Congress to consider
sweeping LGBT rights bill
Equality Act would ban
bias in employment,
credit, housing and more

A bill that would explicitly ban anti-LGBT
discrimination in all areas of civil rights law
was set for introduction in both chambers of
Congress late this week.
Capitol Hill sources said lead sponsors Rep.
David Cicilline (D-R.I.) and Je Merkley (D-Ore.)
would introduce the legislation on Thursday
and hold a news conference at noon on the
legislation on the Senate side of the U.S. Capitol.

According to a Dear Colleague letter dated
July 20 and obtained by the Washington Blade,
the legislation intends to prohibit anti-LGBT
discrimination in seven areas: credit, education,
employment, federal funding, housing, jury
service and public accommodations.
The name of the legislation is the Equality
Act, which is the same as legislation introduced
more than 40 years ago by the late Rep. Bella
Abzug of New York City. The bill, which was
the rst-ever gay rights measure introduced in
Congress, would have amended the Civil Rights
Act of 1964 to include sexual orientation.
In his letter to colleagues, Cicilline makes
the case that although the U.S. Supreme Court

Williams took the unusual step of
calling a special hearing on Aug. 15 to
explain why she sentenced a 22-yearold lesbian to six months in jail and her
twin brother, whos straight, to one year
for instigating and leading what police

and prosecutors have called a brutal
gay bashing attack.
Williams called the hearing just over
two weeks after she handed down the
sentences at a separate hearing on June
29. The victim, a 29-year-old gay man,
and his mother, who witnessed the
attack, testied then that the beating
and face slashing of the victim that took
place during the incident have had a
devastating impact on their lives.
Sources familiar with the case have
said police and prosecutors believe
the sentences are far too lenient for a

conviction in an assault that could have
resulted in the victims death.
I wanted to have this hearing because
at the initial sentencing, admittedly,
I was pretty rushed because I had a
jury waiting, said Williams, who was
referring to another trial over which she
was presiding.
Its really an opportunity for me to
just talk, she said. And apparently, as
the judge, you can just summon people

Fostering: A Transformational Life Experience

Six years ago we made the decision to become foster parents.
It was an easy decision, one that did not require a lot of
pondering or mulling over. We invested in the District of
Columbia early in our careers (1987). We chose to live here
and at the time were considered pioneers. After establishing
our roots, finding each other and comingling our assets we
knew we wanted to give back to our community and wanted
to experience parenthood through the lens of being a foster
parent. Warning! The best laid plans dont always follow
the script!
Fast forward to 2010 with all of our course requirements,
background checks and other importantly deemed
documentation we were ready for a placement. Patience
is a virtue and waiting for a placement is a true test we
thought we had cast our net far and wide. We were willing
to foster any child between the ages of 5-15. Following what
we thought to be a lengthy wait the phone finally rang and
our lives changed forever.
There was an eight (8) year old boy who was in need
of a placement. He had experienced several placement
disruptions and was being cared for at Childrens Hospital
and waiting transfer to a residential living facility in Georgia
where he would be cared for until he was eighteen (18).
Again, very little discussion, we were ready for this challenge
and immediately said yes!
Following our first night, we looked at each other and
simultaneously mouthed What Have We Done? Needless
to say, our first night was rough but we survived and we
made it through. We relied on our agency training, our
support groups and each other and our commitment of

providing a safe, loving environment for one of our own a
youth from the District of Columbia.
Fast forward to today gone are the days of tantrums,
emotional outbursts and defiance. The growth, maturity
and stabilization of this child is nothing short of miraculous.
He anchors us and we are his rock. So much so that we
moved forward and adopted this young man. Today, we
cant imagine our lives without him nor can we imagine
what his life what have been like without our paths having
crossed.
Following this experience, we maintained our license and
soon began to explore the opportunity of expanding our
family via the foster care path once again. In January 2015
we were fortunate to have a fourteen-year-old boy placed in
our care. Although the process was the same, his needs were
different than our younger son. Again, via our training and
support from the agency and our friends we quickly adapted
and have formed a permanent bond. In fact we have filed
our letter of intent to adopt and are eager to legalize our
expanded family.
Fostering and adopting our sons has been the most
phenomenal life transformational experience for us. We
cant imagine our life without our sons being a part of it.
There are so many children, especially older children, who
only need love, support and a stable environment from a
loving and flexible family. These are our children, District
of Columbia children, and they deserve to be loved and
nurtured. Take a chance and enjoy the rewards! We did!

Man gets 1 year for anti-gay attack in Metro station

Victim pushed onto tracks
because he looked gay

A 20-year-old D.C. man accused of
assaulting and robbing another man
before pushing him onto the tracks at
the Navy Yard Metro station in March
because he believed the victim was gay
was sentenced on July 15 to one year in
jail by a D.C. Superior Court judge.
Judge Yvonne Williams handed down
the sentence for Raheem S. Sills two
months after Sills pled guilty on May
11 to a charge of attempted assault
with a dangerous weapon as part of a
plea bargain agreement with the U.S.
Attorneys Oce.
At the time of his arrest in April Metro
Police charged Sills with assault with a
dangerous weapon and robbery.
We did consider a hate crime
enhancement and intended to pursue
it until the defendant quickly took
responsibility for his actions and pled

guilty, William Miller, a spokesperson
for the U.S. Attorneys Oce, told the
Washington Blade.
We
brought
the
defendants
motivation to the judges attention during
the allocution at sentencing, Miller said.
A police arrest adavit says Sills, codefendant Isiah Bogan, 20, and other
unidentied males with them approached
the victim on the platform of the Navy
Yard Metro station about 10:50 p.m. on
March 10. The adavit says Sills allegedly
slapped the victim on the back of the head
as the victim tried to walk away from Sills
and the others accompanying Sills.
According to the adavit, Sills initial
assault triggered an altercation between
the victim, Sills and the others. During
the altercation a suspect later identied
as Sills allegedly took the victims cell
phone and about $80 in cash before
shoving the victim onto the tracks at a
time when trains were still operational,
the adavit says.
During the July 15 sentencing hearing
Assistant U.S. Attorney Dineen Baker, the
prosecutor in the case, played a video

obtained from Metro security cameras
that showed the victim being pushed
onto the tracks and immediately climbing
back onto the platform.
The arrest adavit says the attack
continued as the victim ed to the upper
level of the station. The Metro security
video played in court at the sentencing
shows Sills picking up a cone-shaped,
four-foot-tall plastic wet oor sign and
using it like a baseball bat to strike the
victim repeatedly in the upper body.
During the sentencing hearing Baker
pointed out that Sills told police at the
time of his arrest that he targeted the
victim because he looked gay and that
he doesnt like gay people or men who
act like women.
Baker said the victim was a waiter, and
at the time of the incident had just gotten
o work at one of the restaurants located
near the Metro station and the nearby
Washington Nationals baseball stadium.
She asked the judge for a suggested
sentence of 14 months in jail, saying Sills
has shown remorse and has owned up to
what he did by agreeing to plead guilty.

David Richter, Sills attorney, told
Williams his client was grappling with
mental health issues.
It was a bunch of dumb young kids
doing this, Richter said. He has taken
responsibility for it.
Before handing down her sentence,
Williams asked Sills, Did you tell police
you dont like gay people?
Sills nodded his head and said
something in a soft voice that couldnt be
heard by courtroom observers.
This boils down to, you cant control
your behavior, your anger, Williams told
him. You sucker punched him in the back
of his head when he was walking away.
This is all for nothing, you hit him for
nothing. Is all that worth it?
In addition to sentencing him to one
year in jail Williams ordered that Sills be
placed on supervised probation for two
years upon his release from jail.
Co-defendant Bogan, who also pled
guilty to a charge of attempted assault
with a dangerous weapon, was expected
to be sentenced later this year.

Ben Carson won by a wide margin a
GOP presidential straw poll conducted
Monday night by the D.C. Republican
Party for its members.
More than 300 people, including a
sizable number of gay Republicans,
turned out for what organizers called a
straw poll party and reception held at the
Wonder Bread Factory meeting hall in the
citys Shaw neighborhood, where Carson
was the featured speaker and guest.
It was phenomenal, said Jose
Cunningham, the chairman of the D.C.
Republican Party, whos gay. Obviously,
for the D.C. GOP we are thrilled to be able
to attract one of the now 16 Republican
presidential candidates, he said.
Weve reached out to all of the
campaigns, Cunningham said. Most of
them did, in fact, have representatives
here. And so we couldnt be happier
about this.
According to results released by the
D.C. Republican Committee, Carson,

University, received 44 percent of the
votes cast on a ballot that included the
names of 16 declared GOP presidential
contenders.
Former Florida Gov. Jeb Bush came in
second place with 17 percent followed
by U.S. Sen. Marco Rubio (R-Fla.), who
received 11 percent, and Wisconsin Gov.
Scott Walker, who came in fourth place
with 7 percent.
Patrick Mara, the D.C. Republican
Committees executive director, said
organizers of the event decided they

would not release the numerical vote
count for any of the candidates and would
withhold the results for the remaining 12
candidates on the straw poll ballot out of
respect for those who may have received
few or no votes.
It became clear as the event got
underway that the Carson campaign
organized a large turnout of Carson
supporters mostly from D.C. but also
from the Maryland and Virginia suburbs.
Many of them besieged Carson like a
rock star, asking him for his autograph
and waiting for their turn to stand beside
him while friends or family members took
their picture.
In a 30-minute speech, Carson sounded
the conservative themes on domestic and
foreign policy issues he outlined when he
announced his candidacy for president in
May. He didnt discuss in detail some of
his views on social issues, including gay
rights, which have drawn sharp criticism
from LGBT activists.
Earlier this year, in addition to
expressing strong opposition to same-sex
marriage, Carson said in a CNN interview
that people in prisons sometime enter
the prison system as straight and come
out as gay, which he said shows that
being gay is a choice. He later apologized
for the remark, saying he didnt mean to
oend anyone.
At Monday nights straw poll gathering
Carson elaborated on his views on LGBT

rights and marriage equality in response
to two questions from the Washington
Blade when he took time to take questions
from reporters.
When asked if his views on social issues,
including his past statements opposing
marriage equality, could hurt him among
moderate Republicans in urban areas
such as D.C., he said he didnt think the
positions hes taken are controversial.
Im a very reasonable person, very
willing to talk about things, he said.
And Ive oered to the gay community
an opportunity. I said, Can you let me
know what position a person can take
who has nothing against gay people
but he believes in traditional marriage
that is acceptable to them? And I havent
heard an answer yet, Carson said
When asked if he has a position on
the long stalled civil rights bill pending
in Congress that would ban employment
discrimination against LGBT people,
Carson replied:
I would certainly support something
to prevent discrimination, period, based
on sexual orientation, based on religious
beliefs, based on everything that we are,
he said. But the good thing is we already
have that. Its called the Constitution
of the United States. We just need to
enforce that.

announced it has cancelled 19

The network pulled the plug
on the reality show that features

Advocate for LGBT service members dies

CAROLINA BEACH, N.C. A U.S. Army ocer who co-founded an advocacy
group for LGBT service members was found dead on a North Carolina beach
on July 19.
The Port City Daily reported that authorities found Chief Warrant Ocer
Tania Nichole Dunbars body at a park where she had been camping. Carolina
Beach Town Manager Michael Cramer said Dunbar likely died from injuries she
suered when she fell and hit her head on a truck door handle.
An autopsy was scheduled to take place on July 21.
Dunbar, who had just returned to the U.S. from a deployment in Kuwait, cofounded SPARTA.
Tania Dunbar was an incredible person with a huge heart, SPARTA
Membership Director Christopher Hooper told Port City Daily.
Dunbars wife, Dee Graham-Dunbar, co-founded Military Partners and
Families Coalition, another group for LGBT service members. Dunbar also leaves
behind two children.
Lesbian Wheaton College staffer resigns

WHEATON, Ill. A Wheaton College staer cited her support of marriage rights
for same-sex couples in her resignation from the conservative Christian school.
Julie Rodgers began working in the colleges chaplains oce last year. She
also chaired Wheaton Colleges rst LGBT student group.
Rodgers submitted her resignation on July 13, which was eective immediately. The
Windy City Times reported that she was the colleges rst openly LGBT sta member.
Though Ive been slow to admit it to myself, Ive quietly supported samesex relationships for a while now, wrote Rodgers on her blog as the Windy
City Times noted. When friends have chosen to lay their lives down for their
partners, Ive celebrated their commitment to one another and supported them
as theyve lost so many Christian friends they loved.
The Princeton Review last year ranked Wheaton College as the third most
LGBT-unfriendly college in the country.

