CARE International Myanmar is an International Non‐Governmental Organization (INGO) established in 1995 
to  improve  the  lives  of  people  within  vulnerable  communities.  CARE  is  currently  working  in  all  states  and 
division in Myanmar implementing projects in HIV/AIDS prevention, care and support, community health and 
nutrition. CARE employs over 600 staffs through its Offices.

Job Description for Assistant Program Coordinator 
 
Under the direct supervision of Recovery Program Coordinator (RPC), the Assistant Program Coordinator
(APC) is responsible for overall leadership, management, staff supervision and technical oversight, where
applicable, for all CARE projects being implemented in the Delta. S/he will ensure that all projects being
implemented through the Dedaye and Setsan field offices achieve their objectives/outputs according to the
work plan and within the contracted project period. The APC will report to and work under the direct
supervision of the Recovery Program Coordinator (RPC) in order to provide leadership to Field Office
Coordinators (FOCs) in all aspects of project management and implementation.

RESPONSIBILITIES:
Program Development and Direction Setting
• Ensure that the shift from the emergency phase to the recovery phase is understood and implemented
as planned.
• Contribute to the development and implementation of the long range strategic plan, the annual
operating plan and the shift towards a programmatic approach in CARE Myanmar.
• Assist in the development of concept papers and proposals in the geographical areas he/she supervises,
in coordination with RPC, Program Coordinator (PC) and Program Quality Team (PQT).
• Support the RPC in the development of concept papers and proposals in the geographical areas he/she
supervises, in coordination with PC, Assistant Country Director Programs (ACDP) and Program
Quality Team (PQT).

Program Management
• Provide programmatic leadership:
− To manage and oversee the comprehensive implementation and day to day operations of the
field offices in Setsan and Bogale.
− Maintain an in-depth knowledge of key project documentation and ensure the FOC’s are
familiar with the project documentation, including the donor contract, required donor
procedure manuals, and the approved project proposal and budget.
− Review existing project design, objectives, outputs, indicators and budget to ensure they are
appropriate and realistic and, if necessary, suggest changes to the RPC and ACDP.
− Assist the FOCs to develop regular implementation plans and reports based on the approved
project proposal and project plan.
− Support the FOCs to provide a quality written monthly project progress report in line with
CARE Myanmar’s monthly project report format. Coach the FOCs on donor report
requirements and edit/further develop project reports to correspond to donor formats and
integrate cross-cutting issues (i.e. gender).
− Provide overall supervision to work planning processes to ensure priorities are identified, and
appropriate strategies to address them are implemented.
− Support the FOCs in project monitoring and evaluation, including managing the process of
M&E Matrix development and implementation; reviewing information obtained from
monitoring and evaluation processes and providing feedback
− In collaboration with the PC, manage evaluation study consultants to promote compliance with
consultancy requirements
− In collaboration with the PC, identify appropriate inputs required from the Program Quality
Team (PQT).
− Ensure and provide mentoring to support the integration of reflective practice; review; and
ensure appropriate use of information obtained through learning processes
− Ensure that lessons learnt are being documented to maximize the impact of CARE’s projects
and contribute to future program strategy and direction
− Ensure that key internal project documents are placed on the shared Drive, in line with agreed
requirements

• Working collaboratively with the PQT to:
− Wherever possible, ensure CARE’s Programming Principles, in particular gender and rights-
based approaches, are incorporated into project design and implementation.
− Ensure that all projects adhere to CARE’s Project Standards.
• Working collaboratively with the Human Resources Manager and Senior Administration Officer to:
− Assist the FOCs in recruiting staff through transparent, rigorous and soundly justified
procedures.
− Manage staff performance through coaching/mentoring and on the job training where
appropriate.
− Provide appropriate and timely feedback regarding staff annual performance objectives,
including timely implementation of the annual staff appraisal system.
− Ensure all staff is sufficiently oriented to CARE Myanmar prior to commencement of their
work in the field and at head office. Follow up to ensure locally recruited staffs receive
appropriate briefings.
− In consultation with the PC, clearly define the training needs of FOCs and ensure staffs are
able to access training and personnel development resources appropriate to their needs.
− Ensure that all CARE Myanmar policies as approved by the SMT are adhered to.
• Working collaboratively with the Finance Manager to:
− Support the FOCs to prepare and review Costed Work Plans (CWP) and project budgets,
including analysis for variances as necessary, for sound financial management of the project.
− Support the FOCs with submission of timely financial reports to CARE Myanmar Head Office
by the end of each month.
− Monitor monthly project financial reports, including Budget vs. Actuals to ensure necessary
action on over/under spending.
− Ensure that FOCs follow sound financial management principles in compliance with
contractual requirements.
− Assist in the coordination/communication between program and Admin/Finance departments.
− Timely and quality reporting of progress and expenditures is provided to donors.

Coordination:
• Together with the FOCs, prepare donor reports as requested by the RPC, PC and ACDP.
• Encourage overall program cohesion through coordination and information sharing with and between
all key staff.

