Target group(s)1

The target groups of the community are the women, the

farmers, the youth, the leaders of the community, the church
pastors and their deacons. Among them, the priority target
group may those who willingly to work for their community
affairs

Final beneficiaries2

The final beneficiaries are approximately 30 representatives

of the community selected by themselves.

Estimated results

25- 30 participants are expected to get right based

approach, self-reliance and mobilizing awareness.
One Self Help Group is established in the community

Overall objectives

6. Context (max 3 pages)

This section should describe the general context in which the project will be
implemented, including the social, political, economic and environmental
situation in the target area.
Kan Pyin Kyi was established at 158 years ago. In the beginning the village
likes the forest that most of trees and bamboo especially have Kan Pin. So we
name that Kan Pyin Kyi. At the first most of them were animist but
missionaries were preached Gospel. And then they invited Christ and became
Christian. They established Kan Pyin Kyi Karen Baptist Church at 1870 also
they changed their village name Kan Pyin Kyi Hsar Phyu Su. Kan Pyin Kyi
have three main family and ten household at the first. Three main family were
U Shwe Mi, U Ka Ni and U San Koo.
The most of family were farmer and agribusiness. At this time village have 58
household and population are male 80 and female 78, total 158. The most of
family are Karen Christian and few Karen Baddish. They have unity and kindly
relationship between two religion.

7. Problem Statement and Need Assessment (max 5 pages)

Please provide the following information:
Provide a detailed presentation and analysis of the problems and their
interrelation at all levels.
Provide a detailed description of the target groups and final beneficiaries
and estimated number.
Identify clearly the specific problems to be addressed by the action and
the perceived needs and constraints of the target groups.
Demonstrate the relevance of the action to the needs and constraints of
the target country or region (s) in general and to the target groups/final
beneficiaries in particular and how the action will provide the desired
solutions, in particular for the targeted beneficiaries.
Demonstrate the relevance of the action to the objectives.
The project approached Community Development in Human Rights-Based
Approaches (HRBAs) and Rights-Based Approaches (RBAs.) Communities use
different terms for essentially the same approach, or the same term when
actually meaning different things. Essentially, all work within a rights
framework has the same ultimate goal: achievement of equity, justice and
dignity for all through realization of the rights standards enshrined within the
various human rights instruments. However, different communities have
different perspectives on how this will be achieved in practice. Conversely,
Rights-Based Approaches (RBA) have often been generated out of the need to
support community in raising voice and demanding rights. RBAs, have tended
to put strong focus on advocacy, Community Based Organizations (Faith
Based) strengthening and empowerment.
According to our needs assessments results, it is observed the the main
livelihood in target area is farming and also grow chicken and pigs at household
manageable size. There are casual laborer working on daily basis and during
the peak season of harvesting there are seasonal laborers. There is no specific
categories of work or division of labor between men and women, rather men
work for around 10 hours and women for 9 hours a day. The key decisions for
livelihood means are made by men but in consultation with women. Farming
produces flow into local markets or the petty traders. In case of borrowing

money for certain purpose, we observed that it is available at 10% interest rate.
Usually, take the loan from the traders and repay at harvest time mainly by
cardamom only. At present, because of declining productivity from the farms
the villages there are facing with low income and insufficient food supplies
consequently.
By using Rights Based Approaches in Community Development, community
can be able to do development without depending on other (E.g Donors,
external supports etc ) and they are able to do development systematically and
legally. When the beneficiary communities become aware of the issues and
further needs, and as much as they know about their rights, they become to
understand their responsibilities so that it effectively advantages in doing
community development, not only with external assistance but also along with
participation and management as well as their own contributions will shape the
further activities deemed to address the problems among them would be much
efficient and relevant.
8. Expected Results (max 5 pages)
Indicate how the action will improve the situation of target groups/beneficiaries
as well as the technical and management capacities of target groups and/or any
local partners where applicable. Be specific and quantify results as much as
possible. Describe the possibilities for replication and extension of the action
outcomes (multiplier effects).
There are two kinds project expected results, the short term and the long term,
according to the inputs of the project activities. For the short terms expected
results, the project started with conducting community need assessment base on
it, it is resulted a concrete community profiles are collected. Because of this
short-term result, it may have to the project primary beneficiaries, the
secondary beneficiaries and the achievement indicators of the project. Another
short term results may the training design of the right base approach, that may
relevant with the context of the community such as Awareness of Development
concept, Basic Human Rights, Rights Based Approach, Community
mobilization concepts and good practices, the Self Help Group concept and
practice and developing community action plan.
And then by conducting Community Development in Rights Based
Approach, 25- 30 participants will gain knowledge and practices on
Development concept, Basic Human Rights, Rights Based Approach,

