First of all, I would like to express my sincere thanks to the Board of direction Hue
Centre for international cooperation, particularly Mr. Ich Huan, deputy director, has
agreed and created favorable conditions and opportunities to perform my internship
course lasted five weeks here.
I would also like to be grateful to the guide staffs of Hue Centre for International
cooperation, especially to Mr. Binh, the leader of our small group, for his kind help
during the time I practiced in Hue Centre for International Cooperation.
Finally, I would like to thank the library room for giving me the precious

II. GENERAL INFORMATION ABOUT HUE CENTRE FOR INTERNATIONAL


COOPERATION
Hue Centre for International Cooperation located in 01 Le Hong Phong Street, Hue City.
It is a professional office being responsible for foreign relations of Hue City Peoples
Committee. It was founded in 1995 as an integral part of Hue City Peoples Committee
with an original staff. Over the operation of years, the staff has been developed into 33
peoples and divided into four main group (English- German, French, Japanese and
administrative group) with three different divisions: Protocol, Project and Consulate
Affairs.
Function of Hue Center for International Cooperation
-

Hue Centre for International Cooperation is the public service having function to
advise and assist the City People's Committee in order to manage the state of
foreign affairs of the City; public services under the State management of the city
and carry out a number of tasks, other powers assigned, authorized by the
provincial People's Committee, Municipal People's Committee and other duties in
accordance with the provisions of law.

The Center has legal status, seal and separate accounts for activities, subject to the
direction and management of the organization, staff and operation of the municipal
People's Committee, and subject to the direction, guidance, control and inspection
of the professional skill of Department of Foreign Affairs.

Duties and Powers of Hue Center for International Cooperation

The draft decisions, directives and other documents issued under the authority of
the Municipal People's Committee for foreign affairs ;

The draft plan, long-term plan, five -year and annual plans, programs, schemes
and projects of foreign affairs ; implementing measures to reform administrative
tasks in the field of state foreign affairs under the jurisdiction of the Centre .

Submitting to the President of City People's Committee of draft decisions and


directives issued under the authority of the Chairman of the municipal People's
Committee in the field of foreign affairs.

3. Organizing to carry out implementation the legal documents, planning, plans,


programs, schemes, projects and other issues of foreign affairs after receive the
approval of the competent authority; organizing information, propagation,
dissemination and education about the fields under the management of the Center.
4. Organizing and managing domestic and foreign delegations :
-

To unify the management of the delegations going abroad of city and welcome
foreign delegations, international corporations visiting and working with Hue city
according to law and the decentralization of the People's Committees province.

Organization to host international delegations to visit and work with the city
People's Committee; sponsoring, coordinating with relevant agencies to organize
the delegation going abroad of the municipal People's Committee; statistics,
aggregate delegations going abroad of officials and public servants under the
management of the municipal People's Committee.

Advice and guidance for those who have needs related to the procedures for
applying for passports, exit visa and entry for Vietnamese; exit visa or entry for
foreigners; procedures for visa extension in Vietnam; collaboration with the
relevant agencies implement the immigration of Vietnamese and foreigners in the
city.
6. Regarding external information
-

Coordinating

with

relevant

agencies

implementing

programs,

plan

for

disseminating the external information of local was approved by provincial


People's Committee, Municipal People's Committee.

Providing relevant information to local to serve the external propaganda work for
the Department of Foreign Affairs and the competent authorities.

7. For non-governmental organizations and foreign individuals :


-

Coordinating with relevant agencies to promote agitation, manage the activities of


aid from humanitarian programs or projects, development and emergency aid of
non-governmental organizations abroad to help Hue city under the provisions of
law.

Supporting the administrative procedures for the implementation programs or


projects to support humanitarian, development and emergency aid by nongovernmental organizations abroad to help Hue city.

8. In terms of external economy:

Helping the city People's Committee to deploy implementation foreign affairs


programs serving economic and social development of city after being approved
by competent authorities.

Joining in promoting economic, trade, investment, tourism, constructing


investment environment and business match with economic and social
development strategy of the city; helping the city's business expand cooperation
with other countries.

9. Foreign culture:
-

Organizing the program for foreign cultural activities of the city after being
approved by the competent authority.

Coordinating with other agencies involved in organizing foreign cultural events


in local and constructing, promoting the humanand culture of local in abroad.

