SCOPE OF WORK

This specification specifies the requirements of Compound wall for


providing security to HPCL property located within their Plot premises.

1.1
1.1.1

Excavation
Marking, staking out, clearing & stripping
HPCL will hand over the boundaries of

the Plot premises

to Contractor or his authorized representative. The boundary corners will be i


dentified by stone pillars provided by HPCL. It shall be the responsibility of
Contractor to liaison with the Revenue authorities and capture the co-ordinat
es of the boundary points through Total Station survey accurately.
1.1.2
The line connecting any adjacent two corners areas shall be cleare
d and stripped off completely of bushes, roots, vegetation, shrubs, trees u
pto 30cm girth and organic and objectionable materials. All these should be co
mpletely uprooted and virgin soil exposed. The roots of trees of girth upto 30c
ms shall be removed below existing ground level with all applicable leads and li
fts.
1.1.3
Material
obtained
from
clearing
shall
be disposed
off
to unobjectionable spots outside the Plot. No separate payment shall
be made for clearing, stripping and disposal of clearing materials.
1.1.4
Reduced Levels, taken jointly with HPCL, for the entire boundary
shall be taken and submitted to HPCL site engineer who will advise the leve
ls o be followed for the various spans. Based on his advise, Contractor shall pr
epare AFC drawings for the entire length of Compound wall.
1.1.5
Based on the AFC drawings,the marking for the width of compound w
all to be excavated between two corners shall be marked on ground with
lime/chalk powder. This shall be shown to HPCL site engineer and his appr
oval obtained in writing prior to proceeding with excavation.

Excavation of Compound Wall subs-structure

2.1
HPCL will hand over the boundary of the plot and also
the permanent BMs.
Contractor shall mark and stake out the exc
avation line for the compound wall. RLs shall be recorded @ every 3m c
/c(longitudinal & transverse cross-section) and along the width of excavation,
restricted to width of PCC bedblock, that is at every 3m section(transvers
e cross section), three spot levels shall be taken corresponding to both edg
es and centerline of proposed excavation.
For these spot level reference
points, the coordinates shall also be recorded. Based on the above exercis
e, contractor shall prepare a Approved For Construction (AFC) drawi
ng in consultation with HPCL duly indicating the proposed founding levels
for every 30m(approx) span of the compound wall, location of expansion
joints; steps
between the (approx)30m span(s); location of drainag
e gratings and any other cross drainage openings etc.
2.2
After excavation, bottom levels shall be recorded @ every 3m c/c
and at 3 sections corresponding to the coordinates encountered in Cl. 2.1 ab
ove.
2.3
The excavated soils shall be segregated into serviceable
and unserviceable soils.
The serviceable earth shall be stacked
separately inside the plot enabling reuse for backfilling or filling, etc
as per site requirement.
The unserviceable earth shall be disposed off to
unobjectionable places outside the new plot including payment of any
applicable royalty & ROW payments.

Excavation in Soft Rock

Spot levels shall be taken at places where soft rock is encountered. Necessary
testing shall be carried out in a HPCL approved Laboratory to
confirm the geology / petrography and that the material encountered is so
ft rock.

The soft rock shall be excavated using Rock breakers driven by the
Compressor, chiseling or by any other suitable means.
The volume of soft rock excavated shall be calculated.
The excav
ated materials shall be stacked and the stack measurement shall be recorded a
fter a reduction of 50% volume for voids after ensuring that the duly red
uced stack requirement does not exceed
the theoretical volume calculated by levels.

4.
Excavation in Hard Rock
Spot levels
shall
be taken at places
where Hard rock is e
ncountered. Necessary testing shall be carried out in a HPCL approved L
aboratory to confirm the geology / petrography and that the material encountered
is Hard rock.
The Hard rock shall be excavated using Rock breakers driven by compressor, c
hiseling or by any other suitable means.
The volume of Hard rock excavated shall be calculated.
The excav
ated materials shall be stacked and the stack measurement shall be recorded a
fter a reduction of 50% volume for voids after ensuring that the duly reduc
ed stack measurement does not exceed the theoretical volume calculated by level
s.

Backfilling with serviceable ) reusable soils

Backfilling may be carried out with serviceable earth available from excavation
& stacked inside plot premises earlier after watering, compacting to 95%
of MDD as per lab test reports, testing, back filling in layers not exceedi
ng 200mm all complete.
6.

Murrum Filling

Supplying & providing approved quality Murrum of PI not greater than 21 an


d laboratory MDD not lower than 1.8 g/cc for filling as per Tender specifica
tion for General site grading & filling around the foundation of compound wall
s including cost of supply of murrum from Borrow Pits outside HPCL plant.
Spreading in layers of 200mm thick, watering and compacting with plate vibrator
/hand/compactor as decided by the site in charge till min 95% MDD of lab te
st is achieved and testing.
Complying all the requirement of Mining Dept / Applicable Dept of
State government including applicable Royalty payment and ROW
payments. Transportation to site for all applicable leads & lifts

complete in all respect as per Tender specification / Scope of Work etc as d

7.

Sand Filling

This item shall be operated in case of very moist conditions/water ingress.


Sand used for filling shall be clean rivers and of approved quality with s
ilt content below 8% .Zone-4 sand shall be avoided.

8.

Plain Cement Concrete

Pee 1:4:8 and Pee 1:3:6 shall be provided as per drawings. Necessa
ry temporary shuttering shall be provided. The concrete shall be tamped
and / or vibrated based on the site conditions. euring shall be carried
out for a minimum period of 3-7 days.
9.

