Recruiting & Retention: The Issues


In past 50 months:
Lost an average of 1 officer per month to Retirement
Lost an average of 4.2 officers per month to Resignation

During 2013 2014:

An average of 94 sworn officers separated from the SCMPD


(resignation, terminations, retirement, medical, etc.) - an average
of 7.8 per month

Our attrition rate prevents best practice policing per


available human resources

From Application to Self-Sufficient Officer (Solo) = approx. 44 weeks
Hiring Process takes approximately 2 months
Employment Orientation (Driving/Firearms Training) = 2 weeks
Georgia Public Safety Training Center Academy = 11 weeks
SCMPD Patrol School = 7 weeks
Problem Based Learning (On the Job field training) = 16 weeks

We must employ officers for the 21st centurys
complexities and difficulties
Typically only 12% of all applicants meet industry best
practice standards for sworn employment
SCMPD needs 833 applications to fill each 100
vacancies or an average of 70 applications per month
Only averaged 46 applications in the last six months
Only during Recruitment Initiatives of March Madness
TV ads and April-May Digital ads has applicant pool
been sufficient to staff a 600 sworn agency.

other law enforcement opportunities

2. Compensation/Benefits (Pay, Education Incentives, Cars)


3. Must be competitive with jurisdictions of similar complexities
and difficulty of job functions
4. Recruiting locally has not worked

Loss of Officers to Surrounding Municipalities & Counties
According to the Georgia Public Safety Training Center:
Garden City, Port Wentworth, Bloomingdale and Thunderbolt
have had NO academy attendees in 5+ years.
Pooler and Tybee have had a few in 5+ years

They are hiring pre-certified officers from other agencies


SCMPD serves as the training agency and supplier of certified
officers for other law enforcement agencies in our region at a
cost of $150,000 per 3-year trained officer.

Savannah Impact Program


Savannah Pre-Apprentice Program
Provides academic, life skills and job skills training.

60 local youth 14 - 17 years old

7 weeks: June 8 July 22, 2015


Referrals primarily from Juvenile Court, DJJ and SCCPSS
24 youth placed with 13 local businesses Began work June 15th

Remaining 36 youth will work with the City of Savannah rehabilitating


houses and beautification projects downtown on June 22.
As of June 14, youth worked 1,018 hours and earned $9,978