Gay Republicans mulling

2016 endorsements
Many prominent
gures undecided on
White House race

Republican presidential candidates
continued to make headlines this week
as Ohio Gov. John Kasich entered the race
and Donald Trump continued to attack
members of his own party, but prominent
gay GOPers are mostly keeping quiet
about which contender they intend to
support in 2016.
Some say its too early to make a
decision on an endorsement; others say
they hold positions preventing them from
publicly disclosing their choice.
Former
Rep.
Jim
Kolbe,
who
represented Arizona in the U.S. House
from 1985 to 2007, is in the former camp
of prominent gay Republicans.
It is still too early, Kolbe told the
Washington Blade. I have not backed any
candidate yet for the GOP nomination.
In the latter category is Ric Grenell,
a Fox News foreign policy contributor
and former Bush administration ocial
who briey served on Mitt Romneys
presidential campaign in 2012.
I am a Fox News contributor and my
contract is though January 2017, so I cant
[endorse], Grenell said. I am neutral. I
will compliment and critique everyone.
Gregory Angelo, executive director
of Log Cabin Republicans, also said his
position prevents him from disclosing the
candidate he intends to support.
I can tell you that Ive had meetings
with a number of GOP presidential
hopefuls, including Gov. Scott Walker,
Sen. Rand Paul, Carly Fiorina and Dr. Ben
Carson, Angelo said. All have expressed
a willingness to continue communication
as their respective campaigns proceed.
Angelo said Log Cabin wont make a
presidential candidate endorsement over
the course of the primary. Historically, the
organization has waited on a decision to
endorse a candidate in the general election.
A total of 16 candidates are now
seeking the Republican nomination, but
in terms of support for LGBT rights, the
choices are limited.
Each of the candidates in the race ison
the record opposing same-sex marriage
and many have invoked concerns
over religious liberty, which many
see as code for supporting anti-LGBT
discrimination.
There are some nuances from the
candidates on the marriage issue. Ted
DONALD TRUMP continues to dominate the

GOP race as prominent gay conservatives are
considering endorsements.

Cruz and Bobby Jindal are supporting

eorts to amend the U.S. Constitution
in the aftermath of the Supreme Courts
marriage decision, but Jeb Bush, Marco
Rubio, and Carly Fiorina have declined
to support such a measure. Cruz, Mike
Huckabee and Rick Santorum have
suggestedignoring the ruling altogether.
On the issue of LGBT nondiscrimination protections, there seems
to be more room. Last week, Jeb Bush
told a gay worker in San Francisco he
opposes discrimination based on sexual
orientation and agrees with passing nondiscrimination laws on a state-by-state
basis. (Bush reiterated his belief that
orists shouldnt have to accommodate a
same-sex wedding.)
Moreover, Bush told reporters last week
hes ne with the Pentagons decision to
start the process of implementing open
transgender service in the military.
Richard Tisei, a former member of the
Massachusetts State Senate who came
close to winning the states 6th District
congressional seat in 2012 and 2014,
identied several candidates hes watching.
I am undecided at the moment, Tisei
told the Blade. The candidates I am
following closely are Chris Christie, Carly
Fiorina, Marco Rubio and Jeb Bush.
Carl DeMaio, a former San Diego
Council member who narrowly lost a
challenge to Rep. Scott Peters (D-Calif.)
last year, said he hasnt chosen a
candidate, but is coordinating with each
of the presidential campaigns.

Dison on Tuesday did not immediately
return the Blades request for comment,
but he has previously disputed reports
the Victory Funds decision to endorse
Sims in 2012 factored into the way it
advised Fleck.
Our work assisting closeted ocials

increasing the likelihood they can remain
public servants, Dison told the Blade in
2013 after the reports emerged. That
was our only consideration when we
advised Rep. Mike Fleck last year. Other
theories are false.

THREE SPRINGS, Pa. A gay Republican
who served in the Pennsylvania House of
Representatives for nearly a decade has
accepted a position in Democratic Gov.
Tom Wolfs administration.
Mike Fleck, who represented the states
rural and conservative 81st House District in
the Pennsylvania House of Representatives
from 2006 until late last year, in June
ocially became the director of the Bureau
of Workplace Partnerships and Operations
within the commonwealths Department of
Labor and Industry.
The agency helps Pennsylvanians nd
employment after losing their jobs. It
also works with young people looking for
post-high school employment and oers
access to training and other assistance
through centers that operate in each of
the states 67 counties.
Fleck told the Washington Blade during
an exclusive interview at his home in
Huntingdon County on July 16 that he
sees himself in many of the people with
whom he and his agency works.
I was once laid o in a county with
double-digit unemployment with a
mortgage to pay, he said while sitting at
his dining room table. Thats a lot of the
people that we see.
Fleck, 42, accepted the position with
the Wolf administration less than seven
months after he lost the seat in the
Pennsylvania House to which he was rst
elected in 2006.
Then-Huntingdon County Treasurer Richard
Irvin defeated Fleck in November 2014.
Fleck narrowly lost to Irvin in the Republican
primary earlier that year after staging a
successful write-in campaign. Fleck won the
Democratic nomination and appeared on
the November ballot as a Democrat, even
though he was a Republican.
Fleck told the Blade he feels he lost the
election because voters objected to the fact
that he had come out in December 2012.
It came down to me being gay, he said.
Theres no way to sugarcoat that. People
will say that it didnt. They were upset that
I came out after the last election in 2012.
There were people that I had helped
who were die-hard Democrats who had
my opponents sign in their yard, added
Fleck. Its like I helped you repeatedly,
didnt care you were a Democrat. Still
dont. So why do you have a Tea Party
Republicans sign in your yard? Theyll
come up with all sorts of excuses.
Fleck became the rst openly gay state
lawmaker in Pennsylvaniawhen he came out.

He was also the rst out Republican to ever

hold a seat in the Pennsylvania Legislature.
Fleck told the Blade that his decision
to come out was really an evolution
over the last several years leading into
that. He said that one of the moments
that made him realize that he needed
to publicly declare his sexual orientation
came in May 2012 when President
Obama announced he supports marriage
rights for same-sex couples.
Fleck said that he was watching CNN
shortly after Obamas announcement
when he saw Family Research Council
President Tony Perkins, a fellow alumnus
of Liberty University, talking about the
issue with then-anchor Piers Morgan.
Perkins said during the interview that
his son would never be gay because he
and his wife raised him right.
That was the rst time that I really felt
that sickening in my gut, Fleck told the
Blade. It really gnawed at me and its like Im
not doing any good by staying in the closet.
Another moment came a few days later
when he read a story about equality
issues in a local newspaper.
The reporter interviewed a gay man
from Blair County who had just moved
back to the area after living in Brooklyn,
New York, for several years. Fleck read the
print version of the article in his oce a
few days later and noticed the issue of the
newspaper had a huge picture, this guy
wearing a pink boa in drag above the fold.
For me thats the only gay I saw
growing up: The butt of jokes ... no one
that I could ever relate to, said Fleck. It
really gnawed at me for a while. Thats

when I decided to come out.
He said another reason that he wanted
to come out was to give hope to people
who were struggling, especially in the
rural area in which he lives and grew up.
I certainly didnt see that growing up,
he said.
Fleck said he stumbled upon an
article about gay former Republican
National Committee Chair Ken Mehlman
and sent him a message through
LinkedIn. Mehlman called Fleck and put
him in touch with lobbyist Bill Smith, who
connected him with Denis Dison of the
Gay and Lesbian Victory Fund.
Fleck told the Blade that he wanted to
come out before the 2012 election, but
the Victory Fund encouraged him to wait
until after he had secured re-election.
They didnt think anything good would
come out of it, he said. Im not afraid to
make a good decision, and I thought it
was a good decision.
Fleck told the Blade another issuethat
factored into his decision not to come out
until after the election was that a number
of his colleagues from the Philadelphia
suburbs were in close races during that
election cycle. He downplayed reports
that the Victory Fund asked him to delay
his coming out because it had backed gay
state Rep. Brian Simss (D-Philadelphia)
campaign.
That story got blown out of proportion,
Fleck told the Blade. That whole Brian
Sims thing got thrown in there.

Since leaving the Pennsylvania House,

Fleck has worked with the Pennsylvania
Student Equality Coalition, an organization
that works with LGBT college students. He
and his partner of nearly four years, who lives
in Manhattan, on June 26 hosted a fundraiser
for the group that coincided with the U.S.
Supreme Court ruling in the Obergefell case
that extended marriage rights to same-sex
couples throughout the country.
Fleck highlighted the lack of a
statewide anti-discrimination law in
Pennsylvania that includes sexual
orientation and gender identity. He
pointed out to the Blade that he was
on an Equality Pennsylvania panel after
same-sex marriage became legal in the
commonwealth in May 2014.
Theres not a lot in this neck of the
woods, said Fleck. One of the reasons I
wanted to come out was to give hope to
people who were struggling. I certainly
didnt see that growing up.
Fleck also criticized the Republican Party.
I will be happy when they put any
equality issues behind them, he said,
without specically criticizing any of the
GOP presidential candidates. I dont feel
like I left the Republican Party and Im still
a Republican. They left me.
The party that I grew up loving, that
was my grandfathers party was not the
anti-social issues, added Fleck. It was a
scal conservative-type thing. And I still
view myself as a scal conservative.
Fleck now divides his time between
his home, which was built in 1840 and
overlooks a valley through which Aughwick
Creek ows, and his partners Manhattan
apartment near the entrance to the Lincoln
Tunnel in the West Chelsea neighborhood.
Fleck also described his new job as
challenging, but something he wanted
because it is benecial and giving back.

Feldblum explains new gay employment protections

Commissioner answers
your questions on
landmark EEOC ruling

The

Equal
Employment
Opportunity Commission delivered a
landmark ruling last week establishing
that workplace discrimination against gay,
lesbian and bisexual people is prohibited
under current law. Part of the credit
for the decision goes to Chai Feldblum,
a longtime LGBT rights advocate and
lesbian member of the commission.
Feldblum was in the 3-2 majority
on the ve-member commission in its
decision for Complainant v. Foxx, which
found
employment
discrimination
based on sexual orientation constitutes
gender discrimination under Title VII of
the Civil Rights Act of 1964. Three years
ago, she was also part of the unanimous
ruling in Macy v. Holder, which found
that transgender discrimination is illegal
under Title VII.
The decision caps o decades of work
in LGBT activism from Feldblum, including
HIV/AIDS work, ghting for openly gay
service in the U.S. military and drafting
an initial version of the Employment NonDiscrimination Act.
In an email Q&A, Feldblum answered
questions for the Washington Blade
raised by readers in the aftermath of the
historic EEOC decision in favor of gay,
lesbian and bisexual workplace rights.
Washington Blade: Everyone is saying
this ruling is big. How sweeping is it and
whom does it cover? Is it just federal jobs?
Chai Feldblum: The ruling is as
signicant as people are saying it is.
The Commissions decision that sexual
orientation discrimination is always
sex discrimination under Title VII now
applies across all of the Commission
activities, including charges brought to us
by employees and applicants who work
in the private sector or for state or local
governments. While the particular order
in this case involves only the Department
of Transportation and the complainant,
the legal analysis in this opinion aects
all of the EEOCs work both for federal
workers and private sector workers.
Blade: If I feel Ive experienced
workplace discrimination based on my
sexual orientation, what steps can I take to
seek relief? What kind of relief can I obtain?
Feldblum: Any person who has
experienced discrimination on the basis
of sexual orientation should le a charge
with the EEOC. The EEOC website at www.
eeoc.gov has information on how to do

that. But the EEOC cannot help everyone

who comes to us. We just dont have
enough resources. So the best idea is to
nd a lawyer who can help you, if you
can. You will still have to le a charge with
the EEOC before you can go to court, but
a good lawyer can help you. The relief
you can get will depend on the type of
discrimination you have suered. But the
type of relief that individuals have gotten
in the past has included reinstatement in
a job, backpay for a job lost unfairly, and/
or money damages for harm suered.
Blade: Is there any reason to add sexual
orientation and gender identity to federal
non-discrimination laws now either
through ENDA or some other means?
Feldblum: Of course there is a reason to
add sexual orientation and gender identity
to federal non-discrimination laws now.
What the EEOC has done is oer a chance
to bring cases of LGBT discrimination
under existing law. That is a very big deal.
But that does not remove the need for an
explicit federal law that would give LGBT
people and employers across the country
absolute certainty that discrimination on
the basis of sexual orientation and gender
identity will be prohibited. That is what
adding sexual orientation and gender
identity to federal non-discrimination
laws would do and that would be a very
important thing to achieve.
Blade: If Title VII has been around
since 1964, why is EEOC just now nding
it applies to anti-gay employment
discrimination?
Feldblum:
LGBT
people
led
claims with the EEOC as early as the
1970s claiming they had suered sex
discrimination. They were right. But it

took time for the EEOC and the courts to
see the logic of their position. The EEOC
rejected those claims in the 1970s for the
same reason that courts rejected them
namely, the agency did not believe
that Congress intended to cover gay and
transgender people under Title VII. But
as the Supreme Court made clear in later
cases, the question is not what Congress
intended when it passed Title VII in 1964,
but rather what the actual words of the
law prohibit. It took time for the EEOC
and the courts to apply that prohibition
to cover discrimination against an
employee because of the sex of the
person that employee was attracted to.
But it is actually a very simple and logical
application of the words of the law.
Blade:
What
about
religious
organizations? Unlike the 2013 version of
ENDA, will the ruling help protect secular
employees of religious schools and
medical facilities?
Feldblum:
Our
opinion
does
not deal with the issue of religious
organizations, since obviously the
Department of Transportation is not
a religious organization. Title VII does
have an exception that permits religious
organizations to discriminate on the basis
of religion in employment and I expect we
will see future cases in the private sector
raising those issues.
Blade: It seems the vote on the decision
was 3-2. Why was there dissent and does
it change anything substantively?
Feldblum: There is no substantive
impact as a result of the vote being 3-2.
The decision represents the position of
the Commission. As for the reasons for

dissent, I am not in a position to speak for
my colleagues.
Blade: Does EEOC really have the
last word on this? Is it possible for the
Supreme Court to overturn the decision?
Feldblum: The Supreme Court cannot
overturn this particular decision because
an agency does not have the right to
appeal a decision of the Commission to
a court. But I fully expect that the legal
theory we adopted in this case will be
debated in many other cases that will go
to court, including cases that the EEOC
may bring where we have a charge in the
private sector. But before the Supreme
Court weighs in, we will get rulings from
a lot of the lower courts. I feel optimistic
that many of those courts will rule the
same way we have ruled, given the
compelling logic of our position.
Blade: What about housing and
public accommodations? Can EEOC nd
that existing law prohibits anti-LGBT
discrimination in the areas based on
gender protections?
Feldblum: No. The EEOC has jurisdiction
only over employment. But other federal
agencies that enforce sex discrimination
provisions often look to our interpretation
for guidance in interpreting the laws they
enforce. Many of them did that after we
issued our decision in Macy v. DOJ in
2012 that discrimination on the basis of
transgender status was always a form of
sex discrimination. Other agencies may
choose to do the same thing with regard
to our decision that sexual orientation
discrimination is always a form of
sex discrimination.

