INTRODUCTION
This document is the First Scope of Analysis (Final Scope) for the proposed
Choma Housing Projects Environmental Impact Statement (EIS). This First
Scope has been prepared to describe the proposed project, present the proposed
framework for the EIS analysis, and discuss the procedures to be followed in the
preparation of the DEIS. This EIS will be prepared pursuant to the
Environmental Management Act No. 12 of 2011 and its implementing
regulations.
Oral submissions were received during the public hearing held by Greenfields
Consult on 24th May 2013 at Choma Civic Centre. The majority of the
comments relevant to the Scope focused on (1) the proposed projects effects on
direct and indirect displacement of businesses and residents; (2) compatibility
and connectivity of the proposed project to its surrounding neighbourhoods; and
(3) construction-related impacts.
1.1
Background
Choma District is strategically located in the heart or centre of Southern
Province and plays an important role in the economy of Southern Province.
In order to help alleviate the housing shortage, Baptist Mid Mission (BMM) has
come up with a housing project which is purely a private sector driven initiative
to compliment the efforts of the Choma municipality.
1.2
Overall objective
The principal objective of this report is to undertake an environmental impact
assessment starting with a Scoping Report and Terms of Reference for the
Choma Housing Project in Choma District of the Southern Province.
Environmental Legislation
This Scoping Report is prepared in accordance with the legal framework on
Environmental Management enshrined in the Environmental Protection and
Pollution Control Act, Cap 204 of the Laws of Zambia and its subsidiary
legislation, the Environmental Impact Assessment Regulations S.I. No. 28 of
1997. Section 3 (1) of the EIA Regulations states that, a developer shall not
implement a project for which a project brief or environmental impact
statement is required under these Regulations, unless the project brief or the
environmental impact statement has been concluded in accordance with these
regulations and the Environmental Council of Zambia has issued a decision
letter.
The scoping exercise was conducted in line with the provisions of these EIA
Regulations.

PROJECT DESCRIPTION
Background
Baptist Mid Mission (BMM) has acquired Farm 79A in Choma District, which is
located adjacent to Riverside residential area. The farm, measuring about 714
Hectares, is located about 2 km from the Choma Central Business District. BMM
intends to develop the farm into a prime urban residential housing complex and other
related facilities. The land when fully developed is expected to host a prime urban
residential housing estate, residential smallholdings, shopping complexes, and other
social amenities.
The development of Choma Housing Estate will involve the construction of about
3000 houses and social amenities on an area of about 714 Hectares. The table below
gives a detailed description of the project and proposed landuse:

Project Location
The housing project will be located Southwest of Choma, about 2km from the Central
Business District.
Riverside on the eastern fringe, Nahumba Mission on the South and Macha road on
the Western side. The proposed site is an existing farm that has largely been unused
for a long period.
Foster and support growth of Choma through: (a) the creation of jobs and
economic activity during construction and operation of the new housing units,
commercial office, and retail development; and (b) the introduction of new
households, which will stimulate the local economy by purchasing goods and
services from local businesses;

Geophysical Environment
3.1.1
Location
boundaries with five other districts in the province namely: Namwala in the
North, Pemba on the Eastern side, Gwembe in the Southeast, Sinazongwe in
the South and Kalomo in the West. The district is predominantly rural and
agriculture forms the mainstay of its economy.
3.1.2
Climate
Most of the district lies at 1400 metres above sea level. This district is found
on high ground with typical climate of southern Zambia of temperatures
between 140c and 280c, sunshine ranging between 9 and 12 hours per day. The
highest temperatures occur between the beginning of October and the end of
December. In normal instances when the rains start, temperatures tend to fall,
partly because of the rain and partly due to the often heavy cloud cover. The
lowest temperatures are usually recorded in June and July.
The rains generally start in the middle of October and continue through up to
the beginning of April. Rainfall reaches its peak around January after which it
diminishes slightly up to the beginning of April when usually it ceases
entirely. There is an average rainfall of 800mm, of which 369mm, fall between
January and February. There are however, variations in total rainfall and
rainfall patterns from year to year and even in a particular season. These
variations can have a major impact on crop yield in the different zones in the
area. Humidity falls to about 33% until the onset of rains in October after
which it skyrockets to about 77% in February. Humidity nosedives once the
rains cease in April. The wind is predominantly from the East and SouthWest, and to a lesser degree from the North- East. The strength of the wind
from these directions can be comparatively strong.
3.1.3
Vegetation
The vegetation of the project site is principally Acacia grassland with clumps
of trees on anthills. anthills are widespread in project site. Most anthills have
large Euphorbia on top. Other common large trees are Combretum molle,
Erythrina abbysinica and Ziziphus mucronata. The bulk of the anthill
vegetation consist of small trees chiefly Azanza gackeana, Markhamia
Riparian woodland occurs in a discontinous strip along the two streams that
frank the project site. It is dominated by Syzygium spp both S. Cordatum and
S. guineense with stretches of salix, and Rhus spp both R, longipes and R.
quactiniaus. Doclonea, Phyllanthus and Sesbania sesban fill some of the gaps
Phragmites rush the rest.

