1 TURBINA-GENERADOR
En este apartado se muestra el catalogo facilitado por la empresa
IREM para el grupo turbina-generador y sus accesorios de control.
Tambin podremos conocer parte de sus componentes, tales como el
regulador electrnico, el cuadro elctrico y un manual de
instrucciones ofrecido por IREM, as como su propuesta econmica,
adems de la propuesta econmica de Saltos del Pirineo y la empresa
TEPERSAC, compaa peruana con una larga experiencia
en el
suministro de componentes electromecnicos para microcentrales y que
adems son los principales colaboradores de ITDG-Per.
Como se podr observar IREM es la empresa suministradora de Saltos
del Pirineo por lo tanto, auque sean materiales idnticos, es
interesante conocer la diferencia de precios facilitados por ambas
empresas.
Water is the ideal renewable power source, used by man since the beginning of time.
Ecowatt Micro-Hydroelectric Power Plants, the results of years of experience in the
field, transform the energy of small streams into precious electricity in a clean way and in
full respect for the environment.
These power plants are the ideal solution for those places where electrical energy is not
available from the national grid. They solve the problem of energy supply in many situations, for example in isolated houses, alpine refuges and pastures, missions and small
villages. They also ensure the operation of electric and electronic equipment for remote
signalling, remote control and water purification. Specific micro-hydroelectric power plants
can operate in parallel with the grid in order to resell the energy. Ecowatt Micro-Hydroelectric Power Plants provide a considerable contribution to ecology, since they help to
avoid the burning of vast quantities of fossil fuel and hydrocarbons, which are held to be
widely responsible for air pollution, acid rain and the so-called "greenhouse effect".
How it operates
Ecowatt Micro-Hydroelectric Power Plants are regulated
automatically with a constant power supply. The turbinegenerator group constantly transforms hydraulic energy
into electric power, regardless of the requirements of the
electric users.
An electronic regulating system continuously monitors and
controls the connected load and deviates the energy in
excess to the dissipating systems.
This energy can be recovered as heat, either for direct
heating of the premises, or for the production of hot water.
In this way a system of co-generation, i.e. the production
of both electrical and heat energy, is obtained.
The regulation system is composed of modular elements
that fit to any type of system and electric power generated. A manually operated secondary regulation makes it
possible to modify the water flow to adapt the turbine to
seasonal variations.
Ecowatt Micro-Hydroelectric Power Plants are highly
reliable industrial products. They have been designed for
easy installation, in difficult areas such as in Developing
Countries. To obtain a good installation some simple, but
necessary building work is required. The instructions are
given in the manual and on the drawings which accompany the system. The installation, connection, start-up and
maintenance of the Ecowatt Micro-Hydroelectric Power
Plants do not require the presence of specialised technicians. The system, which requires no specific setting, can
be easily started up by an electrician and a plumber with
the help of the relevant technical documentation.
Made in Italy
Pelton Turbines
These are suitable for heads from 20 m to 180 m and effective flow rates ranging from
0.5 l/s to 100 l/s.The buckets are made of
precision cast stainless steel. All Pelton turbines
are fitted with six nozzles controlled by special
flow regulation valves which help the efficiency
of the system. The runner is directly splined onto
the generator shaft, in order to give an improved
global output. All the main mechanical parts are
in stainless steel. Accurate anti-corrosion processes are applied to all the surfaces.
Banki or Cross-flow
Turbines
These are suitable for heads from 7 m to 60 m and effective flow rates ranging from
20 l/s to 800 l/s. They offer an excellent solution that reconciles quality, performance
and price. The runner and mechanical
parts are made of stainless steel. The
transmission between runner and generator is entrusted to a cogged belt
which ensures the necessary flexibility
of the system and minimises power
losses. The flow rate is controlled by a
special floodgate which allows variations from 0 to 100%.
The data concerning head and available water flow are fundamental for calculating
the power output of an Ecowatt Micro-Hydroelectric Power Plant.
By intersecting the X co-ordinate, which shows the head in metres, with the Y coordinate, which shows the flow in litres per second, the resulting point will be found
between different diagonal sections indicating the electrical power generated,
expressed in kW.The coloured areas highlight the possible operating points of the
various standard models available.
The models
AC 2 Turbine-Generator Group
Pelton turbine with 6-nozzle distributor. Synchronous, single-phase, self-exciting, brushless
generator, with 2 poles, 230 Volt, 50Hz. Compact and lightweight, it is ideal for seasonal use
in houses, alpine pastures and refuges, for
UV-ray water clearing and for remote controls.
AS 4 Turbine-Generator Group
Pelton or Banki turbine with automatic control for flow rate regulation. Asynchronous
three-phase generator, 4-pole 400/230Volt, 50/60 Hz with cage rotor.
This system has been designed for parallel connection to the national grid. This connection requires an automated sequence to permit parallel operation and the release
from the grid. The possibility of producing and re-selling electric energy is in some
cases an interesting form of economical investment.

Pelton wheel
The wheel buckets are in stainless steel of high mechanical resistance and are obtained
by precision casting, thus ensuring high accuracy and good finishing. The buckets are
fixed to the disk by TIG welding without added material. The buckets size depends on
the nozzles dimension.
Generally, the coupling of the turbine shaft with the generator shaft is directly made, i.e.
the wheel disk is directly splined to the generator shaft by means of a pliers hub. The
disk and the hub are in stainless steel. In some cases, the coupling of the turbine shaft
with the generator shaft is realised by means of a revolution multiplier, which is made
up of a couple of pulleys with a cogged driving belt. All revolving parts are dynamically
balanced.
Turbine case
The case consists of a welded assembly in sheet steel. The upper part of the internal
cylinder, the two flanges and the external cylinder form the distributor, i.e. the feeding
chamber of the pressure water to the nozzles.
The internal cylinder has also the function of gathering and conveying the water into the
waste water trap. Furthermore, it fixes and supports the turbine-generator group by
means of brackets welded on the cylinder external surface. A coupling ring, to be
installed in the bedplate, is supplied to secure the turbine case.
The nozzles are pressed in special long-lasting plastic material, and their maximum
number is 6.
The distributors for AC4/75 are provided with 4 piston valves for the manual flow
regulation.
Feeding group
It connects the penstock to the turbine case and consists of the introductor tube, on
which the floodgate for plant control is mounted, the pressure gauge connection, the
pressure gauge, and the pressured water side plug (bypass).
Generator
Three-phase synchronous generators are used, from which it is possible to draw singlephase energy. The rotating inductor is a 4-salient pole type. These generators are
characterised by the absence of brushes. The exciting current is supplied by an auxiliary
generator whose induced rotor is mounted on the same shaft of the main generator. The
excitation regulation is voltamperometric by Compound system.
The ball bearings of all generators are water tight, hence, they require no lubrication.
The generator is separated from the turbine by a special shield preventing any contact
with water.

The electric control board consists of a sheet hanging cabinet in which the following
devices are contained:
Electronic regulator
The electronic regulator is made up of the control unit and the ballast resistances. The
regulator cares to keep the voltage and frequency stable, as the absorption of the energy
produced by the turbine-generator group remains constant. In fact, this group always
works at full load and the regulator dissipates the energy produced by the plant and not
utilised by the users on some ballast resistances. The exceeding energy may be
dissipated in air or water by means of largely dimensioned dissipating elements,
automatically connected or disconnected by the electronic control unit of the regulator.

If the power available is considerably lower than the expected value, the causes may
be the following:
a) the head "H" is lower than what forecast: this will also cause a flow decrease;
b) one or more nozzles have an insufficient diameter;
c) one or more nozzles could be obstructed by foreign bodies present in the
penstock;
d) the filters on water intake may be obstructed.
The plant may be set at work, if necessary, even if the power is lower or a bit higher than
what expected.
3) Connect the user line to the control board, deferring the possible settings up - fig. 5.

Grounding is essential for Ecowatt AC4 plants to optimize the user's safety and the
operation of the plant. The whole grounding plant - not only referred to the Ecowatt
micro hydroelectric plant - must be made and dimensioned according to the ordinary
standards for electric plants. Moreover, as far as the micro hydroelectric plants are
concerned, it is necessary to act in accordance with the following instructions.
1) Place adequate grounding electrodes next to the generator to ensure an efficient
grounding.
2) Connect the ground cables to the generator, control board and regulator casings by
means of the terminals or screws provided for this aim and marked with the ground
symbol ( ).
3) Comply with phase and neutral indications (marked with L and N) in the connections
between control board and regulators (see diagram).
4) A second connection depends on the plant type:
- 230V single phase or three phase plant,
- 400V three phase plant with 220V single phase voltage.
5) 230V single phase or three phase plant
On the input terminal board on "CM" control board, connect "U1" terminal to "PE"
ground terminal. The same phase must be connected to the generator ground
terminal (see attached diagram).
Warning: the phase connected to ground must be the same in the connections to the
control board and to the generator.

The generators may be fitted with two different terminal boards: with 6 leads and with
12 leads. Carefully check the terminal board type before performing the connections.

