The South Korean authorities' anti-Republic system overthrow attempts have recently

surpassed the danger level.

Maneuvers to first abolish nuclear [weapons], an attempt to remove our self-defensive nuclear
deterrent by servilely following the outside forces in disregard of the nation's dignity and
security, are being carried out all the more obstinately. Military provocations against our sacred
territorial waters, territorial airspace, and territory and commotions of espionage and plotting
aimed at overthrowing [the DPRK] system have reached an extreme.

Representative examples of these are indeed the adventurous, insidious military maneuvers the
South Korean military warmongers are carrying out in Korea's West Sea to defend the illegal
and unlawful Northern Limit Line and the reckless operations to disturb the North's inside, which
they are daring to carry out via the frontline and the coastal and border areas.

For one, the act of scattering anti-Republic leaflets, which is becoming severer by day, is
expanding from the frontline to the depth, and foolish maneuvers to overthrow the system, to
which all kinds of espionage capabilities and means have been committed, span from our
county's outskirts to the depths of the inland areas.

Here, highly infamous espionage and plotting organizations, such as South Korea's National
Intelligence Service and Defense Security Command, are setting out as shock brigades. The
authorities' organs, including the Ministry of National Defense, the Ministry of Unification, and
the Ministry of Foreign Affairs and Trade; the military's belligerent groups and ultra-right
conservative forces, who are under their [the authorities' organs] direct control and command;
and even human scum who gave up living as human beings and have been shoved off to a
dump are being mobilized.

All these moves clearly show that the South Korean authorities have entered a path of carrying
out the already perfected OPLAN 5029 and the Emergency Rule Plan-Puhu'ng while
deliberately encouraging our so-called emergency situation, which cannot exist.

The South Korean authorities' reckless maneuver of trying to dare toy with our invincible
system, which is united single-heartedly and is mighty with military-first, multiplies by a hundred
fold our army and people's soaring hatred and wrath.

With respect to the current situation, which we cannot look on with folded arms, the DPRK
Ministry of People's Security and the Ministry of State Security clarifies at home and abroad
their principled positions, as follows:

1. Our People's Security and State Security forces will take full-scale strong measures to
squash the riffraff's anti-national, anti-reunification, and anti-peaceful maneuvers aimed at
overthrowing the highly dignified socialist system and disintegrating the inside.

There is no place anywhere in this country or in this world for the gangs of traitors who turn their
back on the nation and drive in disasters to the country to live and breathe.

2. Not only will the gun barrel of the powerful revolutionary army of Mt Paektu, but also all the
capacities and means of the People's Security and State Security forces will be mobilized for a
sacred struggle to safeguard our socialist system and the country's security from all kinds of
hostile forces' insidious maneuvers.
We have state-of-the-art, world-class strike capabilities and means of defending security, not all
of which we have yet talked about or made public.

3. If they do not wish to follow the most bitter end of the successive anti-Republic confrontation
fanatics and traitors to the nation, they must immediately disband all plotting organizations and
organs of the authorities that run counter to national reconciliation and cooperation, peace and
reunification, and prosperity and take due steps to bury their ringleaders in the joint name of the
nation.

A nationwide retaliatory sacred war of justness aimed at wiping out all kinds of impure forces
who are running amok to block the trend of the times has already begun.

It is our People's Security and State Security forces' foremost mission and duty which will not
change for a hundred million years to defend with their lives the nerve center of our revolution
and to defend the country's security and the people's happiness.

If they do not wish to become the modern-day Five Traitors of U'lsa [1905] and be tried in the
court of the nation on that day of a reunified fatherland, the South Korean authorities should
behave themselves sensibly, before it is too late.