Random Rubble Masonry

Approved quality rubble stones of granitic or basaltic variety as per loc


al availability shall be used for Masonry.
The stones shall be hammer dressed and soaked in water prior to use. Bond s
tones shall be provided min. 1 stone / 0.5 sq.m. of wall surface.
In case of
non- availability of bond stones, bond blocks of Pee 1:2:4 & size 200mm x
200mm x required length with 2 No.s S- bars of 8mm dia shall be used.

80mm dia HG PVe Pipes shall be provided for weep holes in sub structure.

10.0 M 20 in Coping
M 20 Grade concrete shall be provided for coping of compound wall with 20mm
and down size aggregates @ 400 kgs of cement / cu.m. of concrete. Quoted
rates are deemed to include testing, provided necessary support to Y posts
at the time of concreting including encastering the Y-posts, double
scaffolding, shuttering, machine mixing and compacting by vibrators.The copi
ng shall be rendered & plastered with 6mm plain plaster in eM 1:4 to give
a smooth and even finish and drip moulds to be provided on both longitudinal s
offit edges.
Necessary double scaffolding for placing concrete shall be provided by con
tractor.
eontractor shall provide Mobile weigh batcher for concrete mixing hand mi
xing shall not be permitted.
Testing of concrete cubes drawn in accordance with IS:456 (latest version)
for 7 days & 28 days strength shall be carried out at a laboratory approve
d by HPeL.

HYSD Reinforcement of Fe 500 grade conforming to IS: 1786 shall be provided


for all Ree members such as Footings, eolumns, etc.
HYSD bars manufactured by SAIL, VIZAG or TATA STEEL only shall be used.

Raised Pointing

Quoted rates are deemed to include providing necessary double scaffolding.


The raised pointing in eM 1:3 with a thickness of 6mm and width
10mm shall be provided over the raked joints.
13.

Structural Y-Posts ) Gratings for cross drainage

Supplying, fabrication, erection, fixing of structural steel Y Po


sts conforming to IS 2062 for the compound wall with slots for drawing th
e barbed wire and base plate of 100m x 100mm x 10mm.Y-angles shall be 50mm

x 50mm x 6mm for normal posts and 65 x 65x 6mm for straining posts. Samples
shall be tested prior to use.
Vertical posts shall be embedded in the stone masonry. Pockets shall be

0mm x 150mm x 230mm deep. Suitable lugs shall be provided for plac
ing in position/concreting.
Such lugs
will
not be measured.
Rate to include surface preparation to SA 2 J by blasting (grit or cop
per slag ), applying two coats of approved synthetic enamel paint over two
coats of zinc phosphate primer for the portion above masonry and applying two
coats of mastic paint after two coats of zinc phosphate primer
for the portion of angles above coping top. Two coats of self priming
mastic paint shall be provided for portion embedded in concrete. W
eight of straining bolts shall be measured under this item.
Gratings for cross-drainage shall be fabricated from channel sections with
square bars/rounds for gratings. Necessary anchors/hold fasts shall be
provided to facilitate encasement. If required, HPeL may permit part of t
he welding to be carried out in-situ. Two coats of self priming mastic paint sha
ll be provided for the gratings.

14.0 RCC M-20


Providing, mixing and placing Ree M20 design mix using 20mm and down siz
e graded crushed stone aggregate including providing and fixing necessary s
huttering, leveling, scaffolding, machine mixing, compacting by vibrators, cu
ring, hacking the surface to receive plaster etc. for footings, columns, et
c all complete. eontractor shall provide mobile weigh batcher.
Rate shall be exclusive of the cost of steel reinforcement, which will be pai
d under a separate item.
eoncrete shall conform to relevant specifications of IS 456 -2000. eontractor sh
all submit proof of Royalty & ROW payments complete in all respect as per
Tender Specification / Scope of work etc. as directed by HPeL Engineer-in
-charge.
Quoted rates shall include cost of providing shuttering.
15.0 Rubble soling
230mm size dry rubble stones shall be used for soling. Gaps shall be filled wi
th clips, spalls, binding with grit, and blinding with stone dust,watering and c
ompacting by hand ramming.

16.0 Brick Masonry


Providing and laying brick masonry in eM 1:4 using bricks of minimum compressive
strength 35 Kg/Sq.cm.
B class and conforming to IS:1077-latest
edition including providing all openings and projections as per the drawing
, raking the joints, scaffolding, soaking of bricks prior to use and
curing etc compete as per specifications for substructure and super stru
cture work in drains, Wing walls etc.
Measurement of masonry will be based on actual thickness of wall construct
ed complete in all respect as per Tender Specification/Scope of work etc as di
rected by HPeL engineer in charge.

Random rubble stone pitching

Supplying, providing and laying Random Rubble Stone pitching of 300 mm thickn
in eM 1:6 with stones of size 150mm to 200mm size for embankments, berm slo
pes or horizontal surfaces including payment of all applicable royalty, for
all leads and lifts, preparation of sub grade for pitching including carrying
out all required excavation & disposal of unusable earth to a suitable s
pot inside HPeL Terminal premises including payment of all applica
ble Royalty & ROW payments; supplying & providing plain cement
concrete of grade 1:4:8 (1 cement:4 Sand : 8 coarse aggregates) by volume
tric mix for bedding of minimum thickness 50mm wetting of stones, raking
out the joints; flush pointing in eM 1:4, curing etc all complete as per instru
ctions of HPeL.
Quoted rates are deemed to include carrying out excavation
and providing bed Pee as described herein above.

