Project aimed at Implementing Energy
Audit Report recommendations for the
House of Parliament & Ministry of
Tourism & Education Building. EE
audits have shown, as in most SIDS,
significant energy and financial savings.
The project would represent a
commercial demonstration and best
practice for EE in buildings
Installation of a Solar Thermal Cooling
System for the Mt. St. Johns Medical
Center. The hospital and the Government
are struggling with the high cost of
providing cooling services for public
institutions from the present electricity
based system which uses diesel fuel for
100 percent of commercial power
production. Alternate cooling services for
hotels, public and commercial building
represent major opportunity for reducing
the growing demand for electricity. The
location of the hospital is ideal as it is in
area with available sloping land to
supplement room area for solar collectors
and refrigeration
Integrated Bioenergy and Food
Production: The project pre-feasibility
has been completed for this project that
would establish of approximately 500
acres of grain sorghum on the island of
Barbuda that would be used to produce
broiler meat, and the waste produced
would be used to generate biogas fuel
which would displace diesel for power
generation. Diesel fuel is now transferred
by Boat in drums to the island and
consequently the cost of electricity is very
costly for the population, who depend
primarily of fishing and subsistence
agriculture for livelihood
Installation of PV System at Milton
Cato Memorial Hospital: The main
objective of the project is to contribute
towards Saint Vincent and the Grenadines
(SVG)s efforts to reduce reliance on
imported fuels through the popularization
and deployment of Solar Photovoltaic
technologies. The project will showcase
the applicability of grid-tied photovoltaic
(PV) electricity generation in SVG by
establishing a PV generating system on
the Milton Cato Memorial Hospital to
demonstrate net-metering and the
contribution of small-scale renewable

Establishment of Energy Conservation


and Efficiency Fund: Project is to
provide financing the conversion of
electrical water heaters to solar water
heaters. It is estimated that some seventy
percent of the nation citizens live on the
island of New Providence and more than
ninety percent of the households have
electric water heaters, consequently there
is significant potential for reducing peak
electricity demand in the evenings
through the deployment of solar water
heaters
Pilot Project with the Bahamas Hotel
Association Energy Efficiency and
Conservation Retrofitting &
Installation Project to demonstrate
energy savings from the use of energy
efficient and energy conservation devices
in 400 rooms. Project will focus on smalland medium-size properties. Interventions
will focus on efficient lighting, solar
water heating, and cooling.
Project to Demonstrate the Use of RE
Systems/PV Systems in Dispersed
Islands: Project to provide electricity to
the small populations on the many small
islands across the Commonwealth of the
Bahamas. Electricity is currently
generated using diesel generators.
Consequently, the cost of production is
very high and the utility has to provide
high subsidies. The demonstration project
is to provide lighting to some 10
communities which now have the highest
cost diesel supplied power, to prove the
feasibility of RE systems
Feasibility Study for Establishment of
a Solid Waste-to-Energy Facility on
New Providence: The island of New
Providence generates in excess of 1,000
tons, per day, of solid waste, dominated
by packaging material, enough raw
material to export in excess of 20MW of
firm power to the grid from a waste-to
-energy facility. The feasibility study will
determine the best system to use and
relative cost benefits to aid government
decision making in developing a
public/private partnership to implement
the project if proved feasible.

Ocean Thermal Energy Conversion


(OTEC) Feasibility Study and Ocean
Cooling Feasibility Study: The major
energy services required on the island of
New Providence, which is home for
approximately 70 per cent of the
population, is for cooling for buildings
and the provision of fresh water. The
potential of OTEC to provide power,
cooling services, and desalinated water at
costs below current prices makes it a
priority consideration for future energy
services provision
Solar Thermal Cooling Feasibility
Study for Demonstration in
Government Buildings: As average
ambient temperatures increase in
response to changing climate, the cost of
cooling also increases. Cooling of
buildings can represent up to 60 percent
of the cost of energy. Solar thermal
cooling systems have significant potential
to provide cost competitive cooling
services.
Ocean Thermal Energy Conversion
(OTEC) Feasibility Study: The PreFeasibility Study undertaken for the
country shows very encouraging results
for the provision of firm power and
desalinated water to meet potable and
agricultural needs through the use of
ocean thermal energy technology.
Barbados is one of the worlds highest
water stressed countries, which currently
depends on desalinating systems to meet
potable water demand. Potable water
demand projections indicates significant
supply shortfall, which will have to be
met by increased desalination and more
efficient use. The feasibility study will
focus on the combined production of base
load power and the desalinated water to
determine comparative cost benefits.
Pilot Project for Commercial-Scale
Production of Biofuels: Project to
establish commercial-scale production of
biofuels from naturally established
plantations of the fast-growing grass,
Arundo Donax, located in areas prone to
flooding. Project would produce fuel for
use for the production of power for export
to the grid to reduce power now imported
from a neighboring country. The biomass
fuel would be used by the Belize Cogeneration Company, which generates
power form sugarcane waste during the