Italy violates rights

of gay couples: court
A European court on Tuesday ruled same-sex couples in Italy face human
rights violations because the country has not suciently recognized them.
A seven-judge panel with the European Court of Human Rights issued its
unanimous ruling in a case brought by three gay couples that are unable to marry
under current Italian law. The decision does not obligate Italy or other countries
within the Council of Europe to extend marriage rights to same-sex couples, but it
said nuptials for gays and lesbians is one way to legally recognize them.
ILGA-Europe, the Italian League of Human Rights, the European Commission
on Sexual Orientation Law and the European Center for Law and Justice are
among the organizations that joined the complaint that the three couples led
with the court in 2011.
Rome, Florence, Naples and more than 100 other Italian cities and
municipalities have created largely symbolic civil union registries.
The European Court of Human Rights described them as not suciently reliable.
The court considered that the legal protection currently available in Italy
to same-sex couples as was shown by the applicants situation not only
failed to provide for the core needs relevant to a couple in a stable committed
relationship, but it was also not suciently reliable, said the court in a press
release that announced the ruling.
The European Court of Human Rights issued its decision roughly ve months
after Italys highest court ruled same-sex couples do not have a right to marry
under the countrys constitution. The Court of Cassation in the same decision
nevertheless said gays and lesbians should have the same rights as unmarried
couples under Italian law.
Where registration of same-sex unions with the local authorities was possible
only in a small share of municipalities in Italy this had merely symbolic
value, as it did not confer any rights on same-sex couples, said the European
Court of Human Rights.
Prime Minister Matteo Renzi has proposed the legal recognition of civil unions
in the country, but he does not support the extension of marriage rights for
same-sex couples.
Hundreds of thousands of opponents of the proposed civil unions bill
marched in Rome on June 20. Gay Italian Minister Ivan Scalfarotto earlier this
month began a hunger strike in order to pressure the Italian government to act
more quickly on the issue.
Italy is the only Western European country in which same-sex couples lack
basic legal protections.

meeting emphasized the need for LGBTI
organizations to work together with the
government and development partners to see to it that the rights of LGBTIQ (people) in
the country are promoted and respected. The organization noted Matthew Bunt of the
U.S. Embassy in Kampala attended the meeting with Berry.
We welcome the visit, SMUG Executive Director Frank Mugisha told the Washington
Blade on Tuesday in an email. It is a clear indication that the U.S. government is
strategically working to support LGBT rights globally. We feel the visibility is good
because it creates dialogue and keeps the issues on the agenda, among the issues
discussed was working with our government to advance LGBT rights.
Berry was in Uganda from July 13-15.
State Department spokesperson Chanan Weissman told the Blade on Tuesday that
Berry held a series of very constructive meetings with Prime Minister Ruhakana
Rugunda, Uganda Police Force Inspector General Kale Kayihura and members of the
Ugandan Parliament during the trip. The envoy also met with Ugandan business leaders
and academic ocials while in the country.
The objective of these meetings was to convey the U.S. governments continuing
commitment to promoting and defending the human rights of LGBTI individuals in
Uganda and globally, said Weissman.
Weissman declined to provide the Blade with additional information about the
meetings.

Obama meets with Nigerian president

Amid persistent concerns over a draconian anti-gay law in Nigeria, the White House
on Monday gave assurances that President Obama raised human rights in a meeting
with the countrys president, but whether the actual statute came up in discussion isnt
clear.
Obama held a bilateral meeting in the Oval Oce with Nigerian President Muhammadu
Buhari that was also attended by Vice President Joseph Biden. The intent of the meeting
was to strengthen U.S.-Nigeria relations and U.S. support for the countrys people
following a democratic election and transfer of power. Later in the day, Biden held his
own meeting with the Nigerian president in his home at the Naval Observatory.
Before the meeting, Obama told reporters in the Oval Oce that Buhari has a
reputation for integrity and a very clear agenda and topics of discussion would be
defeating Boko Haram extremists, cooperating in security as well as economic growth
and rooting out corruption. But human rights, nor the anti-gay law specically, wasnt
among the planned topics Obama that enumerated.
White House Press Secretary Josh Earnest spoke broadly about human rights coming
up in the talks when asked about the kidnapping of 276 Nigerian schoolgirls who have
been enslaved and forced to convert to Islam.
A senior administration ocial, who spoke on condition of anonymity, said Sunday in
response to a Washington Blade inquiry on whether the anti-gay law would come up at
the meeting that Obama routinely raises human rights concerns with other countries.
We are committed to advancing human rights for all, including LGBT individuals, the
ocial said. Indeed, we routinely raise issues of anti-LGBT discrimination and violence
with foreign counterparts, including the Nigerian government.
The vice presidents oce didnt immediately respond to a request from the Blade to
comment on whether the anti-gay law came up in the meeting with Biden.
The Nigeria anti-gay law, signed into law last year by Buharis predecessor Goodluck
Jonathan, makes entering into a same-sex marriage punishable with up to 14 years in
prison and being part of an LGBT organization punishable with up to 10 years in prison.

Not all LGBT advocates on board with Equality Act

nationwide LGBT people in most states
still lack basic legal protections against
discrimination.
Every day, millions of LGBT Americans
face the danger of real discrimination
and sometimes even violence because
of their sexual orientation or gender
identity, Cicilline said. In most states,
a same-sex couple can get married on
Saturday, post pictures on Facebook on
Sunday, and then risk being red from
their job or kicked out of their apartment
on Monday.
Lawmakers had sought as late as early
this year to introduce the legislation in
the spring, but the legislative session
proceeded into June and July without
introduction. The supporters of the bill
are planning to introduce the bill just
weeks before lawmakers adjourn for
August recess.
Questions remain about which
lawmakers will support the measure.
Sources familiar with Capitol Hill said they
werent expecting any initial Republican
co-sponsors, but the Dear Colleague
letter from Cicilline says lawmakers have
until Thursday at noon to sign on as
original co-sponsors.
The oces of Rep. Ileana Ros-Lehtinen,
Sen. Susan Collins (R-Maine) and Sen. Mark
Kirk (R-Ill.), whove supported pro-LGBT
legislation in the past, havent respond
to a request for comment for months on
whether theyd support the bill.
In April, Cicilline lamented not being
able to nd Republican co-sponors
for the planned legislation during a
conference call with reporters about a
separate resolution against anti-LGBT
discrimination.
I think its clear where the Democrats
stand on this, but I think were all hopeful
that well be able to bring this eort
forward in a bipartisan way, Cicilline said
at the time. Were not in a position yet
to say thats the case, but, obviously, Im
going to continue to do outreach, as I
know Sen. Merkley is going on the Senate
side to try to make this a bipartisan
eort. But we wont know that, obviously
until the bill is introduced.
Another question is whether the
legislation will consist of amending the
Civil Rights Act and the Fair Housing
Act to include sexual orientation
and gender identity, or some kind of
separate legislation that would achieve
comprehensive
non-discrimination
protections in another way. If its the
latter, questions remain about whether
disparate impact claims would be
allowed in the legislation, which have
given Republicans who support civil
rights laws heartburn in the past.
According to sources familiar with the
Rep. DAVID CICILLINE (D-R.I.) is planning to

introduce the Equality Act.
bill, those questions were thorny issues

as late as this month as lawmakers
sought to introduce the legislation before
they left for August recess.
In a June op-ed piece for The Advocate,
co-directors of GetEQUAL Heather Cronk
and Angela Peoples, said amending the Civil
Rights Act to include sexual orientation and
gender identity isnt the right approach for
comprehensive LGBT legislation.
On the surface, this is a good thing,
Cronk and Peoples wrote. However, there
is a very real possibility that amendments
will be introduced on the Senate oor by
the likes of Ted Cruz or Tom Cotton or a
whole host of other right-wing lawmakers
that not only strip the bill of its intended
protections, but also gut the civil rights
laws being amended.
The oces of Cicilline and Merkley
havent responded to repeated requests
forcomment on the nature of the bill or
the timing for introduction.
The expected introduction of the
Equality Act comes one week after the
U.S. Equal Employment Opportunity
Commission determined that anti-gay
workplace discrimination is already
prohibited under the gender protections
of Title VII of the Civil Rights Act of 1964
and three years after the agency made
the same determination for transgender
workplace discrimination.
Most observers expect the Equality Act
wont see any movement this Congress
given the bodys current makeup, which
consists of its largest Republican majority

since the Truman administration.
If any legislation related to LGBT issues
sees movement, it may be the First
Amendment Defense Act, a religious
freedom bill seen to enable anti-LGBT
discrimination.
Following its introduction in June,
support for the bill introduced by
Rep. Raul Labrador (R-Idaho) in the
House and Sen. Mike Lee (R-Utah) in the
Senate has steadily risen. The bill has
130 co-sponsors in the House and 36
co-sponsors in the Senate. A committee
markup was initially scheduled this week,
but has since been cancelled.
As a third alternative, moderate
Republicans led by Rep. Charlie Dent
(R-Pa.) have proposed a compromise
bill that purports to provide LGBT nondiscrimination and religious freedom
protections. Shawn Millan, a Dent
spokesperson, said Monday he doesnt
yet have a date for introduction.
The proposal consists of the
Employment Non-Discrimination Act and
amending the Fair Housing Act to include
LGBT protections. At the same time, the
bill would arm non-prots wont lose
their tax-exempt status for opposing
same-sex marriage and express the
sense of Congress the 1993 Religious
Freedom Restoration Act prohibits the
nationwide ruling in favor of same-sex
marriage from substantially burdening
the free exercise of religion.
LGBT advocates met in D.C. on
Tuesday to discuss the path forward
for the Equality Act although they
dont agreethat the measureis the right
direction to take.
Numerous advocates conrmed they
attended the meeting, which took place
at the headquarters of an umbrella civil
rights group known as the Leadership
Conference on Civil & Human Rights.
Scott Simpson, a spokesperson for
LCCHR, conrmed the meeting took
place, but added it was a closed-door
discussion and declined to provide
additional information.
The
meetings
at
LCCHR
are
commonplace for the coalition of LGBT
advocates which heretofore had met
to discuss strategy for the Employment
Non-Discrimination Act. But now the
meeting was focused on the Equality Act
days ahead of its expected introduction
in Congress. The new legislation is set to
address not just anti-LGBT employment
discrimination, but education, public
accommodations,
credit,
federal
programs, jury service and housing.
Attendees were largely tight-lipped
about the meeting because of its o-therecord nature, although one advocate
who spoke about it to the Washington
Blade said there was an underlying
disagreement about strategy. The
disagreement stems from the apparent

decision that Rep. David Cicilline (D-R.I.)
and Sen. Je Merkley (D-Ore.) intend to
make the legislation basically consist of
amending the Civil Rights Act of 1964 and
other civil rights laws to include sexual
orientation and gender identity.
For starters, whether LCCHR itself will
support the legislation is unclear. Even
prior to the announced plan to introduce
the bill, sources have told the Washington
Blade amending the Civil Rights Act to
include LGBT protections makes some
longtime civil rights advocates uneasy
because it potentially opens the historic
law up to harmful amendments.
Although LCCHR has supported
iterations of ENDA in the past, the
organization didnt respond to the
Washington Blades request for comment
on whether the organization will support
the Equality Act upon its introduction.
Wade Henderson, president of the
LCCHR, is quoted in a Wall Street Journal
article earlier this month as expressing
concern about the bill.
Some are concerned about opening
up arguably the most important statute
Congress has ever enacted for the issue
of racial discrimination, Henderson said.
Heather Cronk, co-director of the
LGBT grassroots group GetEQUAL,
has previously objected to the idea of
amending the Civil Rights Act to enactLGBT
non-discrimination protections and told
the Blade on Tuesday shes not sure
if her organization would be able to
support the Equality Act.
Cronk cited concerns that the proposal
would open up the Civil Rights Act to
amendments, which she said is way past
dangerous, but also said the bill doesnt
go far enough to protect LGBT people.
Amid frequent media reports of
police brutality and harassment, Cronk
said black LGBT people have unique
challenges in the criminal justice system
that should be addressed as part of the
proposal. Additionally, Cronk faulted the
measure for not addressing detention
and deportation of LGBT immigrants,
who face unusually high rates of violence
in the immigration system.
Weve been really clear that we dont
support amending the Civil Rights Act
because theres so many potential
downfalls, but also because amending
the Civil Rights Act actually doesnt fully
protect LGBTQ folks in the unique way that
we need, and so we continue to advocate
for a standalone bill, Cronk said.
But the mainstream view of LGBT
advocates is praise and excitement
ahead of the introduction of the bill.
Amid media reports the legislation would
be introduced in the coming days, the
Human Rights Campaign and the Center
for American Progress issued statements
in support of the measure.