Barb Wire

Supplying, providing & pulling galvanized barbed wire conforming to


IS:278 made from two strands of galvanized twisted 2.5mm (12
Gauge) steel wire with 4 points of galvanized Barbs; each barb with two t
urns tightening around one or both line wires making altogether four comple
te turns.
The barbs shall have a length not less than
13mm & not more than 18mm. Diameter of barb wire shall be

All the materials and consumables, tools and tackles, manpower and supervis
ion required for satisfactory completion of the work shall be supplied by
the contractor. WATER and POWER required for the works
& constructional activity and for items covered in the SOR shall be suppl
ied and arranged by the eontractor at his own cost.
For the murrum, aggregates, bricks and rubble stones & stones brough
t from Borrow pits outside premises, contractor has to remit necessary Royal
ty payments to appropriate statutory bodies and obtain their No objecti
on eertificate and submit same to HPeL for the quantity executed in the work.
That is HPeL will issue a certificate to the extent of each of the abov
e consumables actually used as per specifications

lling purpose to enable
the eontractor to obtain the NOe mentioned abov

MODE OF MEASUREMENT:

Levels shall be taken before commencement of work and upon observing


change in strata from Soil to Soft Rock.
However, no additional pa
yment shall be made for side slopes.
Payment shall be restricted to the
maximum extent of excavation required for Pee. Any extra excavation
required to be carried out for preventing slipping of side slopes shall
be carried out by the eontractor at his own cost. The height of excavation
shall be measured by levels as observed in the Site.
Payment for murrum filling shall be made on the basis of volume of fill a
fter placement and compaction and achieving the grade and slope as per draw
ings. Any additional filling carried out or required as per site conditions /
specification requirements for attaining the MDD/OMe requirements on slope
s, etc will be carried out by eontractor and same are deemed to be included in
quoted rates. No payment will be made by HPeL for such additional filling wh
ich is to be subsequently stripped.
Payment for reinforcement may be released by HPeL upon placement of Ree.
Payment @ 95% for Ree may be released upon satisfactory test results for 28 d
ays testing.

an power, machinery, tools, tackles, equipments etc required to execute the
work as per the Approved Quality Assurance Plan (QAP) shall be the r
esponsibility of contractor. Due records will be maintained by contractor
through out the work period as per instructions of Engineer-in-charge.
It shall be the sole responsibility of the eontractor to get the QA
P approved from HPeL prior to commencement of work.

Ordinary Portland eement conforming to IS:8112 (43 Grade eement)


and IS:12269 (53 Grade eement) shall only be used.
Approved manufacturers are Ultratech, Aee, Gujarat Ambuja, Birla eements,
India eements or any other manufacturer approved by HPeL.
Batch test certificates for the batch brought to site shall be submitted pri
or to use. HPeL site engineer shall verify and endorse the batch for use.
However, eement shall be tested for each batch for all the properti
es including chemical composition, initial setting time, final setting t
ime, 3 days, 7 days & 28 days compressive strength & soundness. In c
ase of failure of test results, the subject batch / lot shall be disposed
off from Site and the affected structures shall be dismantled.
Reinforcement Steel:
Reinforcement Steel manufactured by SAIL, VIZAG STEEL and TATA STEEL or an
y other HPeL approved manufacturer only shall be used.
Batch test certificates for the batch brought to site shall be submitted pri
or to use. HPeL site engineer shall verify and endorse the batch for use.
However, steel shall be tested for YS, UTS, Mass, ehemical composition, Bend &
Rebend and Elongation prior to use.

als, debris etc., to the earmarked area within the

standard test as per the specification of relevant IS standards in approved L
aboratory and Test eertificate shall be submitted to EIe for verification.
Only after obtaining approval of EIe, cement shall be put into use. Manufa
cturer's Batch Test eertificates backed by Factory's Invoice for the batch will

be acceptable for entry of cement to Site.

The contractor will be required to maintain a register for recordin
g details of steel receipt, steel utilised and balance at site.
Final bill will be accompanied by steel consumption statement.

In every case, it shall be the contractor's responsibility to ensure the standar


d of quality and the correctness of quantity of steel procured at site by him.
The permissible wastage (wastage defined as bars having less than 3 mt. Lengt
h) shall be of 3% of
theoretical consumption for purpose of reconciliat
ion.
Recovery for less consumption as per theoretical consumption will b
e effected at Rs.60,000i- per MT.
All scrap (scrap defined as pieces of s
teel bars measuring less than 3 mt. in length) shall be the property of the co
ntractor. The wastage quantity shall not be considered to be included w
ithin the theoretical quantity and no extra shall be payable on account of wasta
ge.

TESTS, INSPECTION AND COMPLETION

6.1

1.0

SeOPE

This specification establishes the materials, dressing, lying, jointing, workman


ship, curing etc. for stone masonry works and shall comply with all the requ
irements of IS:1597.

2.0

2.1

GENERAL REQUIREMENTS

Materials

Stones used in masonry shall be of approved quality locally availabl


e granitic or basaltic origin.
They shall be hard, sound and free from
decay, weathering and fissures.
Stones with round surface shall not b
e used.

2.2

eement Mortar

eement mortar shall meet the requirements of IS: 2250 and shall be prepared
by mixing cement and sand by volume. Proportion of cement and sand sha
ll be 1:6 (one part of cement and six part of sand) or as specified. The san
d being used shall be sieved before use. The mortar shall be used as soon
as possible after mixing and before it has begun to set and in any case wit
hin initial setting time of cement, after the water is added to the dry mixture.
Mortar unused for more than initial setting time or cement shall be rejected
and removed from the site of work.

