Lake Harmony Estates Trash Resolution Proposal


Overview/Goals
To identify and research possible solutions to the ongoing trash issues within
Lake Harmony Estates The LHEPOA Rental Committee has explored various
disposal options to help the community with the persistent issues that we
have faced for many years. This proposal details a specific method of trash
disposal that will alleviate many of these challenges.
Present Methodology
Placing trash in bear containers or in standard receptacles or bags out near
the street. Curb Side pickup.
Recyclables
Single point, multiple stream drop off at Kidder Township building
approximately 2 miles from LHE.
Current Rules and Regulations
Article VI. Trash
Kidder Township contracts with a local trash removal service for weekly pickup
of Property Owner household trash. Fees for this service are billed annually by
the Township to the Property Owner.
The following trash removal procedures must be followed by all Property
Owners, as they are essential for maintaining a clean and aesthetically pleasing
environment:
Trash must be kept indoors until the evening before the weekly
scheduled trash pickup.
Every residence must have an adequate number of sanitary, sturdy trash
containers, with latching covers to prevent animal entrance.
Trash containers may only be left exposed at roadside (end of driveway)
for 24 hours before and after collection.
Spilled garbage is the responsibility of the Property Owner.
A Property Owner (or guests or tenants) who will not be at the residence
after trash collection must make arrangements with someone to clean
up spilled garbage and/or return trash containers from the street to the
residence.
Trash bins are strongly recommended for a Property Owner who is not
available to place trash containers out for collection the day of pickup.
(A trash bin is generally constructed of pressure treated wood with

locking top or front loading doors.) All trash must be placed in the trash
bin(s).
Under no circumstances are dumpsters of any kind permitted on private
lots or Association property.
Unauthorized dumping of trash anywhere within Lake Harmony Estates
is prohibited.
For special trash removal needs, the Property Owner should do the
following:
Large Trash Items: Handled in accordance with current Township
requirements
Hazardous Items: Batteries, propane tanks, motor oil, paint cans, etc. must
not be put out as trash. Freezers and refrigerators must
have their doors removed, and may require an official tag
certifying that the refrigerant has been removed, before
putting them on the roadside. Contact the trash hauler for
specific information regarding disposition of hazardous
items.

Fireplace Ashes: All ashes must be placed in metal containers.


Failure to follow these Trash procedures will result in fines,
as established by the Board. Fines for failure to prevent, or
promptly clean up, trash spills increase in amount with each
subsequent violation.
Kidder Township Quality of Life Ordinance
The LHEPOA Board of Directors wishes to remind the community that the Kidder
Township Board of Supervisors recently adopted an ordinance (No. 163) to
address matters that affect the physical appearance of the township.
Included in the ordinance is a requirement that every property have a durable,
clean, odor free and water tight lidded trash container that is to be placed at the
public right-of-way the night before pick-up and returned to a location not visible
from the public right-of-way or stored neatly in well-maintained storage units
before day break the day after pick-up. We bring this to your attention because
warnings and fines are being issued in our community by police officers in regards
to this ordinance. The ordinance and a summary flyer as mailed to property
owners are posted on the LHE website, www.LHEPOA.com.

The Problem
1. Wild animals causing trash dispersment
on property and onto streets
2. Exposed trash causing possible health
hazard
3. Homeowner and renters placing trash in
neighbors trash receptacles
4. Trash pickup requiring multiple pick ups
5. Trash trucks unable to pick up during and
after snow storms in certain areas.
6. Broken, unsightly and dangerous bear
containers
7. Excessive trash generated by rental properties.
8. KA Deihl has spent 60 hours or $1,500.00 to date (Jan to June) to pick up
excess trash due to bears
9. Financial hardship due to fines
10. No consistence in receptacles from home to home. Some have bear boxes
some have standard 30 gallon containers, some use bags only.
The Solution
Most medium size and large Private Homeowner communities do not use
the home point of pick up method of collection used by non homeowner
communities. A survey of surrounding HOA communities within a 15 mile
radius of LHE indicates that they use a single point pick-up method and
have great success for a number of reasons presently supported by Waste
Management using the single point drop off method utilizing Stationary
or Break Away Compactor attached to a 42 yard sealed container.

4. Hemlock Farms,
5. Arrowhead Lake,
6. Lake of the Pines,
7. Emerald Lakes,
8. Hemlock 3200 homes

Container Method - Stationary or Break Away Compactor
Stationary or breakaway compactors involve a ground-mounted compactor
connected to a removable roll-off receiver container using a 40 to 42 cubic yards
in size for collecting the waste material.
This type of compactor is used when there are large volumes of dry, compactable
materials being generated and there is not a space limitation issue on-site. The
container is then picked-up by roll off truck once it is full. This type of compactor
can be used for solid waste or recyclable materials.
Usage of the compactor may be controlled by one of more of the following

Present Cost Curb Side
Roughly 301 Homeowners pay $ 175.00 each year to Kidder Township for once
a week pick up of trash curb side. That is a total of approx $ 52,675.00 paid
by members.

Present Agreement with Kidder Township
LHEPOA has a curb side trash pickup contract with Kidder Township that runs
until March of 2016. Presently Kidder Township sub contacted trash pickup to
Waste Management (WM).
A written proposal from LHE would be required requesting a pick up method
change for trash. Approval of the township board of Supervisors must approve
a change.

Equipment requirements estimates for LHE trash generation
Standard 2 yard stationary compactor (the container that the waste is
compacted into will be a standard 42/43 yard compactor container). The
loading option for loading the compactor from ground level is known as a
doghouse (steel 4 sided enclosure with an interlocked loading door which
allows the machine to run only when the door is closed).

b. Typical full 42/43 yard compactor boxes from private communities
are around 10 tons.

Typical compaction ratio for these machines with household waste is


3 to 1. Therefore the 42 yard box holds 168 loose yards which
translates into 33936 gallons (202 gallons in a cubic yard) divided by
the typical 30 gallon garbage can = 1130 cans per container.
The service will occur in summer more often in off season.
So as an example - If a community has 100 residents placing out the
national average of waste which is 60 gallons per week (2 cans), that
would = 1130 cans divided by 200 cans/week = required service
every 5.65 weeks.
