TECHNICAL PROPOSAL CONTENT

In the technical proposal, the economic operator shall specify the concrete way that follows the
fulfillment of the contract in accordance with the requirements of the specifications (not limited to
them), presenting in this respect:
V.1. Design their own solution based on the Specification, which will necessarily include:
1.1. HISTORY STUDY - SUBSTANTIATION STUDY FOR FUTURE INTERVENTIONS
1.1. WRITTEN PARTS
a) Identification of cultural resources through the essential aspects of the historical evolution
- Current and Historical Context

- Analysis of the built object

- Dating the built according to information from historical plans

- All drawn parts will be written for a minimum scale 1:100, with the exception of
situation plans, framing plans - 1:500 or 1:2000
- All parts book will be written in coordination with projects proposed plant resistance
and binding and shall contain:
- Axis structure, partitions, exterior closures, carpenters
- Indicative of the rooms, the rooms surfaces, finishes indications
- Signs and markings circulation plans and infrastructure plans situation
- Furniture fixed, mobile and semi-furnished, sanitary
- Marking accesses and type, an indication of the fire resistance of structural elements,

The technical proposal shall be prepared in accordance with the historical studies on
protected architectural elements and according to the documentation and permission
restrictions.

- Study on the causes of degradation of the surfaces and research of the surfaces indoor / outdoor and photo documentary

V.2. Description of works to be executed , technological operations and equipment

used to achieve them , as well as:
- Description of works for construction safety , labor protection , environmental
protection ;
- The values entered in the summary will be supported by demand estimates prepared
in accordance with rules and regulations in force on the standard documentation
preparation and presentation currency supply.
V.3. Plan for the execution of works ( POEL ) . The tenderer shall submit the plan for
the execution of works, given mainly rigor applied in the implementation of the system
description works applicability. Plan for the execution of works submitted by each
bidder will have a structure to cover all organizational elements on the execution of
the work such an action plan on signaling, protection, marking work, temporary work /
history / temporary running on the contract period (location, description of work
temporary / preparatory and technology needed to ensure the execution of the
investment both on land and in areas outside the occupied temporarily ), effective
execution of the work plan, working methods, their phasing throughout the period of
execution ( by category of work , including graphics ), schedule (daily / weekly /
monthly ), personal use for execution ( staff , numbers , graphics distribution during
execution ), providing technical execution ( means transportation , equipment ,
graphical distribution during execution ), plan organizational measures for ensuring
the maintenance of the yard tidy and in order; technical execution specific procedures
of all work covered by the agreement , according to specifications.
V.4. Quality plan for execution of works : The bidder shall submit quality assurance
program which will include: a description of the quality system, including procedures
relating to quality system (PS ) , applied to the work / technology set , description of
technical procedures for the execution of the main objects and categories of works
which is to be applied to achieve the investment objective quality control plan,
verification and testing. Construction quality program should ensure the specific
requirements : strength and stability, fire safety , operational safety, noise protection,
environmental protection, energy saving .
V.5. Plan to ensure health and work safety, prevention and fire fighting plan ( PSSM +
PSI) This will include : General measures of prevention and protection during the
construction works, collective protective measures, personal protection measures,
measures taken in case of fire, accident, accidental pollution; persons responsible for
implementing the above measures, data for institutions with authority in the field: fire,
rescue, civil defense agency environment.
V.6. Environmental Plan ( PM );
V.7. Risk Management Plan (identification , quantification and risk management);
V.8. Gant chart of the contract as the " baseline " ( the original graphic assumed ) .
The Gant chart will highlight the activities of allocating financial resources offered on
cost centers and specialists for achieving each activity .
All reference standards ( Romanian standards , norms for execution of works ,
technical prescriptions , etc.). Both those mentioned in the specifications specialties
in memoirs, notes on drawings, applicable in their updated form , and the effect at the
time of the works are part of the general specification of tasks. Any changes that occur
during the legislation and regulations relating ( the emergence of new standards,
cancellation and replacement of existing standards , etc. . ) will apply in accordance
with the law. In such cases, the contractor is obliged to request to the Investor to apply
the necessary modifications. The bidder will complete the Declaration on own
responsibility on compliance throughout the execution of the contract, where it will be
awarded to the tenderer, working conditions and labor protection measures in
accordance with the law on safety and health at work in Romania, as well as any other
rules, to the extent that they will occur in the period mentioned above.
Detailed information on the regulations in force at the national level and that relates to
labor conditions, labor protectio , safety and health can be obtained from the Labour

Inspectorate or from the Internet - www.inspectmun.ro/Legislatie/legislatie.html.

To check the technical compliance of the works and services offered by the technical
specifications of the beneficiary's requests, the economic operator is required to
submit the technical proposal, all of the characteristics that define the work sand
services from the offer. The technical proposal shall be signed by the authorized
person of the economic operator - will have a firm and legally binding on all the
content validity established by the contracting authority. Elements of the technical
proposal shall be presented in detail in correlation with the Specification Manual and
the Requirements of the Beneficiary.
