failed students of the VI sem B.Tech (EC) 2008-12 in the Nehru Engineering College,
Pampady, Thrissur- Regarding
Ref: - Letter No.GS3-1679/2012 dated 9 July 2015 from the Secretary to the Governor.

I received the above letter today afternoon, transmitted to my PS by the Registrar. It is seen that
the Honorable chancellor granted permission for a vigilance investigation on the above subject. I
have gathered the related documents (referred below) and carefully gone through the same.

While going through the above documents, I am surprised to learn that a few signatories, who are
beneficiaries (students) of the re-exam, had stated that they have not requested for the reexamination (ref iii). In the context of an ongoing vigilance enquiry in the matter and further
permission from the Honble Chancellor to the enquiry, it is important to consolidate and record all
the related facts, for history and/or for deposition before the Investigators. For the purpose of
comprehension and clarity, the facts are grouped under the following headings.

A. The Academia- Political and Administrative climate and Union Activism that prevailed
The academic, social, political and administrative climate of the Campus is unique and it is and it
was always politically intense and seldom academic oriented to benefit the main stake holder,
namely the students.
Academia & Administration: The Academia of the University was politicized to a grave extent
and administration was in total disarray. The campus was showing intense political activism,
frequent agitations, chaos and a leaderless situation. Students, amounting to more than 3.39 lakhs
were longing for results, certificates and examination related services. Examination results were
pending for several years. The officers continued to remain lethargic and were inclined to enjoy
themselves in the restaurants, disregarding their clients. Official directions were seldom honored
and they enjoyed freedom from work, with the support of unions and politics. In fact, it was a
union-driven political environment, solely enjoyed by the staff and them only, disregarding the
stakeholders completely. About 33,000 Re-valuations were pending and more than 47,000 degree
certificates remained un-issued for several years. Students filed more than 3000 cases in the HH
court, for relief. Students continued to remain in tears, cursing themselves. They were frequently

meeting the administration, to solve their long pending grave problems. Most of the time, offices
remained staff- less, with huge accumulation of pending files.
Intense Campus Politics: It was in this situation the present Vice Chancellor joined the University
as 10th Vice-Chancellor on 12.8.2011. The left sponsored unions welcomed the present Vice
chancellor with a highly negative attitude, with hatred, vengeance, resistance, strikes and attacks,
using their union muscles, with advance preparations for threatening and defeating the new
administration. He was greeted by a 30 day long unjustifiable hunger strike with unjustifiable
demands and the Campus was entirely under the grip of political and union sponsored muscles.
After his joining as the Vice-Chancellor, more than 156 agitations (listed) were organized by various
unions in the Campus to paralyze the administration. Related to these agitations, several complaints
were filed by the university before the Tenhipalam Police station, but only 12 FIRs were registered
by the police. Regular fights between LDF and UDF staff unions were common in the campus and
very often, leading to bloodshed and criminal cases. The numbers of criminal cases were also on
the increase. The sufferers were the students and students only.
LDF-UDF joined political activism: During the past 47 months of the present Vice Chancellor,
innumerable controversies were created by various unions, as they cannot enjoy the freedom from
work they had been consistently enjoying for the past several years. These led to the formation of
a new LDF-UDF-BJP coalition of various Unions, namely Samyuktha Samara Samithy (SSS), an
unrecognized organization formed with a single purpose to defeat and/or to oust the Vice chancellor
under the external patronage of Dr. T. K. Narayanan (former registrar and a strong Marxist Leader)
and Sri. V. Stalin (another CPM leader and retired deputy registrar of this university).
Dr.T.K.Narayanan and Mr. V.Stallin camped in the university campus regularly, joined with the
members of SSS and developed strategies by adopting all means, to oust the Vice-Chancellor.
Mr. Narayanan and Mr. Stalin, in the mean while, filed 3 vigilance cases against the Vice-Chancellor
on one day. All the three cases were admitted by the Vigilance Court, quick verification ordered
and finally on submission of the Report, these cases were referred / closed. In all, 6 vigilance cases
were filed against the Vice-Chancellor, 5 of them were referred / closed and the present case is the
6th one in the list of vigilance cases filed against the Vice chancellor. Dr.T.K.Naraynan, who was the
backbone of the Association of Calicut University Teachers, (a teachers organization with allegiance
to LDF party) was always acting with vengeance and filing complaints incessantly, to all levels of
administration. More than 50 such complaints received y the Hon Chancellor was referred back to
the Vice Chancellor and reports submitted. Several innumerable complaints were filed by SSS to all
levels of authority from Delhi to Trivandrum, to meet their unjustified goals. Anyone who knows the
political climate of the campus can very well guess the hidden agenda of the above group of persons
in the campus, against the Vice-Chancellor and the Pro-Vice-Chancellor.
Union terror, union activism and Communal polarization: The intense political activism and
union terror in a heavily impaired system disabled the administration considerably. Further,
polarization of staff on communal, religious and political grounds, with the main objective of taking
vengeance against each other and to establish their own political dominance, caused considerable
deterioration of peace and harmony in the campus. The rule of the land was never respected and
union-slaved, union recruited and union- driven-staff alone could survive in the campus. Even