Useful advice
Provided that the normal electric connections between generator, control board and
regulators and, moreover, between their casings and ground have been correctly made,
it is possible to ground one phase in a safe and simple way:
a. connect one phase of the line coming from the generator to the ground terminal on
the control board.
b. Operate the generator.
c. Measure, between the generator casing and each wire of the line to the control board,
which phase has zero potential.
d. The absence of voltage between phase and casing proves the previous connection
on the terminal board. Mark this wire and connect it to the ground terminal.
6) 400V three phase plant with 230V single phase voltage
On this type of plants, the connection of the neutral wire is normally required. Connect
the neutral to the terminal on the control board and on the generator (see diagram).

Models
The single-phase electronic regulators are of modular construction and the maximum
adjustable power of any element is equal to 2kW, 5kW or 10kW. Hence, the number
of the regulators depends on the maximum power produced by the hydroelectric plant
and the kind of distribution of the electrical energy (single phase and three phase 230V
or single phase 230V and three phase 400V).
2kW models are identified by the following abbreviations:
RMP 2000/A for regulators with air dissipation ballast resistances
RMP 2000/B for regulators with water dissipation ballast resistances
5kW and 10kW models are identified by:
RMP 5000/B for regulators with water dissipation ballast resistances
RMP 10000/B for regulators with water dissipation ballast resistances.
(only water dissipation for 5kW and 10kW models).

Each regulator has 15 regulating steps each of 133W (RMP2000), 330W (RMP5000)
and 666W (RMP10000). Therefore, the regulation curve is a broken one and can be
approximately compared to a straight line. The recovery time is very short - the regulator
switches from 0 to 100% of the regulated power in approx. 150ms.
The p-controlled electronic board receives data through the analog/digital converters
and manages the cutoff of the triacs and the coming on of the LEDs through the digital
output ports.
The software managing the board uses a proportional-integrative-derivative (PID)
control, so the plant frequency changes affect the feedback in function of their entity,
duration and speed. In this way the recovery time is variable (see on page characteristic
curves). No need for a specific flywheel on the turbine, thanks to the electronic control
(this also involves a simplified featuring in the plant construction).
The recovery time is independent from the number of installed regulators.
The control unit panel is fitted with a LED bar displaying the dissipated electric power
on each regulator:
amber LED ON: no-load operation, no dissipated power
red LED ON: loads are connected. The dissipation is proportional to the position of the
LED lit.
If two LEDs next to each other are simultaneously ON, this does not mean a failure under
certain operating conditions.
Each electronic regulator has been carefully set, during the final tests at the following
thresholds:
. nominal voltage variation: 5% (corresponding to 11,5V)
. nominal frequency variation 0,25Hz (corresponding to 49,75 - 50,25Hz).
These data correspond to the normal operating conditions of Ecowatt micro hydroelectric power plants.
The voltage variation depends on the generator and on its excitation adjustment (see
on relevant section) while the frequency variation will depend on RMP regulator.
The threshold may be modified according to the user needs.
For plants equipped with several regulators, it is possible to privilege the intervention
of some regulators (priority intervention function).
The electronic regulator is equipped with noise and transient voltage protections.
TVP (transient voltage protection): this protection performs an initial reduction of the
spikes present on the line, thus protecting the electronic circuitry. When the spike has
a too high energy, the protection fails (short-circuit). In this case a fuse blows, cutting
off the protection. A LED, placed on the front panel, comes on. Replace the TVP and
its fuse to reset the protection.

The electronic regulator with air dissipation is more versatile and, in the long run, more
lasting than the water dissipation one, as it can be moved and placed whenever the
dissipated energy is required and because an air electric heater is generally more
reliable than a resistor dissipating in water.
The electronic regulator with air dissipation can be placed to ground or fixed to the wall
by means of the rear hangers. Avoid any contact with water when installing to ground.
Never place any object onto the cooling slots: this could avoid the heat getting out (free
convection cooling).
The regulator with air dissipation can be moved to other rooms. For safety reasons,
it is absolutely necessary to stop the plant before moving the regulator.
Maintenance
Always ensure a good air circulation to avoid overheating (periodically clean the air
slots, particularly on bottom).
Maintenance
Schedule a periodical maintenance to clean the resistor from possible calcareous
deposits. If the resistor is immersed into a reservoir, it is necessary to check it is free from
any dirt on bottom.
Whatever construction solution has been adopted to assemble the electric resistor,
check that it is always plunged into water.

Install the boiler as close as possible to the users to exploit at best the hot water and also
to reduce the heat leakage in the hydraulic distribution circuit. It is possible to use both
air and water dissipation regulators. Each electronic regulator must be grounded
through the relevant terminals, as shown in the plant wiring diagram.
Exhaust: it is advisable to cut a hole (a few mm large) in the lower part of the resistor
cap to avoid a surplus of condensate (particularly for RMP10000B models).
Plant start-up
During the starting cycle, the LEDs DL1 (green) and DL16 (red) on the LED bar come
on to indicate that the voltage produced by the turbine is down to approx. 150V. No load
will be connected to the generator. When the voltage will exceed 150V, the normal
operation of the regulator starts. Under this operating condition the regulator will add or
remove the loads, depending on the measured frequency.
Under a too low starting (and consequently the voltage value stays at 140/160V for at
least one second), the connection of the loads may occur causing the generator to be
overloaded with a low voltage value. In this case, stop the floodgate and perform another
starting by slightly increasing the opening speed of the floodgate.

In case of failure or poor operation, the fault is highlighted by the coming on of the LEDs
showing the dissipated power.
In case of failure, it is advisable to return for repair only the control unit and leave the
dissipation elements on spot.
If the plant has several regulators, it may still operate after the cutting off of the failed
regulator.
However it is necessary to verify that the remaining regulators are able to hold all the
generated power. If they are not, reduce the power.

3) The frequency set point (50Hz 1 for 50Hz operation; 60,1Hz 1 for 60Hz operation)
is now active.
4) For different frequency values, slowly rotate R1 trimmer till the corresponding LEDs
will light up (see picture on next page). One adjustment step (one LED ON)
corresponds to a 0,25Hz variation.
Important note: if the freshly readjusted regulator is part of a plant having other
regulators connected in parallel, all these regulators must have the same frequency
set point, otherwise the readjusted regulator will modify its priority intervention level.
So, perform these operations on the other regulators.

Caution ! Live parts ! The operations listed below must be performed by trained
personnel only.
Act on R1 trimmer, placed on the control board, to enable the priority operation on one
or more regulators. This trimmer modifies the frequency set point within values ranging
from 48 to 52Hz. The regulator keeps this value stable also in presence of load and
hydraulic energy variations.
Set the regulator frequency set point down to 0.75Hz with respect to the other regulator,
to enable the priority intervention.
Perform this operation with the turbine on, consequently with supply voltage on: take all
necessary precautions to avoid any risk of accident.
Act as follows:
- Take off the cover.
- Slowly rotate R1 trimmer counter-clockwise. LEDs from DL1 to DL8 will flash.
Slowly rotate R1 trimmer till only DL1 to DL5 LEDs will flash. The indicators will stay
on for 4 seconds, then all LEDs turn off and only the LED displaying the load
percentage turns on.
The frequency set point has been modified from 50.0 Hz to 49.3 Hz. The priority
operation has been enabled.
The picture below shows the LEDs status before the modification and immediately after
having performed it.
For 50Hz operation: every adjustment step (one LED ON) corresponds to 0.25Hz+. It
is advisable that all priority regulators have the same frequency set point.
Consequently, the plant frequency will have a greater tolerance on the frequency
accuracy.

Three electronic voltage relays are connected on the three output phases of the
generator.
When the output voltage differs from the nominal value of a preset percentage for a
prefixed time (due to a failure or an overload) a relay opens. If the start-up time of the
plant lasts longer than the board delayed setting, a buzzer starts to beep. Furthermore,
for the same reasons, if some automatic devices are connected to the electronic voltage
relays, disconnect them until the plant has reached the steady condition.

CUADRO ELCTRICO
El cuadro elctrico est constituido por un armario de acero laminado que
contiene los siguientes elementos:
Los instrumentos del cuadro monofsico estn formados por un
voltmetro, un frecuencimetro digital, un ampermetro indicador de la
intensidad total suministrada por el generador y un segundo ampermetro
indicador de la corriente absorbida por la carga. El cuadro trifsico est
provisto de 6 ampermetros: 3 indican la intensidad distribuida en cada fase
y 3 la intensidad absorbida por las cargas.
Las protecciones del cuadro monofsico son; un interruptor
magnetotrmico tripolar, que protege el generador contra los eventuales
cortocircuitos sobre la lnea de carga, y un rel electrnico de tensin, que
activa dos avisadores (sonoro y visual) en el caso de variaciones de tensin
sobrepasando los lmites prefijados. Dentro del cuadro trifsico, hay un
interruptor magnetotrmico trifsico y 3 rels electrnicos de tensin,
conectados entre fase y neutro.
Los borneros son necesarios para la conexin de los conductores del generador, de la lnea de carga y
del regulador electrnico. El aislamiento y las condiciones de los bornes estn adaptados a las tensiones y
a las secciones de los conductores empleados normalmente.
REGULADORES ELECTRNICOS
Los reguladores electrnicos se componen de la unidad de control y de
resistencias de disipacin. Los reguladores velan por mantener la tensin y
la frecuencia constantes, dado que la absorcin de la energa producida por

resistencias, la energa producida por la microcentral y no consumida por las
cargas. La disipacin de la energa excedente tiene lugar en agua o aire,
mediante elementos disipadores largamente dimensionados, que
automticamente se conectan o desconectan controlados por la unidad
electrnica de control del regulador.