10. Organizing conferences, workshops after approval by competent authorities:


-

Coordinating with relevant agencies to manage activities on organizing


conferences, seminars, implementation international agreements have been
approved by the competent authority.

Reporting and applying the guidance of the competent authorities to resolve the
complex issues arising in the external affairs of the city.

11. Deploying to implement the administrative reform program of the center with the
objectives and contents of the program, administrative reform plans of the city
People's Committee; perform the public services under the management state of
the city.

12. Organizing to research, apply scientific and technological advances; building


databases, information systems, storage to serve for State management work and
professional services in the field of foreign affairs.
13. Coordinating with relevant agencies to implement the programs and projects
related to the field of foreign affairs under the division of Hue City People's
Committee.
14. Implementing the synthesis, statistics, information, and periodic reports and
unexpected about the situation of performing the external tasks assigned in
accordance with regulation of the Department of Foreign Affairs and the City
People's Committee.
15. Financial management, the Center's assets in accordance with law and
decentralization, authorization of the City People's Committee.
16. Performing other duties as assigned by the City People's Committee, Chairman of
the Municipal People's Committee or according to law.
III. PRACTICAL ACTIVITIES

From 18th June to 17th July. Morning: 9.00 11.00.
Afternoon: 14.30- 17.00
(We only work 2 days in a week).
Week 1:
18th June, 2013
-

I started the internship by meeting and making acquainted with trainees and the
staffs of Hue Centre for International Cooperation.

Mr. Hoa A Director Assistant introduced something about Hue Center for

International Cooperation and the content of work.


I and trainees also listened to Mr. Hai introduce the regulation of Hue Center for
International Cooperation.

I was divided into small group including five members

I met my Supervisor Mr. Binh and five members in my small group

My Supervisor introduced himself a little bit

He talked about tasks my group will work in the period of the internship.

19th June, 2013


-

We translated two letters:


+ One is translated into Vietnamese; this is the letter of Mr. Phan Trong Vinh,
Chairman of Hue city peoples Committee to answer about the invitation letter of
the International Association of Peace Messenger Cities to become a member of
this association.
+ The other one is translated into English, this is also a letter to answer about the
invitation of Director of WHO center for Health Development to take part in
Global Forum on urbanization and health.

Week 2:
24th June, 2013
-

We continued to translate two letters into English.


+ The first one is the letter of Nguyen Kim Dung, Chairman of Hue city peoples
council to thank for Americas Consulate General in HCMCs help because thay
have interested and created a good condition for Hues delegation have successful
visiting and working in America.
+ The other is the letter of Phan Trong Vinh, chairman of Hue city peoples
Committee to thank for the warm welcome to Hues delegation during their visit to
Kyoto city, in addition, through this letter, he would like to invite Mr. Daisaku
Kadokawa to visit Hue and attending the 5th Hue traditional craft festival.

introduced by Mr. Nhan and then He introduced about the structure, functions and duties
of Hue Center for International Cooperation.
26th June, 2013
-

We translated two letters,


+ one is translated into English, this is a letter of Mr. Phan Trong Vinh, Chairman
of Hue city peoples Committee to thank for the invitation letter of Director of
global city indicators facility to become a member of GCIF.
+ The other is to translate into Vietnamese written by Mr. Phan Trong Vinh,
Chairman of Hue city peoples committee to thank Mr.Tannabe Nobuhiro and
JASS Office in Shizuoka city for warm welcome to Hue delegation and invite him
to join in upcoming 5th Hue traditional Craft Festival.

Week 3:
1st July, 2013:
-

We translated two letters.


+ The first one is rendered into English. It is belong to Won-soon Park(Mayor of
Seoul City) to thank and invite Chairman of Hue City Peoples Committee taking
part in the seventh whole conference of CITYNET held in Seoul City from
November 3rd to 6th 2013.
+ The second letter is translated into Vietnamese written by Mr. Phan Trong Vinh,
Chairman of Hue city peoples committee invited Mr. Choi Yang-sik (Mayor of
Gyeongju City- Republic of Korean) and delegation from Saemaul Center to
participate in the Inauguration Ceremony of Truc Lam- Saemaul Cultural
Community House which be held on 8 November, 2010 in Huong Long Ward,
Hue.

We only translated into Vietnamese a speech at the opening ceremony of the


traditional craft festival Hue 2013 by Mr. Phan Trong Vinh, chairman of Hue City
peoples committee, head of organizing board of the thematic festival 2013.

