ORGANIZATIONAL SET-UP
CPRI - an overview
The Central Power Research Institute (CPRI) was established by the Government of India
in 1960, both in Bangalore & Bhopal, with its Headquarters in Bangalore. The Institute was
re-organised into an autonomous society in the year 1978 under the aegis of the Dept. of Power,
Ministry of Energy, Government of India. The main objectives of setting up the Institute was
for it to function as a National Power Research Organization for undertaking applied research
in electrical power engineering, besides functioning as an independent national testing and
certification authority for electrical equipment and components to ensure reliability in the
power system and to innovate and develop new products.
Objectives of CPRI
Technical
Provide necessary centralised research and testing facilities for evaluation of electrical
materials and performance of power equipment.
Act as an apex body for initiating and co-ordinating the R&D in the field of electric power.
Serve as a National Testing and Certification Authority for the purpose of certification of
rating and performance to ensure availability of equipment of adequate quality for use
under conditions prevalent in Indian Power Systems.
Evolve criteria for standards of various equipment for operation under Indian
conditions and effectively participate in formulation of national standard specifications.
Identify problems in the areas of basic and oriented basic research and arrange such
studies in national academic Institutions.
Co-ordinate R&D activities in the various State Electricity Boards and maintain liaison
with other Institutions engaged in research connected with power systems and / or power
equipment.
Collect information and maintain documentation in the field of power engineering and
prepare, print and publish any paper, periodical or report in furtherance of the objects of
the Society.
Establish, maintain and manage laboratories, workshops and other facilities for furthering
scientific and technological research and conduct experiments for exploiting the invention
or discoveries to the cause of power development in the country.
Enter into agreement with any enterprise or institutions or person or persons and

Invest the funds or money of the Society not immediately required in any securities or in
such manner as from time to time to be determined by the Governing Council.
Administrative
Establish and award research studentships, fellowships.
Retain or employ professional or technical advisors, consultants or workers to further the
object of the Society and to pay there of such honorarium, fees or remuneration as may be
thought expedient.
Negotiate and enter into contracts on behalf of the Society and vary or rescind such
contracts.
Create administrative, technical, ministerial and other posts under the Society and to
make appointments thereto in accordance with the rules and regulations of the Society.
Take appropriate measures for training and welfare of the employees.
Make rules and regulations and bye-laws for the conduct of the affairs of the Society
and to add, to amend, to vary or rescind them from time to time with the approval of the
Government of India.
Do all such other lawful acts, deeds or things as are incidental or conducive to the
attainment of any of the above objects.
Maintain a research and reference Library.
Management
The management of the institute vests in its Governing Council comprising members
representing different Ministries of the Government of India, Central Electricity Authority,
State Electricity Boards, Power Supply Utilities, Indian Electrical & Electronics Manufacturers
Association, and various other academic and R&D organizations of national importance in
the field of electric power engineering. The Secretary, Ministry of Power and Chairman,
Central Electricity Authority act as the President and Vice-President of the Governing Council
respectively, while the Director General of the institute acts as the Member-Secretary of the
Governing Council.
A standing committee under the Chairmanship of Member (Power Systems), Central
Electricity Authority with the Joint Secretary or Additional Secretary looking after CPRI in
MoP & Joint Secretary (Financial Advisor) from the Ministry of Power as Members and the
Director General as Member Convener takes decisions on behalf of the Governing Council
from time to time on administrative and financial matters. The composition of this committee
is described in Appendix - 1.

This division has facilities for carrying out R&D work and also for evaluation of all types of
capacitors, cables, cable accessories, motor and transformer insulation, and partial discharge
measurement of HV equipment conforming to relevant national and international standards.
Expertise is also available for diagnostic, RLA and LE (Life Extension) studies on electrical
equipment and for detailed investigations of specific problems related to Research and
Development in these areas.
The division has the following laboratories:
- Insulation Laboratory
Furan analysis interpret the condition of solid insulation in transformers. It has also developed
dielectric fluids based on Rapeseed oil.
Organizational Set-up
The Polymer Laboratory has well-experienced, technical personnel to advise the polymer
industries on setting up plants, process improvement, etc. Involved in R&D of polymeric
insulators for electrical equipment, this division undertakes consultancy work and sponsored
projects for different power utilities and manufacturing companies.
The Lubricating Oil Laboratory has been set up to meet the quality assessment needs of
industrial lubricating oils, turbine oils, etc.
Evaluation facilities like Cone Penetration, Drop Point, Oil Separation, Flash Point and Density
are also available for Greases, Petroleum Jelly, Cable Filling & Flooding Compounds.
Degree of Polymerization (DP) evaluation facility for solid insulation in power transformers is
also available.
Distribution Systems Division (DSD)
I mportant activities of the division relates to evaluation of check testing under the standards
and labeling programme of the Bureau of Energy Efficiency.
Earthquake Engineering & Vibration Research Centre (EVRC)
This Division is equipped with facilities for providing testing,
research and consultancy services in the area of seismic and
vibration qualification of instruments/ equipment for nuclear
power plants and other generating stations as per national
and international standards. In addition, this centre offers
consultancy services in checking the design adequacy of
structures/bridges and models for seismic qualification.
Organizational Set-up
- Direct testing facility up to 2500 MVA, 72.5 kV, 3-Phase and 1400 MVA, 245 kV, Single

- Synthetic testing facility for extra High Voltage Circuit Breakers rated up to 400 kV, 63 kA
- This laboratory is unique in this part of Asia and helps in evaluation of EHV equipment
installed in the major power transmission projects in the country

The Division boasts of a unique state-of-the-art communication protocol laboratory with facility
to test the energy meter and substantial communication equipment as per the IEC / MODBUS
/ DNP protocol standards. The Laboratory also offers consultancy on automation related to
Substations, Distribution, SCADA SMART GRID etc., to all major utilities in the country.
Units of CPRI
STATION II : The On-line Testing Station is drawing power up to 100 MVA from the MPSEB
Grid from the Chambal Substation through 132 kV three single phase circuit. The fault level of
132 kV Bus at Chambal Substation is 1900 MVA at 0.2 Power factor. This station mainly caters
to Short Circuit tests on Low Voltage Switchgears, Transformers and other allied equipment.
The Laboratory provides facilities for evaluation and certification of EHV circuit breakers,
power transformers, isolators, line (wave) traps, reactors, insulator strings etc., for performance
evaluation under short circuit and other abnormal conditions. A 100 MVA on-line Evaluation
Station is a special facility that enables evaluation and certification of LT and HV switchgear in
addition to the 1500 MVA short circuit alternator and Energy Meter Evaluation Laboratory. The
unit also hosts a Transformer Oil Evaluation Laboratory to conduct in-service oil evaluation.
Prior to and subsequent to the short circuit tests, a variety of tests are to be conducted as stipulated
by the standards. These are conducted at the following supplementary test Laboratories:

An experimental transmission line of 720 m length, divided into central suspension span of
360 m, and two dead end spans of 180 m each. There is facility to vary the conductor to tower
clearance, conductor to conductor clearances and conductor to ground clearance. This facilitates
the study of radio noise, audible noise corona loss etc.
Mock-Up Tower
The purpose of the Mock-up Tower is to carry out air insulation studies, between conductor
to tower and between conductor to conductor. The arrangement has provision to string two
conductor bundles between two dead end towers 80m apart with a Mockup Tower located in
between.
Pollution Test Chamber
The Pollution Test Chamber is one of the largest in the world with a diameter of 24 m and a
height of 27 m. Salt fog test can be conducted for insulators, bushings etc., up to 800 kV class.
Cascade Transformer
The Cascade Transformer, comprising two units rated 800 kV each (total rating is 1600 kV, 9600
kVA) is used for energizing the experimental line, pollution chamber and testing equipment.
The equipment has an extension unit which can generate oscillating switching surge impulse of
up to 2000 kV peak.
Impulse Generator
The Impulse Generator is used for switching impulse and lightning impulse tests on air gaps
and equipment insulation. The impulse generator rating is 5 MV, and 500 kJ with 25 stages and
a height of 23 m.