Safety and Security


• Promote a safe and secure work environment; foster a safety and security culture; and ensure
consistent application of, and compliance with, CARE Myanmar safety and security policies and
procedures

EXPERIENCE/SKILLS:
• At least 4 years experience managing humanitarian programs in Myanmar, including experience in
finance and resource management.
• At least 3 years experience supervising staff.
• Effective in coordinating and coaching and mentoring staff.
• Demonstrated strong leadership skills: interpersonal skills, sound judgment, planning, team building
and facilitating skills.
• Strong presentation skills.
• Highly developed analytical and communication skills, including excellent oral and written English
communication skills.
• Competence in using information technology including experience with word-processing, spreadsheets
and database software.

• Willingness and capacity to travel out of Bogale regularly.
• Proven track record of quality performance in highly pressured environments.

DURATION:
One year with possible extension.

LOCATION:
The position will be based in Bogale, with regular travel to CARE sub-offices in Dedeya and Setsan. The APC
may also be required to participate in regional activities involving travel.

Job Description for – Technical Advisor‐DRR 
 
Under the supervision of Assistant Program Coordinator (APC), the Technical Advisor – DRR is responsible
for overseeing the mainstreaming of DRR into recovery projects and raising the awareness of program staff,
village-level groups and partners on the importance of disaster risk reduction and preparedness within target
areas. The advisor shall provide technical support in identification of strategic approaches to DRR and in
coordination with the Senior Program Officer for DRR and Communications; s/he will ensure that there is a
shared technical understanding at the field level of best practices and approaches. S/he needs to ascertain that
CARE’s activities are consistent with partner agencies and are clearly coordinated with national level policies.
In addition the advisor shall provide technical assistance and input for all construction activities including
shelters, community structures and infrastructure. The advisor needs to ensure technical compliance with
cluster standards and where applicable ensure cross visits with partner agencies involved within the sector.

RESPONSIBILITIES:

Program Development
• Actively contribute in the development of the DRR strategy for the Delta.
• Participate in new proposal development identifying approaches/strategies. The advisor will be
expected to contribute to the creation of budgets within the DRR and shelter activities and will ensure
hands on approach in the participation and oversight of field activities.
• When requested the advisor will also ensure participation and information exchange with partner
agencies and will represent CARE’s ongoing DRR and Shelter program in relevant
coordination/technical forums. .

Program Quality:
• Mobilize, train and provide on-going technical support to project implementation staff at the field
office level while ensuring close coordination with the management team.
• Assist focal points and other program staff in the creation and implementation of community based
hazard mapping and activities identified through these exercises.
• Examine program implementation and assess and recommend improvements based on lessons learned,
best practices, technical advances, etc.
• Develop tools/methodologies to increase the staff capacity, particularly at the field level, in
approaching and implementing appropriate DRR and shelter programs.

Working collaboratively with Program Management:


• Provide technical input for design of sites, facilities and infrastructure and ensure compliance to
internationally recognized and acceptable standards.
• Monitor compliance to the agreed designs and methodology.

• Create and share costed workplans with Delta senior Management related to recommended/identified
needs within the sector and participate in the monitoring and reporting of utilized budget lines and
achievements.
• Provide Program Coordinators with accurate and up-to-date advice on developments and challenges in
mainstreaming DRR into project implementation together with any necessary recommendations for
action.
• Ensure adherence to and delivery according to the work plans and logframe.
• Working collaboratively with the Senior Program Officer – DRR and Communications and the
Recovery Program Coordinator and other Program Quality team members to:
− Support evaluations and ensure that lessons learnt are being documented to maximize the
impact of CARE’s projects and contribute to future program strategy and direction.
− Increase the sharing of lessons learned across programs.
− Ensure DRR technical resources and sector standards are available for program staff.

Coordination:
• Encourage overall program cohesion through coordination and information sharing with and between
all key staff.
• As directed/requested by the management, represent CARE at inter-agency forums, such as the Shelter
Cluster Group and DRR related working groups.

Safety and Security


• Promote a safe and secure work environment; foster a safety and security culture; and ensure
consistent application of, and compliance with, CARE Myanmar safety and security policies and
procedures

EXPERIENCE/SKILLS:
• University graduate, with further studies specializing in engineering preferred.
• At least 3 years experience in programming and mainstreaming DRR and supervising staff.
• Interest in sharing professional skills as well as learning from others.
• Easily adaptable to new situations and open-minded.
• Demonstrated interpersonal skills, sound judgment, planning, team building and facilitation skills. 
• Demonstrated ability in facilitation conducting participatory training
• Strong presentation skills.

DURATION:
Ten months with possible extension.

LOCATION:
The position will be based in Bogale, with regular travel to the project sites in the Yangon Division and
Ayerwaddy Division. The incumbent may be required to participate in regional meetings and workshops as
relevant.
