1.0 This invitation for bids follows the Generalprocurement notice for this project that appeared on
07.01.2015.

2.0 The aforesaid project is to be funded from proposedloan of the World Bank and funds from Govt. of
India and part of the proceeds of the loan is intended to be used for eligiblepayments under the
Contract for GIS Substation Package ASMSS04 in the state of Assam associated with NER
PowerSystem Improvement Project. POWERGRID has been appointed as"Implementing Agency" for
the above project.

3.0 POWERGRID now invites sealed bids, on behalf ofAssam Electricity Grid Corporation Limited

(AEGCL), from eligible bidders for GIS Substation Package ASMSS04 in the state ofAssam,
associated with NER Power System Improvement Project.

3.1 Thescope of work covered under the GIS Substation Package ASMSS04is givenbelow:

GIS Substation Package ASMSS04

Under this package, work of following New & existingGISsubstation Extension (including
supply, erection & commissioning of 132kV Power cable) are covered:
(i) 220/132/33kV Amingaon (New)GISSubstation
(ii) 132/33kV Guwahati Medical College (New) GIS Substation
(iii) 132/33kV Paltanbazar (New) GIS Substation
(iv) 132kV Kamakhya s/s (Extn) Substation

The above scope of work is indicative and the detailed scopeof work is given in Part2: Employer's
Requirement of the Bidding Documents, which are available for inspection and downloading asstated
herein.
The completion period forGIS Substation Package ASMSS04 is 34Months from the effective date of
theContracts.

4.0 Bidding will be conducted through the internationalcompetitive bidding procedures specified in the
World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to allbidders
from eligible source countries as defined inthe Guidelines.

5.0 The complete Bidding Documentsincluding tender drawings are available at POWERGRID's website
http://www.powergridindia.com as well as on portal https://www.tcilindiaelectronictender.com. The

detailedQualifyingRequirements(QR)aregivenintheBiddingDocumentofthesubjectpackages.

6.0 Interested bidders have to necessarily register themselveson the portalhttps://www.tcilindia

electronictender.com through M/s Telecommunications Consultants IndiaLimited, New Delhi (as
explained in Para 6.1 below) to participate in the bidding under this invitation for bids. It shall be
thesole responsibility of the interested bidders to getthemselves registered at the aforesaid portal for

Digital Signature Certificates (DSCs): To carry outeProcurement using eProcurement portals, all bidders will
be required to obtain valid DSC of Class 3 (Signing + Encryption)issued by a Certifying Authority (CA)
licensed by Controller of Certifying Authorities (CCA) [refer http://www.cca.gov.in]. Bidders are solely
responsible for purchase of valid Digital Signature Certificate fromauthorized Certification Authorities and
safekeeping of the certificates. The email address specified in the Digital Signature Certificate shall match
withthe email address specified in the user profile created during supplier registration. Bidders shall take
due care to safe keeptheeProcurement system and DSC token passwords. The Employer shall not be
responsible for inability of bidder to participate in atender due to loss of password by bidder or inability of
the bidder to retrieve password. The Employer shall not be responsible forfailures or breakdowns of systems,

other than those, strictly within the control of Employer and its eProcurement serviceprovider. Bidders shall
take duecare to ensure purchase of Digital Signature Certificate requisite for tender submission in thee
Procurement portal, availability of internet connectivity and requisite client software.

Registration on eProcurement portal: As stated above, Bidders have to beregistered in the eProcurement
portalto be able to participate in tenders published on the site. Registration of each organizationis to be done
by one of its senior persons who will be the main person coordinating for the etendering activities.In
portalterminology, this person will be referred to as the 'Super User' (SU) of that organization. For further
details, please visitthewebsite/portal, and click on the 'Supplier Organization' link under 'Registration' (on
the Home Page), and follow furtherinstructions. After successful submission of Registration details, system
generates Temporary Organization ID (OID:ETSXXTS0000XXX). Bidders would be required to note the
Temporary Organization ID properly and submit the sameto POWERGRID throughthe Registration Form on
their company's letterhead at the address given under para 10.0 below. Permanent OID shall beissued
byTCIL to bidders on their registered email ID provided during generation of OID within 04 working days
after the necessaryconsentreceived from POWERGRID.

To minimize teething problems during the use ofeProcurement portal (including the Registration process), it
is recommended that the bidders should perusethe instructions givenunder 'ETS UserGuidance Center'
located on ETS Home Page, including instructions for timely registration on ETS. The instructionsrelating to
'Essential Computer Security Settings for Use of ETS' and 'Important Functionality Checks' should be
especially takeninto cognizance.

Please note that even after acceptance of yourregistration by the Service Provider, torespond to a tender
Bidders require time to complete mandatory activities related to theirorganization, such as Assigning of TSC
(Tender Search Code) to MA (Marketing Authority), creation of users, assigning roles tothem, etc. at Bidders
end.

6.2 They may obtain further informationregardingthis IFB from the office of Asst. GM (CS
G4),POWERGRID at the address given at para 11.0 below from 1500 hours to 1700 hours

IndianStandard Time (IST) on all working days till the deadline for as per para 8.0 below.

For proper uploading of the bids on the portal namely https://www.tcilindia

electronictender.com(hereinafter referred to as the 'portal'), it shall be the sole responsibility of the
bidderstoapprisethemselvesadequatelyregardingalltherelevantproceduresandprovisionsasdetailed
attheportalaswellasbycontactingM/sTelecommunicationsConsultantsIndiaLimited,NewDelhi
directly,asandwhenrequired,forwhichcontactdetailsarementionedabove.TheEmployerinnocase
shall be responsible for any issues related to timely or properly uploading/submission of the bid in
accordancewiththerelevantprovisionsofSectionII?ITBoftheBiddingDocuments.

7.0 Tender Document fee of US$ 500 or in Indian Rupees 25,000/ as demand draft infavour of Power
Grid Corporation of India Ltd., payable at New Delhi / Gurgaon shall be paid with the submission
of Hard copy of the Bid in line with ITB Clause6.2(b).