La opcin principal es la utilizacin de un conjunto turbinagenerador ofertado por IREM o Saltos del Pirineo. En este apartado
mostraremos el generador sncrono utilizado en este tipo de

DESCRIPTION
ECO-ECP 2 and 4 pole alternators are brushless, self-regulating and incorporate a rotating inductor with damper cage winding and a
fixed stator with skewed slots.
The stator windings have a shortened pitch to
reduce the harmonic content of the output
waveform.
The alternators are made in compliance with
the 98/37, 73/23, 89/336 CEE directives and
their amendments, and the CEI 2-3, EN
60034-1, IEC 34-1, VDE 0530, BS4999-5000,
CAN/CSA-C22.2 N14 -N100 regulations.
Tests to verify the electromagnetic compability
have been carried out in the foreseen conditions by the standards with the neutral connected to the earth.
On customers request alternators can be manufactured according to different specifications.
The robust mechanical construction gives
good access to the generator output connections, and allows the user to inspect the various components with ease.
The casing is made of steel, the shields of cast
iron, and the shaft of C45 steel and it has a
keyed fan.
The mechanical protection level meets standard IP21 (upon request higher levels of protection can be supplied).
Insulation materials meet Class H requirements, and all rotating components are
epossy resins impregnated; higher voltage
parts, such as the stators, are vacuum-treated
(special treatments are available on request).
Radio interference suppression meets the requirements of grade K of VDE 0875 regulations.

Les alternateur de srie ECO-ECP sont autorguls, sans bague ni balai 2 et 4 ples.
Ils sont inducteurs tournants avec cage damortissement et stators encoches inclines.
Les bobinages sont pas raccourcis afin de
rduire le taux dharmoniques. Les alternateurs sont construits en conformit aux directives CEE 98/37, 73/23, 89/336 et leurs modifications, aux normes CEI 2-3, EN 60034-1,
IEC 34-1, VDE 0530, BS4999-5000, CAN/
CSA-C22.2 N14 - N100.
Les essais pour la verification de la compatibilite electromagnetique ont et executes dans
les conditions prescrites par les normes avec
le neutre connect la masse. Les excutions
en accord avec dautres spcifications peuvent tre suivies sur demande du client.
La structure mcanique, toujours trs robuste,
permet un accs facile aux raccordements et
permet les vrifications des autres parties trs
facilement.
La carcasse est en acier, les flasques en
fonte, larbre est en acier C45 avec ventilateur
clavet. Le grade de protection est IP21 (sur
demande, il est possible de raliser un grade
de protection suprieure).
Les isolements sont de la classe H, les imprgnations en vernis epoxy pour les parties tournantes et les parties plus leves en tension
comme les stators sont imprgnes sous vide
et pression (sur demande, nous pouvons excuter des traitements spciaux).
Dans le domaine des antiparasitages, la production de srie satisfait au grade K de la
norme VDE 0875.

stationary and disconnected from the power
supply.

COLLEGAMENTO AVVOLGIMENTI
Sono previsti entrambi i collegamenti, stella
con neutro (Y) e triangolo () in tutti gli alternatori (tav. 2 pag. 60).
Per passare da un collegamento Y a (es. da
400V a 230V) e sufficiente spostare i ponti
sulla morsettiera principale (vedere schema
tav. 2 pag. 60).
Nessun intervento e richiesto sul regolatore di
tensione.
I generatori sono costruiti di serie con 12 cavi
di uscita per consentire di ottenere tensioni
diverse (es.230 / 400 / 460 / 800V).
I generatori, vanno sempre collegati a terra
con un conduttore di adeguata sezione utilizzando uno dei due (interno/esterno) appositi
morsetti.
Dopo aver eseguito il collegamento (per le
coppie di serraggio vedere tabella 22 pag. 71)
rimontare il coperchio scatola morsetti.
WINDINGS CONNECTION
All alternators feature both star with neutral (Y)
and delta () connections (table. 2 pag.60) .
To reconnect from a star to delta connection
(for ex. from 400V to 230V), modify the linking
arrangements on the output terminal board
(see diagram on table 2 page 60).
It is not necessary to adjust the voltage regulator.
Standard alternators are equipped with 12 cables to offer different voltages (ex.230 / 400 /
460 / 800V).
The alternator must always be earthed by sufficiently rated cable, using one of the inside or
outside terminals.
After completing output connections (for tightening torque see tab. 22 pag. 71), ensure
that the terminal box cover is securely in place.

ANSCHLU WICKLUNGEN
Fr alle Generatoren sind beide Anschluarten vorgesehen: Stern mit
Stempunktleiter (Y) und Dreieckschaltung () (Abb. 2 Seite 60).
Um von einer Y-Schaltung auf eine Schaltung zu wechseln, (z.B. von 400V auf
230V), ist es ausreichend, die Brcken auf
der Hauptklemmleiste zu verschieben (siehe
Schema Abb.2 Seite 60). Fr den Spannungensregler ist keinerlei Eingriff erforderlich.
Bei den Generatoren sind serienmig 12
Wicklungsenden auf das Hauptklemmbrett
herausgefhrt, so da durch entsprechendes Umschalten 4 verschiedene Spannungen
mglich
sind
(z.B.
230/400/460/800V). Die Generatoren mssen immer mit einem Leiter mit geeigneten
Querschnitt unter Verwendung einer der
dafr vorgesehenen Klemmen (innen /
auen) geerdet werden.
Nach Durchfhrung des Anschlusses (fr
das Anzugsmoment siehe abb. 22 Seite 71)
ist die Abdeckung des Klemmenkastens erneut anzubringen.
CONEXIN BOBINADOS
Se preveen ambas conexiones, estrella con
neutro ( Y ) y tringulo () en todos los alternadores (tab. 2 pag. 60).
Para pasar de una conexin Y a (ej. de
400V a 230V) es suficiente desplazar los
puentes sobre los bornes principales (ver
esquema tab. 2 pag. 60).
Ningn tipo de intervencin es requerido en el
regulador de tensin.
Los generadores son construidos de serie
con 12 cables de salida para permitir diferentes valores de tensin (ej. 230 / 400 / 460 /
800V).
Los generadores, deben ser siempre conectados a tierra con un conductor de seccin
adequada, utilizando uno de los dos bornes
(interno/externo) previstos para la misma.
Despus de haber realizado la conexin (par
de torque tab. 22 pag. 71), montar nuevamente la tapa de la caja de bornes.
WICHTIG: Frequenznderungen.

bergang von 50 auf 60 Hz darf die abgenommene Leistung um 20% erhht werden.

umgekehrt sowohl die Leistung als auch die
Spannung wieder entsprechend reduziert
werden.

E' possibile ottenere la regolazione della tensione a distanza in un range di 5% inserendo negli appositi morsetti un potenziometro
da 100K (per le macchine a 6 morsetti) o un
potenziometro da 100K con in serie una resistenza da 100K (per le macchine a 12 morsetti).
ATTENZIONE : quando si collega il potenziometro esterno necessario seguire la procedura sottoriportata per ottenere un corretto
funzionamento dell'alternatore.
PROTEZIONI
U.V.R.6/1-F - S.R.7/2-G
Entrambi i regolatori sono provvisti di una protezione di bassa velocita la cui soglia di intervento e regolabile tramite il potenziometro
Hz. Lintervento di tale protezione e istantaneo riducendo la tensione di macchina
quando la frequenza scende sotto il 10% di
quella nominale. I regolatori prevedono anche
una seconda protezione (protezione di sovraccarico), che sente la tensione parzializzata che va al campo di statore delleccitatrice
e se essa supera per piu di 20 sec il valore
stabilito, abbassa la tensione di macchina limitando la corrente di eccitazione entro valori di
sicurezza.
Il ritardo appositamente inserito consente lo
spunto del motore che normalmente si avvia
in 5 - 10 sec. Anche la soglia di intervento di
questa protezione e regolabile tramite il potenziometro AMP.

U.V.R.6/1-F - S.R.7/2-G
Both regulators are provided with an underspeed protection with an intervention threshold
which can be adjusted by the potentiometer
marked Hz. This protection intervenes instantaneously by reducing the alternator voltage to a safe value when frequency falls below 10% of the nominal value. These regulators also have inherent overload protection
which senses the exciter field voltage value.
Should this field voltage value exceed the nominal value for a period of more than 20 seconds, then again the alternator voltage is
automatically reduced to a safe operating level. This overload function has a built-in delay
to allow for the overload when starting motors
(normally 5-10 seconds). The operating threshold of this protection device is adjustable by
the potentiometer marked AMP.

