industrial Zone and other
industries surrounding. Tan Tao group intend develop a new deepwater
transhipment at Nam Du island 120 km offshore from the coast. This island
has the potential to become THE Deepwater Transhipment Port for the
Mekong area in South Vietnam. Forecasted cargo flows include up to 50
mtpa of coal import and up to 12mtpa of rice and seafood export. Royal
Haskoning has been assigned the Owners Engineer role responsible all
design stages and supervise the construction. The first task is to review the
logistics scheme for coal transhipment and optimise port layouts, barge sizes
and others. An initial potential cost saving of nearly $100 million has already
been identified.

BTA is developing Ho Chi Minh Cities most luxury apartment complex on
Diamond Island along the Saigon river. The unique architectural complex
was designed by famous Japanese architect Arata Izosaki. One of the
feastures of this unique new complex is a marina for the boatowners
amongst the inhabitants of Diamond Island. Royal Haskoning was attracted
to be sure that the masterplan, designs and equipment suppliers meet the
same standard. The assignment started with a market study on type and size
of vessels to be expected at this very first marina in the economic capital of
Vietnam. Masterplanning of marina and access channel were bounded by
local waterway regulations, integration with onshore amenities and safety
both during navigation and whilst at berth of these luxury vessels. Royal
Haskoning prepared tender documents that were sent out to the leading
marina equipment suppliers in the world. Guiding the tender and negotiation
phase is where Royal Haskonings experts brought extra value to the client.
This not overly sized but iconic facility will be the seed for Vietnams strong
potential new watersport sector.
Bai Goc industrial Zone Masterplan desktop Study

Hiep Hoa Phat Joint Stock Company (Short HHP) is the developer of the Hoa
Tam Industrial zone and related to Bai Goc seaport in Dong Hoa district, Phu
Yen Province, central Vietnam. The main objective is to boost the economy
of this relatively underdeveloped province and attract international investors
to this new industrial zone. The industrial zone is planned to include:
Heavy industry (eg. Steel Mill), Energy Industry; Powerplants, Refining and
Petrochemical Industry, Transhipment Port; liquid and dry bulk, Export and
Import; rice, mining products and import of equipment.
All of the above stated potential industries require feedstock most of which
will have to be imported from outside the province and even from outside
Vietnam primarily by sea. The products from these industries will also
mostly be exported to other provinces, again primarily by sea. It is for these
reasons that an efficient and complete seaport will be required at the
waterfront of the industrial zone to facilitate all import and exports cargo
flows. HHP has approached Royal Haskoning to develop a master plan
layout for the port as a desk study. This desk study includes the definition of
functional requirements & preparation of preliminary port layout options
displaying the major port structure items such as breakwater and quay plot
plan.
This desktop study will be followed up by a survey campaign and complete
conceptual design study to be prepared including detailed analysis of market
potential an opportunities for Baigoc seaport. The objective of this is to
develop a Port Master plan and Strategic action plan for the this ambitious
new port.

Long Son Petrochemical Company (LSP) is a joint venture between Siam
Cement Group of Thailand, Qatar Petroleam and Petrovietnam. LSP intends
to develop a worldclass petrochemical plant on a greenfield location on Long
Son island in Ganh Rai bay, North of Vung Tau. Royal Haskoning and local
Partner Portcoast have been assigned the Feasibiity Study and Basic Design
of the Seaport Facilities for this plant. The design scope included at least 3
jetties for import vessels with feedstock for the plant and for export of liquid
petrochemical and chemical products as well a coal vessel receiving facility
and a construction quay. The very shallow foreshore and the complex
network of delta rivers flowing and out of the bay create a challenging
environment for Haskoning and PortCoast experts to come up with the
optimal location ad orientation of jetties, access channels and turning basins
and possible breakwaters of sedimentation groynes. Another major challenge
is the integration of an optimised LSP seaport with the overall masterplan of
the Ganh Rai bay taking into account a future refinery and general cargo
terminal projects.
Mui Tan island Feasibility Study & Concept Design

develop an artificial island in front of the coast of Quy Nhon city in the Binh
Dinh Province. The objective is to create a unique project that will benefit not