2.2.1

Proportioning

The unit of measurement for cement shall be bag of cement weighing 50 kgs
and this shall be taken as 0.035 cubic meter. Sand shall be measured in boxes
of suitable size on the basis of its dry volume. In case of damp sand,
it quantity shall be increased suitably to allow for bulkage.

2.2.2
The mixing of mortar shall be done in a mechanical mixer
operated manually or by power. The Engineer-In-eharge may however, permi
t hand mixing, as a special case, taking in to account the magnitude nature an
d location of work. The eontractor shall take the prior permission of the Engine
er-In-eharge in writing, for using hand-mix, before the commencement of w
ork.

2.2.2.1

Mixing in Mechanical Mixer

ixed dry in a mixer. Water shall then be added gradually and wet mixing continue
d for at least one minute. eare shall be taken not to add more water than
that which shall bring the mortar to the consistency of a stiff paste. Wet
mix from the mixer shall be unloaded on water-tight masonry platform, made adjac
ent to the mixer. Platform shall be at least 150mm above the leveled ground, to
avoid contact of surrounding earth with the mix. Size of the platform s
hall be such that it shall extended at least
300mm around the loaded wet mix area. Wet mix, so, prepared shall be utilized w
ithin initial setting time of cement (thirty [30] minutes foe ordinary
Portland cement conforming to IS:269) after addition of water. Mixer shall b
e cleaned with water each time before suspending the work.

2.3

Green work shall be protected from rain, running water of accumulated water
from any source, by suitable means. Masonry work, as it progress shall be k
ept thoroughly wet by sprinkling water at regular intervals, on all faces.

euring shall be done after 24 hours of completion of day's work and shall
be done for at least 10 days after completion. Proper watering cans with
spray nozzles, rubber or PVe pipes shall be used for this
purpose.

Staging/Scaffolding

2.4.1
Staging/Scaffolding shall be properly planed and designed
by the eontractor. Use of only steel tubes is permitted for Staging/scaff
olding. Design of staging/scaffolding shall be submitted for approva
l of the Engineer-In-eharge, before commencement of work.

The supports shall be sound and strongly clamped with the horizontal pieces
over which the scaffolding planks shall be fixed. Suitable access shall
be provided to the working platform area. The scaffolding shall be strong e
nough to withstand all loads likely to come upon it and shall also meet all t
he requirements specified in IS:2750.

The following measures shall also be considered during erection of the sca
ffolding/staging.

a. Sufficient sills or underpinning, in addition to base plates shall


be provided, particularly, where scaffolding are erected on soft grounds.

b. Adjustable bases to compensate for uneven ground shall be used.

c. Proper anchoring of the scaffolding/staging at reasonable intervals s


hall be provided in each direction with the main structure wherever availab
le.

d. Horizontal braces shall be provided to prevent the scaffolding from roc


king.

e. Diagonal braces shall be provided continuously from bottom to top between


two adjacent rows of vertical supports.

The scaffolding/staging shall be cracked at every stage for plumb line.

g. Wherever the scaffolding/staging is found to be out of plumb, it shall


be dismantled and re-erected afresh. Effort shall not be made to bring it in
line with a physical force.

h. All clamps and couplings shall be properly tightened with nuts and bol
ts to avoid slippage.

Erection work of a scaffolding/staging under no circumstances shall b
e left totally to semiskilled or skilled workmen and shall be carried out
under the supervision

2.5

Embedment of Fixtures

All fixtures, pipes, conduits, holdfasts etc. required to be built in wal


ls, shall be embedded in plain cement concrete of grade 1:2:4 at th
e required position as the work proceeds.

3.0

3.1

SPEeIFIe REQUIREMENTS

Random Rubble Masonry

3.1.1

Dressing

Stone shall be hammer dressed on the face, the sides and the beds to enable i
t to come in proximity with the neighboring stone. The "bushing" (projection) on
the face shall not be more than 40mm on an exposed face and 19mm on the face to
be plastered. It shall not have depression more than 10mm from the average wall
surface. It shall also conform to the general requirements for dressing of s
tones covered in IS:1129.

All stones shall be wetted before laying to prevent absorption of water from
mortar. The stones shall be laid so that the pressure is always perpen
dicular to the natural bed. The courses (if any) shall be built perpendicular t
o the pressure which the masonry will bear. In case of battered walls, the
base of stone and plan of courses (if any) shall be at right angles to the
batter.

The walls shall be carried up truly plumbed or to the specified batter.


Every stone shall be carefully fitted to the adjacent stones, so as to form n
eat and close joints. Vertical joints shall be staggered as far as possible.

Stone may be brought to level course at plinth and at coping level.


Leveling up at plinth level and coping level shall be done with concrete
comprising of 1:2:4 volumetric proportion with graded stone aggregate of
20mm nominal size.

The bond shall be obtained by fitting in closely the adjacent stones.


Transverse bonds shall be provided by the use of bond stones extended from
the front to the back of the wall. At angular junctions the stones at each
alternate course shall be well bonded into the respective courses of the a
djacent wall.

Face stones shall extend and bond well in the back. These shall be a
rranged to break joints as much as possible, and to avoid long vertical line
s of joints. The depth of stone from the face of the wall inwards shall n
ot be less than the height or breadth at the face.

Where there is a break in the masonry work, the masonry shall be raked in
sufficiently long steps for facilitating joining of old and new work. The stepp
ing of the raking shall not be more than 45 degrees with the horizon
tal. The masonry work shall not be raised more than 1.2 meter per day. Toothed j
oints in masonry shall not be permitted.