Il regolatore U.V.R.6/1-F aggiunge alle prestazioni prima descritte, le seguenti caratteristiche:
1 - possibilita di avere il riferimento trifase oltre
che monofase.
2 - segnalazioni a led di autodiagnostica che

macchina: un led verde, che normalmente

Aside from the above mentioned characteristics, the U.V.R.6/1-F regulator also offers the following:
1 - possibility to have single-phase as well as
three-phase sensing
2 - led indicators for self-diagnosis which indicate the units operational conditions: a green
led which when lit confirms the alternators
normal functioning; a red led indicates the underspeed protection is on; a yellow led indicates the overload protection is on.

Les rgulateurs sont pourvus dune protection
en sous-vitesse dont le seuil est rglabe
travers le potentiomtre Hz.
Lintervention de cette protection est instantane en rduisant la tension de la machine et
ce lorsque la frquence descend de 10% au
dessous de celle prrgle. Les rgulateurs
sont galement pourvus dune seconde protection (protection de surcharge) qui enregistre une partie de la tension dalimentation du
stator dexcitatrice. Si cette tension ne correspond pas la valeur tablie pour une dure
suprieure 20 secondes, la protection rduit
la tension de la machine en limitant le courant
dexcitation sa valeur de scurit. Le retard
de 20 seconds autorise ainsi le dmarrage
des moteurs effectu normalement entre 5 et
10 secondes. Le seuil de cette protection est
rglabe avec le potentiomtre Amp.

Beide Regler schtzen den Generator bei
Unterdrehzahl. Der Ansprechwert wird am

am Potentiometer AMP ebenfalls einstellbar.

En plus des protections ci-dessus dcrites, le
rgulateur U.V.R.6/1-F offre certaines autres
caractristiques:
1 - possibilit de connecter la rfrence en
triphas au lieu de monophas
2 - signalisation leds dauto-diagnostic qui
indique les conditions de fonctionnement de la
machine: la led verte, allume indique le fonctionnement correcte de lalternateur; la led
rouge indique une marche en sous-vitesse, et
la led jaune montre lintervention de la protection de surcharge.

En ambos reguladores est previsto una proteccin de baja velocidad, cuyo nivel de intervencin es regulable a travs del potencimetro Hz. La actuacin de dicha proteccin es
instantanea, reduciendo la tensin de la mquina cuando la frecuencia desciende por debajo del 10% del valor nominal. Los reguladores proveen adems una segunda proteccin
(proteccin de sobrecarga), que controla la
tensin parcial que va al campo del estator de
la excitatriz, y que si sta supera durante ms
de 20 segundos el valor establecido, reduce la
tensin de la mquina limitando la corriente de
excitacin dentro de valores de seguridad.
Este retardo realizado a propsito, permite el
arranque de motores, que normalmente necesitan entre 5-10 segundos antes de alcanzar la condicin de rgimen. Tambin en este
caso el nivel de intervecin de la proteccin
es regulable mediante el potencimetro
AMP.
U.V.R.6/1-F
El regulador U.V.R.6/1-F incorpora a las prestaciones anteriormente descriptas, las siguientes caractersticas:
1 - posibilidad de tener referencia de tensin
trifsica adems de la monofsica
2 - sealacin por medio de leds de autodiagnstica que indican las condiciones de funcionamiento de la mquina: un led verde, normalmente encendido seala el funcionamiento normal del generador; un led rojo indica la intervencin de la proteccin de baja
velocidad, y finalmente un led amarillo que
seala la intervencin de la proteccin de sobrecarga.

Nel caso si voglia far funzionare dei generatori in parallelo e necessario montare un
dispositivo che assicura un identico statismo
sulla caretteristica esterna.
Questo significa che se le macchine lavorassero separatamente si avrebbe una
uguale caduta di tensione (circa 4%) passando da vuoto a pieno carico.
Questo dispositivo e montato di serie sulle
grandezze 40 - 43 - 46, per cui, quando due o
piu di queste macchine devono lavorare in
parallelo e sufficiente togliere il ponticello che
cortocircuita il secondario del dispositivo di
parallelo.
PARALLEL OPERATION
Should the alternators be required to operate
in parallel, it is necessary to add a paralleling
device to ensure equal droop of generator
output voltages.
This ensures that if the machines are operated separately, the voltage droop (4% approx.) is equal when switching from no-load to
full load.
The parallel device is fitted as standard on
40-43-46 models, therefore when two or
more of these units must function in parallel, it
is sufficient to remove the bridge which shortcircuits the secondary winding of the parallel
device.

Die Wartungsarbeiten an dem Stromerzeuger Mecc Alte Spa knnen in normale und ausserordentliche geteilt werden; auf jeden Fall muss jede Wartung
von dem Sicherheitsverantwortlichen
authorisiert werden; das kann nur passieren wenn die Maschine unbeweglich
und elektrisch von der Anlage oder von
dem Netz isoliert wird.
Die Wartung und die Schadenuntersuchung muss von den elektrischen/mechanischen Fachkrften getan
werden,denn jede Operation, welche unten beschrieben wird, zeigt besondere
Gefahren fr das Dienstpersonal.
Es wird streng empfohlen, alle Vorsichtsmassnahmen zu treffen, um zu verhindern,dass die Maschine versehentlich

must be over 1M.
Should the figure be smaller than the
above-mentioned one, the windings
must be adequately dried up. This can
be done by directing a jet of hot air of
about 50-60C into the generators air
inlets or outlets; alternatively, the stators windings can be electrically connected and a voltage can be passed
through them by means of a directcurrent power supply. The amount of
current in the windings depends on the
generator size, even though it must be
fixed according to the nominal values
stated on the plate.

Both windings and generator will last
longer with a correct maintenance and
cleaning; an inspection and a maintenance schedule should be established
by keeping in mind that the frequency of
these inspections depends on the conditions of the site where the generator is

De cualquier forma, independientemente del programa establecido, recomendamos proceder a tal manutencin
en las siguientes hiptesis :

los envoltorios
Los envoltorios pueden ser limpiados
utilizando solventes especiales como
por ejemplo aguarrs o el solveso;
tales substancias, poseendo un alto
grado de evaporacin, permiten una
limpieza adecuada sin corroer el grado
de aislamiento de los envoltorios.
Cuando se termine la limpieza, recomendamos verificar si no hay seales
de sobrecalientamientos y eventuales
trazos de carbonizaciones.
Adems, se aconseja secar los envoltorios a aproximadamente 60-80C y si
son notados degradamentos del barniz
de los envoltorios, proceder a un ulterior
barnizado de los mismos.

-) Mit der Hilfe der von Mecc Alte angegebenen elektrischen Schemas die +
oder - Klemmen des elektronischen
Reglers bestimmen
-) Dmarrer lalternateur.

-) aplicar por un instante los dos terminales a bornes precendentemente individuados con mucha atencin para respetar las polaridades (borne + del
regulador con borne + de la batera,

- Controllare il fusibile.
- Aumentare la velocit del 15%.
- Applicare per un istante al + e al -
del regolare elettronico, una tensione
di 12 V di una batteria con in serie
una resistenza di 30 rispettando
le polarit.

- Controllare il numero di giri.
- Controllare gli avvolgimenti.

Specialized procedures and instructions are required and must
be adhered to when working on such apparatus. Failure to follow
instructions could result in severe personal injury, death, and/or

Additionally, all applicable safety procedures such as OSHA
requirements, regional and local safety requirements, safe
working practices, and good judgment must be used by
personnel when installing, operating, and/or maintaining such
equipment.

This instruction book has been prepared to assist the purchaser
in properly installing, operating and maintaining Oil-lmmersed
Overhead Distribution Transformers supplied by Power
Partners, Inc.
These instructions do not, however, cover all details or variations
in the product or provide for every possible contingency met in
connection with installation, operation, and maintenance. Should
further instructions be desired, or should particular problems

D. Construction
Single-phase transformers have one core and coil assembly
fastened together in an end frame and housed in a round tank
filled with oil. The coil usually has one high voltage coil in
between two low voltage coils the low-high-low design.
However, some coils have one high voltage and only one low
voltage coil. See Fig. 2.

2. Protective Links**
Improper coordination with primary protective devices separate
from the transformer could prevent the link from operating
properly both for load current characteristics and for fault
current characteristics.
Transformer Types SP, CP and CSP have protective links
(expulsion type fuses) in them. These are mounted either in the
bottom of the high voltage bushing or in a terminal block
between the high voltage coil and the high voltage bushing.
These protective links must be under oil for proper operation.
Upon request Power Partners provides curves giving
characteristics of these protective links so their characteristics
can be coordinated with protective devices on the primary side
of the transformer.

