UNIT V

COMPREHENSIVE PCR AND PUBLIC RELATIONS


This unit deals with two parts, the comprehensive PCR plan and the public
relations of the police. The first deals mostly on the strategies and
programs of the police relative to PCR. The second covers the different
individuals and institutions where the police officers develop rapport or
harmonious relationships as individual police officers and an organization as
a whole.
A.COMPONENTS OF THE COMPREHENSIVE PCR PLAN
The two major components of the plan namely INTERNAL REFORM
and GAINING OF INSTITTIONAL SUPPORT, therefore,aimed to improve the
image of the PNP and reassure the general public that they can depend on
the PNP to be their protector and guardian in order to hasten and facilitate
community mobilization for anti crime efforts.
INTERNAL REFORMS are those programs and endeavors done
inside the police organization designed to enhance the image of the police,
thru the following:
1.Continous values orientation and skill development of personnel.
-intensification of police education and values orientation.
-internalization of the police code of ethics and professional ,Moral
and spiritual values
2.Clean up of the organization misfits, criminal elements and leaders with
low potential.
Entails the continous investigation, suspension or dismissal of erring police
officers at all level.(OPLAPAGBABAGO)
3.Brightening up of the physical appearance of the PNP facilities and vehicle
while sprucing up of all police station or offices to create a public and
friendly atmosphere.
B.NETWORKING OPERATIONS:THE CONCEPTS AND
EXECUTION
The following are some of the networking activities of the PNP.
Congress- Being the law making body is one of the vital government
institution that can support the PNP. The PNP must muster enough support
from congress so that laws need to enhance the capabilities to safeguard
peace and order of the community as well as on organizational
development and modernization may be undertaken thru effective liason
Media- The media is unquestionably the most powerful instrument in
forming public opinion. Hence, the need to generate support from this

institution of our society by undertaking some activities such


as,development of guidelines on media which will form the basis of the PNP
as an organization. Providing timely and accurate information through press
releases, regular conference, daily bulletins nd attendance to talk shows as
well as giving them reasonable accesibility to sources of information in
accordance with the existing rules and regulations.
The church- Another important institution of our society especially in
opinion building of church leaders carry much weight among the religious. It
can be done thru liasoning with important church leaders.

The student/school- Another big and important institution of society


whose support, symphaty and empathy when properly exploited will
provide the PNP
potentials.

COMMUNITY/NON GOVERNMENT ORGANIZATION(NGO)

C.PUBLIC INFORMATION AND PROPAGANDA OPERATIONS


On internal Security- Intensified information on evils of the ideology
and actual terrorist operations through regular issuance of press releases.
On Crime Prevention- Strengthen public cooperation and the
utilization of the tri media especially on modus operandi safety and the
like.
On public safety-Information drives on public safety.
D.PUBLIC RELATION
It is a program designed to make the public aware of what the
agency is doing, why it is doing, why is it doing, and how it contributes to
the welfare of the community.
Foundation of public relations
Public relations are basically founded on the GOLDEN RULE Do not
do unto others what you do not want others do unto to.
TYPES OF PUBLIC RELATIONS PROGRAMS
1..Public awareness Programs- This includes familiarizing the public
with the true nature of police operations:
a.Mobile vans- Certain variety of to visit and exhibit of police equipment
which help to explain the public what the
police do and how do they do.
b.Displays and EXHIBITS- Sets up in department stores, shopping
centers and other public locations and a popular way in which the police
can bring their message to the public.