Hearting stones

The hearting or interior filling of the wall shall consist of rubber stone
s which may be of any shape but shall not be less than 150mm on any face. These
shall be carefully laid, hammered down with a wooden mallet into position and
solidly bedded in mortar. The hearting should be laid nearly level with faci
ng and backing, except that at about one meter intervals, vertical bonds stones
shall be firmly embedded to form a bond between successive courses.

3.1.4

Insertion of ehips

The chips and spalls of stones shall be used wherever necessary to avoid thi
ck mortar beds or joints and it shall also be ensured that no hollow spaces
are lefty any where in the masonry. The chips shall not be used below t
here hearting stone to bring these up to the level of face stones. The use o
f chips shall be restricted to the filling of interstices between the adjacent s
tones in hearting and this shall in no case exceed 20% of the quantity of
stone masonry.

3.1.5

Bond Stone

Bond or through stone running across the thickness of wall shall be p


rovided in the walls. At least one bond stone or a set of bond stones shal
l be provided @ 1 No/0.50 sq.m area of wall for both sub-structure
& super-structure courses and shall be staggered in subsequent course. An ident
ification mark for the bond stones shall be given on both faces.In case of
non-availability of bond stones, precast Ree 1: 2:4 blocks of

200mm sq x required length with 2 no.s S-bars of 8mm shall be provided.

3.1.6

Quoins

The quoins shall be of selected stones neatly dressed to the required a


ngle and shall be of the same height as the course in which they occur a
nd laid header and stretcher alternately. The quoin shall not be less than
0.03 cubic meter in volume.

Jointing

Stones shall be so laid that all joints are fully packed with mortar. Fac
e joint shall be minimum 20mm thick. The joints shall be struck flush and finish
ed at the time of laying; when plastering and pointing is not
required. If walls are to be plastered or pointed, joint shall be raked to a min
imum depth of 20mm during the progress of work when the mortar is still gree
n. For the faces of the wall which are not to be plastered, stone surface
shall be cleared of mortar splashing to give uniform stone appear
ance.

4.0

PAYMENT

4.1

General

The payment for stone masonry works shall be inclusive of all labour, materi
al, sampling and testing, scaffolding/staging dressing, wetting, out of s
tones laying etc., raking of joints, curing, pointing, providing recesses
and making circular or rectangular opening, sealing the gap between the masonry
and soffit or beam/slab with and including cement mortar, making of m
asonry platform for unloading the wet mix, embedding fixtures/fittings) etc., fo
r all heights and depths. Deduction for circular or rectangular openings or fo
r making pockets shall be as per relevant IS eodes.

3) PLAsTERING
PREPARATION OF SURFAeE:
The following surface preparation shall be made for both single and double c
oat plasters.
The surface shall then be thoroughly washed with water, cl
eaned and kept wet before plastering is commenced.
In case of concrete where plaster is to be applied, the surface shall be first c
hipped by chiselling and wire brushing to make the surface rough to receive the
plaster, then the surface shall be cleaned of any loose particles/dust.
eEMENT PLAsTER (sINGLE eOAT)
APPLIeATION:
Plastering shall be started from the top and worked down towards the floor. Al
l holes shall be properly filled in advance of the plastering a
s the scaffolding is being taken down.
To ensure even thickness and
a true surface, plaster of about 15 x 15cm shall be first applied horiz
ontally and vertically, at 3 metres intervals over the entire surface to ser
ve as gauges. The surfaces of these gauged areas shall be truly in the plane of
the finished plaster surface.
The mortar shall then be laid on the wal
l, between the gauges with trowel.
The mortar shall be applied in a
uniform manner slightly more than the specified thickness and brought to t
rue surface by working a wooden straight edge reaching across the gauges
with small upward and sideways movements at a time.
All corners, arises, angles and junctions shall be truly vertical or horiz
ontal as the case may be and shall be carefully finished. Rounding or chamferi
ng corners, arises, junctions, etc.where required shall be done without
any extra payment.
Such rounding or chamfering shall be carried out
with proper templates to the sizes required.

1.1

GENERAL:

This section describes and specifies work required for plain and reinforced
cement concrete including reinforcement and form work. Unless otherwise speci
fied or agreed in writing by the EIe, all materials and methods used in the
production, testing and handling of concrete shall comply with the latest editi
ons or amendments of the relevant Indian Standards. THE EXPOsURE eONDITION

1.2

MATERIALS:

All materials shall be obtained from sources approved by the EIe. The agreed sou
rce or quality of any material shall not be changed during the course of th
e contract except with the approval of the EIe.
Whenever requested by the EIe, the eontractor shall provide a certificate
from the manufacturer, for each and every delivery of material, showing the sou
rce, quantity delivered and confirming that the material has been tested and
conforms to the required Indian Standard.
1.3

TESTING OF eONeRETE MATERIALS :

Prior to the commencement of concrete work, the contractor shall get all cem
ent aggregates and water tested in the laboratories approved by the EIe and sh
all keep the approved samples in the site office for inspection at any time
of the concreting operation. The test certificates shall be submitted t
o EIe for review & approval before concreting. During construction also, t
he materials shall be sampled and tested as often as deemed necessary an
d also as per the "Periodicity of Testing" by the EIe. Samples shall b
e taken and tested in accordance with the latest revision of relevant Indian Sta

ndard Specifications and the cost thereto shall be borne by the eontractor.
1.4

eEMENT :

The cement used throughout the work shall be to the approval of the EIe. A certi
ficate shall be obtained from the manufacturers and produced to EIe for each
delivery of cement . The eontractor shall store the cement in storage s
heds to be provided by him for this purpose at site. The cement shall be d
elivered to the site in bags sealed with the manufacturer's seal and different t
ypes of

ted caked or which has been damaged due to any reason whatsoever s
hall not be used. No cement shall be used for the works that has been stored
at site for more than three months.
1.5

SAND :

Sand to be used for concrete shall be well graded mixture from coarse to fine gr
ains, complying with the requirements of IS 383 Latest edition. It shall
be clean, hard and free from salt, earth, clay and other impurities. Fine s
and confirming to Zone - iv shall not be used. It will comply with sieve analysi
s in accordance with IS 2386 Part I & II.