D.C. judge justies lenient sentence in hate attack

and everybody has to come listen to you.

So here we are.
Saying she is someone known at the
courthouse for telling it like it is, Williams
took about 30 minutes to explain her
rationale for assessing the seriousness of
hate crimes as well as the seriousness of
the injuries suered by crime victims.
According to prosecutors with the U.S.
Attorneys Oce, Christina Lucas and her
brother Christopher, who were 20 when the
incident took place in October 2013, showed
no remorse after a D.C. Superior Court jury
convicted them on May 8 of aggravated
assault while armed and designated the
incident as an anti-gay hate crime.
During the trial, witnesses testied
that the two defendants led a group of
others in an attack on the victim on a
Northwest Washington street, with the
Lucas siblings and the others punching
and stomping the victim multiple times
after knocking him to the ground.
According to trial testimony, Christina
Lucas slashed the victims face with a sharp
object while he was lying on the ground,
causing him to suer a permanent facial
scar just below his eye after she called him
a faggot motherfucker.
The lead prosecutor in the case,

Attorney
Veronica
Jennings, submitted a pre-sentencing
memorandum to the court calling for a
sentence in the upper range of voluntary
sentencing guidelines established by
the court for a bias-related aggravated
assault while armed. The guidelines call
for a sentence of between four and 15
years of incarceration.
Instead, Williams initially sentenced
the Lucas siblings to four years in jail
and suspended all but one year. She
also sentenced them to ve years of
supervised probation upon their release.
At the Aug. 15 hearing, Williams startled
prosecutors by announcing she changed
her mind and lowered the sentence for
Christina Lucas to a six-month jail term.
A deputy U.S. Attorney attending the Aug.
15 hearing suggested Williams may have
acted improperly by changing the sentence
after the ocial sentencing hearing had
ended. He pointed out that the reduced
sentence was not included in the hearing
transcript and prosecutors were not present
when the change was made, preventing
them from objecting to the change.
Williams said she would call another
hearing to give prosecutors and the
defense a chance to le a motion or brief
to weigh in on the sentencing change.
But she gave no indication she would
change the sentence back to its original
one-year jail term.
The conduct done here by the
defendants is reprehensible, right?
Theyre part of a group of people that

jumped another individual, Williams said
at the Aug. 15 hearing.
However, in the aggravated assaults
while armed that I have seen over my life,
when I look at the severity of the injuries,
you know, people are left in wheelchairs,
she said. People are disgured. People
have broken bones People are left with
sort of lifelong disgurements.
By contrast, she said in the case of
the Lucas siblings, the victims injuries
werent as severe.
There were no long-term injuries, she
said. There were no broken bones hes
obviously not in a wheelchair.
She added, He, like all victims of
crime, sort of, is dealing with the mental
frustration of having been jumped All
victims of crime, violent crime, you know,
have to deal with that.
Assistant U.S. Attorney Kapil Longani
told Williams that recent medical reports
from the victims doctors show he may be
suering from a long-term brain injury as
a result of repeated blows to the head
during the attack. But Williams said she
could only base her sentencing decision
on veried facts presented at the trial.
In comments that are likely to draw
concern by LGBT activists, Williams said
she also did not believe the hate crime
aspect of the case reached a level of
seriousness that called for an enhanced
prison sentence that the D.C. hate crimes
law gives judges the option of utilizing.
Now I dont want anybody to think that
Im somehow dismissing the ndings that
there was a hate crime, but Ill tell you and
Ill be fully honest, she said. You know,
theres hate crime, from my perspective,
and theres hate crime. So when I think of
hate crime, I include hate crime with the
idea of domestic terrorism, right? Thats
what I think it is.
Williams said she considers a true hate
crime to be a random targeting of a person
because he or she is a member of a certain
race, sexual orientation, gender or some
other characteristic. She cited the recent
murder of nine black people in a church in
South Carolina by a white supremacist as
an example of a serious hate crime.
The most famous homosexual killing
is the one was it in Utah? Williams
asked. Matthew theres a law named
after him. I forgot his name. Matthew I
cant think of it. But the man, the man was
beaten to near death only because he
was gay, Williams said as the Lucas twins
stood in silence next to their attorneys.
Those people didnt know him.
She appeared to be referring to the
1998 murder of Matthew Shepard, the
gay University of Wyoming student who
was tied to a fence post in Laramie,
Wyo., and severely beaten and died a
short time later. The attacker and a co-
defendant who assisted in the attack

were sentenced to life in prison for
murder convictions.
Because Wyoming did not have a hate
crimes law and there was no federal hate
crimes law that covered gay people at the
time, the Shepard case was not legally
classied as a hate crime, even though it has
become recognized as one of the nations
most egregious anti-gay hate crimes.
Williams said that while in law school
20 years ago in Boston, when she was a
teaching assistant, one of her students
a 22-year-old lesbian was attacked and
beaten by a group of men who became
enraged when they saw her walking
down the street holding hands with
her girlfriend.
At the time Im only 24, so Im not
that old, but that kind of stu sticks with
you, she said. So I know, you know,
how serious hate crimes can be and how
dangerous it is.
But in the cases of the Lucas twins,
Williams said, she did not believe the
attack against the gay male victim was
totally random because trial testimony
revealed that the victims mother knew
the Lucases. Williams noted that the
victims mothers brother is the uncle of
the Lucas twins.
According to Williams, the mother
played a key role in identifying the
Lucases to the police during the
investigation, which led to their arrests.
She said some type of dispute had been
going on between the two parties.
But part of it had to do with the use
of the language and the hate crime,
Williams said in referring to the alleged
anti-gay language used by one or both of
the Lucas twins during the assault.
Again, reprehensible behavior, she
said. And so, but I just need to make
clear that there are dierent levels of
hate crime For example, if two black
people get into a ght and one of them
uses the N word against another one I
dont think of that as a hate crime.
The reason she raised the issue of the
N word, Williams said, is that Christina
Lucas is gay. She said she isnt certain
whether certain anti-gay slurs that would
be unacceptable for straight people to
use are somewhat acceptable for gays to
use among themselves.
Obviously, in this context, nothing feels
more comfortable because its a violent
attack, said Williams. But Im just saying,
linguistically, I dont know where we are
linguistically on this issue, she said.
And so, were here at the hate crime
point. And so I will admit that its hard
for me to grasp how one gay person
commits a hate crime against another.
She added, however, that regardless
of whether she understands it, the jury
handed down a hate crime conviction in
the Lucas case. Yet she also factored in her

perception that the Lucas siblings are not
likely to target gay people in the future.
So do I have concerns with Ms.
Lucas going forward, that shes going
to be terrorizing the community and
going after gay people? No. I dont have
that concern.
Likewise,
concerning
Christopher
Lucas, Williams said she also doesnt
believe he will likely target gay people
going forward because of his close
relationship with his sister.
I dont have a concern that Mr. Lucas is
just going to be chasing after gay people
because then hed be chasing after his
own sister, Williams said.
Two prominent local attorneys had
opposing opinions on whether Judge
Williams acted properly in the way she
lowered her sentence for Christina Lucas
and her decision not to enhance the
sentence under the provision of the D.C.
hate crimes law. Both spoke to the Blade
on condition that they not be identied
because they could have future dealings
with the judge.
One of them believes Williams
sentencing change violates judicial rules
banning ex-parte actions by judges
and could possibly lead to disciplinary
action against her by the an arm of the
D.C. Bar that investigates allegations of
misconduct by judges. The same attorney
said Williams acted improperly but within
her authority as a judge to decline to
enhance the sentences under the hate
crimes law.
This is a blatant display of judge
nullication of a jury verdict, the attorney
said. She is basically saying she doesnt
agree this is a hate crime. She nullied
the hate crime conviction.
The other attorney took strong
exception to that assessment.
I see no hint that the judge doesnt
agree with the D.C. hate crime law,
the attorney said. Shes just tting
the sentence to all the relevant facts
about the crime and the victim and the
defendants, which is what we want
judges to do, said the attorney.
Dierent people, dierent judges, will
see things dierently in dierent cases,
the attorney said. That doesnt make one
right and one wrong. I dont see any basis
for accusing the judge of misconduct on
that score.
Concerning changing the sentence at
an inappropriate time, the attorney said
the judge has denied doing that. And I
certainly dont know the facts, said the
attorney. She has invited the parties to
brief the matter, and I assume theyll do
so. If she waited too long to change the
sentence, or failed to give proper notice,
she can correct her error, or the court of
appeals can.

Truvada adherence rates strong, study nds

NEW YORK Transgender women and men who have sex with men (MSM)
adhered at high rates to Truvada as pre-exposure prophylaxis (PrEP) in an
American real-world study of the HIV prevention method, especially if they were
at higher risk of contracting the virus, AIDSmeds reports.
Researchers presented results from the U.S. PrEP Demonstration Project
at the Eighth International AIDS Society Conference on HIV Pathogenesis,
Treatment and Prevention in Vancouver, British Columbia.
Between Sept. 2012 and Jan. 2014, the demonstration project enrolled
557 MSM and trans women in municipal sexually transmitted infection (STI)
and community health clinics in San Francisco, Miami and Washington, DC.
Eighty-three percent of the participants stayed through the nal visit in the 48week study. The participants contributed a total of 469 person-years of data,
researchers report.
The investigators conducted dried blood spot testing on 294 participants to
determine how well they were adhering to the daily regimen of Truvada; 63
percent of them had drug levels at all study visits suggesting they were taking
Truvada at least four days a week (considered maximum protection). Three
percent of them had test levels at all study visits suggesting they were taking
fewer than two pills each week and 32 percent had an inconsistent pattern of
adherence, AIDSmeds reports.

NEW YORK Health care providers showed preferences toward patients who
identied the same way as themselves, a new study has found.
Researchers from the University of Washington Health Sciences consulted
the Sexuality Implicit Association Test, which gathered results from more than
200,000 participants between 2006-2012, Medical Daily reports. Participants
taking the test were asked explicit questions to indicate their preferences toward
heterosexual, lesbian and gay individuals, like whether theyd endorse the
statement, I strongly prefer gay people to straight people or I strongly prefer
straight people to gay people. Participants who worked in elds of health care
were specied with their test results as either a medical doctor, nurse, mental
health provider or other treatment provider.
Straight health care providers showed moderate to strong implicit preferences
for heterosexual patients. Interestingly enough, the same result was found
in lesbian and gay health care providers who also displayed both implicit and
explicit preferences to treat lesbian and gay patients. Bisexual providers proved
to be more indecisive, showing mixed preferences. There were also variations
based on the type of health care profession certain participants occupied; for
instance, mental health care providers showed the weakest implicit bias for
sexual preferences, while nurses had the strongest preference for heterosexual
patients over lesbian and gay patients, the Medical Daily article notes.
Training for health care providers about treating sexual minority patients is
an area in great need of attention, researchers wrote in the ndings.

