$10M grant from the federally-funded ARRA program (American Recovery and Reinvestment
Act of 2009), that included the following projects:
Responsibilities and Accomplishments include:

Hiring and training of Project Managers and technical professionals for each of the
projects on the PMO processes and tools.
Monitor and control of all project budgets, financial oversight of all
consultants/contractors working on these projects, and preparing project performance
and financial status reports.
Participated in the support of Amtraks IT Governance Processes and managed several
business process improvement projects using Six Sigma Methodology.

Managed and significantly improved relationships with the professional staffing firms that
provided staff augmentation resources for the projects and ongoing operational support.
Managed procurement activities, from RFP to contract completion, for the acquisition of
major IT systems including an Enterprise Data Warehouse (EDW), SAP/Business
Objects Business Intelligence (BI) suite of tools and the EMC/Documentum Content
Management Platform.
Managed the data migration from several hundred legacy files to the EDW and
development of BI Scripts for a new Executive Dashboard.
Served as Project Manager and Product Owner for a custom software development
project, using Agile processes and Scrum, to develop a Train Monitoring and Control
System to provide real-time updates on the location of trains and the health of their
locomotives.

Centers for Medicare and Medicaid Services (CMMS)

Manage a team of senior-level project managers who provided project management


lifecycle support for several projects under CMMSs EDI modernization initiative.
Schedule and manage conference-call based meetings with CMMS business partners
(over 100 organizations that contract with CMS to process or support the processing of
Medicare fee-for-service claims) and provide post-meeting Minutes and Action Items.

District of Columbia Office of Homeland Security Program Management Office (PMO):

Established policies and developed artifacts for the newly established PMO.
Provided project oversight and tracking of 40 DHS grant projects funded for the National
Capital Region (DC and surrounding MD/VA counties).
Served as the PMO representative on the NCR Exercise and Training Oversight panel.

Client: Department of Homeland Security/Citizenship and Immigration Service (DHS-CIS):

Provided support to the Office of the CIO in developing the charter and governance for a
newly organized project management office (PMO).
Established procedures for implementing the PMBOK project lifecycle, project
performance management reporting and continuous improvement of PM tools and
procedures.

Established a PMO to provide oversight of large customer implementation projects requiring


cross-functional, global coordination of Engineering product development teams, Professional
Services consulting teams, and Outsourcing Operations Management teams.
Scheduled and coordinated Gate Reviews during the implementation lifecycle, including senior
executives and customer representatives.
Provided a Single Point-of-Contact and Accountability to GEIS and customer stakeholders from
project Kick-off through completion of Acceptance Testing.
Managed the delivery of large-scale, multi-year service contracts to host clients' custom end-toend eBusiness and eCommerce solutions. Clients included HP, Intel and Philip Morris.
Developed and negotiated service level management (SLM) agreements with customers, based

Managed the development of GEISs successful proposal bid to assume operation of the
RAILINC messaging system and initiate the modernization of the 20-year old RAILINC
architecture. The 5-year contract was worth $50 Million in one-time and recurring fees.
