287 (g ) of the Immigration and Naturalization Act. Given our current and ongoing
relationsh ip with ICE this partnership will enable us to better serve and meet the
needs of the res idents of Charleston County, South Carolina .

I have been in communication with your office in Charleston . Resident Agent in


Charge, Q 6 , b 7 C , has been very helpful and encouraging . With his advice I
am proposing the following :

1. Establishment of two (2) Identification Review Officers at our Charleston


County Detention Center located in North Charleston .

2. Train eight (8) Sheriff's Deputies assigned to processing, with a


minimum of two (2) years experience, and who have passed a security
background acceptable to ICE.

3. Training facilities are available at our Charleston County Detention


Center where instructors can utilize computer train ing aids, videos and
any other materials they may need in instructions.

This program will allow us to enter into a Memorandum of Understanding that will
enable us to participate with ICE In identifying criminal illegai aliens who pose a ris K to
citizens of Charleston County.

Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to
notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs
Enforcement (ICE) has received the request for 287(g) Delegation of Authority training for the
Charleston County Sheriffs Office.

Charleston County is in the ICE, Resident Agent in Charge (RAC), Charleston, South Carolina
and the Field Office Director (FOD) , Atlanta, Georgia areas of responsibility (AOR) .

. On January 22, 2007, the Program Manager for the 287(g) Delegation of Authority at ICE
Headquarters forwarded your request for participation in the 287(g) program to the FOD
Atlanta, GA and RAC Charleston, SC office. The RAC Charleston, the ICE Detention and
Removal , Field Office Director (FOD) , Atlanta, and Charleston County Sheriffs Office will
need to conduct ajoint assessment project. After completion, the assessment will be provided
to ICE Headqumters, for review by Assistant Secretary Julie L. Myers.

I appreciate your interest in ICE and the ICE 287(g) Delegation of Authority Progran1. The