As the island is planned to be located in a hydrodynamic and morphologic
sensitive area, special attention is required to the effect of the island on the
nearby National Channel (including the existing two-way channel for 30.000
50.000 DWT vessels and the entrance channel to Nhon Hoi deep water port),
the drainage capacity of the laguna entrance and the coastline.
The client has therefore acquired assistance from Royal Haskoning to study

Shell (Vietnam) Ltd import bitumen to their facility at Go Dau B via a small
suspended deck quay. The quay is owned by the Dong Nai Port Company and
leased by Shell, although the quay is also shared with other users.
Shell commissioned Royal Haskoning to carry out a condition survey of the
quay. At the time of the survey the age of the quay was approximately 12
years old. Royal Haskonings maritime Vietnam office carried out the survey,
reporting on the above-water condition of the piles, the underside of the deck,
fenders and the top surface of the quay. In addition to a report, Royal
Haskoning also provided Shell with a digital photographic archive of the
condition of the structure at the time of the survey.

independent review services in relation to the construction of the SSIT
Container Terminal on the Cai Mep River in southern Vietnam. FMO represent
a group of organisations providing finance for the SSIT project, including IFC
and the german and French development banks.
The official title of the construction project is SP-SSA International Terminal
(SSIT for short) and involves the development of a new container terminal on
a green-field site on the east bank of the Cai Mep River in Ba Ria Vung Tau
Province in Vietnam. The developer of this project is a joint venture of Saigon
Port and SSA.
Royal Haskonings scope of work includes a review of the contract price, the
contractors resources, quarterly reviews of the construction progress and a
report on the final technical readiness of the project before commencement of
operations

they intend to develop to supply clinker and cement to their pre-cast concrete
materials factories in middle and southern Vietnam. The logistic scheme for
export of clinker and cement and import of coals and other raw materials
requires multiple transport modes from the quarry upstream of the Gianh river
to a terminal at Hon La port in Quang Binh province and vice versa. Royal
Haskoning were assigned a review of the logistics scheme and preparation of
a conceptual design of the import and export terminal. This terminal is located
in the centre of Vietnam which is frequently exposed to typhoons so that
careful consideration of typhoon-induced waves needed to be taken into
account.

The Nghi Son Petrochemical Refinery Complex is a joint venture between

marine engineering consultancy services for the FEED. These services cover

product loading/unloading berths, material offloading quays, outfalls and
subsea pipelines. Royal Haskonings scope of work includes reviewing
existing surveys, defining and procuring additional surveys, complete FEED

PTSC require a facility to launch newly constructed Anchor Handling Vessels.
Vessels are generally 65m long weighing 2,300tonnes. There is a future
requirement to launch similar vessels weighing 3,000tonnes.
PTSC have thoroughly researched many options and design work has been
carried out on a slipway and transfer system. The design is found to be quite
clumsy and is particularly costly due to the necessary extreme depth of the
toe of the slipway and the height of the carriages that the arrangement
requires.
Before proceeding PTSC have asked Royal Haskoning to consider PTSCs
requirement and propose all possible options for affecting the launch. RH is
also to review the present slipway design.

central Vietnam. Cement clinker will be exported from an inland factory via a

by a Vietnamese firm of consulting engineers. Following Royal Haskonings
review, Dong Lam Cement have opted to modify several key aspects of the
proposed concept, including fewer modes of transport and the re-routing of the
transport system to avoid a large and environmentally sensitive coastal
lagoon.

A critical element in the construction of the planned new port in Bay Chai Bay,
proved to be the deepening of the 30 km long access channel. The study
consisted of the elaboration of a dredging plan, including the identification of

The land bridge concept is a virtual canal that comprises two ports on either

Unithai Shipyard commissioned a detailed design and procurement of chain
moorings for a new floating dock. A wave model had been produced to
determine the wave climate at the location of the dock. This was used to carry
out Time Domain and Frequency Domain analysis of the mooring
arrangement. Moorings comprise of large mass concrete blocks with 73mm
diameter drains fixed to the dock. Clump weights are used to damp down the
motions of the dock and distribute loading more evenly amongst the mooring
lines. Additional mooring points on the dock were designed to suit the
arrangement of mooring lines required.