Community mobilization and its good practices, the Self Help Group practices
and developing community action plan.
After the training activity, the project may follow up to the participants on
formation of Self Help Group is in the community for the purpose of assisting
the social and basic human needs in the community.
The final long term result may the community action plan for the long term
sustainability and development of the community.
By applying Rights Based Approaches in Community Development,
community can be able to do development without depending on other (E.g
Donors, external supports etc ) and they are able to do development
systematically and legally. As much as they know about their rights, they
become to understand their responsibilities so that it effectively advantages in
doing community development.

9. Result Indicators (max 9 pages)

Identify and describe in detail each activity to be undertaken to produce the
results, justifying the choice of the activities, indicating their sequence and
interrelation and specifying where applicable the role of each partner (or
associates or subcontractors) in the activities. In this respect, the detailed
description of activities must not repeat the action plan to be mentioned in
header 11.
There will two kinds of result indicators for the project, which will be the
qualitative and quantitative for the all of the project activities. The community
needs assessment records and the number of days that conducted the need
assessment, and the number of participants is the quantitative indicator. The
training design and the inputs of the training are also the qualitative indicators
of the project and the project can measure how much the knowledge is
increased before and after the training may also the qualitative indicators.
By the participation in the training and the follow up activities, through
advocacy and information sharing, the community may realize that they are
became responsive to the rights and needs of citizens/communities, the current
issues and their potentials. So that the communities may be able to foresee and
prepare for the potential issues and problems, especially through advocacy and
constructive engagement with respective authorities holding mediating
approach. These increased knowledge and their practices are also the indicators
of the project activity.

The project may also strengthen the participants to empower its communities,
to deal well and with good communication skills and management to external
actors and interventions in their areas are too the indicators of the project.
10.Beneficiaries Selection (max 5 pages)
How has/will beneficiary selection criteria be defined and beneficiaries
selected?
The project will select beneficiaries for the training participants and the self
help group activity according to the following criteria, regardless of their
particular race or religion:
1. Criteria for training participants
Those who:
1. Love community development
2. Have time to dedicate their time
3. Have ability to deal and cooperate with others
4. Are highly regarded/respected by community
5. Permanently live in their villages
6. Have good health
7. Have appropriate education (at least middle school education)
8. Ages are between 20 and 45
2. Criteria for Self Help Group members
1. Households who do not receive no or little assistance from other
organizations
2. Households who are permanent residents in the target villages and
actively participate in community life
3. Vulnerable households will be targeted first i.e. female-headed
households, elderly, people with disability, PLHA and daily workers
4. Households who has children more than 5 and have less labour

5. Households who have previous experience in raising livestock

Duration and indicative chose action plan for implementing the action

Students are recommended to base the estimated duration for each activity and
total period on the most probable duration and not on the shortest possible
duration by taking into consideration all relevant factors that may affect the
implementation timetable.
The activities stated in the action plan should correspond to the activities
described in detail in result indicators section.
Applicants should not indicate a specific startup date for the implementation of
the action but simply show "month 1", "month 2", etc.