My rst rule to making your workouts more cardiovascular is to focus on using large
muscle groups for your workouts.Im not saying that your arm day isnt burning calories,
but the big muscles are where you get bang for your buck.Your large muscle groups are
comprised of your chest, back and leg muscles.Working those muscle take more energy
from your body and in turn burn more calories.I like to achieve this by manipulating
resistance, decreasing rest time and specifying exercise types.
Increasing the resistance or weight you use on an exercise causes your body to burn more
calories and spikes your heart rate because it takes more muscle fiber recruitment to move the
heavier weight. Dont believe me? Check out how quickly your heart rate raises after doing 10
repetitions of heavy squats versus doing 20 repetitions of body weight squats at the same speed.

the heaviest weight you can perform with correct form of an exercise for 10-12 reps.My

A healing visit to Cuba

Gay Mens Chorus and the
international language of music

Our sense of responsibility was immediately felt when we were greeted by
a standing ovation for our tour kick-o
concert at the Trinity Cathedral in downtown Miami the night before our departure for Havana. The next morning, with
76 pounds of arts supplies, medicine and
toiletries to donate in tow, we boarded a
chartered ight that, a mere 45 minutes
later, transported us to another world.
We were embarking on a historic tour,
with music as the vehicle to say what
we might not otherwise be able to say
in conversation, not just because of the
language barrier, but because the Cuban
policies of controlled speech might create
a challenge between our audiences and
us in the week ahead.
Our rst impressions of Havana were
that of an abandoned city, stuck in time
with its dilapidated buildings and old
cars. But the beauty of the country and
the culture immediately came into focus,
and any trepidation as to how we would
be received as Americans and as gay men
vanished quickly.
Cuba has a well-known history of
censoring nearly everything except music and visual art. Many of our performances included a cultural exchange,
where we sang for another chorus or

dance company, and they performed for
us. We performed nine formal concerts,
and another dozen impromptu performances at various restaurants in Havana, including the famous Buena Vista
Social Club. We sang for toddlers and
seniors, students and dignitaries. When
we asked for a volunteer to hold a Pride
ag while we sang Over the Rainbow, a
man waved it high throughout the rest
of the concert and afterwards asked if he
could keep it. He explained with tears in
his eyes that, as a gay Cuban, it was the
rst time in his life he had held a Pride
ag. This same man asked us When did
you feel heard?
The week was full of small moments
to ask big questions. We were told by
one gay man, I have waited for years
for this. An elderly woman said she was
looking forward to the opening of the
embassies on July 20, when the ags of
both nations were raised side by side.
With every song we felt an emotional
connection. The audiences were tremendously gracious and appreciative,
and responded to our music and our
message with smiles and joyful tears. It
was so easy to connect, and the common theme was love. We were meeting Cubans face to face, as individuals,
sharing our story through song. We
sang for LGBTQ equality, and we sang to
strengthen the handshake between our
two countries. We sang with great pride,

audience applauded and cheered as we

We touched many lives on this tour,
including our own. There is a lot of work
yet to be done for LGBTQ equality in both
countries. We have taken an important
step with this tour, and we were able to
open and heal the relationship one step
further through the international language of music.

Access to HIV prevention pill must be made easier

We need more support from
mainstream medical community

PrEP or Pre-Exposure Prophylaxis is a

pretty basic concept. In its current form, a
person takes a blue pill called Truvada every
day, and it prevents HIV. Its safe, available at
your local pharmacy, and highly eective, just
like birth control medication. But like the pill,
PrEP means talking about sexual behavior and
navigating a health care system that is fraught
with bias, barriers, and basic misinformation.
If we want to achieve Mayor Bowsers laudable 90-90-90-50 HIV goal, we must ensure
that all people at increased risk for HIV acquisition have the most current HIV prevention
information and access to quality healthcare,
including PrEP. On this the third anniversary
of the FDAs approval of Truvada for PrEP, we
are calling on our communities to take much
needed action.
Whitman-Walker Health, along with other
LGBT health centers nationwide, has taken
extensive steps to increase access to PrEP.
Primary care providers proactively assess HIV
risk and discuss PrEP with patients as part of
their preventive health care. At HIV/STD testing

events in the community, sta engage those
who are getting tested in conversations about
PrEP. And at Whitman-Walkers in-house pharmacy, sta work with patients to make sure
the medication is covered by their insurance
or help them apply for co-pay assistance.
These eorts have borne fruit. WhitmanWalker Health now has more than 250 patients on PrEP. But its not enough for only
LGBT health centers and LGBT friendly doctors to be the ones who feel comfortable having tough conversations about patients sexual
health required to prescribe PrEP. We need far
more support from the mainstream medical
community for this critical intervention.
Newly released data last month from D.C.s
Department of Health makes this point crystal clear. Yes, the 40 percent decrease in new
HIV diagnoses in four years is a remarkable
achievement, but the HIV epidemic remains
stubbornly concentrated among a handful of
communities: gay and bisexual men of color,
trans people, young people, and black women.
PrEP access among these populations will have
to be a key part of the solution. It is these communities that need PrEP the most, and they are
not all accessing health care at LGBT health centers, where providers already actively engage
patients in conversations around PrEP.

For communities that have been marginalized, PrEP is about agency at a time when so
many of us feel powerless in so many parts
of our daily lives. For far too long, black and
brown bodies have been criminalized, gay sex
has been pathologized, and trans people and
immigrants have been dehumanized. PrEP
is an opportunity for us to demonstrate that
these lives matter.
There has been a great deal of misinformation about PrEP circulating among gay men,
some of it is coming from organizations with
lots of power and inuence. But its irresponsible and indefensible for individuals or organizations to mislead the community about the
facts. PrEP isnt a political campaign or some
controversial trend. Its a scientically proven
prevention method that can save lives.
There are 3 key things we can all do to take
action around PrEP:
Learn the facts about PrEP and combat
misinformation. Educate yourself about PrEP.
There are plenty of great resources available
that are provided by reputable organizations.
The CDC, WHO, and almost every major HIV
organization supports the use of PrEP for HIV
prevention. Familiarize yourself with the CDC
guidelines and visit our websites for resources,
videos and infographics: NMAC & Whitman

Walker Health.
Demand access to PrEP and quality healthcare. Work to ensure that PrEP is aordable.
Lobby your elected ocials or health department to cover the costs of the medication and
doctor visits.
Talk about PrEP. Many of us spend so
much time on Facebook, Twitter, Instagram,
Scru, etc. Lets put it to good use. Talk to people about PrEP. Talk about it online, on hookup
apps or with your kickball team. Talk to your
friends, your family and your lovers. PrEP is
nothing to be ashamed of. There are plenty
of ways to generate conversation post an
article, share a video, repost an infographic, or
participate in a PrEP education campaign like
HRCs #DailyBlue.
Now is the perfect opportunity to recommit ourselves to ghting health inequities and
fostering stronger and healthier communities.
We can ensure that everyone has access to accurate information and that they will be supported as they choose from the ever-expanding options for prevention and sexual health.

Rehoboth Beach needs Kuhns and Perry

Time for change in resort
town, so vote on Aug. 8

My love aair with Rehoboth Beach began

more than 30 years ago. But I am a latecomer.
The town was founded in 1873 as the Rehoboth Beach Camp Meeting Association by
the Rev. Robert W. Todd, of St. Pauls Methodist Episcopal Church of Wilmington, Delaware,
as a site for Methodist camp meetings. The
Camp Meeting Association disbanded in 1881,
and in 1891, the location was incorporated by
the Delaware General Assembly as Henlopen
City, shortly after which it was renamed to Rehoboth Beach.
Rehoboth retains the charm that drew Rev.
Todd all those years ago. Unfortunately the
towns commissioners, while trying to preserve Rehoboths charms, fail to understand
their actions will only hurt the town in the long

run. They voted 6-1 last Friday for an outrageous, poorly written zoning ordinance some
commissioners admitted was a terrible piece
of legislation.
The year-round population of Rehoboth
in 2010 was less than 1,500, but thats only a
small percentage of those who actually own
property in town but dont live there full time.
It is estimated the population grows by more
than 25,000 during summer. Families come
to let their kids frolic in the ocean, eat cotton
candy and go to Playland on the boardwalk
and then they can enjoy evenings at the great
restaurants and watering holes Rehoboth is
known for.
Over the years, many friends who rst
came as visitors have moved there or built a
retirement home in town. My nances meant
buying just outside town yet over the years my
involvement in the city and its politics has been
at the invitation of friends who are residents
and business owners; and those running for
oce who sought my support. My columns
in the Washington Blade and Hungton Post
have always touted Rehoboth as a great place
to live, visit and retire to.
So when friends asked me to speak out
on the recent debate over swimming pools I
didnt hesitate. It was exciting to see residents
rally and get the Commission to understand
what they were proposing was wrong. Those

at the rally not only made a statement on the
question at hand but about how people in
the town respect one another. Those who live
there full time or are building for the future
want to ensure their investment and the vibrancy of the town for generations to come.
That is why the new zoning ordinance
should have been defeated and needs to be
reversed and re-thought. It appears it passed
as a reactionary response by commissioners
forced by public opinion to backtrack on their
swimming pool ordinance. Paul Kuhns, one of
the candidates running for a spot on the Commission who opposed the pool ordinance correctly said, The commissioners believe that
the most pressing problem within the city today is large houses. He suggested it is Occupancy that should be addressed, not just more
restrictive rules that will be more problematic
for all homeowners in the near future.
Richard Perry, who also opposed the pool
ordinance, bought his retirement home in
Rehoboth in 2009. He said These proposals if adopted will make the majority of existing residential properties in Rehoboth Beach
suddenly nonconforming. If that happens,
and you want to add a porch or bedroom
and bathroom on the rst oor, perhaps to
accommodate an aging or handicapped relative, or expand your oor area in any way,
chances are you will not be able to do so. Even

simple changes to your home will be out of the
question. So these two candidates deserve a
chance to bring common sense back to the
Commission. Each brings something dierent
and needed to the Commission.
Kuhns is president of the Rehoboth
Beach Historical Society and president of
the board of the Rehoboth Beach-Dewey
Beach Chamber of Commerce. Rehoboth
Beach Main Streets named him their 2013
Beach Citizen of the Year. Perry, an attorney
is an activist with a background in nance.
He clearly understands the complexity facing the Commission. He said One very
important reason why I decided to run for
commissioner is because I believe all residents deserve a voice in the political process, and our city government needs to do
a better job of reaching out and informing
all of our residents, including the 80 percent of residents who do not live in the city
year-round. Decisions about the future of
our city should truly reect the will of the
majority.
Kuhns and Perry are committed to working
with everyone to nd solutions to the issues
Rehoboth faces today and in the future. I urge
everyone eligible to vote to use this opportunity to change the Commission for the better
on Aug. 8.

Consider this scenario: If every LGBT

voter in D.C. decided not to participate in
the 2016 presidential election, would the
political party winning the Districts three
electoral votes be dierent?
Nope. The Democratic nominee would
still handily win with an overwhelming
percentage of the local vote.
The election outcome would also remain the same in New York, California,
Massachusetts and other predictably
true-blue states. In fact, the participation of LGBT voters would matter even
less in those locales. Due to a much lower
percentage gay vote when compared to

D.C.s extraordinarily unusual and highest-in-the-nation 10 percent population
share, the impact would be negligible.
Other than the value of gay wealthy-donor campaign cash and the eorts of a small
tribal portion of diehard party loyalists and
activist volunteers, do we overestimate our
inuence in electing federal ocials? If were
counting votes, we denitely do.
Its simply a matter of numbers.
Although some LGBT voters are as
susceptible to vastly overestimating the
number of gay Americans as has been
shown to be the case among the general
public, every reliable counting consistently enumerates the percentage within
a consistent and narrow range. The consensus among Census estimates, government agency tallies, polling rms and demographic survey research organizations
pegs the combined number of gay, lesbian, bisexual and transgender adults at
an approximate average of slightly above
3 percent of the population.
Add to the mix the diversity of political opinion among LGBT voters and the
net benet for the party currently enjoying super-majority support is further reduced. In round gures, if approximately
4 million LGBT votes are among 130 mil-
lion votes cast in a presidential election,

the current net Democratic advantage
is known to be fewer than three million
votes.
Nothing to sco at, to be sure, in a country essentially evenly divided in a largely
binary political competition. But the bulk
of those votes are primarily dispersed
among the vast majority of states in which
the presidential election outcome is not a
mystery in advance of actual votes cast.
In all but a small number of states LGBT
voters do not possess even a theoretical
potential to aect the decision.
In the few competitive toss-up states,
LGBT voters are also likely to reect the
more moderate political perspective inherent to the state with their ballot decisions likewise more mixed. Gay voters
living outside of urban LGBT enclaves in
states where the Democratic nominee
consistently wins are not in exile. For a
myriad of reasons they have chosen to
live where that decision often reects
political preferences and cultural considerations decidedly less liberal than found
in larger East Coast and West Coast cities.
In a modern era in which aliation with
either major political party has reached
new record lows, LGBT adults are increasingly likely to also be independent vot-
ers. A majority of all voters under 35 now

identify that way, and combined Democrats and Republicans together constitute
barely-or-less-than half of all Americans.
In addition, the percentage of each partys support is in a continuing free-fall.
It is reasonable to assume that a characteristically independent LGBT demographic
is among those estranged from both political parties. The unusually high percentage
of gays and lesbians engaged in commerce
as entrepreneurs, business operators, professional contractors and corporate leadership estimated by the National Gay and
Lesbian Chamber of Commerce at 10 percent of us also inuences political views.
As LGBT voters shift their focus from
inward issues of marriage and civil equality, we should anticipate that the existing
one-quarter to one-third share of gay
votes for Republican candidates will grow
in equity with those currently cast for
Democratic candidates, particularly in politically moderate regions of the country.
Neither political party should consider our
votes either won or lost. On the full range of
core issues of general voter concern that decide elections, LGBT votes are as attainable
as those of ordinary Americans.
Especially as we become simply that
ordinary Americans.

