GUIDELINESFOROBTAININGYOURSMARTCARDDRIVINGLICENSE(SCDL)
Thispagehasbeendevelopedasaplatformtogivethediscerningcitizenclearguidelinesthroughwhichhe/shecanapplyfor,andobtainSmartCardDriving
License (SCDL) without the need to depend on any outside agency. Please follow the following steps and approach the concerned office with all requisite
documentstoobtainyourSCDLquicklyandhasslefree.
Pleasenotethat:

ForyourLearnerLicense,pleaseapproachtheRTO/ARTOofficeofonlythatcityunderwhosejurisdictionyourplaceofresidenceis
located,andforwhereyouraddressproofisbeingsubmittedwithyourDLapplicationform.
ForissuanceofPermanentDL/renewalofexpiredDL/issuanceofIDP/ConversionofvalidDLintoSCDLpleaseapplyonlytotheRTO
/ARTOofficefromwheretheoriginalLearnerLicense/PermanentDrivingLicensewaspreviouslyissued.
ForconversionofyourvalidDLintoSCDLpleasecometotheofficefromwhereitwasissued,submitanapplication,attachyourvalid
DL,paythefeesandhaveyourbiometricscaptured.

IncaseyouwishtoapplyforaSCDLinRTOofficesinLucknow,Kanpur,Allahabad,Varanasi,AgraandGhaziabad,anonlineTimeSlotBookingSystemis
beingstartedtoprovidecitizensofthesecitiesthefacilitytoreserveapriorappointment(timeslot)online,andvisitthetransportofficeforapplyingforlearner/
permanent/renewaldrivinglicenseonthedate/timeoftheirchoice.
TheonlineTimeSlotBookingSystemwillprovidethreetimeslotsonallworkingdays10.30AMto11.30AM,11.30AMto12.30PMor12.30PMto1.30PM.
Thecitizenswillbeabletobookanyoneofthethreeavailabletimeslots.Eachtimeslotwouldhaveacapacityof60applicants,whiletheslotbookingswouldbe
available15daysinadvance.Additionally,the12.30PMto1.30PMtimeslothasbeenreservedforladiesandseniorcitizens,iftheydesiretotakeadvantageof
thispreferentialtimeslot.Theywillhowever,havethechoiceofbookinganyoftheothertwotimeslotsalso.
The time slot booking page will open a booking form which would require the applicant to fill up required details like name, address, date of birth etc. On
acceptanceoftheform,thewebsitewilldisplayabookingconfirmationreceipt,whichwillhavetobeprintedandbroughttotheconcernedofficeattheappointed
dateandtime.

PleaseNote:AmendmentsintheOnlineTimeSlotBookingSystemarebeingincorporatedfromNovember15,2013.Applicantsareinformedthattime
slotbookingsfromthatdatewillbemadeonthebasisofthechangedsystem.Theyareadvisednottomakebookingsfordatesafter14November,
2013sincethebookingshavebeencurrentlyblockedtoincorporatetheamendments.
Thesystemwillundergothefollowingchangesfrom15November,2013:

(1).Therewillbeonetimeslotoneachworkingday,from3.00PMto4.30PM.
(2).Therewillbeaseparatededicatedwindowforapplicantscomingtotheofficewithatimeslotbooking.Onlytheywouldbeservedduringthistimeslot.
(3).Themaximumnumberofbookingsinthetimeslotwouldberestrictedto50.
(4).Thisfacilitywillalsobeavailablein2newofficesRTOAligarh&ARTONoida in addition to the existing 6 RTO offices Lucknow, Kanpur, Allahabad,
Varanasi,AgraandGhaziabad.
(5).LadiesandSeniorCitizenswillalsomakebookingsduringthistimeslotonly.

STEPFIVE:ComepersonallytotheconcernedRTO/ARTOoffice
PleasecometotheRTO/ARTOofficepersonallywhereyouwishtoapply,sincetheissueofSCDLinvolvesthecaptureofyourbiometricsandphotograph.In
caseyouhavebookedatimeslot,pleasecomeatthepreappointedtime.Youshouldhavethefollowingdocumentswhenyoucome:
Completeapplicationform
Proofofresidence
Proofofage
CertificatefromDriverTrainingSchool,ifmandatory.(ListofapprovedDriverTrainingSchools).
Photographspastedontheformwhereverrequired.
AselfaddressedstampedenvelopinwhichyourDLwillbesenttoyoubyregistered/speedpost.

Attheoffice,youwillhavetoundergothefollowingprocedure:
*Getyourdocumentschecked
*Paythefeesatthefeecounter
*Goontothebiometricscounterwhereyourfingerprints,photographandpersonaldetailswillberecordedinthedatabase.Whileyourdetailsarebeingfedin,
youcanalsocrosschecktheminthedualmonitor,andspecifycorrectionsifrequired.
*Appearforthedrivertest(exemptedincaseyouhaveacertificatefromthe(ListofapprovedDriverTrainingSchools,Seelist).
Aftertheseprocessesarecomplete,youarefreetogohome.YourDLwillbesenttoyouraddressbypost.However,ifyoudon'treceiveyourDLinthepostwithin
710days,pleaseintimatetheconcernedoffice.
PleasenotethatincaseyouareapplyingforrenewalofDL,remembertoaskforaninlieuAuthorizationCertificatefromtheoffice.