Protective links are oil-immersed high voltage expulsion fuses
designed to isolate the transformer from the primary distribution
system in the event of a transformer fault inside the tank on the
load side of the link. The purpose of this link is to prevent a line
lockout when a transformer fails; not to provide overload or fault
current protection for the transformer.
There is an optional HV bushing with protective link available
that has higher interrupting capacity than the standard bushings
and links. The interrupting ratings of the standard and optional
protective links are:

4b. Signal Lights
Type CSP and CP transformers can be supplied with an
overload signal light. When the signal light comes on it gives a
warning that the transformer has experienced a heavy overload.
The signal light remains lighted until reset by means of the
breaker operating handle. It can be reset by operating the
breaker handle to the maximum upward position and then back
down to the closed position.
If the breaker handle is operated to the reset position and then to
the close position and the signal light remains on, the
temperature of the transformer oil is still too hot to allow the
signal light to turn off.
If the signal light bulb is burned out, it can be replaced with
Power Partners, Inc. Bulb No. 12D9161H03 and can be
replaced from outside the transformer by unscrewing the signal
light lens and then the bulb.
The Protecto-Combo device consists of a flip open type of fuseholder and a surge arrester. The fuse link is normally supplied
by the user.
The Protecto-Combo device requires field
assembly. This protective device is used only on transformers
50 kVA and below, Class B-2 or B-3 type units with one cover
mounted high voltage bushing. This optional device is not
shown on the nameplate.

8. Tank Pressure Relief (See Fig. 12)
A unique feature of the transformer cover is its ability to flex and
relieve pressure which can build up from some internal faults.
Except in cases of extreme dynamic pressure build up, the cover
automatically reseals itself. Whenever the cover needs to be
removed, any internal static pressure is relieved automatically as
the cover bolt is loosened. When the bolt is being loosened, the
cover can vent but the bolt is still held by a nut in the cover beam.
The cover bolt should be tightened to 350 in. lbs. (27 ft. lbs.) +
10% to insure that the cover vents properly. If there is a handhole
cover on the transformer cover, the handhole cover bolt should be
tightened to 150 in. lbs. (13 ft. lbs.) + 10%.
D. Lifting
These transformers should never be lifted or moved by the
bushings or arresters. This can break the bushings or arresters
and it can break the oil tight seals on the bushings or the covers.
These transformers should be lifted by means of a sling with a
spreader bar approximately as wide as the transformer. The sling
should be put onto the lifting lugs on the transformer tank and not
any other part of the transformer. The spreader bar is needed to
prevent the sling from scraping the coating off the edge of the
cover or damaging the cover, the cover gasket seal or a bushing.
E. Bushing Support Capabilities
The bushings will support a reasonable weight of conductors.
Spans of unsupported conductor must be avoided. On low
voltage bushings with spade terminals, care must be used not to
have the bushings support the weight of the large cable or bus
bars connected to them. Cables and bus bars should be properly
bent and positioned prior to fastening to the bushings so that the
force of the ending or positioning is not applied to the bushing.
F. Tank Grounding
All transformers are provided with a tank grounding pad as
shown in Fig. 1. On some ratings a grounding terminal is
included. PPI transformers (except those with one high
voltage bushing where one high voltage coil lead is solidly
connected to the tank) may be operated grounded or ungrounded.

On transformers with surge arresters, the arresters discharge
lightning surges to ground through the tank. When tanks are to
be operated ungrounded, a tank discharge gap must be used.
The gap, normally insulated from ground, sparks over to form a
discharge path for dissipating the lightning surge to ground
during the time of a lightning strike.
Transformers are not normally supplied with a tank discharge
gap, but gaps can be ordered as a special item.
The tanks of single-phase transformers with two high voltage
bushings and all three-phase units, except those with grounded
wye ratings, should be permanently and solidly grounded by
means of the external grounding provision located on the tank.
Some locations may prohibit by local electrical codes this
grounding of tanks.
Single phase transformers which have one high voltage bushing
and three phase units with grounded wye ratings, should have
the tank grounded and the low voltage neutral permanently and
solidly connected to the common neutral of the system before the
transformer is energized. If this is not done, high voltage may be
impressed between the tank or low voltage circuit and ground.
Single-phase transformers with one high voltage bushing have
one end of the high voltage winding brought through the high
voltage bushing. The other end is permanently connected to the
transformer tank inside the tank.
When installing a transformer, the safest procedure is to make
the ground connection first, the connection to the low voltage
lines next and finally the high voltage connections. When a
transformer is removed from service, all high voltage
connections, including those with protective devices, should be
opened before removing the ground connections.
I. Surge Arresters
Some transformers are supplied with arresters mounted on
them. Some arresters have their top directly connected to a high
voltage bushing terminal and others have a gap between the
arrester and bushing terminals. For proper gap spacings see
Fig. 13.
All transformers should be protected by surge arresters.
Arresters should be as close to the transformer as practical.
The sum of the lengths of the line lead to the arrester and the
ground lead from the arrester to the transformer ground should
be less than 5 feet. The further an arrester is away from the
transformer, the less protection it can give.
Transformers with arresters mounted on them have the arresters
grounded to the transformer tank. These connections must be
tight when the transformer is installed. Ground connections from
the tank or from separately mounted arresters should be
completed before any connections from the high voltage line to
the transformer is made.
Transformers with low voltage ratings above 600 volts should
have arresters installed on both the high voltage and low voltage
side of the transformer.
Whenever high potential or induced potential tests are made on
transformers with arresters, the arrester must be disconnected
during the tests. It there is a series gap between the arrester
and the bushing, increase the gap setting considerably, remove
one electrode of the series gap, or remove the arrester for
testing. After the tests, the arresters must be replaced to their
proper operating condition with a gap of the correct length.
J. Protective Links
The protective links should be coordinated with the protective
devices on the primary side of the transformer. See Section V,
E.2. for link identification and warning.
K. Nameplate
G. Tank Finish
The transformer is supplied with a high quality finish to withstand
long outdoor exposure service. However, in transformer shipping
and handling the finish may be scratched or abraded. The
scratches and abrasions should be touched up with outdoor
materials recommended by Power Partners.
H. Transformer Oil
These transformers are thoroughly dried at the factory by baking
and then filled with dry, de-gassed, inhibited oil. The oil is put
into the tank after the transformer has been assembled and while
the tank is under vacuum.
Transformers should not be operated with the oil level more than
below the cold oil (77 degrees F., 25 degrees C.) level mark
inside the tank. Oil of normal dryness and cleanliness will test
30 kV or higher in the standard test cup per ASTM Test 877.
Transformers are filled at the factory with less than 1 PPM PCB
dielectric fluid in accordance with Federal Polychlorinated
Biphenyl (PCB) Regulations 40CFR761, dated May 31, 1979.
The purchaser should take the necessary precautions so that
PCB contamination is not introduced during field filling or
maintenance of the transformer.

Three phase transformers with low voltage windings rated 240 x
480 volts are connected for 480 volt operation.
Three phase transformers designed for both delta and wye
operation on the high voltage side are shipped connected for the
wye voltage (highest voltage).
M. Mounting
Single phase and three phase pole type transformers are
provided with three different kinds of mounting brackets (hanger
lugs) as required by ANSI Standard C57.12.20 for different kVA
ratings. (See Fig. 14)

X. MAINTENANCE
WARNING: IMPROPER OR INADEQUATE MAINTENANCE COULD RESULT IN REDUCED TRANSFORMER

Distribution transformers can be stored outdoors for two years or
less when not in service. However, for longer storage period it is
recommended that procedures of ANSI C57.93 be followed:
If a transformer has been removed from service, it is
recommended the following inspections be made and repairs
made where necessary:
1. Inspect bushings for cracks and leaks.
2. Inspect surge arresters for cracked porcelain and check the
gap setting if the arrester has a gap between the arrester top
terminal and the HV bushing terminal. If the arrester is
connected directly to the HV bushing terminal, make sure the
connections are tight.
3. Remove all rust from the tank and cover, prime the bare spots
and then repaint them.
4. Inspect all gasket seals for possible leaks.
5. Check oil level. It should be within inch of the oil level line
inside the tank.

La normativa utilizada est vigente en Per, excepto el Reglamento
para la aplicacin del modelo, ya que este es un desarrollo propio,
por parte de ITDG-Per.
En la ley de concesiones elctricas y en su reglamento se establece
el marco regulatorio para el servicio pblico de electricidad. En
estos textos se indica que se requiere de una concesin otorgada por
el Ministerio de Energa y Minas (MINEM) para el desarrollo de las
siguientes actividades:

electrificacin de pequeos centros poblados / distritos. Tambin podra ser el Estado o alguna
concesionaria. Si se aplica el Modelo, se aplicara a alguno de estos casos.
LA OPERADORA se entender como la empresa operadora y administradora del servicio elctrico.
EL SERVICIO se entender como el servicio pblico de electricidad en el lugar donde se aplique
el reglamento.
Artculo 2
El presente reglamento de operaciones y funciones del servicio elctrico en [insertar el nombre del lugar]
tiene por objeto regular las actividades relacionadas a la generacin, distribucin y comercializacin de
la energa elctrica en [insertar el nombre del lugar], distrito de [insertar el nombre del distrito] provincia
de [insertar el nombre de la provincia], departamento de [insertar el nombre del departamento].
Artculo 3
En concordancia a lo estipulado en el Artculo Sptimo de la Ley N 25844, Ley de Concesiones
Elctricas, referido a las actividades de generacin, transmisin y distribucin que no requieran
de concesin y autorizacin, as como los artculos 9, Inciso 18 y 32 de la Ley N 27972, Ley
Orgnica de Municipalidades, la Municipalidad Distrital de [insertar el nombre del distrito] tiene
la potestad de gestionar y organizar el servicio pblico de electricidad en el mbito de [insertar
el nombre del lugar], bajo la modalidad organizativa ms conveniente que asegure el inters
de los vecinos, la eficiencia y eficacia del servicio y el adecuado control municipal.
Artculo 4
Luego de evaluar la conveniencia de contar con un servicio eficiente de electricidad y tomando
en consideracin que se tiene un sistema de generacin en operacin y, habindose evaluado
las diferentes alternativas posibles de organizacin, EL PROPIETARIO ha visto por conveniente
entregar la administracin y operacin del servicio pblico de electricidad a una empresa local
mediante la modalidad de Contrato de Servicios de Operacin y Mantenimiento.
Artculo 5
El Servicio Pblico de Electricidad es brindado por EL PROPIETARIO a travs de LA OPERADORA, en
virtud a un Contrato de Servicios suscrito entre ellos, el mismo que permite a LA OPERADORA brindar
los servicios de operacin y administracin del servicio elctrico en [insertar el nombre del lugar].
TTULO II: DEL SERVICIO ELCTRICO
Artculo 6
El Servicio Elctrico se define como el derecho que adquiere el usuario para hacer uso de la
energa elctrica dentro de los lmites y restricciones establecidos en el Contrato de Suministro
de Energa Elctrica que deber firmar el usuario interesado con LA OPERADORA.
El servicio elctrico es brindado en el predio de la persona natural o jurdica, no obstante, para
efectos comerciales, el servicio es brindado a una persona natural o jurdica que solicite el
servicio, adquiriendo el estatus de usuario.
Artculo 7
Podrn ser considerados como usuarios del servicio elctrico toda aquella persona natural o
jurdica cuyo inmueble se encuentre dentro de los lmites del distrito y que cumpla con los
siguientes requisitos:
a) Ser mayor de edad.
b) Acreditar residencia en el predio en calidad de propietario, arrendatario o poseedor del bien.
Artculo 8
El servicio elctrico podr brindarse a los usuarios bajo las siguientes modalidades:
a) Servicio elctrico monofsico en baja tensin.
b) Servicio elctrico trifsico en baja tensin.
c) Servicio elctrico trifsico en media tensin.
Artculo 9
El servicio elctrico se brinda a travs de una conexin elctrica denominada ACOMETIDA. La
acometida se define como la conexin elctrica entre las lneas de distribucin hasta un punto
en el interior del predio del usuario.
El servicio prestado por LA OPERADORA, alcanza al suministro de energa elctrica en el punto
donde comienza la acometida, por lo que el estado de conservacin de la acometida y las
conexiones internas en el predio del usuario son de entera responsabilidad del usuario, as
como la ocurrencia de cualquier hecho atribuible al estado de conservacin de la acometida y
las instalaciones o manipulacin inadecuada de las mismas.
TTULO III: DE LAS FUNCIONES Y ATRIBUCIONES DEL PROPIETARIO
Artculo 10
EL PROPIETARIO tiene la responsabilidad de organizar el servicio pblico de electricidad, por
lo tanto supervisar su normal funcionamiento y el cumplimiento de las condiciones establecidas
en el Contrato de Servicios de Operacin y Administracin y en el presente Reglamento.
Artculo 11
Para garantizar el buen funcionamiento y los resultados econmicos y financieros de servicio
pblico de electricidad, EL PROPIETARIO convocar a una Asamblea de Usuarios para la
designacin del Comit de Fiscalizacin que tendr a su cargo la supervisin directa del servicio
pblico de electricidad brindado por LA OPERADORA.
EL PROPIETARIO designar a un representante como miembro del Comit de Fiscalizacin
que contar con voz y voto.
Artculo 12
EL PROPIETARIO recibir mensualmente, la rendicin econmica y un informe mensual ordinario
de ocurrencias, as como podr solicitar a LA OPERADORA, informes extraordinarios cuando
las circunstancias as lo ameriten.
Artculo 13
EL PROPIETARIO se responsabilizar por cancelar la retribucin de LA OPERADORA en el
monto y oportunidad establecidos en el Contrato de Servicios suscrito entre EL PROPIETARIO
y LA OPERADORA.
Artculo 14
El PROPIETARIO, bajo inventario deber proveer a LA OPERADORA, en calidad de Cesin en
Uso, los materiales, repuestos y herramientas necesarios para el cumplimiento de las
actividades a las que se compromete. La falta de materiales, repuestos y/o herramientas
necesarias para el desempeo de sus servicios, exime a LA OPERADORA de responsabilidad
en el caso que sta no pudiera cumplir las labores de su competencia.
Artculo 17
Para estas actividades LA OPERADORA se obliga a lo siguiente:
a) Que la electricidad llegue a los usuarios a niveles de voltaje y frecuencia dentro de los rangos
permisibles.
b) Que las interrupciones en el servicio sean atribuibles a situaciones imponderables y no
atribuibles a acciones de negligencia de su personal.
c) Que la atencin al pblico sea amable, cordial y oportuna.
d) Permitir a EL PROPIETARIO y/o al Comit de Fiscalizacin el acceso a todo tipo de
informacin, documentos y material relativo a la prestacin de los servicios de electricidad;
as como visitas e inspecciones de las instalaciones operadas por ella , ya sea directamente o
a travs de terceros designados para tales efectos.
El incumplimiento de estas obligaciones dar lugar a la aplicacin de las penalidades y
sanciones establecidas en el Contrato de Servicios suscrito entre EL PROPIETARIO y LA
OPERADORA.
Artculo 18
Para efectos de supervisin, LA OPERADORA se sujeta a las acciones de control que EL
PROPIETARIO del servicio ejerce en forma ordinaria y extraordinaria; as como a las que
corresponden al Comit de Fiscalizacin.
TTULO V: DE LA FISCALIZACIN DEL SERVICIO
Artculo 19
La fiscalizacin de las actividades del servicio elctrico est a cargo de El Comit de
Fiscalizacin. Este comit es la mxima instancia administrativa aprobado por EL
PROPIETARIO para supervisar, sancionar y arbitrar en aquellos casos en que existan
discrepancias entre alguno de los usuarios debidamente inscritos en el padrn y LA
OPERADORA, por situaciones derivadas nica y exclusivamente de la contraprestacin del
servicio elctrico.
Comentarios
El Comit de Fiscalizacin es aprobado por EL PROPIETARIO.
El presente proyecto utiliza indistintamente la terminologa asamblea comunal y asamblea de
usuarios. Al respecto resulta de vital importancia tomar en consideracin que la legislacin
municipal regula varios mecanismos de participacin y control vecinal. Entre ellos tenemos los
siguientes:
Cabildo abierto, conforme a la ordenanza que lo regula.
Participacin a travs de las juntas vecinales, comits de vecinos, asociaciones vecinales,
organizaciones comunales, sociales u otras similares de naturaleza vecinal.
Comits de gestin.
Las juntas vecinales son las encargadas de supervisar la prestacin de servicios pblicos
locales. Su creacin se realiza mediante una ordenanza municipal y la determinacin de las
normas generales a las que deben someterse est estipulada en su correspondiente
reglamento.
Artculo 23
Son responsabilidades del secretario:
Mantener actualizado el libro de actas, resoluciones y archivos del Comit.
Redactar las correspondencias internas y externas y suscribirlas con el presidente.
Con conocimiento de los dems miembros, informar acuerdos y resoluciones de asamblea, pasar
lista de asistencia, anotar el qurum, hacer consignar en el libro de actas el texto ntegro de
las resoluciones y dar el trmite respectivo.
Realizar la convocatoria a sesiones ordinarias y extraordinarias del Comit de Fiscalizacin,
citando la comparecencia de terceras, cuando el caso as lo amerite.
Artculo 24
Son responsabilidades de los vocales:
Participar activamente en las asambleas ordinarias y extraordinarias del Comit.
Participar en las comisiones de investigacin conformadas para casos especficos.
Recoger y canalizar los reclamos de los usuarios.
Difundir entre los usuarios el contenido del presente reglamento, as como las modificaciones
a que hubiere lugar.
Artculo 25
El Comit de Fiscalizacin se reunir ordinariamente cada 30 das y extraordinariamente cuando
sea convocada por su Presidente o cuando lo solicite cualquiera de sus miembros. EL COMIT
podr designar comisiones especiales encargadas de analizar y/o estudiar casos especficos,
sealndoles sus objetivos especficos y plazo de duracin, el que deber ser acorde a la funcin
encomendada.
Artculo 26
El Comit de Fiscalizacin est constituido por [definir e incluir la composicin de los miembros,
nombre], con iguales derechos de voz y voto.
Artculo 27
Las sesiones ordinarias del comit se llevarn a cabo dentro de los cinco primeros das
posteriores a la recepcin del informe mensual de la empresa operadora, y la convocatoria tiene
carcter permanente, obligatorio e impostergable para cada uno de sus miembros.
Artculo 28
Las sesiones extraordinarias tendrn lugar nicamente para resolver asuntos de importancia
que no hayan sido previstos en la sesin ordinaria.
La convocatoria a sesin extraordinaria tendr lugar cuando sea requerida por el presidente
del comit o cuando as lo soliciten la mitad ms uno del total de los miembros del comit.
Artculo 29
El qurum para las sesiones ordinarias y extraordinarias ser de la mitad ms uno del total de
los usuarios.
Si no se contara con el qurum mnimo, el presidente del comit retrasar y convocar a una
nueva sesin, pudiendo sta ser el mismo da al menos una hora ms tarde de la primera
convocatoria, en la segunda convocatoria se tomarn acuerdos con los miembros que asistan
y no requirindose qurum.
Artculo 30
La condicin de miembro del Comit de Fiscalizacin es ad honrem, por lo que su misin no
persigue un fin de lucro.
Artculo 31
Pueden ser miembros del comit, aquellas personas que cumplan con los siguientes requisitos:
Ser mayor de edad.
No desempear cargos pblicos que por su naturaleza comprometan la imparcialidad de
la persona.
Para el caso de moradores provenientes de otros lugares, tener por lo menos cinco aos
continuos de permanencia en el mbito del servicio.
Artculo 32
Los miembros del comit ejercern funciones por un perodo no mayor a un ao, pudiendo ser
ratificados cada uno de ellos por una sola vez. Una vez terminado su perodo y haber estado
ausente por al menos un perodo, los ex-miembros pueden volver a presentarse y ser elegidos
por un nuevo perodo, considerndose este como un perodo totalmente nuevo.
Artculo 33
Es responsabilidad de los usuarios cancelar los recibos mensuales emitidos por LA
OPERADORA. Si el usuario se encuentra en desacuerdo con el monto total o con alguno de los
montos por los distintos conceptos expresados en el recibo, deber proceder a presentar su
queja verbal a LA OPERADORA la cual debe atender en forma inmediata el reclamo; si LA
OPERADORA no encuentra justificacin en el reclamo, el usuario queda en libertad de recurrir
a alguno de los miembros del comit quien adems de recoger el reclamo solicitarn a LA
OPERADORA un informe del caso.
Conocedor de la posicin de ambas partes, el miembro del comit que haya recibido el reclamo
deber presentarlo en la reunin ordinaria del comit adjuntando una opinin personal. Luego
de verificado el presente reglamento, el contrato, otra documentacin pertinente y guardando
coherencia con los fallos anteriores, los miembros del comit debatirn el caso hasta agotarlo,
procediendo luego a votacin. Conocido el resultado de la votacin se dar por cerrado el caso
haciendo constar en acta los resultados de la votacin y un breve dictamen que debe ser dado
a conocer a las partes involucradas. Para que los acuerdos del Comit de Fiscalizacin sean
vlidos se requiere que estos hayan sido tomados por al menos la mitad ms uno de sus
miembros.
Artculo 34
Las decisiones o resoluciones asumidas por el comit son inapelables, no obstante la parte
que se considere afectada por la decisin del comit, est en libertad de ejercer sus derechos
conforme a ley.
Artculo 35
Los debates al interno del comit, deben desenvolverse dentro del espritu de orden, iniciativa,
buena voluntad, imparcialidad y disciplina de sus miembros, teniendo como marco referencial
el presente reglamento.
En el seno del comit queda absolutamente prohibido defender, propiciar o propagar cualquier
ideologa poltica, religiosa o de carcter racial o social, considerndose falta grave de los
miembros que en forma reiterada as lo hiciere.
TTULO VI: DE LA TARIFA
Artculo 36
Los precios de venta de la energa elctrica, as como los cargos diversos (por concepto de
alumbrado pblico, cortes y reposiciones, moras por retraso en el pago, costo de conexin,
etc.) y el monto para sanciones econmicas a los usuarios (intereses, reventa de energa, uso
clandestino, etc.) son establecidas anualmente y entran en vigencia a partir del primero de
enero de cada ao.
Artculo 37
La tarifa se ajusta a los pliegos tarifarios que se establezca segn el modelo tarifario de bloques
descendentes, el cual es primeramente diseado y luego acordado con los usuarios. Este modelo
tiene como principales objetivos la viabilidad financiera del servicio elctrico y la promocin
de los usos productivos. Los resultados de la aplicacin tarifaria deben ser evaluados
anualmente teniendo en consideracin lo siguiente:
Proyeccin anual del costo promedio de operacin y mantenimiento de la infraestructura de
generacin, distribucin y comercializacin de energa elctrica.
Los gastos de materiales, repuestos, herramientas y el pago a la empresa operadora.
Capacidad de generacin de la central hidroelctrica en kWh anuales.
Proyeccin de ingresos brutos e ingresos netos por venta de energa y otros.
Artculo 38
La aplicacin de la tarifa es de responsabilidad de LA OPERADORA, mientras que el comit
es el encargado de supervisar su correcta aplicacin.
TTULO VII: DE LA COBRANZA, MOROSIDAD Y ATENCIN A LOS USUARIOS
Artculo 39
La cobranza es una actividad de la comercializacin de la energa elctrica, por lo tanto es
responsabilidad de LA OPERADORA y est sujeta a la supervisin del Comit de Fiscalizacin.
LA OPERADORA dar a conocer a los usuarios la fecha mxima de pago con una anticipacin
no menor de 15 das calendarios, empleando para ello el medio de difusin ms conveniente.
Es responsabilidad de los usuarios preocuparse por conocer la fecha lmite de pago, por lo
tanto el desconocimiento de la fecha lmite de pago no se considerar como argumento vlido
para justificar la demora en la cancelacin del consumo mensual.
Artculo 40
La fecha lmite determina la fecha hasta la cual el usuario puede cancelar su consumo sin
recargos adicionales.
A partir de la fecha lmite de pago, el usuario tendr que cancelar adicionalmente una cantidad
por concepto de mora y/o retraso. La tasa por cada da adicional de retraso ser estimada
anualmente por LA OPERADORA y aprobada por EL PROPIETARIO. Esta tasa de morosidad
tiene por objeto:
Cubrir aquellos gastos administrativos generados por el retraso en la cancelacin del
consumo, debido a que el personal tiene que dedicar a esta actividad teniendo que dedicar
ese mismo tiempo a otra actividad propia del servicio.
Cubrir los costos financieros ocasionados por dichos retrasos en los pagos por la electricidad
y otros servicios prestados.
Crear conciencia entre los usuarios acerca del efecto negativo que tienen los retrasos de la
cobranza en el normal funcionamiento de las actividades del servicio elctrico.
Artculo 41
Las fechas, as como los horarios de atencin al pblico, para efectos de pago del consumo
elctrico, reclamos, informes o consultas, deben ser dados a conocer por LA OPERADORA
empleando para ello los medios de difusin ms convenientes.
Artculo 42
La atencin al pblico es una actividad prioritaria de LA OPERADORA, por lo tanto, el trato
oportuno, amable y eficiente brindado a los usuarios son indicadores de la gestin de LA
OPERADORA en el manejo del servicio elctrico, por ello, sern tenidos en consideracin por
el municipio y el comit para la renovacin del contrato de servicios a la empresa operadora.
TTULO VIII: DE LOS CORTES Y REPOSICIONES
Artculo 43
El corte del fluido elctrico a un usuario especfico se realizar por LA OPERADORA cuando el
usuario haya incumplido en cancelar hasta tres meses continuos de consumo elctrico.
La reconexin del servicio ser realizada por LA OPERADORA nicamente cuando el usuario
haya cancelado la deuda total por los servicios recibidos de la OPERADORA, as como los cargos
adicionales por mora, intereses y gastos administrativos.
Artculo 44
Tanto el corte del servicio como la reconexin tienen un costo que en conjunto deben ser
asumidos por el usuario por la causal estipulada en el artculo anterior.
Los costos de cortes y reposiciones ocasionados por el mantenimiento, renovacin o ampliacin
de la infraestructura de distribucin de energa elctrica sern asumidos por el propietario.
separado los porcentajes para mantenimiento y Fondo de Reposicin, monto que servir para
gastos administrativos y de funcionamiento de la Prestadora de Servicios.
La asignacin fija ser pagada al quinto da posterior al ltimo da de pago de la facturacin,
al igual que la asignacin porcentual.
El ltimo da de pago, ser 15 das despus de emitida la factura, en forma mensual por la
PRESTADORA DE SERVICIOS y de acuerdo al proceso de facturacin.
Cuarto.
Cuarto.-- El pago del monto total, a la PRESTADORA DE SERVICIOS, que resulte de sumar la
asignacin fija ms el 20% de la diferencia de la recaudacin mensual ser reajustado
anualmente teniendo en consideracin los resultados econmicos de la administracin del
servicio. Por ningn motivo dicho monto, por prestacin del servicio de administracin, podr
ser mayor al ingreso mensual por venta de energa elctrica.
Quinto
.- Por su lado, la COMITENTE, se compromete a lo siguiente:
Quinto.Pagar en forma puntual, a la PRESTADORA DE SERVICIOS, el monto total que resulte de sumar
la asignacin fija por operacin y mantenimiento, ms el 20% de la diferencia de la recaudacin
mensual, deducida luego de haber separado los porcentajes para mantenimiento y Fondo de
Reposicin.
Proporcionar los recursos (materiales, repuestos, herramientas, etc.) necesarios para la
realizacin del programa de mantenimiento preventivo.
Proporcionar en calidad de cesin en uso y por el tiempo que dure el presente contrato, un
local para uso exclusivo de oficina. En caso que la presente relacin contractual sea resuelta,
la PRESTADORA DE SERVICIOS deber hacer entrega del local cedido en el mismo estado de
conservacin en que fue recibido y en un plazo no mayor a los diez (10) das calendarios de
roto el vnculo contractual.
Gestionar ante un organismo competente, el dictado de cursos de capacitacin y entrenamiento
en:
Operacin y mantenimiento del equipo electromecnico de la MCH.
Operacin y mantenimiento de las obras civiles.
Operacin y mantenimiento de las redes de distribucin.
Gestin empresarial (administracin, contabilidad, mercado, etc.)
Proporcionar a la PRESTADORA DE SERVICIOS, toda la informacin tcnica referida a los equipos
y dems instalaciones (manuales, planos, etc.).
Proporcionar a la PRESTADORA DE SERVICIOS, un reglamento de operaciones del servicio
elctrico, el cual podr ser modificado de mutuo acuerdo.
Coordinar con la PRESTADORA DE SERVICIOS, el cumplimiento de las obligaciones impuestas
por la legislacin que regula la actividad de generacin, distribucin y comercializacin, en lo
que fuera aplicable.
Sexto
.- El presente contrato tendr una duracin de cinco (05) aos, renovables de mutuo
Sexto.acuerdo entre las partes y previo intercambio de cartas de aceptacin.
Sptimo
.- Sern causales de resolucin del presente contrato, las generales previstas en la
Sptimo.legislacin comercial y civil, y las siguientes situaciones imputables a la PRESTADORA DE
SERVICIOS:
Incumplimiento o retraso reiterado en la entrega de los informes tcnico-comerciales, referidos
a la marcha del servicio elctrico.
Deficiencia reiterada en gestin comercial del servicio elctrico. Los indicadores de buena
eficiencia estn dados por baja morosidad, puntualidad en las rendiciones econmicas
mensuales al propietario, entrega de informes puntualmente, atencin rpida a los clientes,
puntualidad en el trabajo y horas de operacin de acuerdo a lo pactado.
Mal estado de las instalaciones, producto de un deficiente o inexistente mantenimiento
preventivo y/o correctivo. Estos pueden darse por falta de negligencia en el cumplimiento de
las labores de reparacin y mantenimiento, uso inadecuado de las herramientas y/o servicios,
y otras omisiones a favor de la buena marcha de la central.
Uso de los activos materia de la relacin contractual, con fines distintos a los estipulados en
el contrato.
Otras que signifiquen no concordancia con los fines perseguidos por la presente relacin
contractual.
Octavo
.- La COMITENTE no asumir ninguna responsabilidad adicional que la estipulada en el
Octavo.presente contrato; dentro de este contexto, no asumir ninguna obligacin por la eventual
ocurrencia de accidentes de trabajo del personal de la PRESTADORA DE SERVICIOS, con la cual
solo existe una relacin contractual de prestacin de servicios y no personales.
Sin embargo, en casos fortuitos (descargas elctricas, huaycos, etc.) LA EMPRESA solicitar
una reunin de emergencia a LA COMITENTE para dar solucin oportuna y definir
responsabilidades.
Conformes las partes, con todo lo estipulado, firmamos el presente documento en la localidad
de [insertar lugar, fecha y ao].