Ending youth homelessness should be No. 1 priority

We must not lose another
generation to the streets

As the celebration of marriage equality winds down, our community appears
poised to pivot toward, and bring the primary focus of our formidable inuence, to the
ght for passage of the Employment NonDiscrimination Act (ENDA). It may seem the
obvious course.After all, as the saying goes,
a gay or lesbian person can get married in
the morning and red in the afternoon.Only
21 states protect against employment discrimination on the basis of sexual orientation, and a mere 18 on gender identity.
However, there is a need more urgent, one
literally of life and death namely assisting
homeless LGBT youth.The time is now that
they be not just a priority, but the top priority moving forward.
Up to 40 percent of the approximately
1.5 million homeless youths in America
identify as LGBTQ, based on numerous
studies. Over the past almost two decades I have been engaged on this issue
and these dismal statistics have proven
stubbornly resistant to change. Studies
also show that a youths LGBTQ identity is often a major contributing factor
to becoming homeless, if not the direct
cause. Once homeless, LGBT youth face
a myriad of risks, including suicide, violence, HIV/AIDS and other sexually transmitted diseases, prostitution and substance abuse/dependence.
Greater access to LGBTQ-specic and
LGBTQ- friendly services, with the necessary competencies and experience, are
sorely needed. There are a number of
amazing foundations and service organizations around the country attempting to
raise awareness and/or directly address
the plight of homelessness among our
youth. Yet these organizations have been
de facto charged with the responsibility for
addressing a crisis that in scope and scale is
far beyond their resources and capabilities.
Marriage equality is just the latest on
the list of our most consequential victories to date.HIV/AIDS has gone from being a terminal to potentially manageable
chronic condition (for those with access
to life-saving medications), Dont Ask,
Dont Tell and the Defense of Marriage
Act have fallen; we now enjoy protections
in federal government employment and
contracting; polls consistently show we
have won the hearts and minds of an

ever-increasing majority; and corporate
America largely has our backs. However,
most national level successes have been
to the sole benet of LGBT adults.
My life partner, now husband, of 16
years and I are no exception. Our ability to
be legally married and have our relationship recognized by the federal government
has been a huge advantage to us personally. I am grateful for that and to our LGBT
ancestors and most especially to President
Obama, without whom we would currently
enjoy precious few of these advances. I
am certainly mindful, as well, of the ongoing and important eorts to address the
numerous issues in addition to ENDA that
remain before us, including transgender
equality, equal access to adoption and securing equality in housing, public accommodation, senior care and facilities, etc.
But when community leaders and pundits discuss the work ahead in the wake
of Obergefell v. Hodges, I am disheartened at what I do not hear.Homeless LGBTQ youth rarely, if ever, rate a mention.
To be fair, our national leadership is not
entirely AWOL. One example is the campaign to end anti-LGBTQ bullying which
may help reduce a contributing factor to-
ward homelessness among some LGBTQ

youth. The Student Non-Discrimination
Act (SNDA) is a complimentary eort to address bullying and equal opportunity in education. Another example is the advocacy
around the Runaway and Homeless Youth
Inclusion Act (RHYIA), which would help ensure that programs funded by the Runaway
and Homeless Youth Act serve LGBT youth
eectively and without discrimination.
Weve all heard of ENDA, chances are
the same cannot be said for SNDA or
RHYIA. Our national leadership has consistently failed to embrace a sense of
urgency regarding the crisis, let alone
respond accordingly.Unless our national
organizations wake up and similarly prioritize homeless LGBT youth, RHYIA and
SNDA will languish, services will remain
inadequate and overall progress will be
incremental at best.
Whatever the cause of our functional
neglect of these kids, it is long past time
to get over it.We cannot allow yet another decade to go by, or another generation
of our youth to be lost to the streets.

family memories

Although the odds were not favorable
for Alfred Munzer in the circumstances
surrounding his birth, in many ways, he
ended up being the luckiest member of
his family.
Hes the youngest of three children
of Simcha and Gisele Munzer, a family
of Jewish immigrants from what is now
Poland. His parents were childhood
sweethearts and were raising two
daughters, Eva (born in July 1936) and
Leah (born in November 1938) in the
Hague, Netherlands. After World War I,
anti-Semitism was rampant in their native
land and opportunities were limited, so
they moved to Holland where there was
a substantial population of Jews, some of
whom were from families that had been
there since the 15th century. Simcha ran
a mens tailoring business.
When Gisele discovered she was
expecting a third child the pregnancy
was unplanned an abortion was advised
and, as Munzer tells it today, his mother
was told that, it would be immoral to
bring another Jewish life into the world.
Although not especially religious, she was
inspired by the Old Testament story of
Hannah, the childless woman who vows
to God that if she is given a son, she will
give him back to God. Her wish is granted
ALFRED MUNZER in his Van Ness apartment. Now retired from his medical career, Munzer devotes much of his time to the Holocaust Museum.
with the birth of Samuel.

Munzer, now 73, was born on Nov. 23,
1941. Before he reached his rst birthday,
in July of 1942, Germans began mass
deportations of nearly 100,000 Jews from the
occupied Netherlands to the east, primarily
Auschwitz, a network of Nazi concentration
camps in Poland. It marked the beginning of
a harrowing season for his family.
Munzer says growing up, he was often

reminded of the circumstances around
which he was born.
Any time I was bad growing up, my
mother would remind me of this, how she
had prayed to God and requested a son,
Munzer says. She indoctrinated me with
this. It was made very clear that she had
made the same pledge as Hannah and that
I was here in service of God ultimately.

in which survivors are interviewed about

Devon Trotter calls his DJ style indie pop meets 90s house/R&B/hip-hop.

If Azealia Banks Esta Noche and Madonnas Get Together had a baby, that
would be my style 100 percent, says the 31-year-old Logan Circle resident,
who grew up in Salisbury, Md., and Smitheld, Va.
His style will be on display again this weekend as CTRL, the monthly Town
(2009 8th St., N.W.) event that typically draws about 1,000 with themes,
costumes, performances, giveaways, music and, of course, the now-famous
photo booth, has its latest event on Saturday, July 25. Doors open at 10 p.m.
Trotter was part of the team that started CTRL in April 2012 at Dhalak, a
now-closed restaurant that was also the birthplace of Mixtape and Peach Pit.
We like to play music that you normally wouldnt hear at other clips or
parties like indie dance, electro pop and mash-up, Trotter says. Its not
always top 40, though you will denitely hear remixes.
He works by day in shark conservation at an environmental non-prot
and also spins at WTF, Otter Crossing, Welcoming Committee and Twilight
Tuesday events.
Trotter moved to D.C. in 2009 after a stint in Prague after college. He is
single and enjoys DJing, music, dancing, event planning, traveling, shopping,
TV, camping, cooking, reading and more in his free time.

Bayard Rustin was a remarkable man.In
the 60s he worked very closely with Dr.
Martin Luther King, Jr. and was a pivotal
organizer of the March on Washington
and he gave a speech titled The New

imagine the struggles he had to face as a
black, gay, civil rights activist.

There are many magical moments in
Synetic Theaters A Midsummer Nights
Dream. One of the most enchanting takes
place during the productions prologue
when a black forest is illuminated with
countless darting reies (dancers with
glow sticks on a darkened stage) and then
marvelously morphs into a candlelit fairy
ring (same dancers and light source). Its
one of the seemingly simple yet cleverly
conceived visual feats that the voiceless,
movement-based company pulls o so well.
During this same prologue in the same
forest, the audience is introduced to a
changeling boy named Puck, played by
out actor Alex Mills. Painted bright blue
from head to toe, Mills mischievous Puck
lives purely for fun the forest is his
playground where he plays havoc with
the resident faeries and any unfortunate
mortals who wander into the misty wood.
Not only magical, Synetics take on the
Bards popular comedy (a remount of the
companys successful 2009 production)
is also sexy and lled with bawdy fun and
whimsy. Its also lucidly told thanks to Paata
Tsikurishvilis sure-handed staging and
the vigorous and ingenious choreography
of his creative partner (and wife) Irina
Tsikurishvili who also reprises her ery turn
as Tatiana, queen of the fairies.
The story-telling is inspired. For
instance, through a long carefully
blocked and terrically executed dance/
movement piece lled with proposals,
rebus and lots of shoving, the footings
of the zany plot involving four lovers
tussling with unrequited love becomes
clear: Lysander (Scott Brown) and
Demetrius (Peter Pereyra) love Hermia
(Irina Kavsadze). Hermia loves Lysander.
And the unhappy yet undaunted Helena
(Emily Whitworth) loves Demetrius.
Words just arent necessary.
Similarly, the highly volatile and
sexually charged dynamic between top
fairies Tatiana and Oberon (out actor
Philip Fletcher) is excitingly conveyed via
an exhilaratingly choreographed battle in

which Tatiana underhandedly triumphs.

Its this humiliation that prompts Oberon
and Puck to work some naughty magic
using a glitter-spewing posy that acts as
the most potent of love potions.
While theres no dialogue, there is
pulsing original music by Konstantine
Lortkipanidze who also appears onstage
with Nick Bottom (Irakli Kavsadze) and
the rest of the Mechanicals, a troupe of
local players. Seated at a beat up piano,
Lortkipanidze supplies the music to
accompany the ragtag groups slapstick
pantomime which here is eectively
portrayed as a cross between Tin Pan
Alley and silent movies.
Anastasia Rurikov Simes set is a
dark forest of ropey trees backed by a
luminescent moon. Occasionally, blue Puck
that merry wanderer of the night climbs
the vines or perches on the crescent moon
to watch the amusing results of mischief
unfolding below. Simes costumes are apt,
fantastical and sometimes sexy, especially
when gracing Tatiana and Oberons ne
forms. She wears a slinky harem getup
and he sports leather epaulets and
shaggy chaps. The fairies are propelled by
enormous lam wings.
Besides being ridiculously exible and
well-trained movers and dancers, the
cast is wonderfully adept at comedy
an absolute delight to watch. And much
of the shows magic comes from the
actors themselves. Double-jointed Mills
makes his Puck a true shape shifter. And
when gifted actor Kavsadze as Bottom
transforms from an everyday fellow
to a befuddled donkey, its another
memorable moment.
Synetics isnt the only Midsummer
around town this time of year. The
National
Players
are
presenting
their version as part of the outdoor
Shakespeare series at Olney Theatre
Center (through July 26). And in early
September, the Shakespeare Theatre
Company is presenting a remount of its
2012 production.

Baltimore Pride moves to

July for 40th anniversary

Baltimore Pride, organized by the GLBT
Community Center of Baltimore (GLCCB),
is celebrating its 40th anniversary this
weekend with some key changes to the
usual Pride lineup.
Usually held over Fathers Day weekend
in June, Baltimore Pride organizer Paul
Liller says they were forced to change
the time of the celebration due to an
issue with city permits. However, pushing
the time to July gave organizers an
unexpected advantage.
It turned out to be a blessing in
disguise, Liller says. As a result of being
a month later, were not competing with
corporate sponsorship with D.C. and New
York. Were o in an island on our own
and as a result corporate sponsorship
went up drastically.
Baltimore Pride went from an estimated
$30,000 in corporate sponsorship in
previous years to almost $100,000 this
year. The increase in funding allowed
Baltimore Pride to spend more money on
bigger name entertainment for its annual
block party performances.
It really gave us a little more freedom
to make our 40th year something to really
be proud of and something to have the
community really excited about, Liller
says.
Another
hitch
Baltimore
Pride
encountered was a relocation issue. The
parking lot next to Club Hippo and Grand
Central Station nightclub, where the
block party was held in previous years, is
scheduled to be demolished and repaved
and construction was not scheduled to be
nished in time for the block party. The
party would have to nd a new home.
Liller says the space the block party is
in this year, between Brexton and Eager
streets, is larger. However, parts of the
block party will still occupy some of the
old space. A dance stage and drag stage
will still be in front of Club Hippo and
there will still be bars at the Hippo along
with bars on Eager Street.
We really had to make some tough
decisions but I really dont think its going
to impact at all in terms of the attendance

Martha Wash says gays her most loyal fans

Disco veteran Martha Wash is
no stranger to Pride or a good
dance party. Despite being in the
entertainment industry for decades,
Wash, 61, has rejuvenated the dance
music scene by forming a new allfemale group, First Ladies of Disco.
Wash says the inspiration behind
First Ladies of Disco came from a
book with the same name by James
Arena, which focuses on disco artists
and chronicles their stories from the
height of the disco era through the
present day.
Washs manager James Washington
was inspired by the book and thought
that a group should be formed with
female vocalists from the disco
period. Wash, Evelyn Champagne
King and Linda Cliord came together
and released their rst single Show
Some Love. The group is planning an
album.
Washs love spreads beyond disco
and into the LGBT community. She
says her appeal to gay audiences
stems from her work as a background
singer for gay disco singer Sylvester.
Wash left background singing for
Sylvester to form the Weather Girls,
known for their hit single Its Raining
Men, and the gay fan base followed.
Theyve always been my biggest
fan base. I have gay friends and Ive

had gay friends. I lost a lot of them
during the 80s epidemic, which was

really hard, Wash says. People are
people. You love them or you dont.
After the Weather Girls, Wash went on to lend her vocals to some of the top dance music hits from the late 80s through the
early 90s. Most notably, Wash sang vocals on C+C Music Factorys wildly popular single Gonna Make You Sweat (Everybody
Dance Now). Later she released three solo albums.
Wash has been performing at Pride celebrations throughout the country for more than 30 years. She has performed at
Capital Pride, the opening ceremony of the rst OutGames in Montreal and performed with the New York City Gay Mens
Chorus. Yet Wash still holds a special place for Baltimores gay community in her heart. She mourns the loss of the Hippo.
Someone told me the Hippo is getting ready to close down and Im really sorry to hear about that, Wash says. We go back
a long way. Im really sad to see it close.
Washs performance at Baltimore Pride begins at 9 p.m. and closes out the block party on Saturday. She wants everyone to
have a good time.
Just come out and have fun. Be yourself, enjoy yourself and celebrate everything, Wash says. Celebrate life. And you being
able to celebrate. Because Ive lost too many people over the years.