The coarse aggregate for the reinforced concrete work shall consist
of crushed gravel, black trap, granite or other stone to the approval of th

ition. If considered necessary by the EIe,
the aggregate shall be washed
specially until an approved cleanliness is obtained. The use of laminated
stone, flat or flaky material will not be permitted. The combined coarse a
ggregate shall in all respects be so graded as to allow 95% to 100% by wei
ght to pass a
20mm I.S. sieve 25% to 55% by weight to pass a 5mm I.S. sieve and 0% by weight
to pass a 5mm I.S. sieve. The aggregates of different sizes shall be stored
in separate stacks in clean state and free from all dirt.

The coarse aggregate where absorption of water after 24 hours immersion is more
than 5% by weight shall not be used.

When required by the EIe the tests indicated in I.S. 383 or IS-2386 (
all parts ) shall be got carried out by the eontractor at his cost to show
the acceptability of the materials.
Stowage piles of aggregate shall have good drainage, preclude inclusion of
foreign matter and preserve the gradation.
1.7

WATER :

Water used for all purpose in this contract shall be free from oil,
acid, vegetable matter, salts or dirt of any kind which will have adverse effec
t on cement or steel in the case of reinforced concrete. Whenever called for, th
e eontractor shall produce test results for water being used on work. The water
quality shall confirm to IS-456-2000.
1.8

ADMIXTURES:

Admixtures or eement containing additives (such as accelerators, retarders, wate


r proofing agents etc.) shall not be used unless specified or otherwise dire
cted or approved by the EIes). The Admixtures shall confirm to IS-9103 late
st edition.
1.9

FORM WORK :

The form work shall be designed and constructed in such a manner that all concre
te work shall be true to line, level and size, and free from h
oneycombing, pinholes, surface irregularities and every other defect
whatsoever.
All form work shall be adequately propped, braced and framed to prevent defor
mation under weight and pressure of wet concrete, constructional loads, wind, v
ibrations and other forces. All joints in shuttering shall be close fitting
to prevent the loss of cement paste or mortar from the concrete.
All form work shall be carefully cleaned and coated with an appr
oved proprietary mould oil before use, care being taken to keep all reinfo
rcement away from contact with such oil. All moulds shall be free fro
m sawdust, shavings, dirt, mud or other debris by hosing with wat
er or oil free compressed air.

for the approval of the EIe and the form work shall be inspected a
nd approved by the EIe before concrete is placed within it. Notwithstanding such
approval, any damage or consequences arising there from shall be the
eontractor's entire responsibility.
1.10

PROPORTIONS FOR eONeRETE:

The contractor shall design concrete mixes to produce concrete of


the required strengths. The contractor must submit full designs done from R
Me plants of the mixes for approval of EIe and trial mixes will be prep
ared by the contractor in the presence of the EIe, having workability,
strength, minimum cement content and surface finish as criteria.
For Design mix concrete, the quantity of cement shall be determined by w
eight. Where standard bags of cement are used, their weight shall be
checked at frequent intervals and any loss in weight due to leakage etc. shall
be made good.
While calculating the amount of mixing water, the moisture content of the ag
gregates shall be taken into account.
READY MIX eONeRETE :
The provision in this section shall apply to all concrete grades and is to be
considered as a supplementary to general provisions for Plain eement eon
crete & Reinforced eement eoncrete works.
Ready mix concrete (RMe) may be manufactured in a central automatic
weigh batching plant and transported to the job by agitating Transit mixers.
The RMe is to be sourced from reputed & approved batching plants as mentioned
in the approved list of manufacturers or suppliers only. The design mix has
to be submitted to HPeL before concreting and the same has to be appr
oved by HPeL before concreting is done.However,proposal for RMe shall
be submitted to HPeL in advance to enable HPeL engineer to inspect and appr
ove the Plant with regard to QAP/ITP and production.

The design mix is to be carried out as per IS-10262.

Note : No puzzolonic material such as Fly ash, Metakaoline & rice husk ash etc s
hall be used for the work.

MATERIALS FOR STANDARD eONeRETE:
The ingredients to be used in the manufacture of standard concrete shall

INsPEeTION AND REeTIFIeATION OF DEFEeTs:


Immediately on removal of forms, the Ree works shall be examined
by the contractor's engineer / Engineer in eharge before any defects are m
ade good.
The work that has sagged or contains honey combing to an extent detrimental
to the structural safety or architectural concept shall be rejected.
Surface defects on a minor nature may be accepted and the same shall be rectif
ied as follows :
a) Bulges due to movement of forms, ridges at forms, ridges at form joints shall
be carefully chipped and then rubbed with a grinding stone.
b) Honeycombed and other defective areas must be chipped out, the edges being
out as straight as possible and perpendicular to the surface. Shallow patches ar
e first treated with a coat of thin grout (1 cement : 1 sand) and then fi
lled with mortar similar to that used in concrete. Large and deep patches shall
be filled up with concrete held in place by forms and shall be reinforced.
c) Holes left by bolts shall be filled carefully with mortar. Holes exten
ding right through the concrete shall be filled with mortar with a pressure gun

d) The same amount of care to cure the material in patches should be taken
as with the whole structure.
POsT TREATMENT OF sURFAeE :
The surface which has to receive plaster or where it has to be joined with
brick masonry walls shall be properly roughened immediately after the sh
uttering is removed.

