2010 - 2011

Filing dates for President/Vice President Ticket and Senate begin


Monday, February 1st, 2010. Filing must be submitted to the Office of
Student Involvement (OSI) by Friday, February 12th by 3:00 pm.
Dear Prospective Candidate,

Welcome to the ASWSUV Student Government Elections for 2010-2011! Thank you for your interest and
willingness to contribute to our university. This packet contains the following information and forms to be
completed and returned to the Elections Board box in the Office of Student Involvement in the Firstenburg
Student Commons.

Declaration of Candidacy forms must be turned in no later than February 12th by 3:00 pm. Campaigning can
begin after a candidate attends one of the candidate orientations. Dates for these events are listed on the
Elections calendar located within this packet.

All candidates or a representative of each ticket is required to attend one of the two candidate orientations:
1. Tuesday, February 16th, 2010 from 1:30-2:30 pm in Firstenburg Student Commons 104.
2. Wednesday, February 17th, 2010 from 4:00-5:00 pm in Firstenburg Student Commons 104.

The candidate orientation will address relevant information for your campaign and provide an overview of
important Constitution and By-laws concerns and expectations process. Additionally, this will be an opportunity
for you to ask questions about student government and the campaign process. We will finish by taking your
pictures for the Voter’s Guide or you may submit an electronic picture to
www.aswsuv.electionboard@vancouver.wsu.edu

There will be two candidate debates and you are required to attend both. The dates for these events are set for:
1. Wednesday, February 24th, 2010 2:00-4:00 pm, location to be determined.
2. Tuesday, March 2nd, 2010 12:00-2:00 pm, location to be determined.
Specific details for these debates will be e-mailed to you after you attend the candidate orientation.

Throughout your campaign you will certainly have questions. Please consult the ASWSUV By-laws before
asking us questions, but if you have a question that cannot be answered, please do not hesitate to contact the

ASWSUV PRESIDENT

Term of Service:
Commencement 2010 to Commencement 2011

Work Schedule:
The ASWSUV President shall post and maintain, between the hours of 9:00am and 6:00pm, at least ten
(10) office hours per week, and ten (10) hours outside the office per week throughout the entire term of
office.

Remuneration:
The ASWSUV President and Vice President shall each be paid salaries equal to two hundred and twenty
five (225) percent of the cost of tuition for fall, spring , and summer semesters, full time, in state,
undergraduate student tuition, as calculated by the University's Financial Office, plus $600.00 for books
and supplies.

Opportunities:
1. Make a significant contribution to student life and activities at WSUV
2. Learn more about the internal workings of the university
3. Develop positive relationships with other students, faculty, and the community
4. Learn the skills for teamwork, leadership, and decision making

Responsibilities:
1. The ASWSUV President shall carry out the policies of ASWSUV as set in the ASWSUV Constitution,
By-Laws, and Senate actions.
2. The ASWSUV President shall oversee all ASWSUV programs and activities subject to the direction of
the ASWSUV Senate.
3. The ASWSUV President shall be responsible for the following:
a. Communicating the needs and concerns of undergraduates and graduates to the University
administration including:
i. Meeting with the University administrators.
ii.Developing proposals and comments regarding University policy.
iii.Attending other meetings with faculty, Deans, and other administrators as needed.
iv.Asserting student needs at all times.
b. Communicating and asserting student needs to the State Legislature, the Governor, and the
Higher Education Coordinating Board.
c. Representing ASWSUV at meetings and to the media.
d. Keeping an open line of communication with the Faculty Senate.
4. The ASWSUV President shall appoint undergraduate students to:
a. Faculty Senate committees and sub-committees.
b. Presidential standing committees.
c. Other non-ASWSUV committees.
5. The ASWSUV President shall appoint the following as directed by the ASWSUV Constitution and By-
Laws:
a. Executive Cabinet.
b. Election Board Members.
c. ASWSUV Judicial Board Members.
d. Students that serve on the Student Publication Advisory Board.
6. The ASWSUV President will provide an official individual report at every Senate meeting of the
individual and/or collaborated ASWSUV work that has been conducted from the preceding Senate
meeting to the current Senate meeting; and to have every executive branch member provide an
individual report at every Senate meeting of the individual and/or collaborated ASWSUV work that has
been conducted from the preceding Senate meeting to the current Senate meeting.
a. The individual report will be an official document.

Eligibility:
1. Be a member of the ASWSUV
2. Be enrolled in a minimum of 6 credits
3. Have a minimum cumulative GPA of 2.0
4. Must be in good academic standing.
ASWSUV VICE PRESIDENT

Term of Service:
Commencement 2010 to Commencement 2011

Work Schedule:
The ASWSUV Vice President shall post and maintain, between the hours of 9:00am and 6:00pm, at
least ten (10) office hours per week excluding Thanksgiving, winter and spring breaks, and ten (10)
hours outside the office per week, throughout the entire term of office.