Royal Haskoning (and previously T F Burns) has a long standing relationship
with Tuas shipyard in Singapore and the client Keppel Shipyard Ltd having
designed and supervised the construction of their three dry docks since the
1970's. Raffles Dock is the second of the three dry docks and was designed
and constructed in 1979/1980.
Over the last twelve years Royal Haskoning has undertaken numerous
feasibility studies for the extension of this dock. Royal Haskoning are now
undertaking the detailed design for the extension. The dock is increasing from
355m x 60m clear width to 400m x 64m. Therefore the extension comprises
both lengthening and widening of the dock allowing a new maximum vessel
beam of 60m. The widening will involve trimming back the existing services
galleries and casting new facilities at the dock cope edge as well as many
other aspects. The existing repair pier, aligned with the dock, will also be
trimmed back to allow the maximum vessel to enter the dock.
Royal Haskoning are using diaphragm wall techniques to form the extension,
due to the limited space available on the site. They have also been working
closely with the client to sequence the demolition and construction works to
ensure that the dock remains operational for the maximum time. This has
required specification of limpet dams to undertake work at the entrance and
gate abutments whilst the dock gate is removed and replaced.
Royal Haskoning are also providing detailed design services for the new dock
gate.

The Government of Singapore is developing a new LNG import terminal on
Jurong Island in order to increase energy security for this economically strong
island state. Foster Wheeler Singapore have been assigned as the main
Project Management Consultant to manage the EPC contractor. The EPC
contractors scope of work includes design and construction of tanks,
regassification facilities and the terminal jetty. Royal Haskoning have been
appointed by the PMC as specialist sub-consultant for the jetty works.
Royal Haskoning have assigned a design expert who will review and approve
all detailed designs of the jetty. During the construction phase Royal
Haskoning will assign a senior marine supervisor who will be part of the onsite supervision team responsible for managing the contractor and overseeing the quality of the works.

SMOE Pte Ltd. in Singapore built the Muda Central Proudction Platform
(MDPP) weighing about 17,000 tonnes gross. This MDPP Deck was loaded
out over a gravity quay wall onto a floating barge. Royal Haskoning were
responsible for the assessment of the gravity quay wall. This included
checking the strength, stability, and the bearing capacity of the foundation for
the loadout. Royal Haskoning then produced a report on this assessment.
Benoi Yard: Ship lift reconstruction

Royal Haskoning were appointed by Singapore Technologies Marine (STM) to
provide assistance with reconstruction of the existing Shiplift 1 at their Benoi
Yard. The scope of the project included design, procurement and site
supervision, with the assistance of local consultants, LKP. The work carried
out included demolition, followed by the installation of new spun concrete
piles, a reinforced concrete deck and over 1.2 kilometres of rail. Provision was
made for a new crane, the sides of the basin were replaced with a contiguous
bored pile wall and a 0.5m thick concrete floor was added to the basin to
make routine maintenance easier.

Benoi Yard: Extension of ship lift facilities

transfer bays. The shiplift was previously designed by the company and
completed in 1998. Dolphins are provided at the mouth of the basin to extend

finger pier. The soffit of the jetty was found to be in poor condition and options

This large box type flap gate 12.9m high, is for the 80m wide dry dock for
vessels up to 400,000 dwt. The total structural weight is 977 tons. The width of
the gate was restricted to 5m to suit the configuration of the dock entrance.
The gate is operated by two hydraulic winches, one on each side of the dock
entrance and can be operated by one winch if required.

Royal Haskoning designed these 38.4 m long x 3000 mm deep beams for
launching vessels built on the quayside. The beams are initially kept
horizontal by water ballast at the landward end. As the ship is jacked onto the
beams, the water ballast is pumped to the seaward end until the beams tilt
through 10 degrees and the seaward end lands onto pile caps. The impact of
the beams is cushioned by rubber fenders on pile caps.
The design takes into account the resulting static and dynamic forces.