MIXING OF eONeRETE:

Mixing of concrete shall continue until there is a uniform distribution


of material and the concrete is uniform in colour and consistency and fo
r at least two minutes.
Mixes and weigh batches shall be maintained in first class con
dition throughout the contract and any mixer or plant which is faulty shall
not be used. The drums on all mixers shall revolve at the speed recommende
d by the maker. A mixer of any type which has been out of use for more than
20 minutes shall be thoroughly cleaned out before any fresh concrete is mi
xed. All equipment shall be maintained in a clean serviceable condition and thei
r accuracy periodically checked.
1.12

SLUMP TEST :

The eontractor shall keep at the site of the works for the EIe's use or his
representative a standard slump test mould and shall provide facil
ities throughout the construction for tests to be made as and when the EIe may r
equire.
1.13
eOMPRESSIVE STRENGTH
: eoncrete shall confirm to IS-456-2000 a
nd compressive strength shall meet the requirements of IS:456-2000.
The eontractor shall keep on site minimum 12 no.s standard 15 cm test cu
be moulds and ancillary equipment for preparing test cubes. Before the eon
tractor commences any concrete construction he shall make six cubes of mix co
ncrete with the cement sand, aggregate and water which he proposes using on the
contract and shall have them tested at a Laboratory approved by the EIe/EIe.
Three cubes shall be tested at 7 days and three cubes at 28 days after casti
ng and curing. In all cases the cubes shall give the minimum compressive streng
th. No concrete construction shall be commenced until Preliminary Tests on th
e six cubes referred above have been completed and results show the concrete to
have the minimum compressive strength. As construction proceeds samples fro
m fresh concrete shall be taken as per IS
1199 - 1959 and cubes shall be made, cured and tested in accordance with
IS 516 1959.

Three test specimens shall be made from each sample for testing at 28 days. Addi
tional cubes may be required for various purposes as to determine the strength o
f concrete at 7 days or at the time of striking form work, or to determine t
he duration of curing, or to check the testing error.

Any part of the work from which the cubes fail to give the required minimum comp
ressive strength shall be dealt with by the eontractor as directed by the EI
e and at the expenses of the eontractor.
The concrete is also liable to be rejected or repaired as per the instructions o
f the EIe/EIe if it is porous or honeycombed, its placing has been interrupted w
ithout providing a construction joint or the reinforcement has been disproportio
nately displaced. The rejected concrete has to be demolished and redone to the s
atisfaction of the EIe free of cost.
The eontractor shall keep a daily record (eoncrete Pour eard ) showing the
date when each portion of concrete is poured in slab, beam, column etc., c
uring, removal of form work and test cube results at 7 days and 28 days period
. They shall be sent immediately to the EIe/EIe.
1.14

TRANSPORTING, PLAeING AND eOMPAeTING OF eONeRETE :

The concrete shall be transported maintaining required workability in a


manner such as to avoid the segregation of the constituent materials, and
loss of any of the ingredients. It shall be deposited as nearly as practicable i
n its final position to avoid re handling. It shall be placed and comp
acted before setting commences and should not be subsequently disturb
ed. Methods of pouring should be such as to preclude segregation, and to avoid d
isplacement of reinforcement and movement of form work. eoncrete Pum
ping needs to be arranged for conveying the concrete from transit mixe
rs to work spot.
The concrete should be thoroughly compacted and fully worked around the reinfo
rcement, around embedded fixtures and into the corner of the form work with
out formation of honeycombing, pinholes or surface irregularities and any
other defects whatsoever.
The use of mechanical vibrators having capacity of producing vibrations
at a rate not less than 5000 cycles per minute is recommended. Over vibration or
vibration of very wet concrete is harmful. In addition to mechanical vibration,
sufficient hand tools must be used to assure full consolidation around reinforc
ement and at edges and corners.
The deposition of concrete shall be carried out as continuously as possible to r
educe to minimum joints between new concrete and concrete which has set. Where c
onstruction joints are necessary they shall be formed at right angles to the
axis of the member concerned by the insertion of rigid stopping off forms
, against which concrete can be properly rammed or as per the advise
of Structural EIe..

No unset concrete shall be brought into contact with unset concret


e containing cement of different type. Special permission and instructions shal
l be obtained when concrete has to be deposited under water.
Accumulation of set concrete on the reinforcement shall be avoided. Before
fresh concrete is deposited upon or against any concrete which has already harde
ned, the surface of hardened concrete shall be well roughened if neces
sary by chipping and laitance remove. The surface shall then be swept clean
with wire brushes, thoroughly wetted and covered with a thin layer of cement mo
rtar.
1.15

PROTEeTION OF eONeRETE :

Newly placed concrete shall be protected by approved means from rain, sun an
d drying winds. eoncrete placed below the ground shall be protected from falling
earth during and after placing. Approved means shall be taken to protect
immature concrete from damage by debris, excessive loading, vibrati
on, abrasion, deleterious ground-water, mixing with earth or other materials tha
t may impair the strength and durability of concrete.
1.16

eONSTRUeTION JOINTS :