Cuando se ponga en peligro la seguridad de las personas o las propiedades por desperfectos
de las instalaciones involucradas. Estando ellas bajo administracin de LA EMPRESA, o sean
instalaciones internas de propiedad de EL CLIENTE (Art. 90 D.L. 25844).
Por mantenimiento de la infraestructura de generacin y/o distribucin.
SEXTA
LA EMPRESA proceder al reintegro a EL CLIENTE, cuando por falta de una adecuada medicin
o por error en el proceso de facturacin se considere importes distintos a los que correspondan
(Art. 92 D.L. 25844).
STIMA
LA EMPRESA podr variar transitoriamente las condiciones del suministro por causa de fuerza
mayor, estando obligado en tal caso a dar aviso al CLIENTE. LA EMPRESA, no se responsabiliza
por los desperfectos que puedan sufrir las instalaciones particulares, ni por daos y perjuicios
que puedan derivarse de dichas interrupciones.
OCTAVA
Cuando EL CLIENTE considere que el Servicio Pblico de Electricidad, que tiene contratado, no
se le otorga de acuerdo a lo estipulado en el Reglamento de Operacin y Funciones del Servicios
Elctrico en [indicar el lugar], y/o los aspectos relacionados con la instalacin, facturacin,
cobranza y otros que no fueren de su conformidad; podr presentar su reclamo a LA EMPRESA
acogindose a lo dispuesto en la Resolucin Directoral N 012/95-EM/DGE.
NOVENA
(Esta clusula se deber modificar de acuerdo al marco legal de cada pas)
Este contrato se rige por la Ley de Concesiones Elctricas, su Reglamento, Resoluciones
emitidas por la Comisin de Tarifas Elctricas; Ministerio de Energa y Minas; y supletoriamente
por el Cdigo Civil. Cualquier aspecto no contemplado en el presente contrato, ser tratado de
conformidad a los dispositivos legales antes mencionados, dando preferencia a la va de
negociacin directa.
DCIMA
La vigencia de Este contrato es de un ao, a partir de la suscripcin del mismo, siendo su
renovacin en forma automtica de no mediar observacin de alguna de las partes la que deber
formularse con una anticipacin de treinta das a la fecha de su vencimiento.
DCIMO PRIMERA
En el caso que EL CLIENTE transfiera bajo cualquier ttulo sus derechos reales sobre el
inmueble, el adquiriente para efectos del cumplimiento del contrato lo sustituir en forma
automtica en todos sus derechos y obligaciones.
Queda acordado entre las partes, el sometimiento de los contratantes a la jurisdiccin de los
jueces y tribunales de [insertar el nombre del lugar] a los cuales se sometern haciendo expresa
renuncia al fuero de su domicilio.
Las partes enteradas del contenido de este documento, lo aceptan como tal procediendo a

