    The attached document is purported to be court summons in criminal prosecution, as served by the Israel Police on Tax Authority whistle-blower Rafi Rotem. Inspection of the purported Summons, served on Rotem, shows that it is invalid on its face: It is not a court document, but an Israel Police document. In this case, Israel Police is the prosecuting authority (in Israel, Police prosecutes!). It bears no signature, or even the name of an officer of the Court, and it fails to bear the Seal of the Court (or for that purpose – the name and authority of the person, who issued it). Both in Israel and in other nations, the summons establishes the jurisdiction of the Court in a given matter on the corresponding parties. A civil or a criminal prosecution which commences with invalid summons is inherently perverted. However, in Israel, over the past decade, since the implementation of new, fraudulent IT systems in the courts, invalid summonses are the rule, not the exception. [1] The invalid summons is also part of the serial fraud, documented in conduct of the courts on whistle-blower Rotem. [2] It also part of the large-scale fraud in the new IT systems of the Israel of the last decade.
