ORDINANCE AMENDING ORDINANCE NO.4 727
C.M.S. TO ADJUST THE SALARIES OF EMPLOYEES IN JOB CLASSIFICATIONS REPRESENTED BY THE OAKLAND POLICE OFFICERS' ASSOCIATION; UNITED PUBLIC EMPLOYEES, LOCAL 790; INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 1245 AND THE WESTERN COUNCIL OF ENGINEERS; TO ADJUST PAY GRADES ASSIGNED TO UNREPRESENTED FULL-TIME AND PERMANENT PART-TIME EMPLOYEE JOB CLASSIFICATIONS; AND TO ADD, AMEND AND DELETE CERTAIN MISCELLANEOUS EMPLOYEE JOB CLASSIFICATIONS
An ordinance has been prepared for consideration by the City council
which amends the Salary Ordinance (Ordinance No. 4727 C.M.S.) to adjust the salaries of employees in job classifications represented by the Oakland Police Officers' Association; united Public Employees, Local 790; International Brotherhood of Electrical Workers, Local 1245 and the Western Council of Engineers; to adjust the pay grades assigned to unrepresented full-time and permanent part-time employee job classifications; and to add, amend and delete certain miscellaneous employee job classifications. This ordinance would adjust salaries of employees in job classifications represented by Oakland Police Officers' Association by three percent (3%) and five percent (5%) effective June 30, 1993 and July 3, 1993 respectively. Also, the ordinance would adjust salaries of employees in job classifications represented by united Public Employees, Local 790; International Brotherhood of Electrical Workers, Local 1245 and Western Council of Engineers by four percent (4%) effective June 19, 1993. These adjustments are mandated by the respective memoranda of understanding between the City of Oakland and the various labor organizations mentioned above; such memoranda having previously been approved by the City council. Further, this ordinance would adjust the pay grades assigned to unrepresented full-time and permanent part-time employee job classifications by four percent (4%) effective June 19, 1993, consistent with the increase received by non-sworn represented employees. Such adjustment in pay would automatically apply to employees in job classifications which have set salary steps, while employees in job classifications which have a salary range would not automatically receive the increase without an additional form being completed to adjust their salary within the new range. ~l)- ~ ~

In addition, this ordinance would add the classifications of Deputy
Director of Housing, Deputy Director of Program Planning and Development, Code Compliance Manager, Housing Development Manager and Rehabilitation Services Manager pursuant to the reorganization resulting from the transfer of certain inspection functions formerly performed in the Office of Housing and Neighborhood Development to the Office of Planning and Building; add the classifications of Fiscal Operations Supervisor, Literacy Assistant, Monitoring and Evaluation Supervisor, Recycling Supervisor and Parklands Maintenance Worker, PPT to accommodate incumbents currently performing those duties as evidenced by classification review; and, add the classification of Fire Suppression District Inspector pursuant to Council mandate. Also, this ordinance would amend the title of Senior Ranger to Supervising Ranger I, and adjust the rates of pay for the classifications of Ranger and Supervising Ranger I pursuant to a negotiated agreement between the city of Oakland and united Public Employees, Local 790. Finally, this ordinance would delete the classification of Parks and Recreation Training Specialist as it is not being utilized. It is requested that this ordinance be heard on back-to-back readings and it is recommended this ordinance be approved.