Presentacin
La Direccin General de Electricidad del
Ministerio de Energa y Minas se complace en
presentar con esta edicin, el texto actualizado
de la Ley de Concesiones Elctricas y su
Reglamento, a marzo de 2007.
Este marco normativo ha permitido llevar a
cabo una reforma cuyo balance es, sin duda,
positivo para el pas, toda vez que asegura
una oferta elctrica confiable, el
funcionamiento eficiente del Sistema y la
aplicacin de una tarifa para los consumidores
finales que considera el uso ptimo de los
recursos energticos disponibles.
La actual normativa del Sector Electricidad, ha
permitido al Per ingresar al Siglo XXI con un
Sistema Elctrico Interconectado Nacional y un
mercado listo para pasar a la siguiente etapa
de expansin, unindose a los sistemas
elctricos de los pases vecinos.
El Ministerio de Energa y Minas, como ente
rector del Sector Electricidad, ha asumido el
compromiso de continuar el perfeccionamiento
del marco normativo, a fin de que el mercado
elctrico sea atendido en forma eficiente y

TOMO IV
SISTEMA DE DISTRIBUCIN
INTRODUCCION
OBJETIVO
El objetivo del presente Tomo "Sistema de Distribucin" es el de establecer las
prescripciones consideradas necesarias para la seguridad de las personas frente a los
peligros que surjan de la Operacin y el Mantenimiento de las Instalaciones Elctricas
del Sistema de Distribucin.
Cumpliendo con dichas prescripciones y un mantenimiento apropiado, se logra una
instalacin libre de peligro, pero no necesariamente eficiente, conveniente o adecuado
para el buen servicio, o para la futura expansin del uso de la electricidad.
Asimismo no est destinado a ser un compendio de especificaciones para proyectos ni
un manual de instrucciones.
ALCANCES
En este Tomo se cubren los tpicos siguientes:
Definiciones. Se incluyen las definiciones de trminos y expresiones que son esenciales
para el uso adecuado de este Tomo. En el Tomo I se dan definiciones generales para los
diferentes Tomos del Cdigo.

AMBITO DE APLICACIN
El presente Tomo es de cumplimiento obligatorio por las Empresas de Servicio Pblico
de Electricidad, Empresas Privadas, Proyectistas, Montadores Electricistas, as como
por toda persona natural o jurdica relacionada con trabajos en instalaciones elctricas
del Sistema de Distribucin.
Corresponde a la Direccin General de Electricidad del Ministerio de Energa y Minas
la fiscalizacin de su estricta observancia.
Toda Autoridad Competente autorizada para aprobar proyectos y recepcionar obras e
instalaciones elctricas es responsable del cumplimiento de las prescripciones
establecidas en este Tomo, as como de decidir acerca de la aprobacin de equipos y
materiales y de conceder Permisos Especiales en el caso de que se propongan mtodos
alternos cuando se tenga la certeza que lograrn resultados equivalentes.
Los proyectos elctricos de cualquier naturaleza, debern ser firmados por un Ingeniero
Electricista o Mecnico Electricista colegiado.