Week 4:
8th July, 2013:
-

That day we did not translate any document. However, each member worked as a
interpreter with our supervisor Mr. Binh. We talked to Mr. Binh to exchange some
experience in translation and interpretation.

9th July, 2013


-

Mr. Hoa recommend to us for Decentralized Cooperation Department

10th July, 2013:


-

We continued to rend two letter from English into Vietnamese.


+ The first letter is belong long to Hue center for international cooperation to
invite British Embassy in Hanoi come to meet Mr. Phan Trong Vinh, chairman of
Hue City peoples committee for further cooperation between British Embassy in
Hanoi and Hue city in the 2011.
+ Second, the letter of Nguyen Van Thanh( Permanent Vice- Chairman- Hue City
Peoples Committee to answer the invitation letter of Dr Jacob KumaresanDirector WHO Center for Health Development participating in the Global Forum
on Urbanization and Health to be held in Kobe, Japan on 15-16 November 2010.

Week 5:
15th July, 2013:
-

We translated two final letter.


+ One is translated into Vietnamese. This letter was belong to Mr. Phan Trong
Vinh, Mayor of Hue City- Vietnam to send congratulations the next Mayor of
great city of Gyeongju to be Mr. Choi Yang-sick as well as would like to
strengthen the mutual understanding and prosperous between the city of Gyeongju

and Hue in particular and to enhance further and deeper relationship between
Korea- Vietnam in general.
+ Moreover, I also rendered into English other letter of Nguyen Dang Thanh
(Vice president of Hue city peoples committee) to thank letter of Mr. Lars- Erik
Hallerstrand (Project coordinate, Arvidjaur city) for cooperation between
Arvidjaur city and Hue city as well as Hue city ready to welcome Arvidjaur city
group visiting and working in Hue in the next time.
16th July, 2013

Mr. Nhan introduced us General Administration Department

17th July, 2013:


-

We Listened to Mr. Binh review on our work during practical training course and

he also gave some useful advice about our jobs in the future.
Ending the practical training course.

2. Finished Works
-

I have known more about Hue Center for International Cooperation such as name,
function, duty and so on where I had practical training course.

I have known how to translate formal letters between this organization to others.

Also, through translating letters I understand more about cooperative relationship


between Hue city and other organizations all over the world.

I worked as real translator. In other words, I worked in a room with my friends and
my supervisor. My duty was to translate documents supervisor gave and I
practiced this task regularly in my internship.

3. Unfinished Works
- I have not got enough time to experience all kinds of work and I did not propose
opinions for discussing together with my supervisor.

- At the Hue Center for International Cooperation, there are a lot significant books
and newspaper that I havent read yet.

- I regretted that I had not met Mrs. Binh many times to listen to her practical experiences
4. Strong Points and Weak Points
After practical time, I realized that I have got some strong points as follows:
- Being active in office administration work.
- Going to office on time and regularly.
- Being a patient careful person. During my internship, when I translate difficult
documents, I tried to find a lot of relating information sources, looked up difficult
terms carefully and I made the best efforts to complete translating document and

meet a deadline.
Also, having known how to apply what I study in university into practice.
Knowing how to find suitable methods in order to solve the difficulties.
However, I still have some shortcomings beside above mentioned strong points:
Lacking in background knowledge as well as professional knowledge such as
sports, technology, medicine, etc. Therefore, I had a problem in translating various

documents.
Lacking a lot of vocabulary terms in the construction.

5. Experiences
- During five week practical training course at Hue Center for International
Cooperation I have really learnt a lot of experience about the style of working in

this office and how to work in group:


Also, I had a chance to practice and apply what I studied in University in practice.
In addition, I knew how to translate a formal letters and translate diplomatic
documents by sense, not by words as well as to carry out the administrative works

of the department,ect.
Moreover, I encountered many specialized terms that I had never met before. This

was really time for me to learn new specialized terms.


Especially, with the help of supervisor Mr. Binh I do understand and learn many
useful experience in translating and interpreting skills so I can translate a text well
from English to Vietnamese and vice versa.

Self- reflection
-

I feel happy when I practiced at the Hue Center for International Cooperation.
I would like to express my thanks to my supervisor who encouraged and helped

me a lot in my practical course.


Through this practical training course, I knew a lots of practical things. This is

precious experience that I will remember forever.


I know that my knowledge sometimes does not meet the common requirements of
work but with longer time and my best efforts I believe that I could finish this
better.