milling season. The cogeneration facility


operates for about 6 months during the
year. The fuel produced from the fast
growing grass will allow the facility to
operate years round and provide firm
power
Feasibility Study on Energy Efficiency
in Government Buildings: The
Government Complex in Belmopan,
consists of a number of buildings which
are cooled by individual split units. The
project would undertake a feasibility
study to evaluate options for reduced
cooling costs and energy savings,
including construction of cogeneration
plant that would provide base load power,
and cooling; and solar thermal coolers
Feasibility Study on Distributed
Generation to Generate Base Load
Power for Grid Connection:
Community waste-to- energy projects; the
dispersed nature of Belizean communities
is resulting in solid waste management
becoming a major challenge for local
government, resulting in high cost of
collection and transport over long
distances to the nearest landfill.
Feasibility studies will identify systems
that are operational at the scale of 5002000 residences than can generate
reliable base load power for grid
connection.
Belize Biogas from Wastewater and
Manure: The Government of Belize and
SIDSDOCK are developing an anaerobic
digestion/biogas project at the waste
water facility in San Pedro Ambergris
Caye. The project will use livestock
manure from Spanish Lookout. The
developers plan to negotiate a PPA with
Belize Water Services Limited (BWSL).
The project will produce biogas for
electricity, fertilizer resulting from the
sludge by product for sale to local
farmers and carbon offsets for sale in the
carbon market

Feedstocks - The Government of Belize
and SIDSDOCK are developing a
biofuels production project using
feedstocks from: acacia mangium,
Arundo Donax and Attalea Cohune. The
proposed output from the pyrolysis
processing would produce approximately
2.7 million barrels of bio-oil. The bio-oil
would be produced from a supply of 1
million tons of biomass based on
productivity of 20 tons/acre from

waste water treatment systems. Waste
water generated in households and
institutions is disposed of usually by
septic treatment systems. Increasing the
use of the septic systems are proving to
be a major source of subsurface fresh
water pollution, and coastal
environmental degradation. Alternate
waste water system modular in design
that uses active biofilms for the
decomposition of organic matter,
requiring significantly less energy input
than the conventional sewage systems,
and with significant less pollution

the feasibility study to convert twelve
(12) existing diesel engines that provide
electricity to rural communities and
villages to use gas from woody biomass
gasifiers fully or partially or totally
substitute for diesel oil in generating
electricity. The transportation of relatively
small amount of diesel fuel to villages
and rural communities in Fiji, is very
costly. Woody biomass is a major
renewable energy resource and its
conversion into a fuel for generating
electricity would provide a local
sustainable source of fuel to meet
electricity needs of villages and
communities that now depend on diesel
oil imports to have electricity. Rural
communities in Fiji have been
experiencing a lack of reliable and
consistent 24/7 supply of electricity for a
long time due to 1) the remoteness of
most of the rural villages and
communities, 2) the lack of proper
infrastructure like roads,
telecommunications, boats etc., 3) the use
and heavy dependency (of the rural
people) on diesel and other petroleum
products to produce electricity
Exploration and Development of a 10
MW Geothermal Power: The project is
for the development of Grenadas
geothermal resources. The nations power
sector depends on diesel fuels for almost
100 percent of electricity, despite its
geothermal resource endowment, in
which very limited resources have been
invested to date to exploit this resource.
The project would focus on the initial
exploration to confirm the best location,
scale and characteristic of the resource to
be followed by commercial development
through partnership with the private

Building-integrated Renewable Energy


Systems: Project is for the creation of a
blended grant/loan mechanism to provide
concessionary financing to
companies/individuals to purchase RE
and EE equipment. The high price of
electricity provides opportunities for
energy users to invest in energy efficiency
and conservation and to realize pay back
periods between six and thirty six months
very few investments in SIDS have
such potential with the same level of risk.
A major obstacle and a principle result for
low investments is the availability and
cost of investment capital. Commercial
interest rates are in the majority of SIDS
significantly higher than 10 percent, and
combined with the higher upfront cost for
energy efficient devices, for example a
fluorescent bulb is 500 to 600 percent
more costly than an incandescent light.
The result is limited investment relative
to the potential. Blended loan that
combine grants with commercial funding
would reduce the cost and increase
investment, positively impact the
availability of EE financing
Waste-to-Energy Feasibility Study: The
mountainous topography of the country
presents major challengers for the
collection and disposal of solid waste.
The current situation is resulting in
pollution of the coastal area and
deteriorating air quality for communities