students reaching the University could avail service, only after surrendering themselves to such
political interests. Issues related to regular missing of answer scripts and burning of certificates
were very common. Instances of even denying insulin to a diabetic patient in the University Health
Centre, in an earlier year, on the basis of political discrimination were also reported.
B. The battered status of Pareeksha Bhavan (PB)
The PB consists of more than 600 staff and most of them were union addicted, politically mad and
committed only to the dictum of union leaders. Their interests primarily are union-driven and aimed
to their own advantage. The students became an uninvited guest in the PB. Late arrival to office,
early leaving from office, ignoring directions of the administration, disregarding their duty involving
verifications of applications, conducting of exams, arranging evaluations, giving certificates etc form
the rule of the Pareeksha Bhavan. Even senior officers at the level of Joint registrar and deputy
registrars love to dance only in tune with the union leaders and any attempt to correct them will
only be suppressed by union muscles. The reluctance /delay in implementing orders from higher
authorities, by senior officers like Joint registrar and deputy registrars, have crippled the
administration drastically. Ultimately, the students continued to be the sufferers forever.
The
students were often forced to approach the Honble High Court for justice. More than 3000 cases
accumulated in the court during yester years which clearly indicates the situation prevailed.
1. Violation of statue: Countless irregularities were being practiced and detected in the Pareeksha
Bhavan and they were primarily linked to unlawful political, personal and communal interests,
jeopardizing justice. There were several records scattered over several sections and several files
that would display the pathetic situation of the PB. The staff was confident that the political bosses
would save them from any irregularities committed. It was in this context, the Vice-Chancellor was
compelled to enforce strict measures to fix such a heavily impaired and limping system. But, the
resistance shown by the unions was terrible.
C. Progression and developmental flux (2011-2015)
The University of Calicut (aged 47 years) , in addition to the main Campus, has 469 affiliated
colleges, 323 academic programmers, 35 teaching departments, 157 Research Centers, 3.39 lakhs
of regular students, 1.5 lakhs of supplementary students and more than 2200 staff in the main
campus and about 10,000 staff in the affiliated system. The University is conducting more than
11,000 exams, a year including main, supplementary, re-examinations and special supplementary
examinations. Such a huge system should function at electronics speed to deliver timely service and
justice to the students in the form of exams, results, certificates etc.
As Vice chancellor, my dreams and endeavors, consistently, were to create a studentcentric, value-centric, knowledge-centric, green, clean, digital and world-class
university, embracing innovations, technology, diversity, creativity, intelligence,
humility and humanity. My prime task was to ensure discipline, enhance efficiency and
productivity, and to assure transparency, justice, equity, inclusion and to catalyze the
metamorphosis from inertia to dynamism, ultimately aimed to offer mouse click service to the
student community.

