AN ORDINANCE AMENDING THE SALARY SCHEDULE OF ORDINANCE NO.
12298 C.M.S. (THE SALARY ORDINANCE) TO ADD THE CLASSIFICATIONS OF
EMERGENCY MEDICAL SERVICE INSTRUCTOR (PT), LIBRARY PROGRAM
LEADER (PPT & PT), PUBLIC WORKS UTILITY WORKER (PPT), PURCHASING
SUPERVISOR, SENIOR COUNCIL POLICY ANALYST (FT, PPT, PT), AND
WATERSHED PROGRAM SUPERVISOR; AND TO AMEND THE SALARY FOR
EQUIPMENT PARTS TECHNICIAN, POLICE COMMUNICATIONS OPERATOR
AND POLICE COMMUNICATION DISPATCHER
SUMMARY
An Ordinance has been prepared for consideration by the City Council that amends the Salary
Schedule of Ordinance No. 12298 C.M.S. to add the classifications of Emergency Medical Service
Instructor (PT), Library Program Leader (PT), Public Works Utility Worker (PPT), Purchasing
Supervisor, Senior Council Policy Analyst (FT, PPT & PT), Watershed Program Supervisor and to
amend the salary for Equipment Parts Technician and Police Communications Operator and Police
Communications Dispatcher.
FISCAL IMPACTS
The creation of the Emergency Medical Services Coordinator, PT, has no fiscal impact as the
department has already anticipated the flexibility of having a part-time equivalent to the full time
position.
The creation of the Library Program Leader, PT, has no fiscal impact as the positions are funded in the
current budget cycle.
The creation of the Public Works Utility Worker, PPT was anticipated as a result of union negotiations
and has been submitted for funding in the FYO 1-03 Budget.
The Purchasing Supervisor position will provide cost savings from the previous higher paid
management position and allow for additional staffing at a lower level position to maximize the
workflow in the Financial Services Agency.
The Senior Council Policy Analyst was requested during the current funding cycle and has been
anticipated for the next funding cycle in the FY'O 1-03 cycle.

BACKGROUND
Ordinance No. 12187 C.M.S. establishes salaries and other terms and conditions of City employment,
including the classifications of positions of employment. Amendments to the Ordinance, including
changes to the salary schedule, are required periodically to keep the Salary
Ordinance current. This proposed ordinance would amend the salary schedule of Ordinance 12298 to
revise the salaries needed and add the classification to perform the necessary work.

High turnover to other agencies of employees and other retention factors in the Police Communications
Division precipitated a review of the salary for the Police Communications Operator and Police
Communications Dispatcher classifications.
The increase in pay for the Police Communications
Dispatcher and Police Communications Operator classifications results from an agreement with United
Public Employees, Local 790.
ENVIRONMENTAL OPPORTUNITIES
Benefits and impacts for the disabled and senior citizen communities are not indicated.
RECOMMENDATION(S) AND RATIONALE
Staff recommends that the City Council approve an ordinance that amends the salary schedule of the
Ordinance No. 12298 C.M.S. to add the classification of Emergency Medical Service Instructor (PT),
Library Program Leader (PT), Public Works Utility Worker (PPT), Purchasing Supervisor, Senior
Council Policy Analyst (FT, PPT, PT), Watershed Program Supervisor and to amend the salary for
Equipment Parts Technician and Police Communications Operator and Police Communications
Dispatcher. The requesting department and the Office of Personnel believe that these changes are
necessary to update and maintain the classification system for the City of Oakland.