This Laboratory has the necessary infrastructure to simulate operating voltage conditions in
the range of 220 kV to 1200 kV on an experimental line. It is used to evaluate the suitability
and adaptability of UHV systems to Indian power systems taking into account the climatic,
environmental, ecological and biological conditions prevailing in our country. The facility can
evaluate corona loss, audible noise, radio and television interference, electric field etc., under
various voltage and climatic conditions. Besides, the Laboratory has the capacity to cater to
investigatory and evaluation of equipment rated up to 1200 kV class. This is a one of its kind
facility in this part of the world.
Organizational Set-up
This transformer oil evaluation facility, which conforms to IS 1866-2000, also caters to dissolved
gas analysis of transformer oil in power transformers. It is set up for internal assessment
of condition of transformers for the benefit of power utilities of the North Eastern Region.
RTL-Guwahati also acts as a liaison unit of CPRI with various customers in the region and coordinates the evaluation needs which are beyond its scope, but within the capabilities of CPRI
Bangalore and other units. The facilities available at the laboratory are also utilized for research
and development as well as consultancy activities.

In-house research projects serve to develop technology and expertise to cater to the future
needs of the power industry. These projects are proposed by CPRI scientists and engineers
after a careful analysis of the current technological capabilities and conditions prevailing in the
industry. The projects proposed by the scientists and engineers need to be approved by the
research committee, which is chaired by the Member (Planning), Central Electricity Authority.
During the year 2013-14, 15 projects were under progress and 08 projects were completed.

Realizing the importance of Research & Development, The Ministry of Power constituted a
Standing Committee on R&D to frame 15 years National Perspective Plan (NPP) for R&D in
Indian Power Sector. While formulating the National Perspective Plan, it is important to critically
review the growth of power sector, assess the existing R&D infrastructure in the country and
identify the crucial R&D needs for the power sector. All the key players like CEA, CPRI, NTPC,
POWERGRID, NHPC, NEEPCO, BBMB, DVC, NPTI, THDC, SJVNL, BHEL and IITs have participated
in this task and brought out R&D plan report.
The crucial R&D needs required to bridge the technology gaps in various subsections of
power sector (Generation, Transmission & Distribution), are identified and prioritized.
The R&D needs aim at either improving design of an individual plant component and/
or evolving cost efficient overall process. R&D needs also include taking advantage of the
advances in IT, electronics and communication to improve the control & instrumentation
system, data acquisition system and monitoring of system performance parameters. The major

Seismic Evaluation on Pressurized Piping Loops
This project was sponsored by Baba Atomic Research Centre (BARC), with an outlay of Rs.30.00
Lakhs. The project has reached successful conclusion after almost 2 years of research efforts.
Piping systems play a vital role in many applications, especially in nuclear power plants. The
piping systems are subjected to both static sustained loads such as pressure and to dynamic
loads such as earthquake. Typically, a piping system consists of straight pipes, elbows and tee
joints. These elbows and tee joints deform inelastically under the influence of large forces,
which could arise due to an earthquake. Although these plastic strains are usually low, they
can accumulate in one direction during the load-history. This phenomenon is known as cyclic
plasticity, progressive plastic deformation or ratcheting.
Dynamic behaviour of pressurized piping components (Elbow and Tee) under rising amplitude
seismic load is investigated experimentally. Fatigue or fatigue-ratcheting study of piping
components subjected to seismic loads is carried out at the Earthquake Engineering and
Vibration Research Centre, CPRI, Bangalore for predicting dynamic response. The ratcheting
strains at different locations of the components are measured till failure. The levels of base
excitation required to initiate ratcheting at different locations of the components are determined.

MoU between USTDA and CPRI was signed on 24th June, 2013 at New Delhi, regarding USTDA
offering a grant of USD 6,92,000 towards Technical Assistance for bringing out the blue print
for Smart Grid Test Bed at CPRI. The Co-operation includes Technical Assistance through
consultancy offer for preparation of Blue print for comprehensive requirement for setting up
Smart Grid Test Bed. A tender was floated and evaluation of offers from USA as consultants is
in progress.
BEE (Bureau of Energy Efficiency) has funded a project for capacity addition to Illumination
lab, Fan lab and Refrigerator test facility and establishment of Motor test facility at an out lay of
Rs.4.39 Crores. Procurement of Major Equipment associated these laboratories is in progress.

First-time Tests
The Temperature rise test was carried out on A Pantograph. A Pantograph (or pan) is an
apparatus mounted on the roof of an electrictrainortramto collect power through contact
with an overhead catenarywire. Typically a single wire is used, with the return current running
through the track.
The Pantograph is coupled for 30 minutes to a circuit equivalent to the vehicles nominal current
of 50A while standing still and directly afterwards for 30 seconds at the maximum current of
70A for the vehicle while standing still. The test was performed with a conductor whose cross
section is 90% of the cross section of a nominal contact wire.
The Temperature Rise Test on A Pantograph is done for the first time in the Heat Run Test
Laboratory, the Evaluation of Pantograph is done on the basis of Standard IEC 60494-1 and as
per customer requirement.

March 2014 for M/s. Radiall India Pvt. Ltd., Bangalore.

The project Augmentation of High Voltage test facilities at STDS, Bhopal under XI plan has been
successfully completed with the establishment of the Impulse Voltage Test facility for up to
400 kV class of equipments by March, 2014.
Construction of the EHV test laboratory building, the control and electrical room and the supply
substation along with development of adjoining area and roads are completed by first week of
March, 2014. The Impulse Generator System have been installed and commissioned successfully.
With the addition of this facility, lightning and switching impulse tests on switchgears,
transformers and other electrical equipments up to 400 kV rating, as per national and
international standards, will be feasible indigenously at CPRI, Bhopal. The Impulse test facilities
will provide better services to the switchgear and transformer manufacturers in particular and
also the power sector in general in central India, up to a voltage rating of 400 kV.
Intangible benefits are more by way of support to Indian Industries in design, development and
testing & certification. Thus, the facility results in saving of foreign exchange which is spent by
clients for testing abroad and also helps in earning back foreign exchange by undertaking such
work for foreign clients whose numbers are on the increase with time.

CPRI has developed comprehensive facilities for illumination research, measurements and
testing of equipment under the 11th Five Year Plan of Govt of India. The Inauguration of the
newly established Illumination lab was held on Friday, 30th August 2013. The laboratory
was inaugurated by Shri Pradeep Kumar Sinha, IAS, Secretary of Power, Govt. of India in
the presence of Shri B.N. Sharma, IAS, Joint Secretary, Ministry of Power, Shri Raj Pal, IES,
Economic Adviser, Ministry of Power and Shri. N. Murugesan, Director General of CPRI.
The Illumination Lab is well equipped for testing of different types of luminaires. Special
focus is on evaluation and qualification of LED luminaries as per LM 79 characteristics and
solar PV based lighting systems testing as per the MNRE guidelines. Also the laboratory is
equipped with facilities for testing of solar PV based inverters and UPS as per IEC 61683
standards and environmental testing as per IEC 60068 standards.
To harness the solar energy and supplement conventional power generation systems, the
solar PV power plants with grid tied systems are being installed in India. In these systems,
inverters play a major role in pumping the power into the grid. Inverters work by taking
the DC power from the source, such as an array of solar photo-voltaic modules (typically
250 to 600 V DC) and inverting it to AC power. According to working principle, there are
many different types of inverters, such as central inverters for wide power range from 1
kW to up to 600 kW or even more, string inverters and module inverters. Inverters are
based on microprocessor circuits, classic or RISC, and on power MOS or IGBT transistors.
Inverters of different technologies operate with wide variations in power quality and
efficiencies.

In order to test the compliance of grid tied inverter with international standards and also
to standardize the specifications, a test facility for solar / renewable based grid connected
inverters has been establishes in CPRI, in its Energy Efficiency & Renewable Energy
Division.
Using this facility performance of the inverters can be evaluated and tested as per MNRE
specifications/ IEC 61683.
Solar photo-voltaic (SPV) power is now cost competitive with conventional grid power
for many applications. Use of SPV power for water pumping in agriculture purpose is an
important application because of the issue of decentralized & distributed location of loads,
requirement of long distribution lines of the centralized grid and seasonal nature of loads.
Terrain, depth of water & geography of agriculture pump sets location show considerable
variation with regions. To cater to the requirement of testing of solar PV agriculture pump
sets under varying conditions, CPRI in its Energy Efficiency and Renewable Energy Division
is establishing a facility for testing of SPV powered AC/DC pumps of varying capacities.
Using this facility, performance of inverters and pumps can be tested as per MNRE
specification / IEC 62253.

will give better illumination than the conventional lamps.
The state-of-the-art testing equipment including lamp spheres for testing lumen output

Division, CPRI Bangalore.
The test parameters includes the relative spectral power distribution P(), chromaticity
coordinate, correlated color temperature, rendering index, peak wavelength, dominant
wavelength, average wavelength, spectral purity, luminous flux, radiant power, voltage,
current, power, power factor, harmonics etc. It includes the requirements of LM-79-08
photometric test standards.

A new test facility has been created for conducting the seal leak rate
test on Surge Arresters as per IEC 60099-4 standard and a commercial
test was successfully carried out.
CPRI has commissioned a new outdoor 1200 kV DC test system at UHV Research Laboratory,
Hyderabad. The HVDC test system, shown in figure, essentially comprises of two separate DC
sources giving positive and negative polarity voltages respectively. Each pole comprises of a two
stage DC generator with an integrated DC voltage measuring divider and earthing device. The
DC test system is suitable for feeding 720 m experimental transmission line with voltages up to
1200 kV DC individually or simultaneously. The DC test system is also intended for dielectric
and pollution tests on all equipment rated up to 800kV DC. The salient features of the outdoor

Kakrapar Project of Nuclear Power Corporation of India Ltd. The test was conducted as per

Special Consultancy Activities
Special consultancy for energy audit in thermal power plants to IOCL, NOIDA
1. Static Var Compensator (SVC) Sizing Validation for Muscat Steel Company, Oman
Studies have been carried out to evaluate the adequacy of a 50 MVAr SVC plus 45 MVAr
fixed capacitors proposed to be installed for compensating 30 MVA Electric Arc furnace
in the MUSCAT steel plant connected to Oman Electricity Transmission Company (OETC)
grid. The main objective of the study was to confirm the power quality parameters such as
power factor, flicker severity factor, voltage unbalance etc., as defined by OETC grid code.
2. Simulation of Cyber Attacks on SCADA Systems using RTDS for M/s CDAC, Bangalore
Studies have been carried out to simulate the cyber attacks on SCADA Systems using Real
Time Digital Simulator, with RTU connected in closed loop with RTDS. Salem substation is
modeled on RTDS with incoming and outgoing transmission lines and associated power
flows on them. The steady state power flows are matched with actual power flows at
Salem substation.
Closed loop working condition of SCADA system and RTDS is established by exchange of
signals such as power flows, bus voltages and frequencies from RTDS to RTU. Similarly
Breaker control signals are received from RTU to RTDS. Different Cyber Attacks are
simulated in the power system on RTDS. Man in the Middle sending directly command
to the breakers is simulated in the RTU and sent to RTDS. Impact analysis of the system
in response above mentioned actions have been studied and thereby validated few of the
RTU functionalities.
3. Stability Studies for M/s. PSTCL, Patiala
This Consultancy work involved performing Stability Studies for Punjab transmission
network for the Peak scenario of 2012 with perturbations in the interstate transmission
lines. Stability Studies were also carried out on the network identified for the proposed
Islanding Schemes by PSTCL.
4. Power System Study of AAP, Hindalco, Sambalpur
Feasibility studies have been carried out using PSS@E software for grid connectivity of
the upcoming generators (150 MW) of Aditya Aluminium Plant at 220 kV Budhipadar
substation of Odisha Transmission Grid. Recommendations based on the study results
carried out for various scenarios have been made to M/s Hindalco ensuring (a) import/
export of power to grid is within the contractual limits (b) Short circuit currents are well
within the capabilities of the existing switchgear.

5. Root Cause Analysis of Heating of NGR of BHS Complex for ONGC, Mumbai
Power Systems Division has taken up a study to analyze the heating of NGRs connected in
the neutral of the generators in the Offshore ( BHS Complex ) of ONGC, Mumbai. Harmonic
measurements were carried out at site and results analyzed to identify the root cause for
NGR heating.
6. Technical Audit of Works executed by PSTCL & PSPCL for PSERC, Chandigarh
Consultancy Activities
Power Systems Division has taken up the consultancy study of Technical Audit of State
Utility works for the first time The work was awarded by Punjab Electricity Regulatory
Commission and involved audit of the Transmission, Distribution, Generation, Load
dispatch works executed by Punjab State Transmission and Punjab State Power
Corporation Limited for the Year 2010-11, 2011-12 and 2012-13. The Audit also involved
studies for future Load Growth up to year 2017 and for various other scenarios involving
Power Evacuation of upcoming Generations up to end of year 2017.
Power system studies have been carried out for (a) validating the islanding imitating logics
and associated settings for effective islanding of the Delhi system from the grid following
an imminent system disturbance (b) dynamic performance of each of the islands formed,
for various operating scenarios such as peak, off-peak and normal operating scenario of
the Delhi power system.
8. Reactive Power Compensation studies for Delhi system for M/s Delhi Transco
Reactive Power compensation studies have been performed for the transmission and
distribution network of Delhi, for the peak, off-peak and normal operating scenario. As
part of the studies additional capacitor compensation required in the distribution network
DISCOM wise (five discoms) to maintain the voltage level within permissible limits have
been recommended.

Urban Subdivision. The study is successfully completed giving detailed report on the
benefits of scheme implementation.

Consultancy Activities
3. APCPDCL
Consultancy work for Smart Grid Pilot at Jeedimetla area of Hyderabad for APCPDL was
awarded to CPRI at a cost of Rs. 175.00 Lakhs. The initial Detailed Project Report was
prepared by CPRI based on which MoP had selected this as one of the 14 pilot projects.
The DPR was updated and the draft standard bid document (Request for Proposal)
incorporating the technical and general requirements were prepared for identification of
Smart Grid Implementing Agency.
4. Puducherry - Electricity Department (ED)
Electricity Department of Puducherrry awarded the SCADA / DMS consultancy to CPRI.
The project commenced in 2011 with the duration of 3 years. The site survey of the project
area was carried out and the detailed project report was prepared and approval by PFC.
The request for proposal has been prepared in consultation with ED of Puducherry and
the tender was floated for selection of SCADA Implementing Agency, the analysis of offers
received was under investigation during the year.
Uttar Pradesh Jal Vidyut Nigam has awarded the consultancy assignment for Rihand Hydro
Electric power station (RHEPS) automation at a cost of Rs.10.0 lakhs. The draft detailed
project report and standard bid document incorporating required features was submitted
based on several visits and discussions with RHEPS.
6. BIS Works
An expert committee consisting of Shri B.V. Raghavaiah & Dr. R.S. Shivkumara Aradhya
Additional Directors, CPRI and Shri P.S. Nagendra Rao, Professor, Deptt. of Electrical Engg.,
Indian Institute of Science, Bangalore investigated into the failure of 250 MVA, 15.75/400 kV
Generator Power transformer at Unit 7 of RTPS, Raichur and submitted its report to Karnataka
Power Corporation Ltd., Bangalore.
Materials Technology Division
1. Failure analysis of 40th stage moving blade No. 36 of 54 MW condensing LP turbine was
carried out for M/s. GMR Energy (P) Ltd., Kakinada. The failure was observed at the blade
forming end. Investigation included, visual inspection, fractography of the blade close
to lacing wire hole and analysis of vibration signature data. Photographs depicting the
location of failure are given below:

2. Investigation on the root cause for failure of dead end compression clamps connected to
the AAAC conductor in the 220 kV Boisvar Versova line of M/s Reliance Infrastructure
Limited, Dahanu Section, East Mumbai has been carried out.
Failure analysis of dead end compression clamps of 220 kV AAAC Conductor Line
The non-compressed region length implying main load bearing area was absent in the
failed clamp. The abnormally high hardness level of the clamp material with predominant
brittle fracture characteristics and the incidence of cracking of the clamp material are
suggestive of the fact that the material is not suitable for taking the required strain due to
wind and service load conditions. The crack generated in the highly stressed region, lead
to catastrophic failure in short cycles.
3. Performance Guarantee (PG) tests of Pulverizers / Mills of 500 MW Unit Nos.2 at Karnataka
Power Corporation Limited, Bellary Thermal Power Station, were carried out. This work
has been sponsored by BHEL, Ramachandrapuram, Hyderabad. Initially, the trial tests
were carried out for the mills to check the position of classifiers, ring rolls, tension of
springs, load settings etc. including air inlet temperature, differential pressure, mill current
& total air flow. The pulverized fuel sampling was also carried out using iso-kinetic rotary
sampling method to check for the fineness of the coal. Following this, the PG tests were
carried out. The mills were qualified as per the performance study norms.

4. Failure analysis of water wall tube of M/s. Sripathi Papers Limited, Sivakasi, Tamil Nadu
was carried out. The failed water wall tube has shown severe external erosion damage
including the fins on the tube surface. There is severe thinning near the failed location.
Consultancy Activities
5. Project to analyze the effect of silica and quartz on the Abrasion Index (Yancy, Geer and
Price -YGP) Index and Hard Groove Index (HGI) of coal from 13 different thermal power
stations throughout India as per BHEL scope of work. Coal samples have been collected
from different thermal power stations and analysis has been carried out.
6. Health Assessment of water wall tubes of 500 MW Boiler was undertaken for NTPC Tamil
Nadu Energy Company Limited, Chennai. The study has been carried out to identify the
damage mechanism caused the repeated failures in the system. The water wall tubes in the
boiler have been inspected during the forced outage period with the help of temporarily
erected sky climbers in the boiler up to 55 m height. The study helped to identify some
of the critical damage mechanism and suggested for comprehensive assessment by Low
Frequency Electromagnetic Testing (LFET) to assess the extent of internal corrosion
damage in water wall tubes.
7. Stress rupture / Creep tests (as per ASTM E 139) were carried out for DVC, Durgapur,
MPGCL, Sarni, NTPC, Unchahar, TTPS Tuticorin, Jindal Steel & Power to assess the creep
remaining life of boiler tubes.
8. Residual Life Assessment of 500 MW Boiler components was undertaken for NTPC
Rihand Thermal Power Station for Unit No. 3 & 4. The study covered in-situ oxide scale

9. Design and Development of Drop Tube Furnace System for NTPC-NETRA. This system is
used for studying the combustion behavior of pulverized coal samples and for assessing
the burnout efficiency, slagging and fouling behavior of the coals and combustion reaction
rates. The data obtained during the study shall be helpful in solving operational issues of
coal combustion in industrial boilers and also for making design changes for combustion
efficiency improvement. The design of the drop tube furnace system is complete. It is
proposed to fabricate the system and evaluate the same in CPRI and subsequently installed
at NTPC, Netra.
10. Comprehensive study of YGP and HGI Index of coals for BHEL, Hyderabad.
11. Corrosion Mapping of boiler water wall tubes in unit no.1 of 500 MW of M/s. Aravali Power
Company Private Limited, Jhajjar. The utility experienced frequent boiler tubes failure
at high heat flux zone in the furnace area leading to a no. of forced outages of the unit.
Interestingly, these riffle tubes were required to scanned for a total 30,000 meter lengths
of the tube within a specified time assigned by the utility. Based on the recommendations
for replacement of the defective tubes which has been carried out, and the boiler is now
running continuously without any further forced outages.

12. Corrosion Mapping of boiler water wall tubes using LFET technique was carried out at
M/s NSPCL CPP II, Rourkela (Unit # 2, 60 MW) by scanning 8100 meters running length.
The defective tubes were identified and replaced. Boiler is running now successfully.

13. Condition Assessment of Penstock at Sengulam Hydro Electric Power of M/s. Kerala State
Electricity Board. Based on the recommendations, rectification works have been carried
out and restored to service.

14. Study on the technical feasibility for utilization of bottom ash generated at M/s. Udupi
Power Corporation Ltd., Udupi, was taken up and value added products, viz., bricks,
blocks, interlocking pavers and kerbstones were successfully developed and evaluated.
The process technology has been provided to UPCL for commercial exploitation.
15. Studies for improvement of technology for manufacture of fly ash bricks at two
NTPC stations, M/s. NTPC, Dadri and M/s. NTPC, Vindhyachal. Activity 1 involving
comprehensive survey of the process of manufacture of fly ash bricks at the two stations
was completed.
16. Joint Inspection / testing of On-Line Coal Analyzer installed at M/s. Karnataka Power
Corporation Limited, Bellary Thermal Power Station has been carried out. The On-line
analyzer for raw coal is based on prompt gamma neutron activation analysis (PGNAA)
technique. This analyser was installed on the conveyor belt for continuously analyzing raw
coal samples. Based on the fine tuning of calibration, the analysis for Indian & Imported
coal were carried out and the results are found close to the laboratory analysis data.

held at the CWIEME International Exhibition at Bangalore International Exhibition Center

Switchgear & Controlgear Technology on 13th & 14th December 2013 at Hotel Courtyard
Marriott, Bhopal. The Chief Guest of the function was Shri V.S. Verma, Member, CERC,
Special Guest Shri Alok Gupta, Member MPERC, Guest of Honour Shri S.K. Negi MD, GETCO,
Shri S.R. Prasad, ED, BHEL, Bhopal & Shri Ashok Khanna, MD, C & S Electric. Shri N. Murugesan,
Director General, CPRI delivered the presidential address and Shri B.V. Raghavaiah, Additional
Director, CPRI welcomed the august gathering. More than 300 dignitaries and delegates from
Switchgear & Controlgear Manufacturers, Utilities, State DISCOMS, academic institutions and
PSUs, such as BHEL, PGCIL, NTPC, NHDC, NHPTL from all over the country participated in the
conference, apart from the delegates from Italy, Germany, Japan, Malaysia, Bangladesh and
the Middle East. Over 48 technical papers were presented by L&T, TAMCO Malaysia, BHEL,
Crompton Greaves, ABB, Siemens, UL India, GE, GETCO, Schneider Electric and CPRI. Director
General, CPRI felicitated the eminent switchgear experts from all over the country.
The chief guest Shri V.S. Verma, Member, CERC mentioned about the challenges being faced in
the field of Power Generation, Transmission & Distribution Sectors. He emphasized the need
to enhance CPRI testing facilities for the forthcoming requirements for the next 10 to 15 years.
The manufacturers expressed their concern that some of the utilities and DISCOMs are still
following the old specifications which have to be updated to meet the latest needs.
During the concluding session, the Director General, CPRI awarded 3 best papers each from
Industries and CPRI.

Participation in Exhibitions
GRIDTECH 2013:
CPRI participated in the 4th International GRIDTECH 2013 exhibition during 3rd to 5th
March 2013 organized by M/s Powergrid, with a stall, No 46 in hall 11 of the venue, Pragati
Maidan, showcasing the Research and Testing facilities and the recent additions to the
same. The stall was visited by members from industry, research organizations, government
and academia. There was keen interest from the industry in the new IEC 61439 facilities
at Bhopal and Bangalore. Several requests for contact in CPRI were attended to and
facilitated.
The visitors included customers like, Alsthom, Siemens, L&T, Lanco, Voltas, Applied
Materials India Pvt ltd. The interaction with the visitors was both technical and Commercial.
WETEX 2013:
Water, Energy, Technology & Environment Exhibition 2013 (WETEX) was organized by
Dubai Electricity and Water Authority at Dubai International Convention & Exhibition
Centre, Dubai, UAE from 15th 17th April 2013. The Institute participated in WETEX 2013
Exhibition for third time, with the intension of enhancement of CPRI brand equity abroad
and growth in foreign exchange earnings from expanded clientele. CPRI delegation was
led by Sri K L Sharma, Deputy Secretary (T&R), Ministry of Power, New Delhi comprising
of two officers of the Institute viz. Sri R S Kamalakar, Joint Director, CPRI, Bangalore and
Sri Anupam Awasthi, Joint Director, STDS-CPRI, Bhopal, who were deputed for 3 Days
Expo at Dubai.
The exhibition was inaugurated by His Highness H H Sheikh Mohammed bin Rashid Al

RENERGY 2013:
CPRI was an Associate Sponsor for the event RENERGY - 2013 held at Chennai, organised
by Tamilnadu Energy Development Agency (TEDA), and participated in the exhibition by
displaying its state-of-the-art unique facilities and expertise in the stall covering Research,
Testing & Certification, and Training activities relating to Solar energy.
The exhibition had about 160 stalls displaying their products relating to renewable
energy. Organisations like Tata BP Solar, Synergy, Schneider Electric, GE Power, SU-KAM,
L&T Construction exhibited their products. The exhibition had a good response from
the industry and CPRI stall attracted many visitors who enquired about various services
offered by the Institute.
CPRI participated in SOLARCON India 2013 Exhibition organised by SEMI Tech Services
India Pvt Ltd, Bangalore at KTPO Exhibition Complex, Bangalore from 1st to 3rd August 2013.
The exhibition focused on PV manufacturing, production and technology. The exhibition
displayed latest updates in solar technology and attracted equipment suppliers, cell and
module manufacturers, academia and research organizations.
CPRI displayed its state-of-the-art Research, Testing and Training relating to solar activities.
The exhibition had about 65 stalls displaying their products relating to renewable energy.

(India), Tamilnadu State Centre was held at Hotel Leela Palace, Chennai during 20th - 22nd

MoU with KSEB
Central Power Research Institute (CPRI) signed a MoU with Kerala State Electricity Board (KSEB),
Kerala on 6th January 2014 for offering consultancy services of Vendor assessment, Third party
inspection services and sizing of technical specification for Power equipment. The MoU was
signed by Shri Sivasankar, IAS, Chairman, KSEB and Shri N. Murugesan, Director General, CPRI
in the presence of Shri Aryadan Mohammed, Minister of Power, Govt. of Kerala.

CPRI has entered into MoU with BEE for conducting check testing and second check testing
for star labelled products registered under standards and labelling scheme (Air-conditioner,
Refrigerator, Ceiling Fans, Transformer TFL) on 25th October 2013.
MoU between USTDA and CPRI was signed on 24th June 2013 at New Delhi regarding USTDA
offering a grant of US $6,92,000 towards Technical Assistance for bringing out the blue print
for Smart Grid Test Bed at CPRI. The purpose of this technical assistance was to identify a US
consultant through which the blue print for comprehensive requirement for setting up a Smart
Grid Test Bed is to be obtained. To meet this end, RFP giving the Terms of Reference was floated
through USTDA on 29th January 2014. 10 offers were received, out of which 1 offer was received
after the due date. Hence, 9 offers are considered for evaluation. The process of evaluating the
offers has begun.

The meeting of the IEEMA Sectional Committee on Conductors was held in CPRI, Bangalore
on 3rd August 2013. The meeting was attended by Senior Members of CPRI and IEEMA
members belonging to the conductor industry. CPRI made a detailed presentation on
Conductor testing facilities.
Promotional Activities
to review of ongoing projects viz., design and development of drop tube reactor, study
for improvement of technology for manufacturing of fly-ash bricks at NTPC Stations, and
discussions on smart grid, renewable energy testing and research on battery storage and
also future joint initiatives, on 24th July 2013.

The Training Division has successfully conducted Karnataka State-Level Painting Competition
amongst the school students as a part of the National campaign on Energy Conservation by the
Ministry of Power, Govt. of India.
In this connection, the State Level Painting Competition on Energy Conservation was conducted
on 12th November 2013 for Category-A and Category-B students. In each category, 3 First prizes
and 10 Consolation prizes were awarded by Shri Mohammad Mohsin, IAS, Commissioner
Department of Public Instruction, Govt. of Karnataka, who was the Chief Guest on this occasion.
During the National Level Painting Competition held on 12th December 2013 at New Delhi, one
of the students from Karnataka was awarded the Third prize by the President of India and one
each student from Category A & B were awarded the consolation prizes.

- Training and upgradation of technical skills of personnel from utilities / companies in the
power sector
CPRI is continually setting new standards in training and continuing education from basic
theoretical studies to practical hands-on training in electrical equipment. Training programmes
and courses conducted by CPRI have made a substantial impact on the level of training and
education in Indias electricity utilities, manufacturing companies, and transmission and
distribution companies. By upgrading the occupational skills of technical workers, our training
courses have helped a lot of engineers and technicians working in the field of electric power
to improve their performance. They have also helped improve the overall efficiency and
competitiveness of the Indian Industry as a whole. The year 2013-14 was eventful with the
institute organizing many programmes as part of its objective of Employee Empowerment
through training for the benefits of Power Utilities of the country.

CAPITAL PROJECTS
CAPITAL PROJECTS
As the Power sector of the country is expanding, additional power capacity is being added and
an addition of 78,000 MW Capacity is planned in the Twelfth Five-Year Plan. This demand for
additional power calls for installation of additional equipment for generation, transmission
and distribution of power. Additional equipment, in turn, bring in need for augmenting testing
facilities. During the XI Five-Year Plan itself, the MoP, GOI approved several projects to enhance
the research and testing facilities at CPRI. Some of the projects are spilled over to XII Plan. The
summary of XII Plan projects of CPRI is given below:
XII Plan Proposals
CPRI has been earmarked with Rs.1368.90 Crores by MoP, Govt. of India as Govt. Budgetary
Support during 12th Plan period (2012-2017). One project titled Upgradation of Energy
Meter, Impulse current generator facilities at Bangalore and Setting up of type test facility for
Instrument Transformers at UHVRL, Hyderabad has been taken up.
This project with an outlay of Rs.12.71 Crores, is for setting up Instrument Transformer facility
at UHVRL, Hyderabad and Augmentation of Energy Meter & Current Generator (HV Lab),
Bangalore. The project is completed.
A second project namely, Augmentation Project under XII plan, at a total cost of Rs.105.90 crore
is approved and is under implementation from March 2014.
The proposals which are awaiting approval from Govt of India and to be taken up during the
12th Plan period are:

In order to upgrade the testing facilities to meet future requirements at High Voltage Laboratory,
Hyderabad, the following facilities were envisaged to be established under this project:
- An indoor lab for the Wet Power Frequency Test Corona and Radio Interference
Measurements up to 1200 kV AC
- A HVDC test setup for 800 kV DC studies
- Facilities for 800 kV isolator tests

The womens cell looks after the welfare of the women employees, facilitates redressal of their
grievances and caters to the issues concerning them. The cell also conducts a survey within
the organization to collect suggestions / recommendations from women on issues concerning
them so that appropriate action can be taken to help them. The womens cell also reviews
various schemes and programmes of the Institute to ensure that wherever possible, womens
development is promoted through these schemes / programmes. The womens cell not only
promotes all round development of women employees of the Institute but also helps dependent
female children of employees through informal / adult education, health care, family care,
general assistance, training to improve skill sets to list a few.
The womens cell is also managing the crche, in the CPRI colony and prescribes necessary
guidelines for its smooth functioning. Presently, some children are benefited by this facility.
Womens cell took initiative to procure books on contract laws, protection of women from
domestic violence, general law and related books to make women more aware of their rights.

