2. STATE INDUSTRIAL POLICY


(Draft)

ONE. GENERAL PROVISION


1.1 The industrial sector is the top economic sector of Mongolia that based on the state, science and private
sector cooperation and to support export, import substitute, advanced technology, high productivity and
competitive industrialization and service

1.2 The State Industrial Policy of Mongolia (hereinafter referred to as the Policy)shall lead up to determine
integrated activities to create the knowledge and skill driven manufacturing of high value added products and
diversify industrial structure and improve productivity through sustainable economic growth and services from
agricultural raw materials and mining industry and provide the sustainable development
1.3 Industrial sectors, excluding mining and concentration industry shall be included in the Industrial Policy.

1.4 This policy shall be the basic State Industrial Policy of Mongolia and it shall be coherent with the document
of other sectors.

TWO. PRINCIPLES OF POLICY


2.1.1 Support healthy, safe and environment friendly manufacturing;
2.1.2 Support manufacturing of the export-oriented, import-substitutive and competitive products
that assured the national and international standards;
2.1.3 Develop economic efficient manufacturing based on the advanced techniques,
technology, high technology and innovation;
2.1.4 Be based on effective state, science and private sector collaboration;

2.1.5 Support equality and fair competition to stakeholders of industrial sectors.


2.1.6 Industrial sector research in productivity and competitiveness, pursue strategies to increase the
industrial structure.