The hunger of the administration was to solve the problems of the students expeditiously, by
bringing down the gap between the date of examinations and date of results, duration for issuance
of certificates to the least, adoption and strict compliance of a permanent academic-examinationresult publication calendar, quick delivery of service etc so that the students should not be denied of
the opportunity for higher studies and job, at the fault of the University. Therefore, at every facet of
administration, the motto was to ensure swift services by introducing E- governace and e- related
services. Today, University of Calicut is the first digital university, capable of delivering electronic
services. Major efforts were also taken for the creation of space and facilities and development of
research and extension services to the community. But attempts from within, particularly from
unions are frequent; to thwart such technology related developmental efforts. Intensive actions are
being focused and augmented to transform this University to a disciplined, efficiently functioning
and technology-driven one.
Several reforms introduced like punching of attendance both for staff and research scholars ( who
receive fellowships) , installation of CCTVs, enforcement of a High Court Order to regulate strike
within 200 meters of the University buildings, strict disciplinary measures, deterrence against
intervention of the unions in the day-to-day affairs of the University , keeping unions away from
interference in the appointments and other staff related issues, including transfers and postings etc
were unpalatable to various unions. Naturally, such actions irked many persons who have been
enjoying the same illegally for years. Thus, the LDF and UDF unions, who remained diverged all
these years, and now became dissatisfied, converged to defeat the Vice-Chancellor. They formed
the Samyuktha Samara Samithy (SSS), with a pledge to oust the Vice Chancellor and also to make
him suffer all along his life with an array of vigilance cases, organized violent attacks in the office,
streets and even at residence at night. Luckily, the Vice Chancellor escaped his life on many
occasions from such attempts on his life. The reforms introduced worked well and the performance
enhanced tremendously along with great improvement in productivity and service quality. Thus the
student community felt very much relaxed in the recent years.
Accomplishments: Despite all these negative forces, there was tremendous improvement in the
administration, discipline, education, research, development, community service, infrastructural
development, space creation, facilities in sports & games, expansion of affiliated colleges, research
centers, creation of additional seats (to increase the enrolment ratio), digital service, quick
governance, publication of results, creating permanent academic calendar, clearing the backlogs of
long pending results, revaluation results, certificates, movement of files and expediting service,
ultimately leading to relief to the students, which were ignored and denied for years. These
developmental blooms were very much appreciated by various sections of the society. What was
more gratifying to the Vice chancellor was that the students at large, who were hither to suffered
great misery, showed a great sigh of relief. Unfortunately, the dissatisfied-group accelerated their
efforts with added political enmity and vengeance.
Miraculous improvement in University ranking: The India today rating of the University
has been increased from 46th Rank (in 2012-13) to 26th (in 2014-15) and then to 23rd (in 2015), out
of 719 Universities in the Nation. Further, two days back (on 14-7-2015), the QS BRICKS world
Universities Ranking 2015 placed University of Calicut at 101 position (last year it was 201) among
more than 5700 universities / institutions, under BRICS nations, (involving BRAZIL, RUSSIA, INDIA,

CHINA & SOUTH AFRICA). In the QS BRICKS 2015 world university rankings, 31 institutions from
India are ranked and the University of Calicut was ranked 16. Further, among this 31 Indian
institutions, 22 are Universities and the University of Calicut was ranked 7 th among them,
suggesting that out of 719 Universities in India, the University of Calicut has 7 th position. The six
universities above the University of Calicut are the long legendary universities via Delhi, Calcutta,
Mumbai, Madras, Banaras Hindu University and Manipal University.
D. About this Vigilance case, the petitioner and the respondents
The Vigilance case: 27 students of the Nehru Engineering College, Pampadi, Thrissur approached
administration several times, alleging victimization and injustice in examination system. After having
considered all aspects in detail, it was finally decided to allow a re-examination, in order to do
justice to the students (as revaluation of answer scripts is not a solution in practical examination).
Consistent complaints from students about penalization by examiners were also a factor considered.
But the order from the Vice Chancellor for re-examination was not implemented by the Pareeksha
Bhavan and the concerned staff preferred to interpret it as illegal and later projected repeatedly in
the media. Finally it ends up as a vigilance case against the administration, sponsored by political
groups.
This is a typical case, born of personal and political vendetta. One of the respondents Mr.
Ramakrishnan N. S., (PA to PVC, and parent of one of the affected students) is a very committed
officer available 24 x7 and a target of left unions. He is fully committed to his duty and never has
any political alliance. He always dissociates himself from unions, with independent opinions and
boldness. He is available always for work. Mr. Ramakrishnan is a unique and dedicated staff member
of the university. This may be the reason why he was posted to serve the different earlier Vice
Chancellors, throughout his career. This fact can be the reason for the left unions, to single out his
daughter Ms Sangeetaha and dragged her un-necessarily to a vigilance case.
Petitioner Mr.V.Stallin: The Petitioner Mr. V.Stallin is a former Deputy Registrar of the University,
retired in 2010. He is a full time politician, who prefers to camp in the university as his hobby, to
promote agitations all the time. He was seen in the campus regularly for the last several years with
this motto, speaking before all agitating staff and students. He is a strong Marxist leader all
throughout his life, with great commitment to politics and politics alone. During the last 4 years he
was seen regularly in the campus promoting agitations, unrest and violating the HHC order
(regulating agitation beyond 200m of the university) and instigating staff, students and faculty
members for agitations. It is important to mention over here that the Petitioner (Mr. Stalin), after
retirement, trespassed the confidential section (room where question papers are stored
confidentially) of the Pareeksha Bhavan, after office hours with ulterior motives, which ultimately
resulted in severe and repeated clash between two groups of political staff for their own benefits.
Photographs of such incidents remain as speaking evidences in the University.