The vigilance activities of the institute are looked after by a part-time Chief Vigilance Officer
(CVO), Dr. H. N. Nagamani, Joint Director, who has been appointed on the approval of the
Chief Vigilance Commission. The CVO reports to Director General, CPRI and is assisted by the
Administration Section of the Institute.
Vigilance Vision of CPRI is preventive over punitive actions, to enforce meaningful, workable
and objective systems / procedures, to develop trust and transparency in all transactions, to
prevent financial or other losses due to any malpractices, to promote pride and self-esteem of
the Organization and its employees and time bound action in all spheres of activities.
Liaison Officer for SC / ST & PWD Welfare Activities
Shri D. Revanna, Joint Director and Shri M. Janardhana, Joint Director served as Liaison Officers
for OBC and SC / ST & PWD categories respectively, in CPRI during the year 2013-14. The 122nd
Birth Anniversary of Dr. B.R. Ambedkar was formally celebrated on 14th April 2013.
In addition, the Director General, Shri N.Murugesan along with Liaison Officers addressed the
grievances of SC / ST & PWD and OBC employees and also reviewed the welfare measures taken
up by CPRI.

The main function of 122nd Birth Anniversary of Dr. B.R. Ambedkar was celebrated on 9th
October 2013. The Chief Guest of this function was Prof. S.G. Siddaramaiah, who is a renowned
Kannada writer delivered a talk on Dr. B.R. Ambedkar. Shri N. Murugesan, Director General,
CPRI presided over the function. On this august occasion, the Management of CPRI distributed
Dr. B.R. Ambedkar Merit Awards to the children of CPRI employees who topped in the 10th & 12th
Standard examinations under different schemes during the year 2012-13.

Category
CPRI Library and Information Centre is a special Technical Library in the field of power
engineering. The Centre serves the employees and the clients of the Institute by providing books
and other documents for reference.
Publications acquired during the year
The special Technical Library has 33,519 books. 781 books and other publications were added
during the year. Around 66 journals were subscribed during the year. Out of 66 journals, 30 are
foreign journals, 38 are Indian journals (all of which are technical reference publications) and 4
are Hindi journals. 91 International Standards and 2 Indian Standards were downloaded during
this period. The Library and Information Centre also subscribes to the IEEE Explore Digital
Library for downloading articles.
Services
Library and Information Centre continued to upload the article Indexing of IEEE Journals
procured during the year. The Library and Information Centre gives services to other units
of CPRI through Virtual Private Network (VPN). The Library and Information Centre educates

readers on the use of WEB OPAC, access to CD / DVD Server and Digital Library and Knowledge
Management Systems.

The Library and Information Centre has been entrusted with the publication of the Journal of
CPRI since 2009. It started publishing of 4 issues from 2012, and copies were dispatched to
subscribers, authors, CPRI divisions in Bangalore unit etc., 206 firms have subscribed to the
Journal of CPRI during 2013. There is an increase of 131 subscriptions for the journal during
2013.
Deputation of CPRI Officers Overseas
The officers of CPRI were deputed to attend various overseas assignments such as Short Circuit
Testing, Liaison Meetings, UNIDO Board Meeting, Pre-dispatch Inspection for Quality Clearance,

CPRI News - the quarterly magazine published by CPRI, Bangalore, was adjudged as the
Best News Letter by TOLIC , Bangalore. The award was given during the Town Official
Language Implementation Committees meeting held at CSIR - NAL, Bangalore on 11th
December 2013.

With the aim of promoting Official Language, various programs were organized in the Institute
throughout the year. To popularize the use of Hindi and to increase the interest of the employees,
various workshops were organized.
1. Health Seminar:
With a view to encourage speaking in Hindi among the employees and to help them shed
away their hesitation, Expression Development Workshops are being organized regularly.
1. An expression development workshop in Hindi was organized on 11th December, 2013 at
4.30 p.m.

An expression development workshop in Hindi was organized on 28th February
2014 on Effects of Ozone . All the participants expressed their ideas and every one
participated with great enthusiasm.
3. Organizing Table Workshop:
b. A Table workshop was conducted for Materials Technology Division on 31st May, 2013.
All the officers and employees of the division were briefed about the Official Language
Rules and Policies. They were informed about the link in Intranet where in all the
forms are made available in bilingual. Information regarding how to open and fill these
forms were also given. It was stressed to display only bilingual boards in the division.
Training on using Unicode on computer practically was given. Also, practice was given
on working in Hindi. Five Officers and four employees participated in the programme.
For the first time, a Special Orientation Programme for all the Hindi Translators and Typists
of Central Government offices situated at Bangalore was organized in the Institute on 10th
February 2014. The programme was made interesting by dividing it into four sessions.
Around 80 participants from different organizations took part in the programme and it
was well appreciated by one and all.
In order to promote the usage of Hindi more and more, Hindi month was observed during
September and Hindi Divas was celebrated on 25th September 2013. Hindi month was started
from 2nd September. Under this, 10 competitions were organized which were conducted
separately for employees who are proficient and non proficient in Hindi. The competitions
organized were Vocabulary, Extempore Speech, Essay competition, Cross word puzzle, What
does the Picture speaks, Conversation, Songs, Quiz and Technical Articles. Three prizes were
awarded in each competition.

Hindi Divas:
Hindi Divas was celebrated in the Institute on Wednesday, 25th September 2013 at Silver Jubilee
Auditorium between 3.45 p.m and 6.45 p.m. Shri N. Murugesan, Director General presided

Chief guest distributed the prizes for the winners of Annual Technical Articles competition for
the year 2012 - 13. He also distributed prizes to the winners of various Incentive schemes and
also to the winners of various competitions organized during Hindi Month.
Publications:
1. CPRI News: The quarterly Journal of the Institute CPRI News is being brought out in
bilingual.
2. Publication of the Annual Report: The Annual Report of the Institute is being published
in bilingual every year. Annual Report for the year 2012-13 was published in English and
Hindi separately.
3. Rajbhasha Samachar: First edition of the Rajbhasha Samachar containing the details of
activities regarding Official Language was brought out.
1. Shri Sriraman, Deputy Secretary (Admn), Ministry of Power inspected the Institute on
2nd September 2013 from 10.00 a.m. onwards. Information regarding the Official Language
activities of the Institute was provided to them in presence of all the members of Official
Language Implementation Committee.

2. Noida and Hyderabad units of CPRI were inspected respectively on 3rd March 2014 and
5th March 2014 by Ministry of Power. All information required for the inspection was
provided by the head office. Several points were discussed during the inspection and
some topics were appreciated and some tips were given for better implementation of the
Official Language Policy.
Various incentive schemes are in vogue in the institute Viz Noting and drafting , Hindi Typing,
Hindi Dictation and presentation of Technical Articles. Prizes under these are distributed every
year on the occasion of Hindi Divas.
Facilities Provided:
a) Leap Office, the multilingual software has been installed in the server, so that all
computers connected to LAN have the facility of working in Hindi. Unicode is being
activated and training is also being given to all the officers / employees to work in Unicode.
All the officers/ employees of CPRI are able to work in Hindi Unicode on computers.
b) Learn A Word A Day Scheme:
1. A Hindi word with its English and Kannada equivalent is being displayed in Gyan Shakti
and sent through e- mail also.
2. A new Hindi word with English and Kannada meaning(s) are displayed on the white
board put up at the Main Gate and entrance of Head Office.
Ten Hindi words with their equivalent are released every month and all are requested to
use the same in daily work.
d) English - Hindi Phrases printing on Folders:
The folders used in the Institute contains 40 English - Hindi Phrases and 40 English Hindi Synonyms so that every employee who does desk work can easily access Hindi
words and phrases .
e) Supply of Forms:
Hindi/ Hindi- Kannada Hindi-English forms used in the Institute are uploaded in Gyan
Shakti.
f) Website:
In accordance with the Official Language Policy of the Government of India, institutions
website is available in Hindi, which is updated periodically.
g) Compliance of Official Language Policy: Section 3(3) of Official Language Act is in full
compliance. All office orders, circulars, reports are issued in bilingual.

