ENHANCED MDG MONITORING AND EVALUATION (M&E)


TRACKING SYSTEM

I. PREFATORY STATEMENT
In 2007, the Department issued Memorandum Circular No. 2007-63 entitled Monitoring and
Evaluation (M&E) Tracking System on Tracking LGU Responses to Millennium Development Goals
(MDGs) which aim to track responses of LGUs on the extent of the implementation of MDG
Localization and to monitor LGU contribution to the attainment of the MDGs. Using the MDG
Tracking Forms developed by the Bureau of Local Government (BLGD) in collaboration with the
United Nations Development Program (UNDP) and De La Salle University, LGU contribution in the
attainment of MDGs were tracked on the areas of 10 tracking MDG Outcomes in the LGUs; 2)
Institutional Mechanism; 3) Integration of MDGs in the Local Plans; 4) MDG Responsive PPAs; 5)
Annual Financial Allocation and Utilization; and 6) Financial Allocation and Utilization over a 3-Year
Period.
However, only few LGUs responded due to the following reasons: 1) Difficulty in filling out of
the forms; 2) No available data; and 30 Voluminous data requirements.
To address this concern, BLGD enhanced the existing MDG M and E Tracking System to
capture the initiatives and progress of the LGUs in the achievement of MDG Targets.
II. THE ENHANCED MDG M&E TRACKING SYSTEM
The enhanced MDG M&E Tracking System will use the modified forms 1 to 6 and the data
capture form. These forms are the following:
Data Capture Form (DCF)
This form serves as the repository of information that will facilitate inputs to the Tracking
Forms. This will be used by provinces, cities and municipalities.
Form 1 (Tracking MDG Outcomes)
This form is designed to show outcomes for each Millennium Development Goal after
necessary interventions have been put in place by the LGUs.
Form 2 (Tracking MDG Responsiveness of LGU Institutional Mechanism)
This form shows the institutional mechanism and instruments supportive of MDGs such as
ordinances enacted, resolutions passed, executive orders issued, LGU bodies created,
CSOs/NGOs/private sector organizations, and innovations and best practices which have
been developed, established and adopted to ensure that MDGs are attained and targets are
achieved by the LGUs over a 3-year period.
Form 3 (Tracking MDG Responsiveness of LGUs Integration of MDGs in the Local
Plans)
This form intends to draw out specific provisions in the Comprehensive Land Use Plan
(CLUP), Comprehensive Development Plan (CDP)/Executive-Legislative Agenda (ELA) and
other plans that are responsive to the MDGs.

Form 4 (Tracking MDG Responsiveness of PPAs in the AIP)


This form determines whether Programs/Projects/Activities (PPAs) are MDG-responsive. It
tracks the variance between planned and targeted outputs of MDG-responsive PPAs and the
amount proposed in the AIP to implement these activities. It also serves as an instrument to
determine the share of the barangay, municipal, province, national government or other
sources of funds for these PPAs.
Form 5 (MDG Responsiveness of LGU Financial Allocation and Utilization)
This form, covering a period of 3 years, generates information regarding the amounts
allocated to each LGU office/department per type of expenditure and how these were
actually spent.
Form 6 (Financial Allocation and Utilization over a 3-Year Period)
This form summarizes the results of Form 5 over a 3-year period. This will be used for the
vertical and horizontal analysis of the financial allocation and utilization for a 3-year period.
The MDG Tracking forms should be accomplished as follows:

Forms 1, 2, 3 and 6 - every three (3) years


Forms 4 and 5 - annually

III. SOURCES OF DATA FOR FILLING UP THE ENHANCED MDG LOCAL TRACKING
INSTRUMENTS
The Local Planning and Development Coordinator shall be the point person in the
accomplishment of the MDG Tracking Forms. He/She shall be assisted by the Local Finance
Committee, Sanggunian Bayan/Panlungsod, LGU Department Heads, Unit/Section Heads and others
concerned by providing the data/information as required in the forms.

IV. ROLES AND RESPONSIBILITIES


The DILG Regional Offices are hereby directed to cause the widest dissemination of this
Memorandum Circular orient DILG Field Officers, and monitor the compliance of the local
government units within their jurisdictions. The Regional and Field Offices shall ensure that forms
are accomplished properly and provide assistance in filling out the forms. The flow of submission of
forms and the OPR is indicated below:
