DUNKIRK - Combined-cycle power plant in France

On 18 April, 2002, Cofatech


created a subsidiary, DK6,
which entrusted the
development of a new Turnkey
Combined-cycle power station,
with an output of 2x400 MW,
to ALSTOM. The contract came
into force on 7 June, 2002,
and commercial operation is
scheduled to commence at the
beginning of 2005.
Located in the industrial estate of
Dunkirk, in northern France, the DK6
power station is based on two
identical units, each of 400 MW, to
burn the blast furnace gas and the
coke oven gas from the nearby
Sollac steel mill. Each unit includes a
GT13E2 gas turbo-generator set
equipped with a stack by-pass, a
steam turbo-generator, a 3-winding
main transformer and a waste
recovery boiler with COG and BFG
burner. Common facilities generate
the demineralized water, compressed
air, and fire protection water. The
effluents are treated and neutralized
to comply with European regulations
and reduce the environmental
impact. As a result of the flexibility
of DK6, the customer will be able to
supply the Sollac steelworks and also
sell electricity. The plants operational
concept will satisfy varying electricity
demands, and supply can still be
maintained if the steel plant is shut
down. During the engineering phase
emphasis was placed on achieving
high reliability in a demanding
industrial environment, and complicity
with new European regulations.

General view

Dunkirk is an ideal location for the


distribution of gas and electricity,
while the Sollac steelworks is very
competitive -- generating an average
of 4.8 TWh per year of blast furnace
gas and 0.5 TWh of coke oven gas.
The use of BFG and COG gas as
fuels contribute to the reduction of
greenhouse gas release. Natural gas
is available in Dunkirk from the
Netherlands and Norway. Dunkirk is
also pivotal in the French natural gas
system, and in October 2001, Gaz
de France started operation at the
nearby Pitgam gas compression
station -- the biggest in France. DK6
represents both a challenge and a
new approach to electricity
production and enhancing the value
of steelworks gases. The DK6 plant
is thus essentially the fusion of two
projects :

A combined-cycle plant, which


gives the customer a flexible and
efficient electricity production
capability, and allows arbitrage
between natural gas and electricity
prices.
A conventional thermal plant,
which creates economic benefits for
Sollac from steelworks gas.