Our responsibility is to express an opinion on these financial statements based on our audit.
We conducted our audit in accordance with the Standards on Auditing issued by the Institute
of Chartered Accountants of India. Those Standards require that we comply with ethical
requirements and plan and perform the audit to obtain reasonable assurance about whether
the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and
disclosures in the financial statements. The procedures selected depend on the auditors
judgment, including the assessment of the risks of material misstatement of the financial
statements, whether due to fraud or error. In making those risk assessments, the auditor
considers internal control relevant to the Institutes preparation and fair presentation of
the financial statements in order to design audit procedures that are appropriate in the
circumstances, but not for the purpose of expressing an opinion on the effectiveness of the
Institutes internal control . An audit also includes evaluating the appropriateness of accounting
policies and the reasonableness of the accounting estimates made by management, as well as
evaluating the overall presentation of the financial statements.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide a
basis for our qualified audit opinion.
Basis for Qualified Opinion
Appendices
a. As disclosed in Note 4 of Schedule 17, the estimated liability of gratuity, pension and leave
encashment as per the actuarial valuation as on 31.03.2012 is Rs.391.05 Crores. The value
of the funds as on March 31st, 2014 created by the Institute to meet these liabilities is
Rs.349.37 Crores. The provision towards these liabilities are not fully provided and since
the actuarial valuation as at 31.03.2014 is not available, the impact of the same on the
Statement of Affairs and the Surplus generated during the year is not ascertained.
b. The Institute carries long outstanding balances of Sundry Debtors, the review of the same
to identify doubtful debts and creation of appropriate provision towards doubtful debts
is not yet completed and consequently the provision for doubtful debts is not provided in
the books of accounts.
c. As disclosed in Note 2 of Schedule 16, the Institute follows the accounting policy of
capitalizing the assets purchased out of non plan fund at Rs. 1.00 and charging the balance
amount to the Income and Expenditure account. As referred to in Note 1 of Schedule
17, the amount of such assets charged off is Rs.156.41 lakhs during the year. The said
accounting policy is not in accordance with the Accounting Standard 10 Accounting for
Fixed Assets issued by the Institute of Chartered Accountants of India.
d. As referred to in Note No 1 under Schedule 17, the Institute has transferred Rs. 253.95
lakh of revenue / capital expenditure to the Maintenance, Repairs and Obsolescence
Fund without routing the expenditure through Income and Expenditure Account. Further
the interest of Rs. 78.88 lakh earned on investments earmarked for the said fund is not
credited to Income and Expenditure account. The said practice is not as per the Generally
Accepted Accounting Principles.
e. An amount of Rs.96.60 Lakhs receivable grouped in the Schedule 5 under Sponsored
Scheme Deposit is long outstanding and doubtful of recovery. No provision has been made
towards the same.
f. The balance of Sundry Debtors Rs.3339.88 Lakhs under Schedule 8 and the amount of
Rs.2987.08 Lakhs of Deposits received from the clients under Schedule 5 are not confirmed
and are under reconciliation.
Qualified Opinion
In our opinion and to the best of our information and according to the explanations given
to us, except for the possible effects of the matter described in the Basis for Qualified
Opinion paragraph, the financial statements give a true and fair view in conformity with the
accounting principles generally accepted in India:
(a) In the case of the Balance Sheet, of the state of affairs of the Institute as at March 31, 2014;
and
(b) In the case of Income and Expenditure Account, of the Excess of Income over Expenditure
for the year ended on that date and
(c) In case of Receipts and Payment statement, of the cash flows for the year ended on that
date.

Emphasis of Matter
As referred to in Note No 5 of Schedule 17, the Institute has claimed exemption under section
10(21) in the Income Tax Returns, the same is not completely accepted by the Income Tax

accepted by Commissioner of Income Tax (Appeals), however the Income Tax department has
appealed against the orders of CIT (A). Pending completion of assessment / appeals, provision
for income tax has not been made.

Significant Accounting Policies attached to and forming part of Accounts for the year ended
31st March 2014
Background: - The Institute, an autonomous body under Govt. of India, Ministry of Power incorporated through a resolution vide No.33 (14)/74-Policy: dated 21/10/1974 is totally focused on Power Research. The Institute has been recognized by Ministry of Science & Technology as an S&T Institution. The Institute has been further recognized as Scientific and Industrial
Research Organization by Government of India, Ministry of Science and Technology vide their
letter No. 11/68/88-TU-V, dated 27/03/2014 and valid up to 31.03.2017. The Institute as a legal entity is registered with the Registrar of Societies. The basic objectives of the Institute is to
serve as a National Testing & Certification Authority and act as an apex body for initiating and
coordinating Research and Development in the field of electric power. The Government of India
is supporting the activities through grants. Additionally, the Institute is generating revenue for
regular maintenance through test fees and professional services rendered to Government organizations/Electricity Boards/Commercial organizations etc.

Method of Accounting:
The financial statements have been prepared to comply with the Generally Accepted
Accounting Principles. The financial statements have been prepared under the historical
cost convention on an accrual basis. The accounting policies have been consistently
applied by the Institute and except for the changes in accounting policy discussed more
fully below, are consistent with those used in the previous year.

Fixed Assets:
Fixed assets are stated at cost. Cost comprises the purchase price and any attributable
cost of bringing the asset to its working condition for its intended use. Financing costs
relating to acquisition of fixed assets are also included to the extent they relate to the
period till such assets are ready to be put to use.
The Grants are contribution by Govt. of India towards total capital outlay of Projects and
no repayment of the same is ordinarily expected. Fixed assets acquired under Capital
Projects, R & D Plan, Sponsored Schemes and loans are stated at their original cost of
acquisition. The funds provided for acquisition of these Fixed Assets under Grant-in-Aid
from Government of India / other Agencies are exhibited as Capital Reserve.
Fixed Assets acquired out of Non Plan funds are capitalized @ `1-00 per asset and the
balance amount is charged to Income & Expenditure account.
The Institute is a non-profit organization and therefore depreciation on assets capitalized
was not provided in the accounts up to 2006-07. However, as per the decision of the
Governing Council (G.C), the Depreciation was provided on the new Schemes from 200708 as per the rates provided in the Income Tax Rules, 1962 on written down value basis.
Further, the G.C in its meeting held on 16th Nov 2009, instructed the Institute to provide
depreciation from the financial year 2009-10 on all assets and the Government of India
vide No.4/11/2009-T&R dated 30-03-2010 directed to provide depreciation every year
by a charge to the Income & Expenditure Account on Straight line method basis.
Accordingly, the depreciation has been provided from 2009-10 on Straight line method as
per the rates determined by the Management (based on the useful life of the assets) on all
the assets and the total depreciation not provided for upto 31st March 2014 is of the order
of `245,28,40,302-00.
Capital work-in-progress includes expenditure on Civil Works of projects, which have not
been completed as at the end of the year.

(a) Defined Contribution Plan: Contribution to New Pension Scheme are accrued
in accordance with applicable statute and managed as per Government rules and
regulations.
(b) Defined Benefit Plan: The liability towards retirement benefits like Pension, Gratuity
and Leave Encashment are ascertained on the basis of Projected Unit Credit Method
with actuarial valuation and provided in the books of accounts.
(ii) Short term employment benefits: The undiscounted amount of short term employee
benefits expected to be paid in exchange for services rendered by employees is
recognized during the period when the employee renders services. These benefits
include compensated absence and other incentives.

Notes on Accounts & Contingent Liability attached to and forming part of Accounts for the
year ended 31st March 2014.
1. Fixed Assets and Depreciation: - Upto 2002-03, the Institute capitalized all costs relating
to the acquisition and installation of all fixed assets. From the year 2002-03 onwards, the
Institute has changed its policy for accounting capital assets as under
All assets acquired under Capital Projects, R&D Plan, Sponsored Schemes, RSOP
Schemes are capitalized with all costs relating to their acquisition.
Appendices
All assets acquired-out of Non-Plan (Revenue) expenditure of the Institute are charged
off to the Income & Expenditure account during the year. The value of such assets is
`156.41 lakhs for 2013-14 (`108.01 lakhs for the previous year). Total value of assets
charged off from 2002-03 till now, is `1455.20 lakhs.
2. Government Grant: - Grant received from the Government of India and other organizations
towards specific projects are shown as capital/sponsored grants. The Institute confirms
compliance of all the conditions of the grant. The Institute consistently has followed the
procedure of showing the assets procured from such grants under the Fixed Assets.
3. In accordance with the approval of Government of India, Ministry of Power vide letter
No. 5/18/2007- T&R dated 16-01-2012, an amount of `1,487.50 lakhs was paid towards
initial equity contribution in M/s National High Power Test Laboratory Pvt Ltd., New Delhi,
a Joint Venture Company of 5 equity partners viz., NTPC, NHPC, POWERGRID, DVC &
C.P.R.I. The total equity share of C.P.R.I. would be `2,400.00 lakhs being 1/5th equal share
of the total equity capital of `12,000.00 lakhs, equally shared by all the 5 equity partners.
1,48,75,000 shares of `10.00 each for total amount of `1,487.50 lakhs was allotted and
Share Certificates have been issued to C.P.R.I.
4. Retirement Benefits: - The liability on account of Pension, Gratuity etc., was evaluated as
on 31.03.2012 through actuarial evaluators M/s. Hewitt Associates (India) Pvt. Ltd., and
the liability has been estimated at `39,104.96 lakhs. The Governing Council at its meeting
held on 17.10.2007, directed for meeting the liability from internal resources/charging to
Income & Expenditure Account. Accordingly, a sum of `5,600.00 lakhs has been charged
to Income & Expenditure Account during the current year, corresponding investments
will be made during the financial year 2014-15.