Baltimore is a real music city

Unapologetically sexual and full
of comedy, New York City-based
gay rapper Cazwell always knew he
wanted to be in the spotlight. He
started rapping as the only way he
knew how to perform for people.
I honestly just wanted to be on
stage and I cant sing, says Cazwell,
who performs at Baltimore Prides
block party on Saturday, July 25 at
8:30 p.m.
He began rapping with his friend
MC Crasta Yo over live music and from
there the duo went on to rap over
beats. Cazwell eventually went on to
pursue a solo rap career, releasing
three studio albums to date.
It wasnt like I had anything political
to say and it wasnt about making a
hit or even knowing how to arrange a
song. It was just about having fun and
before I knew it, I didnt really know
how to do anything else.
His performance at Baltimore Pride
is one Cazwell, 36, is looking forward
to. He feels Baltimore is a city thats
unlike others in terms of its residents
love of music and partying.
Baltimore is a real music city and
theres none of, Is my name on the
list? mentality. They can appreciate
new music they havent heard before
thats good.
Cazwells music is well known in
the gay community, especially for
being overtly sexual and comedic.

he describes as being, about a boy
having a crush on a boy and it being
CAZWELL says being out helped him get noticed but had some downsides as well.

video on YouTube. The video, which
features several men gyrating and licking ice cream, has attracted more than 4 million views.
Another single, I Seen Beyonc at Burger King, has garnered a million views on YouTube. The song infuses humorous lyrics
over a catchy beat. Cazwell has always found himself intrigued by being sexual, condent and funny at the same time. He says
Missy Elliott was a huge inuence.
Being both openly gay and a rapper is a combination Cazwell recognizes as being uncommon. He says it has both helped
and hindered him.
When it comes to mainstream hip hop, theres so much trac in that lane that I think its harder to get attention and being
gay didnt help, Cazwell says. However, if I had a super gay video and something that gay guys wanted to see more of, then
at least I would have that crowd to feel it. If anything, being gay has helped me.

because of the anniversary year.
Baltimore Pride will kick o with
Twilight on the Terrace, a benet cocktail
party, at the Baltimore Museum of Art (10
Museum Dr.) on Friday, July 24 from 7-11
p.m. The benet will feature a four-hour
open bar, hors doeuvres, silent auction,
dancing, music and more. Tickets are
$100. The annual High Heel Race will
take place on Saturday, July 25 at 3 p.m.
on Cathedral Street from Read Street to
Eager Street.
Following the race, the Pride parade
starts at 3:30 p.m. The parade will
begin on the corners of Monument and
Cathedral streets in the Mount Vernon
area and continue on north from
Cathedral Street to Chase Street. Club
Hippo owner Chuck Bowers will be the
parades grand marshal.Bowers recently
announced that the Hippo would close
this fall after nearly 40 years in business.
The block party will follow from 4-10
p.m. on Cathedral Street between Brexton
and Eager streets. The headliners for the
party will be disco diva Martha Wash and
hip-hop artist Cazwell. Other performers
will include drag performer Tatiyanna
Voche, trans recording artist Ts Madison,
drag performer Shawna Alexander, DJ
Rosie, DJ Arturo, Miss Gay Maryland 2015
Jordan Sinclair and many more.
About 60 vendors are expected to
have booths at the block party. Although
this number is lower than it has been in
previous years, Liller says vendors have
purchased larger booths, making the
block party over all larger in space than in
previous years.
On Sunday, July 26, the Pride Festival
will take place at Druid Hill Park (2600
Madison Ave., Baltimore) from 11 a.m.6 p.m. Gay country singer Steve Grand
will perform and Ts Madison will give a
second performance.

OutWrite, an LGBT literature festival,

begins Thursday, July 30 and runs through
Sunday, Aug. 2 at the D.C. Center in the

The festival will showcase readings
from queer writers with writer workshops
and more. Dr. Sheena Howard will
present Black Queer identity Matrix, a
reading from her latest book that focuses
on black lesbian female identity. Authors
Mala Kumar and Yvonne Fly Onakeme
will also present readings for a segment
called Queer Immigrant Stories. Rayceen
Pendarvis will host Quick and Dirty, a
lightening round of six readers presenting
in ve minutes. Workshops will include
Trans Self-Publishers: Storytelling on Our
Terms, Fade to Hot: Writing Sex Scenes,
Black Writers Forum and more.

From there, Thorpe visits speech
therapist Susan Sankin (a specialist in
training people to lose their accents) who
analyzes his vocal patterns and oers
exercises to lower his pitch and clip
his vowels. Thorpes amusing practice
sessions look like scenes from a modernday gay remake of My Fair Lady.
The lmmaker also makes interesting
discoveries about himself when he talks
to family and friends about when he rst
started to sound gay and how he sounds
before and after his counseling sessions.
Thorpe wisely opens up the movie
with interviews with a diverse group of
LGBT celebrities, most of whom share
interesting stories and observations.
Author David Sedaris talks about how
hotel operators often mistake him for a
woman and how delighted he feels when
people dont realize hes gay. Comedian
Margaret Cho discusses how she and
her father struggled to lose their accents.
Openly gay African-American CNN anchor
Don Lemon talks about how he had to
change his voice for television and how
his relatives now say he sounds white.
Fashion guru Tim Gunn chats about
how he gradually became proud of his
trademark sound and sex guru Dan
Savage says that insecurities about
sounding gay are often the last vestiges of
internalized homophobia. Most movingly,
teen activist Zach King and his mother
testify that kids are still being persecuted
because they sound gay.
While Thorpe may not answer all the
questions he asks about the gay voice, he
asks lots of great questions and gets lots
of great answers. The lm is entertaining,
engaging and thought-provoking. Thorpe is
a talented lmmaker and appealing screen
presence who bravely probes his own
insecurities and vulnerabilities. Hopefully
this ne lm will lead to broader discussions
of LGBT identity and representation and
considerations of race, class and gender
that Thorpe can only touch upon here.

Everybody knows that voice. Highpitched. Nasal. The sibilant s. Elongated

vowels. Crisp enunciation. Melodic
almost sing-song. Artsy. The stereotypical
(white male) gay voice.
Its the voice of countless Disney villains
(think of Captain Hook, Shere Khan, Scar, Jafar
and even Professor Ratigan). Its the voice of
classic Hollywood bad guys like Clifton Webb
and George Sanders and campy television
comics like Liberace and Paul Lynde.
And its the voice that got generations
of gay men beaten up by bullies or sent to
speech therapists or that nally told them
that they had found home.
All of this and more is the subject of
David Thorpes funny and insightful new
documentary Do I Sound Gay?, which
opens Friday, July 24 at Landmark E Street
Cinema (E Street and 11th, N.W.) Through
interviews with strangers and friends,
conversations with celebrities and family
members and sessions with a speech
therapist, Thorpe confronts his anxieties
about his voice and looks at layers of
cultural baggage about language, gender,
sexuality and identity.
Thorpes journey from self-doubt to
self-esteem started when he was feeling
self-conscious about his voice after
a break-up. The situation got worse
when he found himself cringing at the
cacophony of shrill voices he heard on the
train to Fire Island (a scene he recreates
with great comic air in the movie). With
his camera by his side, he set out to
explore the history and enduring impact
of the gay voice.
The movie starts with Thorpe (onscreen for most of the movie) asking
people on the street if he sounds gay.
Since hes in Manhattan, the answers are
frank and amusing. Most people say, Yes
(or, Yes, but not as gay as me), but some
are more circumspect, saying he sounds

Ice creams creamy cousin

is a great summer treat

If youre looking for an easy bet to win
the next time youre hanging out at the
bar with friends, try asking whats the
dierence between ice cream and gelato.
The answer? Pretty much nothing. The
word gelato basically translates to ice
cream in Italian, so, for all intents and
purposes, its the same thing. Looks like
someone owes you a drink now.
Of course, even though ice cream and
gelato are technically born from the same
ingredients milk, cream, sugar and
sometimes egg yolks nothing could be
better than gelato. This creamy confection
is not only made from a slightly dierent
recipe than American-style ice cream, but
is also stored at a lower temperature than
its cousin, which helps to create that silky
just-whipped texture that really does melt
in your mouth, with a cleaner aftertaste.
Some of us cling to the urban myth that
gelato is somehow better (read healthier)
than ice cream, but the truth is that, while
gelato has a lower butterfat content than
traditional ice cream because it uses more
milk than cream, it can also have more
sugar than ice cream, so it all evens out
in the end. Dont rush out to eat gelato
for breakfast in the hopes that its the
equivalent of having a kale smoothie
but that doesnt mean you shouldnt enjoy
a scoop or two for a treat, especially on a
muggy summer evening.
Luckily for us in D.C., there are several
local gelaterias to fulll your gelato
cravings here are a few to check out
that will surely help you get through the
dog days of summer.
Dolcezza Gelato: With four locations
across the D.C. area, Dolcezza rst became
a twinkle in the eye of husband-and-wife
team Robb Duncan and Violeta Edelman
when they met in Argentina, where gelato
is widely popular; Duncan became so
enthralled with it that he learned the
nuances of gelato-making from experts in
Buenos Aires before bringing that expertise
to D.C. With a distinct focus on locally grown
fruits, vegetables and herbs to avor their
frozen confections, keep an eye out for a
rotating menu of seasonal avors from
Roasted Strawberry and Lemon Ricotta

Cardamom to Blackberries & Cream and
Stracciatella, which incorporates chocolate
shavings into a sweet cream base a
step up from traditional chocolate chip.

Dolci Gelati: You cant go wrong with
Gianluigi Dellaccios gelato. A native
of Naples, Italy, Dellaccio, who was a
professional water polo player in his
former life, is acknowledged by many as a
gelato genius which is probably a welldeserved title since hes created hundreds
of avors of gelato, including Smoke; Kettle
Corn; and Bacon, Maple Syrup & Whiskey
featuring local rye from Virginias Catoctin
Creek Distilling Company. Under the motto
of Universal Happiness for All, Dolci Gelati
has added vegan gelato avors to its line-up
as well as gelato made with local beer from
3 Stars Brewing Company. Be sure to ask
for their #lovewins avor, made in honor
of the recent Supreme Court decision on
marriage equality. Brick-and-mortar shops

Pitango Gelato: Arguably at the
forefront of the gelato wave in the D.C.
area, Pitango founder Noah Dan credits
the control-freak personalities of his sta
for their luscious products, which started
hitting the streets in 2006, using uber-local
dairy products and paying special attention
to sourcing special ingredients designed
to enhance every mouthful. Many of the
avors have a classic, uncluttered quality,
such as Banana, Crme Frache (which, at
less than 5 percent milkfat, is actually quite
low-fat), and Pistachio di Bronte, made
with a specic variety of Italian pistachios.
The Black Tea gelato is a richly herbaceous
alternative to a standard coee avor, and
pairs well with the Cardamom for a bit of a
British Empire twist. Oh, and, although its
not gelato, the Chocolate Noir Sorbet is so
creamy, youll never believe its dairy-free.