Remuneration:
The ASWSUV President and Vice President shall each be paid salaries equal to two hundred and twenty
five (225) percent of the cost of tuition for fall, spring , and summer semesters, full time, in state,
undergraduate student tuition, as calculated by the University's Financial Office, plus $600.00 for books
and supplies.

Responsibilities:
1. The ASWSUV Vice President shall have the following duties and responsibilities:
a. Chairing the ASWSUV Senate meetings.
b. Perform any duty deemed necessary by ASWSUV Officers,Senate, Constitution or By-Laws.
c. Representing ASWSUV at meetings and to the media on behalf of the ASWSUV President and
Senate.
2. The ASWSUV Vice President shall assume all powers and duties of the ASWSUV President in the
event that the President is absent or unable to perform the obligations associated with the office.
3. The ASWSUV Vice President shall carry out those other duties as directed by the ASWSUV President,
Constitution, By-Laws, and Senate policy in the form of Resolutions or Bills.

Eligibility:
1. Be a member of the ASWSUV
2. Be enrolled in a minimum of 6 ASW credits
3. Have a minimum accumulative GPA of 2.0
4. Must be in good academic standing.
ASWSUV SENATOR

Term of Service:
Commencement 2010 to Commencement 2011 with a recess during summer

Work Schedule:
1. Post and maintain at least two (2) office hours per week.
2. Senators will be required to maintain a record of office hours served
3. Every Senator will be required to attend the ASWSUV Retreat in August or every semester mandated by
the Vice President of ASWSUV.
4. This date will be established by the Vice President prior to the first candidate meeting of the general
ASWSUV election.
a. This is a mandated meeting. If any Senator cannot attend the Senate Retreat, the Senator will
formally resign their position.
Remuneration:
1. The salary for the ASWSUV Senators shall be in the amount of five percent (5%) of undergraduate
tuition, not to exceed two hundred dollars ($200) per semester, to be paid at the end of fall and spring
semesters in accordance with Article IV, Section 5 of the Constitution
2. Senators shall receive all salaries after the last senate meeting at the end of fall and spring semesters.
3. Senators shall receive no compensation for summer semesters.
4. Senators shall receive salaries proportional to the number of Senate meetings and office hours attended.

Responsibilities:
1. Perform any duty deemed necessary by ASWSUV Officers, Senate, Constitution, or By-Laws.
2. Any ASWSUV duty is defined as ASWSUV responsibilities (e.g. writing bills, Senate hours, handing
out flyer, working on ASWSUV sponsored event, etc.)
3. Report to the ASWSUV President.
4. Read the Constitution and By-Laws and have working knowledge of the responsibilities of ASWSUV
5. Give an individual report at every Senate meeting of the individual and/or collaborated ASWSUV work
that has been conducted from the preceding Senate meeting to the current Senate meeting.
Eligibility:
1. Be a member of the ASWSUV
2. Be enrolled in a minimum of 6 ASW credits
3. Have a minimum accumulative GPA of 2.0

1. Campaign expenditure reports must be submitted even if there were no expenditures incurred during the
course of the campaign.
2. The Election Board must assign a fair market value on all donated material using the going rate found on
the item(s) in the Portland/Vancouver area.
3. Failure to submit a Declaration of campaign expenses shall be considered an Election Code Violation
and may result in dismissal of any future candidacy within ASWSUV government.

Use of the Open Forum Area:

The use of WSU Vancouver designated “Open Forum” areas are subject to time, space, manner, and notice
limitations as set forth in the Facilities Use Policy. The area on the campus plaza directly to the east of the
cafeteria to the stone wall and the bulletin boards located in the dining services area between the hallway and
the dining area are the designated “Open Forum” areas.
Open forum areas may be used with administrative approval, for a specified period of time, by groups and
individuals, in accordance with BPPM 20.35 and the Facilities Use Policy. The University supports each
individual’s right to peacefully express their view and opinions for or against actions or ideas in which they
have an interest, regardless of the degree of acceptability among others of the view or opinions advocated.
Requests for use of the outdoor space should be submitted in writing to the Vice Chancellor of Finance and
Operations a minimum of one week prior to the date requested. Open forum areas may be used between the
hours of 9 a.m. and 8 p.m., Monday – Friday, so long as the activity does not disrupt educational process, cause
damage to university property, or violate university, local, state, or federal laws. A public address system or
voice amplification may be used only with prior written permission from the Vice Chancellor of Finance and
Operations.
