RESOLUTION FOR THE HOUSE COMMITTEE ON GOOD


GOVERNMENT AND PUBLIC ACCOUNTABILITY TO CONDUCT AN
INQUIRY, IN AID OF LEGISLATION, INTO THE P10 MILLION BONUS
OF SSS BOARD MEMBERS
WHEREAS, the Social Security System (SSS) Board of Directors was awarded more than P10
million as Performance Based Bonus by the Governance Commission on GOCC for their good
performance in 2012 on top of their other benefits and perks as SSS Board Members;
WHEREAS, the SSS has continuously refused to support the increase in pension filed in the
House of Representatives in the last Congress and currently filed as HB 175 in the 16 th Congress
on the ground that it does not have enough funds to do so, but even the SSS admits, that pensions
of retiree senior citizens is below the poverty line;
WHEREAS, the bonus was taken from SSS corporate funds at a time that the Board is set to
hike its membership premium saying that it does not have enough funds to cover SSS unfunded
liability;
WHEREAS, many SSS members continue to complain about delays by months and even years
of the processing of SSS applications such as those for disability, pension, funeral and death
benefits which belies the good performance rating of SSS considering that performance
evaluation requires the GOCCs obligation to serve its constituents with efficiency. This delay
in service should be charged against the management and not its employees because the Board is
responsible, and therefore accountable, for the services rendered, or lack thereof, by SSS;
WHEREAS, the SSS Board has failed to collect billions in unremitted premiums from
delinquent employers, which not only means that they have no right to increase premium
contributions but also that they have no right to a good performance bonus;

WHEREAS, in 2010 SSS executives also received P200 million in undeserved retirement
benefits and in 2011 there was overcharging on members loans in the amount of billions that the
SSS Board has so far failed to recover or reimburse;
WHEREAS, our senior citizens should not be made to suffer due to the fault of SSS
management, and in the same way that the Bureau of Customs was put to task for failure to
collect revenues, the SSS must be criticized instead of rewarded for its failure to collect
unremitted contributions particularly those not remitted by big companies;
WHEREAS, the Governance Commission has so far failed to justify the award of the
performance bonus to the SSS Board;
WHEREAS, considering that the SSS Board may again get another round of bonus in 2013 and
the Governance Commission may allow another round of possibly undeserved or unconscionable
bonuses to other GOCCs this year, there is a need to urgently review the system of allocating
these bonuses, and the grounds or basis of awarding these benefits to avoid abuse;
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the
Committee on Good Government and Public Accountability conduct an inquiry, in aid of
legislation, into the P 10 Million bonuses, inter alia, of SSS Board Members and the grounds
used by the Governance Commission on GOCCs in awarding the same.