Respondent 2:Pro-Vice-Chancellor: I know Prof. Raveendranath as Pro-Vice-Chancellor of this
university, who was working with the Vice Chancellor for the past 4 years. The Vice chancellor can

only rate him as an extra ordinary person. The Vice chancellor has never met in his life such a
person with great honesty, integrity, commitment, courage, intelligence, values and trustworthiness.
The PVC is a person committed to justice and justice only. I maintain great appreciation to this
unique personality.
Respondent 3: PA to Pro-Vice-Chancellor: Mr. Ramakrishnan, N. S., PA to PVC, is known to me
after his postings in PVCs office. He is a very committed officer available 24 x 7 with great
commitments to his duty without any political alliance. He kept himself dissociated with unions, and
maintained independent opinions and boldness. He is a unique staff member of the university,
dedicated to the service of student community.
Respondent 4: Sangeetha. N.R. I do not know much about this young student. But later, during
this case I realized that she is a very studious, hardworking and intelligent student with excellent
track records all the time during her academic career. Following are the students who appeared for

E. Rationale as to why the re-examination was allowed?

A memorandum was received from a batch of 27 students of 2nd Batch of Nehru College (6th
Semester B.Tech Degree 2008 Admission) and the details are available in the DDFS file No.
8676/BT-EEVI-SO/2014/PB. The main points that I have noted were:

1. There were 2 batches involving 124 students, A-batch with 60 students and B-batch with 64
students for the above practical exam. For the practical of the subject (Micro Processor and Micro
controller) the average mark of A-batch students was 66 and that of B-batch students was 26.
Further in the B- batch, 27 students failed; and 20 students got exactly 40 marks (the minimum
required for pass).
2. It was also learned that the failed B batch students are not inferior academically to that of Abatch. It was also revealed that the theory marks (for subjects) of A-batch students and B-batch
students are more or less same. A mark distribution analysis (Practical) conducted by the system
administrator on this case, (as per the directions of the CE on the basis of the request from the
Chairman Board of examiners) clearly indicates considerable disparities between the two batches (
while that in the theory paper showed similarity) , demanding intervention from the administration.
It was also learnt that the students have completed their degree programme (IV year) at that point
of time and were waiting for results to apply for higher studies/ Employment.
3. Unfortunately, the PB failed to give a chance to these students, to write a supplementary
examination for failed subjects, even after completion of the course, despite the fact that the
examination was conducted for their junior batch. This was a major flaw on the part of the PB and
resulted in grave injustice to the students.
4. It was further realized that the students were denied justice by the careless nature of certain staff
of the Pareeksha Bhavan. It was also realized that the political and personal vengeance of staff
against each other and suppression of facts in favor of their intentions are the causes for this
disaster.
5. In this back drop, the administration took a prudent and decision in good faith, to do justice to
the justice-hungry- students who are delayed and denied of justice, so that the students should not
lose time either for higher studies or for their job opportunities. There were instances of such reexaminations in the university, ordered even by the Controller of examinations.
6. The Vice Chancellor used his wisdom and experience as a Professor, for more than 3 decades and
as an educationist for 4 decades. His wisdom prompted him to take the best decision any Vice
Chancellor could ever take in this matter, so as to do justice to the helpless students who were
denied or delayed of justice for no fault of theirs. The decision was not for giving grace marks,
but for giving them an opportunity for a re-examination only.
7. The Board of Adjudication for students grievances, a statutory body, has taken a decision on 1611-12 in favor of the students.
8. Accordingly, the Vice Chancellor ordered for a re-examination on 09.08.2012. While taking this
decision, the Vice chancellor was fully convinced of the necessity and of his authority, vested as per
the Act & Statutes. The Vice-Chancellor is vested with the power as per clause 6, Chapter V, of
CUFO 1978 to direct the Controller of Examinations to make all the arrangements for the conduct of
examination at the various centers of examination. It may also be noted that the Vice Chancellor has
the power to appoint the examiners.

