INTRODUCTION
It is important that as far as is practically possible, we should preserve the health, safety
and welfare of all users of and visitors to our church building. In the unfortunate event of
an emergency, it is essential that an appropriate procedure is already in place to deal
with the situation. Emergency situations may be varied, but in our case the more likely
events to be prepared for would be damage caused by workmen; fire/water damage;
severe weather damage to the building leading to flooding and/or water damage or
general building degeneration particularly if asbestos in involved. Much less likely is
reputational damage, vandalism, explosions or earthquake. This list is not exhaustive.

THREE KEY STEPS
The three key steps that need to be taken are: risk assessment; emergency planning;
and recovery planning.
2.1
Risk Assessments
The Risk Assessment and Management strategy is laid out in the policy document
adopted by the Parochial Church Council in 2005 and revised in 2015. (Appendix 1).
2.2
Emergency Planning
(a)
Our risk assessment(s) determine all measures which we may require to
take to reduce or manage our risks. In particular, a written evacuation plan, covering
such things as assembly points; identification of key escape routes; means of warning
of emergency; and means of liaison with emergency services. Annexes C and D may
be considered useful tools.
(b)
You must never put yourself at risk. Particularly if fire is involved,
remember: If in doubt get out, get the brigade out, and stay out.
- Only attempt to tackle a fire in its very early stages.
- Do not use an extinguisher unless you are familiar with how it works.
- Always put your own and other peoples safety first.
- Make sure you can escape if you need to and never let a fire block your exit.
- Fire extinguishers are only for fighting a fire in its very early stages.
- Evacuate immediately if a space is filling with smoke.
2.3
Recovery Planning
(a)
In the event of any of the above possible disasters befalling All Saints and
once the initial safety precautions have been taken, advice and assistance will be
sought from the Archdeacon and Diocesan Office on what to do in the period following
immediate emergency action.
(b)
In the event of the building being unfit for the continuance of Services, an
appropriate alternative venue must be identified.
3.
EMERGENCY PLANNING
3.1
Action Plan in Emergency (Annex A)
An Action Plan in Emergency should be completed and regularly
reviewed/updated. Before entering any personal details, the agreement of those
concerned must be obtained. This document should be mounted in a clearly visible
position close to the main entrance of the church.

INSURANCE
(a)
Careful note should be taken of any advice provided from time to time by
the Insurer and conditions of the insurance policy must be adhered to.
(b)
The Construction, Design, and Management Regulations 1994 may call
for a copy of a Health and Safety File and if so, a copy of the file should be kept in a
location other than the church. The insurance company should be advised as to the
location of both this file and the Asbestos Report (if not part of the Health and Safety
File) in the event of an emergency.
5.
GENERAL POINTS
(a)
General good maintenance and housekeeping will assist in mitigating the
consequences of any future cases of disaster affecting church premises.
(b)
This guidance is only intended to assist with situations arising from our
church buildings. Instructions from the emergency services should be sought regarding
any situation affecting the wider vicinity, such as a terrorism incident. In such cases,
churches may be able to provide valuable help and comfort to those affected.