c.Informative materials-Distribution of pamplets or brochures which are


designed in relation to their service to the public.
d.Open house-Conducted during certain times of the year such as
police week or law observance week, public tours of facility.
e.Public speakers-Provide speakers for different types of gatherings such
as civic clubs, businessmen, associations and social group.
2.Informational Programs- Providing the public information which is
directly related to the interests and needs of the community.This includes:
a.New Arrivals-This includes making some members of the community
feel at home in their new surroundings.
b.Traffic Advisory Reports-Coordinate with the media in announcing
important traffic matters, such as road accidents, highway construction and
traffic congestion.
c.Information Bureau- Information about such things as renewal of
drivers license, payment of utility bills and the likes.
d.Information Brochures-Provide the public with booklets, pamplets
and other types of publications, which contain information of the
community interests.
3.Image Building Programs- This involves promoting programs which are
designated to create a more favorable public image of the police which can
be achieve thru the following:
a.Police citizens luncheons-Sponsoring of luncheon meetings or free
meals
b.Opreational handshakes- During weekends, police officials or officers
may visit public places to show friendliness.
c.Recruit visitation programs -New PNP personnel may be tasked to visit
barangays or orphanage houses to provide basic services lke cleaning or re
greening activities.
d.Community events- Sponsoring sports related activities or other
worthwhile programs.
E. Moral and esprits de corps
The reputation that the police service bears with the community
relationships and express by community confidence in the continued
constructive accomplishment is possible when the internal strength of the
organization is assured.There must be a high moral among PNP members
in their ESPRIT DE CORPS that spring from the genuine loyalty and noble
faith in the policies and objectives in their organization.
F. POLICE PERSONAL APPEARANCE AND THE COMMUNITY.
-Each policeman should give careful attention to his personal appearance

his bearings and carriage that influence the citizen's opinion of him as a
policeman and of the police station/headquarters that he represents by
being in proper attire and equipped whenever he appears before the public.
G. POLICE STATION/HEADQUARTERS AND THE COMMUNITY
The appearance of a police station/ headquarters influence the attitude of
both the police and the community. The community does not react
favorable\y to a bad smell, dark,poorly,unkept and unclean police station
neither the policeman themselves should be in such condition.
H. POLICE STATION AND THE CITIZEN
Telephone to the police station is very important since a person's life,
property and liberty may be at stake since the telephone is the first
contact with the police department, it is very important that the
conversation is pleasant and satisfactory.
Police telephone and the citizen- It is important too that the police
operator gives attention to his manner of speaking over telephone, his
greetings should be crisp and business like manner to manifest alertness
and willingness to serve, rather than slow indifferent.
I.THE NEIGHBORHOOD WATCH PROGRAMS.
Neighborhood watch was established to bring residents together to interact
and become the guardians for the police in their community which serve as
eyes and ears for law enforcement, help established/ reclaim informal
control of an area by observation, visibility and increased social interaction
and the success will result in reduction and improve quality of life for
neighborhood residents.
THE POLICE COMMUNITY RELATIONS GROUP
Mission
To operate with the various sectors of the community and support to police
programs and activities; educate and inform the public and other criminal
justice system agencies, and undertake such other community oriented
activities essential for an effective and efficient service.

Vision
We the personnel of the Police Community Relations Group,are committed
to the vision of an effective, active and reliable National support units,
manned by dedicated, people oriented, professionals; regarded as a basic
and fully supported and inspired by the community it serves.

Medical and dental outreach programs

Blood letting activity


PNP/ TV and Radio programs
Publication of police journal and police digests
Pulis ng bayan pulong-pulong sa barangay
PERFORMANCE HIGHLIGHTS
Touching lives, winning hearts- bringing the PNP closer to the
people.
The importance of an open channel for communication and feedback on
police action and operations is underscored by the continuing success of
the PNP text 2920.
WHO IS A MAMANG PULIS
Mamang pulis is a universal advocacy. Though so called in the vernacular, it
describes what and how all the uniform men and women of the PNP should
be, and serves as a medium of bringing the police closer to the community
with the end view of getting back the trust and confidence of the people.
Mamang pulis God fearing(makadiyos) as he puts above all things basing
his actions and decisions on what is true, fair and just.
Mamang pulis is also humane(makatao) as he stauncly advocates human
rights, fully cognizant that every human being is entitled to the basic right
called life
Maman pulis is always presentable(kaaya ayang tignan) as he wears his
prescribed uniform and haircut with dignity and pride, making him an ideal
of authority and respect
Mamang pulis is the ever approachable(Malalapitan).
