Professional Summary
Mark Yader has an extensive background in program management and technical project
management and possesses a unique mix of project-based experience in systems engineering,
software development, IT service management, business process analysis and planning for
technology migrations. Through training and experience, he has also developed excellent
verbal, written and interpersonal skills and problem solving and negotiation skills.
Mark has earned professional certificates in PMI Project Management Professional (PMP), ITIL
Foundation, and Six Sigma Green Belt and he has been an Adjunct Professor at the University
of Fairfax for 8 years where he teaches a course in Information Security Project Management to
graduate students using the PMBOK methodology.

Professional Experience
RNSolutions, a wholly owned subsidiary of Dovel Technologies, Inc. Rockville, MD

a comprehensive grants management system provided by the Administration for Children and
Families (ACF) Grants Center of Excellence (ACF is an agency within the U.S. Department of Health

Mark is the Process/Change Management Lead in the PMO and is responsible for major
improvements in several important business processes including Issue and Risk Management,
Document Lifecycle Management, Employee Onboarding and procedures for conducting
Fit/Gap Analysis studies during the Planning and Analysis phase of transitioning new customers
to the GrantSolutions platform.
Dakota provides services to government clients focusing its expertise in technology, software
development, security, and scientific research and technical expertise.
Sr. Consultant/NIST Associate
Providing technical program and project management support to the National Institute of
Standards and Technology (NIST), located in Gaithersburg, MD, under a Contract Task Order
within the IT Laboratory's Software and Services Division (SSD).
Responsibilities and accomplishments include:
Training for Technical Leaders on the use of processes and tools based on the PMBOK
methodology.
Planning meetings with non-NIST stakeholders and improving meeting management
through the use of formal Agendas and Minutes capturing decisions and action items.
Establish metrics for project performance tracking and develop a Project Status Report
to fit the accomplishments and deliverables associated with NISTs scientific research.

Sr. Program Manager
Establish a Program Management Office (PMO) for Amtraks Chief Architecture Office (CAO)
and serve as the Program Manager for Amtraks multi-year Enterprise Architecture
Modernization Program. The Program included seven multi-year projects, established under a
$10M grant from the federally-funded ARRA program (American Recovery and Reinvestment
Act of 2009), that included the following projects:
Responsibilities and Accomplishments include:
Hiring and training of Project Managers and technical professionals for each of the
projects on the PMO processes and tools.
Monitor and control of all project budgets, financial oversight of all
consultants/contractors working on these projects, and preparing project performance
and financial status reports.
Participated in the support of Amtraks IT Governance Processes and managed several
business process improvement projects using Six Sigma Methodology.

Managed and significantly improved relationships with the professional staffing firms that
provided staff augmentation resources for the projects and ongoing operational support.
Managed procurement activities, from RFP to contract completion, for the acquisition of
major IT systems including an Enterprise Data Warehouse (EDW), SAP/Business
Objects Business Intelligence (BI) suite of tools and the EMC/Documentum Content
Management Platform.
Managed the data migration from several hundred legacy files to the EDW and
development of BI Scripts for a new Executive Dashboard.
Served as Project Manager and Product Owner for a custom software development
project, using Agile processes and Scrum, to develop a Train Monitoring and Control
System to provide real-time updates on the location of trains and the health of their
locomotives.
Mark established this LLC to offer program/project management support and PMO consulting
services to improve organizational maturity. A few client engagements are described below.
USDA Forest Service:
Provided project management support to internal customers of the Forest Service Data
Centers Application Hosting Service.

Assisted software development project teams through the entire system development,
release and deployment process.
Proactively identify risks, track issues and resolve problems to ensure the application
hosting processes were executed effectively and efficiently.
Managed the development and execution of Release Plan based on USDAs ITIL-based
release and deployment process.
Established policies and developed artifacts for the newly established PMO.
Provided project oversight and tracking of 40 DHS grant projects funded for the National
Capital Region (DC and surrounding MD/VA counties).
Served as the PMO representative on the NCR Exercise and Training Oversight panel.
Reviewed and approved all requests for grant funds associated with emergency

Provided support to the Office of the CIO in developing the charter and governance for a
newly organized project management office (PMO).