New book explores origins

of day expressions

From the time you were old enough to

communicate, you took to words like a
duck to water. Youve verbally hammed it
up ever since.
Yes, its probably driven your friends
and family batty, all this talk talk talk of
yours. And yes, there are times when
what you say is a bunch of bull, but youre
not trying to start a beef. Youre just
having fun because, as in the new book
Holy Cow! by Boze Hadleigh, language
isnt for the birds.
No doubt about it, we humans love
our animals. We love them so much that
we sprinkle references to them in our
daily conversation, mostly without even
thinking about it. Our shaggy dog stories
are sometimes just that but where did
those old sayings, clichs, discouraging
words and tender nicknames come from?
The truth, as out author Hadleigh shows,
is an interesting, yet convoluted, tail.
In many cases, animalistic words came
about as description: Oxford, England, for
instance, was once a place where oxen
forded a river. Tell someone theres a
dogleg in the road, and theyll know what
youre saying. Plus, a road like that might
make them sick as a dog.
And then there are the words that
really make you scratch your head. Great
Britains hedgehog pudding isnt made

of the spiny mammals and dogs and
monkeys are much more likely to ape you
than is a copyCAT. And about that famed
cat curiosity? It mightve been targeted at
another type of animal.
Or, lets say somebodys made you
mad. Calling him a dog goes back many
years perhaps back into the mid-1800s
when the only good dog was a useful
dog. The word-that-rhymes-with-witch
has always been directed at women;
its rst near appearance in lm was in
1939 (in the Cukor-directed classic The
Women), and that was pretty scandalous.
Call someone a rat and, well, thats rather
self-explanatory.
The modern street use of the word
heifer is pretty wrong, unless youre
in a barn. And there really is more than
one way to skin a cat (catFISH, that is). A
sawhorse and a clotheshorse are similar
in origin. And if you think a kitty really has
nine lives, well doggone it, youre barking
up the wrong tree.
Ahh, language lovers. I can practically
hear you howling for this book now, and
for good reason. Like a dog with a bone,
you wont want to let Holy Cow! go.
Starting with canines and ending with
birds, bees and bugs, Hadleigh goes
whole hog in explaining where many of
our favorite expressions originated. But
this book isnt just horseplay Hadleigh
includes words that are archaic (but
need resurrection), as well as localisms
and words youll want to add to your
vocabulary. That all adds up to fun book
thats useful and, for dyed-in-the-wool
linguists, its a golden egg.

Holocaust survivor laments ongoing hatred, genocide

pulmonologist last year, Munzer has

become increasingly active as a volunteer
at the museum. The program is free.
Having shared his life story many times
over the years, rst at an artistic event
in Woodstock, N.Y., in the early 1980s,
Munzer says its important that his story
and those of other Holocaust survivors
continue to be told.
The angle I usually take is that even in
a sea of evil, it is possible for people to do
the right thing and stand up for what is
right, he says.
Unlike, for instance, the Anne Frank
family, the Munzers thought theyd fare
better if they went into hiding separately.
Munzers two sisters went to live with
a Catholic family. Simcha Munzer had
received a notice to report for so-called
labor duty, essentially a one-way ticket
to a concentration camp, but was able to
delay it by rst having a hernia operation
hed been putting o and later faking
a suicide attempt. Joined by Gisele at a
Jewish psychiatric hospital where she was
pretending to be a nurses aide, the two
were eventually deported in early 1943,
to Vught Concentration Camp and then a
year later to Auschwitz where they were
separated.

had
sold
the
familys
possessions. Neighbors kept some items
such as a silver candelabra and re
dragon puppet that are now in Munzers
Van Ness apartment where hes lived for
about 25 years with his husband, Joel
Wind. Though only married for a year
and a half, the two have been together
since they met at Bet Mishpachah, a local
LGBT-arming synagogue where Munzer
sometimes preaches, in 1980.
Things quickly turned dark for the
family. The husband of the family raising
Munzers two older sisters turned out to
be a Nazi sympathizer. He denounced his
wife and the two girls and all three were
arrested and sent to the Westerbork
transit camp. On Feb. 8, 1944, Eva, 8,
and Leah, 6, were deported to Auschwitz
where they were killed three days later.
Alfred was put in the care of a family
friend named Annie Madna who placed
him with her sister. After about a month,
she became too nervous to keep him and
placed little Alfred with her ex-husband
Tole, a native of Indonesia. Munzer
stayed there for the next three years and
was looked after by their housekeeper,
Mima Saina, who went to great lengths to
care for him.
She really became my mother,
Munzer says. She was a woman who
was completely illiterate, who spoke no
Dutch, couldnt read or write, she spoke
only Indonesian, but she had a heart of
gold. She would walk I was in the house

married in 2013 after more than 30 years
together.

for me she had to scrounge up milk
for me however she could, sometimes
walking miles just to get it. Im told I
slept in her bed. She kept a knife under
the pillow to kill o any Nazis who might
try to get me or even kill me rather than
having me fall in their hands. She was an
amazing woman who raised me from the
time I was about 9 months old till I was
about 3 and a half.
Simcha spent several months in
Auschwitz and was then sent to three
dierent camps in Austria. Although
eventually freed from one in Ebensee in
the Austrian Alps by the U.S. Army, he
was so weakened by the ordeal that he
died under the care of nuns at a convent
just two months later, on July 25, 1945, 70
years ago this weekend. Munzer was told
his father had contracted tuberculosis.
Gisele fared better and worked on
electronics equipment in a series of
camps before she was freed at the
Danish border through the intervention
of the Swedish Red Cross in early 1945.
Although fussy from having been awoken
from a nap, being reunited with her is one
of Munzers earliest memories.
I was cranky and crying so the whole
Matna family was passing me around, like
you do with a crying baby, and the only lap
I wouldnt sit on was my own mothers,
Munzer says. She was a stranger to me
by that point.
It was decided that his de facto
surrogate mother Mima would continue to
care for him while Gisele looked for work
but Mima had a cerebral hemorrhage
about two months later and died. Gisele
eventually found work in the garment

industry. Although deeply traumatized by
the Holocaust, Munzer remembers her
as a stoic, matter-of-fact woman. He had
no sense growing up that his life was any
dierent from anyone elses.
I was surrounded by kids who had
lost their parents, who had lost siblings,
there really was nothing unusual about
that, he says. I did not understand as
a very young kid what had happened to
my sisters. All I knew was that there were
these beautiful pictures on the wall of
these beautiful girls. Everybody would tell
me how wonderful they were. One of my
mothers neighbors would tell me that my
older sister could write so perfectly when
she was just 6. I was a little bit jealous of
them in a sense. I had no comprehension
of the fact that they had been killed. I
just did not understand why they were
missing or just didnt really think about it.
Neither, too, did the bombed-out
landscape of the Hague, strike young
Munzer as unusual.
My mother had a very good friend
who was in a concentration camp with
her and she and her husband, well, there
was very little housing available there.
After my mother closed her store, she
had acquired a little cosmetics store, wed
go to visit the Van Der Pols in these few
little rooms they had in an attic and wed
walk across these huge elds of rubble
to get there. I thought walking through
rubble was just a normal thing. Or playing
hide and seek in bunkers on the beach.
It wasnt until much later that I came to
grips with the Holocaust as such.
In July 1958, Gisele and then-16-year-old
Alfred came to the United States where he
became a bit of an overachiever. Located in
Brooklyn, he nished high school, college,
medical school and advance training at
Johns Hopkins. He rst came to Washington
in 1972 during a two-year tour of duty
with the Air Force and an assignment at
Andrews Air Force Base.
He has many happy memories of his
later years with his mother and says the
two enjoyed many trips, including a few to
visit his fathers grave, in her later years. A
pivotal turning point in his understanding
of the Holocaust came in 1978 when the
miniseries The Holocaust aired on CBS.
Before, I would hear her in
conversations with friends and it was
always, so-and-so came back or soand-so did not come back. They never
used the term survived. She had told
me little bits and pieces here and there,
actually humorous things mostly. She
told me once very late in the game, she
was actually cast as Adolf Hitler in a play,
that type of thing. But she always had
an incredibly positive attitude, which
I think is really what kept her alive. She
even spoke of being in one of those cattle
cars and being able to look out and see

the beautiful countryside. She said, After
the war, we may not have much money,
but at least that was not a bad way to
travel around and see nature. After the
Holocaust miniseries, I took out a map
and had her trace the 12 concentration
camps she had been through and she
told me the approximate dates and things
that had happened at each place.
Munzer says she was very matter of
fact about it.
She eventually embraced Wind and
on later trips introduced he and Alfred as
her two sons. She settled in Rockville and
enjoyed painting and was not especially
anti-German, Munzer says. She judged
people individually and felt that was
important. Several of her landscapes hang
above Munzers sofa now. She died at age
95 about 12 years ago.
Munzer started volunteering at the
museum about eight years ago. He
conducts tours, helps with Dutch-toEnglish translation work, gives talks to
student groups and more. He says hes
delighted that the museum has remained
popular and, although a challenge, is often
overwhelmed by the number of people
who visit, crowds having far surpassed
estimates since its 1993 opening.
Museum sta say the stories from
survivors are hugely important and valuable.
One of the most powerful ways people
(understand history) is to engage with
someone who witnessed it, says Diane
Saltzman, director of survivor aairs.
Holocaust survivors who volunteer
at the museum provide that personal
connection for our visitors and bring an
incomprehensible past alive and add a
unique and powerful dimension to the
visitors experience.
Munzer is thrilled the sta hes the
only LGBT survivor volunteer he knows
of has not raised the slightest issue
with him being gay. He also says being
out during his medical career was also
pleasantly uneventful in that regard.
Last weeks conviction of 94-year-old SS
sergeant Oskar Groening, an Auschwitz
bookkeeper sentenced to four years
imprisonment for his role as an accessory
to murder in 300,000 deaths, is awfully
late in Munzers opinion.
Although I do think its important for
people to be brought to justice.
Equally important, Munzer says, is that
the Holocaust is not forgotten.

Reality TV sets buyers up for disappointment

Actual renovation
work comes with
delays, cost overruns

Picture this: A nice couple wants to
buy their rst house. They love todays
look with coered ceilings, dark wood
oors, open kitchens that sport granite or
marble counters and fenced yards large
enough for a family reunion and a pack
of Pekingese.
They walk into a house, fall in love and
before they can say, Lets write an oer,
they are told by their real estate agent
that the price of the home is $300,000
over their budget and that, sadly, all they
can aord is the Ugly Duckling house in
a neighboring community, with its 1970s
paneling, vinyl ooring, Formica countertops, mismatched appliances and front
porch that is listing to the right.
Can this happen in D.C.? Of course. Every day.
On television, the couple looks at no
more than two or three homes. They argue about the merits of each, determine
which ticks the most of their wants and
needs boxes and decide to make an oer
on that one. Theirs is always the best of
multiple oers and they obtain the house
for list price or slightly less.
Cue the smiling contractors who immediately step in to renovate the home
for them in only six weeks, with a budget
of $75,000 (Canadian), and even let them
participate by swinging a sledgehammer
at the existing kitchen cabinets.

At the end of the hour, we see the
nished product, usually a beautiful living, dining and kitchen combination with
sunlight streaming in. In that revealing
moment we forget that the entire second oor also needed renovations not
included in the original estimate of cost
and time.
This is what the cable companies call
reality television. This is what I call setting
buyers up for bitter disappointment.
The concept of making a home your
own is valid and the ability to take on a
home renovation project may produce a
real gem at a total cost that is less than
market value; however, reality television
is not reality, folks, and D.C. is not Disneyland, where you can wave a magic wand
and make things happen at will.
So if this is the route to homeownership you decide to take because your
budget or your creative genius demands
it, make sure you understand the pitfalls
as well as the benets and carefully plan
for them before you begin.
First, look for value in a home that is
priced low enough for renovations to
make nancial sense to a homeowner
but high enough that the after-repair
prot margin makes it less enticing to an
investor reseller. This may minimize your
competition at the oer stage.
Second, consult with your lender about
your intentions. Most banks dont like to
nance properties that have no working
heat source or appliances, for example,
and while there are loan programs geared
toward renovation, they generally take
greater preparation, involve more paper-

Third, be honest with yourself about
your DIY ability. If your expertise extends
only as far as writing a check for services,
then line up those smiling contractors
even before you begin your home search;
otherwise, the rst six weeks of ownership will likely be taken up not with making your home beautiful, but with trying
to nd a contractor you like and trust.
Assume that plans, permits and getting
on the contractors schedule will take several more weeks (or months) before you
can begin construction. Depending on
what your project entails, you may also
need alternative housing during your
renovation.
If youll be living in the home during
construction, try not to destroy the kitchen and all the bathrooms at the same
time. Youll need a respite, even if its
walls are covered in that 1970s paneling

and you are washing dinner dishes in the
bathtub.
Expect delays, cost overruns, material
shortages and an occasional oops. Such
is the nature of things.
Lastly and most importantly, add the
phone number of your therapist to your
speed dial. From time to time you will
need to scream at someone. Your real estate agent, contractor and loving spouse
are not appropriate recipients of renovation rage. We just want to pop open the
bottle of bubbly and enjoy the results of
your labor along with you. Salud!
