VACANCY INFORMATION

DFID Pakistan is looking to recruit suitably qualified/experienced people into its Deputy Programme
Managers pool that may be called upon to fill permanent/ fixed term positions that arise over the next
12 months, we currently have 2 identified vacancies which we are looking to fill as soon as possible
subject to completion of the due processes. Membership in the pool is valid for 12 months and a post
must be secured before the pool end date. If successful and you are not offered a post immediately,
we will contact you periodically to update you on possible vacancies that may be arising. We will also
provide you with as much notice as possible if we are planning to offer you a post.
Any offer of appointment will be subject to medical clearance, security clearance and satisfactory
references. Please note that your inclusion to the pool is not a guaranteed offer of future employment.

Background
A stable, prosperous and democratic Pakistan is a top priority for the UKs development and wider
national interests. To help deliver that, DFID Pakistan has four principal objectives:

helping the state to deliver better services to the poor.

These four objectives were agreed by the National Security Council in July 2010.
Pakistan faces enormous challenges: a fragile economy, precarious governance, infrastructure
constraints, off-track MDGs and deep conflict/humanitarian challenges.
Pakistan has become one of DFIDs largest offices, with the resources to have a real impact on these
challenges. That has placed a premium on effective planning, strong and disciplined programme
management, and robust results monitoring.
We need excellent administrative staff to support our programme and advisory specialists to deliver
one of DFIDs largest country programmes. This is an exciting opportunity to join the team. With a
number of large and complex programmes to implement in difficult environments, strong and effective
programme management is critical to deliver our results and respond to the high levels of scrutiny.
The post holder will need a positive, pro-active and can-do attitude to the role. He/she must have
demonstrated an ability to work under pressure in a fast-moving situation and to juggle a varied
workload. Strong communication and organisational skills, and broad programme management
experience will be critical.

Job Descriptions/duties
Deputy Programme Managers play a key role in the effective programme management of DFID
Pakistans portfolio, working with both Government, non-state providers, and other donors, including
financial aid and technical assistance targeting a range of related outcomes. The role will include
leading on different aspects of programme management i.e. design, implementation, monitoring and
evaluation. Leading and working with others on effective commercial management is going to be
important part of the DPMs role.
Agreed objectives/duties will be agreed upon commencing employment with DFID Pakistan.
Specific tasks will include but not be restricted to:

Proactively plan and coordinate programme management activities with a range of advisers,
other DFID colleagues, and external partners to ensure high quality design, implementation
and monitoring of programmes in line with DFID project cycle management procedures and
the new Programme Manager competency framework.
Ensure accurate financial forecasting, management, and compliance across the portfolio. This
should be in line with DFID policies and Results management procedures and best practice.
Ensure annual and quarterly reporting and financial forecasting is delivered by programme
partners, provides the information required by DFID, and that strong risk management is a
central part of this process.
Ensure follow-up of audit and Annual Review recommendations.
Represent DFID externally with Government of Pakistan officials, civil society, the private
sector and other donors as required.
Provide additional support to the provincial programmes as required
Produce high quality briefing and respond to requests for information on programmes from
across the office and the Pakistan London Team
Contribute to high-level visits and policy formulation within DFID Pakistan.

Qualifications & Experience
Applicants must possess a post-graduate degree and have a minimum of 3 years experience of
working within a programme management role. Experience of working in the development sector
would be desirable but is not essential.