(b) A demand was also made on the Institute for the Assessment Year 2005-06 for payment
of Income Tax of Rs. 93.47 lakh. Since the Institute appealed before the Commissioner
of Income tax (Appeals) (CIT-A) against the impugned order, the IT Dept. insisted on
payment of 50% pending the disposal of the appeal. Against 50% demand of Rs. 46.73
lakh, the Income Tax department vide letter dated 19th March 2008, had adjusted the
TDS refund of Rs.23.05 lakh pertaining to AY 2006-07 and the balance of Rs.23.68 lakh
was paid by the Institute under protest. The amount of Rs.23.68 lakhs was refunded
by IT Dept., during the financial year 2010-11. The appeal before CIT-A was decided
in favour of the Institute and the Department filed Appeal in the Tribunal against
the Orders of CIT-A. The appeal was dismissed by the Honorable IT Tribunal on the
grounds of non-obtaining of clearance of the Committee on Disputes (COD) subject to
approaching the Tribunal whenever the same is obtained. The Income tax department
had filed Miscellaneous Petition before the ITAT recalling the Order of the Tribunal
based on the judgement of Honble Supreme Court in the case of Electronics Corporation
of India Ltd. V.UOI and the Miscellaneous Petition was allowed vide ITAT Order dated
30.11.2012. The case is pending before ITAT for adjudication.
(c) Similarly, in respect of Assessment Years 2001-02, 2002-03, 2003-04 and 2006-07,
the Department had served the Demand Notices dated 12.12.2008 for payment of
Rs. 1154.61 lakh. In respect of these demands, the Institute filed an appeal and the
CIT-A upheld the contention of the Institute. The Department refunded Rupees One
Crore paid as deposit on insistence against the pending demands during 2009-10.
The Department subsequently filed appeal in the Tribunal which was also dismissed
by the honorable Tribunal on similar grounds of non- obtaining of COD clearance. The
Income tax department had filed Miscellaneous Petitions before the ITAT recalling
the Order of the Tribunal based on the judgement of Honble Supreme Court in the
case of Electronics Corporation of India Ltd. V.UOI and the Miscellaneous Petitions
were allowed vide ITAT Order dated 22.3.2013. The cases are pending before ITAT for
adjudication.
(d) Further, the Assessment Order dated 30.11.2006 for the Assessment Year 2004-05
states that the taxable income is NIL and the income returned, thus exempting the
income under section 10(21) of the Income tax Act. Subsequently, on fresh assessment
for Assessment Year 2004-05, the Assessment Order dated 30.12.2009 exempted
the income of the Institute u/s 10(21) subject to modification, depending upon the
outcome of the appeal in the ITAT based on an undertaking given by Institute.
(e) For the Assessment Year 2007-08, the Assessing Officer has passed the Assessment
Order giving full exemption. However, the Director I.T.(Exemptions) has passed an
Order for fresh Assessment vide Order dated 28-02-2011. The Assessment Proceedings
for AY 2007-08 was reopened by Director of IT (Exemptions), Bangalore by disallowing
provision for MRO Fund for Rs.350.00 lakh and has demanded payment of tax for Rs.
1,35,44,514.00 vide Assessment Order dated 13.9.2011. The Income Tax department
had adjusted the TDS refund of Rs. 1,35,44,514.00 pertaining to AY 2011-12. The
Institute has appealed against this impugned Order before the CIT (A) on 04-10-2011.
The appeal before CIT-A was decided in favour of the Institute on 12.09.2013 and the
Department filed Appeal in the Tribunal against the Orders of CIT-A on 07.03.2014.
The case is pending before ITAT for adjudication.
Appendices
(f) For the Assessment Year 2008-09, the Assessing Officer has passed an Assessment
Order dated 30.11.2010 by exempting the income of the Institute u/s 10(21) subject
to modification, depending upon the outcome of the appeal in the ITAT based on an
undertaking given by the Institute.
(g) The Assessment Order dated 22.12.2011 was issued by the Asst. Director of IT(E),
Bangalore demanding payment of tax for Rs. 80,78,000/- in respect of AY 2009-10.
The Income Tax department had adjusted the TDS refund of Rs. 80,78,000/- pertaining
to AY 2011-12. The Institute has appealed against this impugned Order before the
Commissioner of IT (Appeals)-V on 16.1.2012, which is also pending for disposal.
(h) For the Assessment Year 2010-11, a refund of Rs. 134.33 lakh (inclusive of interest)
has been received for the Original Return filed. However, the scrutiny proceedings
were done and a demand for payment of Income tax for Rs.9,36,74,128.00 was sent
vide Order dated 18.3.2013.
The Institute has appealed against this impugned Order before the Commissioner of IT
(Appeals)-V on 19.04.2013, which is pending for disposal. The Income Tax department
had adjusted the TDS refund of Rs.4,45,35,110/- pertaining to AY 2012-13.
(i) For the Assessment Year 2011-12, The Assessment Order dated 10.03.2014 was
issued by the Deputy Director of IT(E), Bangalore demanding payment of tax for Rs.
10,10,21,397/- . The Institute has appealed against this impugned Order before the
Commissioner of IT (Appeals)-V on 28.03.2014.

6. Contingent Liabilities:
(a) On account of Letter of Credit opened and remaining to be honored NIL (excepting
Letter of credits with 100% margin) (NIL for 2012-13).
(d) Bank Guarantees furnished to various clients by the Institute is of the value of `270.07
lakhs for 2013-14 (`269.20 lakhs for 2012-13), backed by deposits to the full extent.
(f) A Show Cause Notice No. 74/ST//BPL-1/2011 dated 06-09-2011 was issued by
Commissioner, Customs, Central Excise & Service Tax, Bhopal to C.P.R.I., Bhopal
demanding `69.84 lakhs (along with interest) being the payment of Service Tax on
advance payments received during the period April 2010 to March 2011. A reply was
given to this Show Cause Notice vide letter dated 03-11-2011.

Against above 3 show cause notices order passed vide order no. 35/Commr/ST/ADJ/
BPL-I/2014 dated 31.01.14 by Commissioner, Central Excise & Service Tax, Bhopal
demanding Service Tax, Penalty and Interest etc. for Rs. 8,09,51,984/-. Appeal filed
against Order No 3-5/Commr/ST/ADJ/BPL-I/2014 dated 31.01.14 to the Assistant
Registrar, CESTAT, Northern Bench, West Block No.2, RK Puram, New Delhi on 24.4.14
which is pending for adjudication.
(k) The total amount of Demand received from Income Tax Department for various
Assessment years (more clearly mentioned in Para 5) is `3411.27 lakhs
7. The Institute has a system of Internal Audit conducted by a firm of Chartered Accountants.
8. The grant balances shown at Schedule4 are exclusive of margin money deposits for
LC establishment towards the import of equipments. The margin money deposits as on
31.03.2014 are `1,301.23 lakhs (`1,853.68 lakhs as on 31.03.2013).