Socio-economic Environment
3.2.1
Population
Of the 247,860 population of Choma, 120,689 are male and 127,171 are
female. It has a total of 44,483 households of which 33,078 are male headed
and 8,502 female headed. (CSO: 2012).
The most dominant ethnic group in the district are the plateau Tonga who are
found in every part of the district. A mixture of the Ila and the Bawe, which
are the dialect of Tonga exist mainly in the eastern part of the district.
However, recent migration from other parts of the country has brought a
representation of most tribes especially in urban Choma.
3.2.2
Economic Activities
Famous for cattle ranching, Choma is also the major transit town between
Lusaka and Livingstone. The district attracts traffic of tourists and business
executives enroute to sites such as the Victoria Falls in Livingstone and also
boasts the Choma Museum as a tourist attraction.
Today, not including retail and wholesale concerns, there is a large and active
base of over 20 major privately owned companies operating in Choma District.
The area continues to attract a high number of inward investments and new
start businesses.
Choma has a total of 32 health facilities (with one a government hospital and a
mission hospital) and one hundred and sixty primary health services/ home
based care arrangements, 124 schools, 2 tertiary institutions.

The community concerns from the public consultative meetings are
documented in the minutes contained in the annex.
The concerns of the public and the key potential environmental impacts will
all be carefully addressed in the EIA.

REPORT FORMAT
The EIA will be concise and the discussion limited to significant
environmental issues. The main text will focus on findings, conclusions and
recommended actions. The conclusions and recommendations will be
substantiated by relevant data in annexes.

Introduction
As part of the Environmental Impact Assessment (EIA) process a meeting was
arranged at the Civic Centre on 24th May, 2013 just before consultants visit
to the project site. A total of 18 people attended the meeting.

Purpose
The Community consultation meeting was held with the affected communities
and members of the District Development Coordinating Committee and was
intended to present information on the project and to obtain the views of those
consulted in the public meeting.

The meeting was tailored to focus on key issues and concerns of the
community.
WELCOMING REMARKS
Mr. Vincent Sikanyeela, the District Administrative Officer for Choma
District called the meeting to order at 09:10hours.He welcomed all the
consultants to the district and informed them that there could have been more
participants if the meeting did not coincide with the burial of His Royal
Highness Chief Mapanza. He further informed the consultants that the District
Commissioner could not afford to reschedule this meeting because it seeks to
address the accommodation crisis that has besieged the town of Choma. He
urged the participants to contribute to this meeting effectively if they have to
meet its objectives and contribute to the accelerated development of Choma.
After the DAO gave his welcoming remarks, he asked each of the participants
to introduce themselves.

After all presentations were made there was a session for questions and
answers, which was designed to collect views from the participants. A
summary of the participants' questions/answers over the Choma housing
project is presented in the following section.

Sikanyeela. Self-introduction of both Consultants and participants was done
and the meeting commenced.

He explained to the participants how consultants would handle the EIA, taking
into account all the relevant consultations. He explained the Environmental
Management Act No 12 of 20011 was the supreme Law in terms
environmental management in the country. He explained that this process is
very important in that it forms the basis for developing Terms of Reference
specialist studies. He highlighted that after scoping activities, specialist studies
are conducted, environmental impacts are determined and mitigation measures
are proposed.
Mr Fwemba informed the meeting that concerns that are expressed by the
public shall be incorporated in the draft report which shall be submitted to
ZEMA for initial review and after addressing their comments on the draft
report, the final EIA report shall be submitted for consideration. He hinted that
at this stage, ZEMA decides whether to approve the project or not. The final
outcome of the process is a Decision Letter which states whether the project is
approved or rejected. If rejected, reasons shall be given and if approved,
conditions of approval shall be given.

complex machines which are expensive to replace once

Development Fund (ADF) to finance the Nkana Water Supply and Sanitation Project
(NWSSP), and intends to apply part of the proceeds to payments under the contract for the