9. So far, more than 290 re-exams were ordered during the tenure of the present Vice Chancellor
and none of them was questioned, except this. When 27 students were allowed to appear for reexamination on genuine grounds, why only one student (Ms Sangeetha) was singled out? The crime
she has done may be that she happened to be the daughter of a staff working in the PVCs office.
10. Although the re-examination was allowed in this case by the VC, after careful consideration of all
aspects of the matter and to avoid the delay for higher studies and employment of students, the
order was not implemented for a month, by the staff in the concerned B.Tech branch, which is
driven by politics. The staff members (as per records- Sri. Rajagopalan, former Controller of Exams,
Smt. E.V.Shyama, former JCE & Sri.P.K.Subramanain, former Assistant Registrar) of the examination
wing who are responsible for delaying the examination should be held personally responsible for
this injustice and loss suffered by the students. Tampering of the note file and attempt to
misrepresent facts to the Honble Chancellor, (in page No.83 of file No. EE.VI/1/Gen/2010) by a
senior officer of the University, also needs enquiry.
11. Several students are often seen in this university campus, who became political casualties due to
similar irresponsible actions of certain politically-driven staff members of the Pareeksha Bhavan. The
VC strongly believed that disciplinary action should be taken against such irresponsible officers who
have played with the future of innocent students, raising silly arguments. Those staff members who
dare to play with the future of innocent students, for meeting their political agenda, should be
severely punished. My disappointment today is that, even though the Vice Chancellor is vested with
adequate authority in the Act and Statues, he is disabled to implement such a decision, by the
organized political and union muscles as well as the procedural complexities involved in the
execution.
11. Later the re-examination was conducted only through a court Judgment, at the expense of time,
money and energy by students. Again, one of the students, (Sri. Sreejith. P, who had got only
14/100 marks in the original practical examination and 56% for the written theory examination)who
had appeared for the re-examination, had to file a Writ Petition for getting the results of this
practical examination, for submitting the same before his employer (WPC No.21941/ 2012) . This is
another cruelty to students from PB. University had been directed, by the Hon. High Court, to
publish the results of the petitioner and issue marks to enable the petitioner, to submit the same
before the employer on 24-09-2012.Thus for conducting the examination and later for publishing the
results, of this re-examination, there was a necessity of intervention by the Honorable high court.
Accordingly, the orders of the VC to conduct the examination and publish the results
became anfractuous. The delay in conducting the re-examination and publication of result have
resulted loss of one solid year for these students in their academic life span, denying opportunities
for higher studies/job. At this juncture, the wisdom of the learned decision makers should
ponder over as to why this has happened and who is really at fault?
My convictions
1. The allegations raised against the Vice-Chancellor and Pro vice chancellor are Nepotism
and Procedural error. None of the 27 students are neither known to us nor related to us and
as such, the argument of Nepotism is baseless. The Vice Chancellor can see the students

only as students and cannot be considered on any other criteria. He has ordered reexamination on several previous occasions also in the same College and no case was filed.
2. The next allegation is of procedural error. The Vigilance has not even mentioned in the QV
report, which procedure was violated. In fact, this re-examination was the only B.Tech
examination conducted as per C.U. Act, 1975, (between 2004 and 2015)
as all the
examinations were conducted by violating the C.U. Act. This fact was recently discovered by
the administration and steps are being taken to legalize the other several irregular practices
going on in the Pareeksha Bhavan.
3. The Vice-Chancellor is confident that the request of the students is genuine and nothing is
done beyond his authority. He is deeply saddened that a decision taken in utmost good
faith for the larger interest of the Student Community is now projected as one
vitiated by nepotism, lapses of procedure etc. (As per CU Act clause 78. Protection of acts and
orders: All acts and orders duly and in good faith done or passed by the University or any of its authorities, bodies or
officers shall be final; and no suit shall be instituted against, or damage claimed from, the University or its authorities,
bodies or officers for anything purporting to be done in pursuance of this Act and the Statutes, Ordinances,