12.Sustainability (Major Challenges and Risks) (max 3 pages)

Describe the main preconditions and assumptions during and after the
implementation phase.
Provide a detailed risk analysis and possible contingency plans. This should
include at least a list of risks associated with each activity proposed
accompanied by relevant corrective measures to mitigate such risks. A good
risk analysis would include a range of risk types including physical,
environmental, political, economic and social risks.
Explain how sustainability will be secured after completion of the action. This
can include aspects of necessary measures and strategies built into the action,
follow-up activities, and ownership by target groups etc.
In doing so, please make a distinction between the following dimensions of
sustainability:
Financial sustainability (financing of follow-up activities, sources of
revenue for covering all future operating and maintenance costs, etc.);
Social Impact Assessment (the way in which the project effect on
lifestyle, cultural, community, Quality of life, Health, etc.)
Environmental sustainability (what impact will the action have on the
environment have conditions put in place to avoid negative effects on
natural resources on which the action depends and on the broader natural
environment).
There is church Committees in the village. If there were any issue and matters
arising, the committee makes the decision and decides. The people in villages
usually work together and mutually help each other such as building the
houses. All the people in villages are quite participative in Church and public
activities as well as cultural and national events.
Because of doing self-reliance group activity and develop community action
plan for development in their community and peer support to the group
members by community facilitator may lead the community to more stronger
community in collective works and community welfare because the pastor and

community leaders are glad to bear the roles and responsibilities together with
the community for betterment of their communities and churches.
With the commitment to help each other, willing to share their time and to
make initiatives, starting from the pastor to the members and assist in
communitys social welfare and implementing the community development
may push the community to sustainable self reliance community.
As a consequence, the acquired knowledge and technical skills would provide
them to initiate better means of livelihoods with new perspectives and concerns
for creating substantial and long-termed development in communities.
13.Monitoring and Evaluation Plan (max 3 pages)
Explain how the project will be monitored and how and when evaluations will
be carried out. Be specific about how and what you will measure. This may be
done in many ways using a variety of qualitative and quantitative means. What
role will the Organization/ Church/Community have in monitoring the project?
Describe how results from monitoring and evaluation will be shared with the
Organization/Church/Community and contribute to organizational learning.

In this project, Capacity Building on Community Development in Rights based

approach, the simple way of participatory-monitoring will be done by the
participants, the community members and the community leaders as well as we
the MACD students. Since, the participation of the community has been
ensured since identifying the needs of potential right holders/ duty bearer and
the activities feasible to implement with the knowledge of the community
members based on their geographical and the context through the self-help
group works. The identified needs and planned activities to be carried out
contribute greater share of community consensus and ideas, which render and
assure the active participation of the beneficiaries or right holders. The trainer
of the training will ensure that the inputs of the activity are used in a proper
way, the number of the participants and their active participation, will be
closely monitor by the trainer and the community leaders. The regular meeting
of the Self Help Group will be also monitor by the group members themselves
and the following on group rule and regulations will be observe carefully by
themselves too.

14.Beneficiary Involvement and Accountability (max 3 pages)

Describe the contribution and role of beneficiaries in the project cycle
(contributions can be in the form of financial, material or human resources;
explain how beneficiaries or Organization/Church/Community will be involved
in planning and implementing the project) and the mechanisms the project will
use to ensure accountability to beneficiaries.
The Capacity Building on Community Development in Rights based approach
project will be carefully consider all levels accountability of the stake holders.
From the side of the MACD students, we could meet with the local authority of
the village, the church pastor and the elders and consult the activities of the
project and ask them their opinions to be effectively able to manage the
activities. And the delegation of the tasks will be done among the responsible
persons clearly and understandable. There is church Committees in each
village. If there were any issue and matters arising, the committee makes the
decision and decides. The people in villages usually work together and
mutually help each other such as building the houses. All the people in villages
are quite participative in Church and public activities as well as cultural and
national events.