Establishment of Energy Efficiency


Indices for the Jamaican Private
Sector: Project to implement the
efficiency and green economy goals of
Jamaicas National Energy Policy, it is
necessary to set baseline data for
electricity consumption. While
Government of Jamaica is far advanced in
implementing public sector efficiency
measures, solid data and planning tools
do not exist for the wider public. To
create such tools, necessary data must be
systematically gathered. Such data forms
the basis for the precise targeting of

energy efficiency interventions. Project


will support a survey to ascertain the
location, size and activity of nonresidential electricity customers. This
survey, in conjunction with available data
from the utility provider, will form the
scientific basis for the establishment of
EIs (energy consumption per unit area or
per unit of business output), which will be
differentiated by business activity and
location. By further leveraging this data
with mapping, smart metering and other
data sets, a powerful tool for energy
efficiency implementation, policy
planning and monitoring, and demand
management will be created
Feasibility study for waste to energy
system for the production or a
minimum of 30 MW from the solid
waste facility: The Riverton City solid
waste facility handles in excess of XXX
tons per day of mixed solid waste,
comprised of solid waste collected from
households, businesses, institutions, and
from cleaning of streets and highways.
The solid waste disposal facility is
located some 2 miles for the major
sewage treatment which is being
expanded to treat some 60 million gallons
of waste water per day. The feasibility
study will determine the best option for
maximizing the use of these resources for
the production of base load power to
lessen dependence on diesel fuel
Pre-feasibility Study for 40 MW
Hydro-electricity plants in Eastern
Jamaica: Project would review the data
that was developed from an earlier project
to see that potential for up to a 40 MW
plant in the eastern part of the island on
the Rio Grande river. The study would
look both at run of the river and storage
systems
Development of a Renewable Energy
and Efficiency Training Facility: The
project is to develop a regional training
facility at the Wigton wind farm facility.
The project would put in place the first
hands-on training facility for Wind, PV
and bioenergy technologies

project would will utilize biomass from
leguminous tree plantation established on
the Southern coast of the island, on lands
marginal for food production due to water
availability and that research has proven
is a feasible location of the production of
solid biofuels from fast growing
leguminous trees. The project would use
harvested biomass from plantations
already established supplemented by
imported torrified pellets
Pilot commercial demonstration of
Biodiesel and biomass pellets
production: Using inedible oils seeds
and grasses grown on mined-out bauxite
lands as a means of land rehabilitation
and watershed protection. The project is
based on the results of ongoing research
where: both castor bean crop and vetiver
grass are successfully grown on mined
out lands and on steep slopes of
watershed areas for on the production of
oil seeds, and fibrous biomass
respectively; which are them combined to
produce biofuels for transport and power
generation. The combination of crops and
location is anticipated to demonstrate an
Agro-energy system that combine use of
margin crop land (mined out areas and
loping lands) for sustainable biofuels
production combined with improved soil
and water conservation

The Project involves a financial scheme
that will allow greater uptake of solar
water heater. Solar water heaters have
higher upfront costs than conventional
tank water heaters. However, since the
solar water heater contributes most of the
energy required to heat water, less energy
(in terms of electricity) is consumed,
which means lower monthly electrical
bills. The project will provide consumer
with a financial facility to purchase of
solar water heater, which has a high
initial capital cost. This facility will
function like a low interest or no interest
loan with a flexible repayment schedule.
The scheme is aimed at the wider

proposed mechanism for repayment of
loan would be based on a hire purchase

DOCK CCI MoU, Member Countries
seek to accelerate the implementation of
large-scale efficient street lighting across
the SIDS. Based on technological
advancement in lighting and PV systems,
there is a significant need for expanding
to communities who have no access, as
well as reducing the high cost of
providing public lighting, which is now
provided by high priced electricity,
generated primarily by diesel-fired power
generation. For example, power tariffs
are roughly USD 0.40/kWh in most
countries in the Caribbean. Coupled with
pervasive use of conventional street
lighting technologies, it is widely
believed that introducing LED street
lights would generate significant energy
savings with relatively short payback
periods. Potential benefits of LED versus
conventional high intensity discharge
technologies in street lighting are said to
include not just reduced energy use of 4070%, but also significantly lower
maintenance requirements and costs,

PV Systems for Healthcare Facilities:


The project is to implement three pilot
projects to install and commission up to
50kw of power to meet lighting,
refrigeration, and cooling services during
normal operations, during the natural
disaster cycle, and from climate change
impacts. The overall goals of the pilot are
to determine if PV systems can operate
and potentially provide an independent
source of energy for the operation of the
countries healthcare facilities enabling
them to operate in a more efficient
manner and provide improved services to
the population, regardless of the operating
and economic status of the national
utility. It is expected that the facilities will
generate a minimum of 80 MW-hours of
solar electricity, per year, and positively
impact at least half a million people. The
pilot projects, when implemented, should
provide accurate information on the
potential of renewable energy to provide
