C F S D Governing Board Meeting
Executive Session
The governing board held an executive session for the
annual performance review of Superintendent Mary
Kamerzell.
Consideration of Revisions to Human Growth and
Development Curriculum (first reading)
Associate Superintendent Mary Jo Conery presented
changes for each grade level of the Human Growth
and Development (HG&D) curriculum. A sub-group of
the K-12 revision team for Comprehensive Health did a
review of the HG&D curriculum for grades four through
nine. The team reviewed the existing content
instructional activities and related lesson materials.
Older materials and media were replaced with similar
more factually up-to-date materials. There are minor
modifications being made to grades 4, 5, and 9, and
new content is added to grades 6-8. HG&D is an
optional curriculum, requiring parent permission for
students to participate. The content and activities are
tightly controlled through guidelines outlined in state
statutes and the law. There are no changes proposed
for the curriculum benchmarks except at the middle
level.
In compliance with Arizona statutes there is a
requirement for two pubic hearings regarding the
proposed revisions. The first public meeting was held
on May 14, and the second public hearing was in
conjunction with the governing boards regular meeting
on May 26. Arizona statutes also require all
new/revised materials associated with the Human
Growth and Development curriculum will be posted and
on display at the district office for sixty days in order to
provide the public an opportunity to review the
materials. The second reading with possible action on
these changes is planned for the June 9, 2015, regular
governing board meeting.
Approval of Proposed Arizona School Boards
Association (ASBA) Legislative Action Agenda
Items for 2016
The governing board approved recommendations to
the ASBAs Legislative Committee to include the
revision of the school finance formula; the end of the
use of public funds for private education; reinstatement
of full-day kindergarten; fully funding for Joint Technical
Education Districts; and not moving forward with
current year funding.

Consideration of Revisions to the CFSD


Performance Award Plan (first reading)
Assistant Superintendent Denise Bartlett presented the
first reading of the 2015-2016 performance award plan.
Changes include alignment to Senate Bill 1289, which
allows for a transition process to revise the school and
district accountability system. SB1289 permits the
districts governing board to adopt alternative policies
regarding performance based funding pursuant to
A.R.S. 15-977, (B). Due to the implementation of the
AzMERIT state assessment this year, the district will
have limited longitudinal school-wide data on which to
base a performance award. Therefore, the
administration recommends using AIMS science as the
sole assessment upon which an award is determined.
House Bill 2823, implemented In 2014 required a
change to include at least 33% of the performance
award to be distributed based on a teachers individual
performance classification on the Teacher Assessment
Program
evaluation.
District

recommends continuing the distribution of 33% of the
performance award toward performance classifications
as follows:

Developing 90% (of 33%)
Ineffective 0%

This item will return for a second reading at the next


regular governing meeting.
First-Year Implementation of Physical Education
and Health Standards
Dr. Conery presented a first-year implementation report
about the K-12 new comprehensive health and
physical education curriculums. She reviewed the firstyear successes, challenges, and the impact of the new
program on student learning. Also discussed was the
first-year use of new technological devices and
software, and future needs in the area of assessment.
Fiscal Year 2016 Maintenance & Operations
Budget
Dr. Kamerzell gave an update on the FY16 straw
budget, incorporating changes to the revenue and
expenditure documents that were discussed at the last
board meeting.

Review of Capital Needs
Dr. Kamerzell presented background information
regarding the recommendation to the governing board
to call for an election for November 3, 2015. The
election ballot would contain two questions, one related
to a District Additional Assistance (DAA) override for
technology in the amount of $14,000,000 over seven
years, fiscal years 2016 to 2023, and one for bonds in
the amount of $22,000,000 for facility, grounds, and
energy improvements. Dr. Kamerzell informed the
board that there would not be a tax increase for either
question.

Override Technology Proposal
Dr. Conery and Mr. Josh Shoffner, Director of
Educational Technology, reviewed the district
technology needs over the next seven years.
The funds generated will continue the infusion
of technology equipment, software, and techbased curriculum materials/resources into
classrooms for student and teacher use.
Bond Project Proposal
Director of Facilities Doug Huie presented
information on the proposed bond projects.
The list reflected a comprehensive analysis of
the districts capital needs in consultation with
all school principals and district facilities staff.
The list included over 150 projects organized
into the three categories of building
renovations and improvements, improvements
by grounds, and energy efficiency upgrades.