Before construction commences the eontractor shall submit to the EIe, for
his approval, sketches showing proposed positions of construction joints.
Each section of concrete shall be poured continuously between construction joint
s. Shuttering to all construction joints should be so made that
it produces on the face of joints a suitable grooved or indented surface to
act as a sheer key or bond for the subsequent concrete. Inclined joints shall
not be permitted.
If the concrete has been allowed to harden excessively, the surface shall be chi
pped over its whole surface to a depth of at least 3/8"and thereafter th
oroughly washed. If the concrete has not fully hardened, all laitance shal
l be removed by scrubbing the wet surface with wire brushes to avo
id dislodgement of particles of aggregate. Before fresh concrete is added to the
other site of a construction joint the surface of the old concrete wi
ll be thoroughly wetted and then covered with a thin layer of cement morta
r of the same quality as that in the concrete.
No distortion or displacement of reinforcement from the positions shown on
the drawings shall be permitted at construction joints.

Water stoppers shall be provided to the construction joints of terrace slabs, ki

tchen and bathroom slabs, and water retaining structures where water le
akage poses serious problems.
1.17

STRUeTURAL JOINTS :

Expansion joints or other permanent structural joints shall be provided in the p


ositions and of the form described in the drawings or elsewhere. In no case
shall the reinforcement, corner protecting angles or other fixed metal items,
embedded or bonded into concrete run continuously through as expansion joint.
The placing of concrete on either side of the expansion joint shall be
done separately after an interval of atleast 7 days.
1.18

eUTTING INTO eONeRETE :

No concrete shall be cut into, nor shall it be interfered with in any wa


y, without the prior approval in writing of the EIe. Necessary holes sha
ll be provided as required for plumbing work and for electrical pipes etc
. at the time of execution.
1.19

eURING OF eONeRETE :

Exposed surfaces of concrete shall be kept continuously in a damp or wet con


dition for at least 14 days or more from the date of placing of concrete.
Approved curing compounds may be used in lieu of moist curing with the per
mission of the EIe. Such compounds shall be applied to all exposed su
rfaces of the concrete as soon as possible after the concrete has set.

sTEEL REINFOReEMENT :

2.1

STEEL BARS :

Steel reinforcement bars shall conform to IS: 1786, Gr. Fe500 minimum. Other
qualities of steel shall not be acceptable.
2.2

eLEANING OF REINFOReEMENT :

Before steel reinforcement is placed in position, the surface


of the reinforcement shall be cleaned of rust, dust, grease and other objectio
nable substances.
2.3

eUTTING OF REINFOReEMENT :

Before the reinforcement bars are cut, the contractor shall study the lengths
of bars required as per drawings and shall carry out cutting only to suit
the
sizes required as per drawings.

PLAeING AND SEeURING :

Reinforcement bars shall be accurately placed and secured in position and f


irmly supported or wedged by precast concrete blocks of suitable thickness,
at sufficiently close intervals, so that they will not sag between the support
s or get displaced during the placing of concrete or any other operation of
the work. It is most important to maintain reinforcement in its correct p
osition without displacement and to maintain the correct specified cover. eontra
ctor shall be responsible for all costs for rectification required in case the b
ars are displaced out of their correct position.
2.5

BINDING WIRE :

The reinforcement shall be securely bound wherever bars cross or wherever requir

ed with minimum 20 gauge soft annealed steel wire.


2.6

WELDING :

Welding of bars shall not be carried out unless specially authorised in wr


iting by EIe.
2.7

BENDS ETe :

Bends, cranks etc. on steel reinforcement shall be carefully formed, care


being taken to keep bends out of winding. Otherwise, all rods shall be truly str
aight. If any bend shows signs of brittleness or cracking, the rod shall be remo
ved immediately from the site. Minimum radius of 9 times diameter of the
bar shall be used unless otherwise specified in the drawings. However, in respec
t of standard hooks the radius of bend shall be 2 times of diameter of ba
r. Heating of reinforcement of bar to facilitate bending will n
ot be permitted. The bars shall always be bent cold.
In case of mild steel reinforcement bars of larger sizes, where cold bending i
s not possible, they may be bent by heating with written permission of th
e Project Engineer. Bars when bent hot shall not be heated beyond cherry red col
our and after bending, shall be allowed to cool slowly without quenching.
The bars damaged or weakened in any way in bending shall not be used on the
work. High strength deformed bars shall in no case be heated to facilitate bend
ing or cranking.

2.8

INSPEeTION OF REINFOReEMENT :

No concreting shall be commenced until the EIe has inspected

A notice of at least 24 hours shall be given to the Project Engineer by t

from the site and replace the same and rectify any other defects

The sub grade shall be prepared, dressed and rolled turn to level

Joints

4.6.1
Stone shall be so laid that all joints are full of mortar. Face
joint shall not be more than25 mm thick,, joint shall be struck flush and
finished at the time of laying. Joint shall be raked to a depth
of 20mm during construction in case of pointing.

4.7

Flush Pointing

4.7.1
Joints in the stone liningjpitching shall be raked out at least 20 mm
deep during construction. The joint shall be brushed clean of dust with
a wire brush and wetted thoroughly for 6 hours before pointing is commenced.
The raked joint shall be filled with cement mortar of specified grade and s
hall be well pressed in the face of lining or wall and rubbed smooth. After pres
sing the mortar to the joints, a neat cement wash shall be given to the mor
tar area only and finished smooth. The finished work shall give clean, w
ell worked look without blotches or runs or mortar on stone surface.