As part of the load out operation the topsides had to be jacked vertically about
20m to install the transportation frame. The structure then slid across the
existing quay on skids to a barge and towed to the platform site.
Royal Haskoning, were initially commissioned to assess the stability and
strength of the quay wall during the loadout. The firm subsequently carried out
a check and review of the design for the jacking columns and piled
foundations. This involved checking the effects of constructions tolerances,
wind and self weight, and minimising the effects of the risks involved with the
jacking operation.

Sepangar Bay, Sabah in 1995. Following the inspection, general repairs were

inspection, and in 2006, CIS are to carry out a divers survey to inspect the
piles.

Wave Study and Hydrodynamic Modelling

expected downtime at the proposed iron ore jetty at Lumut. The study was
used to confirm the feasibility of having an unprotected jetty and to determine

hydrodynamic model of the proposed site in order to determine the effect of
the jetty on the coastal environment.

Review of Logistics and Navigation

The MSE Complex includes a seaward frontage of sheet-piled quay walls,


finger piers, 2 large drydocks, a slipway and a shiplift. Most of these structures
were built in 1974. Posford Haskoning conducted a Condition Survey of the
marine structures at the Yard and prepared a report identifying the types of
corrosion present in the structures, and gave recommendations on both
immediate repairs and those which can safely be deferred until a later date.
Royal Haskoning is currently advising MSE on the future development of the
yard.

Pumproom repairs

Documents for the repair of the main Pumphouse in 1996. Only the dry areas
were repaired in 1996 because both Dry docks need to be closed in order to
repair the wet areas (Inlet sump etc.). Posford Haskoning was appointed in
2002 to advise MSE and provide Project Management for the repair of the wet
areas in the Pumproom, which had not been repaired for the 30 years since
construction. Work included the replacement of the 2No. main dock flooding
valves.
Unstepping Dry dock gates

Gates and develop a safe method of un stepping the gates for essential
repairs. Since the gates were built behind a cofferdam, the gates were never
floated into position and external tanks were required to ensure a safe floating
attitude.
Lahad Datu Port Expansion

During the studies for the 2nd 20 Year Master Plan for Sabah Ports Authorit
Royal Haskoning identified Lahad Datu as the main location for expansion on
the East coast of Sabah.
The study proposed a new jetty to primarily handle fertiliser import for the
booming palm oil estates. The jetty was designed with associated reclamation
for a container port of 3 hectares. The jetty was designed to be built in 2
phases with the first phase of an approach jetty, side berth and jetty head,
with berths on both sides, forming an L-shape. All concrete mixes contain
Micro Silica cement replacement which provides highly impermeable concrete
to resist both fertilisers attached and chloride attach. The use of this concrete
at Lahad Datu was a fist in Sabah. Other items of work in the project included
a new road system, Port gate house and comprehensive jetty services
including fire fighting mains and high mast lighting

The assignment started with an analysis and interpretation of the wave climate
near the site, meteorological data and soil conditions. Downtime of the
terminal, due to sea - and swell conditions, was estimated with and without
construction of a breakwater. Royal Haskoning designed and worked out the
plans for three alternative layouts of the terminal and for the cross-section of
the breakwater. Cost-estimates for the dredging works and for the breakwater,
protected by a tetrapod armour layer, were elaborated. Finally, an
implementation schedule for dredging and breakwater construction was

The gates are stable throughout their length i.e. do not span across the dock,

provides an economical solution for these large gates for docks 100m and

The No.1 Building Dock is the largest conventional dry dock in the world, 529
metres long by 131 metres wide. It is designed to be capable of building any

under construction near the head of the dock, and intermediate gates and

The site for the LNG Plant is located at Wickham Point on the Middle Point
Peninsular, approximately 7 km from Darwin. It is understood that the site is
surrounded by mangrove flats and salt flats but that the proposed location of
the tank is nominally 9 to 13 m above sea level. The tank shall consist of an
outer containment tank of 92 m inside diameter, with an inner storage tank of
90 m diameter having a net storage volume of 188,000 m3