Regulations, rules, bye-laws and orders made there under. ). The decision taken by him in this case is the

best one, that any Vice-Chancellor can take and history will take its own course to prove that
the Vice Chancellor has taken the right decision with purity of intention, good faith, justice
and thought. He believes that truth will definitely prevail.
4. Fed up with the unbearable politics, innumerable controversies, unnecessary agitations,
incessant attacks on the Vice-Chancellor at Home, Office and Roads, attempt to murder by
inflammable gas (incident happened on 18.3.2015), helplessness to provide relief to
innocent students and inability to help the needy, the Vice chancellor can only pray to God.
He is often left with the impression that even God may fail to correct this impaired system,
heavily maligned by dirty politics.
G. About the vigilance report:
The Vigilance Officer (Mr. Salim, Dy.S.P) did not take my statement before concluding his Report
and the Vice Chancellor can smell a very strong stinking political conspiracy in the Report, all along.
Unfortunately, this case continues to remain there as a sword over the heads of the Vice Chancellor
and Pro-Vice Chancellor for about three years, without any decision and this may be what is
intended by the promoters of this case. Yes, justice is denied to persons who stood for justice and
this is the ill-fate.
Honorable Chancellor orders: Based on the direction issued by the Court of Enquiry Commission
and Special Judge (Vigilance), Thrissur in Crl.M.P. 112/2013, {F.I.R 21/2015 has been registered on
14-05-2015 under Section 13(1) (c) and (d) r/w Section 13(2) of Prevention of Corruption Act, 1988
and Section 120 (B), 409 of I.P.C against Dr. Abdul Salam, Vice Chancellor, University of Calicut,
Prof. Ravindranath, Pro-Vice Chancellor, University of Calicut, Ramakrishnan N.S., P.A. to Pro Vice

proceed with the investigations, although the enquiry has already been started.

Surprising revelations: On perusal of the Quick Verification Report submitted by Mr.K.Salim, Dy.
Superintendent of Police, Vigilance and Anti Corruption Bureau, Malappuam, regarding the Petition
dated 6-8-2012 addressed to the Vice Chancellor by B.Tech Students of Nehru Engineering College
seeking for re-examination, it was observed that there were dissimilarities in the signature of each
candidate and it is stated that during enquiry, the signatures of some students were verified in their
presence in a random manner and it was found that signatures in the petition were not tallying with
their original signatures and those students admitted that the signatures were not done by them.
This embarrasses me, wounds deeply in my mind and feel extremely disturbed. After having gone
through the complete files and documents evolved so far and after undergoing the tyranny of
vigilance case and lashes from the media for three years, at this point of time, it is felt that the
earlier decision needs a review, as the court has considered the QV report and ordered for an
enquiry as per WPC. 31792 of 2013 of HHC and as per the direction issued by the Court of Enquiry
Commission and Special Judge (Vigilance) Thrissur in Crl.M.P. 112/2013, {F.I.R 21/2015 has been
registered on 14-05-2015 under Section 13(1) (c) and (d) r/w Section 13(2) of Prevention of
Corruption Act, 1988 and Section 120 (B), 409 of I.P.C.
The decision to conduct the re-examination has been ordered, based on the said representation
from students. In view of the above facts, it must be presumed that they had never made a request
for conducting a re-examination. As such, they are not intended to appear for this re-examination,
but they have appeared for the same without a request. This is not in order.
Ruling from Hon High court and Vigilance court: The Hon'ble High Court in its Judgment
31792/2013 had observed that"(1) Anyway there is a report by the vigilance that on fact finding
enquiry, nothing could be collected to implicate these petitioners, (2) Of course, under the
impugned order, there is a direction to register FIR and make investigation, if found necessary, after
conducting a fact finding enquiry. I find that such a direction was not necessary at that time. Such
Composite order may sometimes cause prejudice to the respondent and (3) The learned trial judge
will meticulously go through the report, consider it from different angles and decide judiciously. But
the trial court in spite of the above directions has given ordered that "I have no doubt that there are
valid reasons for conducting detailed investigation after registering a case against the respondents
and directed the Dy.S.P., Malappuram accordingly!
Review: Even though the Vice chancellor feels that his decision was perfectly right in ordering reexamination in good faith for a batch of 27 students of 2nd Batch of Nehru College (6th Semester B.
Tech Degree 2008 Admission), since very grave allegations have been leveled against him and the
Honble Chancellor has also given permission to investigate the matter, with great pain, the Vice
Chancellor is forced to review his decision now. As such the Controller of Examinations is hereby
directed to issue notice to all the students who have been permitted to appear for re examination on
07.09.2012 which is the subject matter of the Vigilance case. The reply should be received in 7 days
of notice. On receipt of explanation, the CE is directed to take necessary steps for cancelling the
Practical re-examination, in respect of such candidates who have appeared for the examination
(07.09.2012). Please update me after 10 days.
