1. SCOPE :
This Procedure establishes the execution norms, technological phases
and the required conditions for execution of concrete works, accordingly to
the quality requirements foreseen in standards and norms.
2. APPLICABILITY
The provisions of this Procedure apply for concrete works at structures
from the construction objective, which influence the strength, stability and
service conditions.

4. PRECEDING CONDITIONS
Elaboration and knowledge of this procedure;
Ensurance of qualified and ackowledged personnel;
Ensuring the rythmically agregates, cement, additives supply
system;
Ensuring the preparation, haulage and pouring equipment for the
concrete;
The qualitative acceptance of excavation works, shutterings,
reinforcements, as required;
Attenting staff for the equipments, qualified, ackowledged and
verified to respect the actual technical norms, execution
technologies, labour safety and fire prevention.
Assurance of the necessary resources and facilities for the
management activities in Quality Assurance;

Elaboration of the Quality Progamme, specifying all the necessary


verifications for the quality certification;
Quality Control Progamme for each decisive phase during the
execution offered by the designer;
Controlling phases for the reception of the hidden works, at the
frequency specified by the actual norms;
Specimen prelevation and laboratory testing planning, at the
frequency specified in the technical norms;
Reception of the quality for the remedying works in case of nonconformities appearance;
Final taking over, at the finishing of construction works;
Responsibilities and authorities establishing for the coordinating of
the execution of works, nominating the superintendent of the work,
the technical responsible with the execution of work, foremen
5. PREVENTIVE MEASURES
Instructions to all personnel concerning the labour safety, fire
prevention and security
Existence and usage of the specific protection outfit.
6. RESPONSIBILITIES
CHIEF OF THE CONCRETE PLANT
- assure the compliance of the grade for the delivered concrete;
- is responsible for the in time delivery and testing for the production
control.
CHIEF OF THE LABORATORY
- is responsible for the corect specimen prelevation for the verification
of the materials quality and prepared concrete, at the imposed frequency;
- is responsible for the adjustment of the concrete composition,
depending upon the real characteristics of the materials (humidity and
granulosity).
THE SUPERINTENDENT OF THE WORKS
- elaborates and approves the concrete order;
- takes all the necessary measures for providing the quality of the
poured concrete;
- verifies the position of the reinforcements, shutterings, supportings
and their conformity with the project data before the pouring of concrete
begins;
- elaborates all the documents concerning the quality of the works
which become hidden and ensure the required records and their transmittal

- in case of appearance of non-conformities, he announces in the


shortest time the Quality Control Department and site management team.
CHIEF OF THE QUALITY CONTROL DEPARTMENT
- is responsible for the elaboration of the non-conformity report and
the announcement of the contractor managing staff;
- initiates controlls over the conformity of concrete works specified
deadlines from the technical specifications;
- verifies the elaboration within the required time, with adequate
correctitude, of all documents and records concerning the quality of the
executed works, and their safe keeping.
7. IMPLIED ACTIONS :
Preparatory works,
Inspection of the shutterings and reinforcement
The concrete pouring
The treatment of the concrete after pouring to ensure the proper
conditions in obtaining the maturation degree
The carrying out of the quality records
8. THE PROCEDURE
8.1. PRELIMINARY WORKS
- The concrete works may begin when the following conditions are
fullfiled:
- the surfaces of previous poured and hardened concrete
(over which another fresh concrete layer will be poured) will
be cleaned from the created cement film and impurities;
these surfaces cannot have seggregation areas and must
have the required rugosity to provide a good bondage
between concrete layers;
- there are provided washing facilities for the haulage and
concrete pouring equipments;
- preparing of preventive measures for accidental situations
(spare equipment, including electrical supply, concrete
protective materials, concrete plants and haulage units,
conditions for creation of pouring joints etc.);
- unfavourable environmental factors precautions (severe
cold, pelting rains, storms etc.)
- water drainage measures (in case of foundations)

- the assurance of the necessary conditions for the foreseen


fresh concrete tests, at the unloading of concrete from the
transportation unit
- a place to which unsuitable concrete batches are directed
must be established.
As the above conditions are respected, the acceptance for the
concrete pouring is decided by the designer, investor representative,
State Inspection in Construction representative, in accordancce with the
provisions of the Quality Control of the Works Programme.
The acceptance for concrete pouring must be reconfirmed by stating
new verifications when:
- certain events modified the findings on the date of approval
(bad weather, accidents etc.);
- the concrete pouring hasnt took place within 10 days from
the approval date.
Before the concrete pouring, it must be checked the correct functioning
of the equipment for the haulage, placing and concrete compaction.
It is forbidden the starting of the concrete works without the verification
of these measures
8.2. GENERAL REGULATIONS FOR CONCRETE WORKS
The concrete pouring will be conducted by the foreman, which will
be present at all times when these works take place. He will
supervise the respecting of provisions from NE 012 / 1999 and
from this procedure.
The concrete must be poured in maximum 15 minutes from the its
arrival at the placing position; an interval of maximum 30 minutes is
admitted, when the haulage time is less than 1 hour.
At the concrete pouring, the following general regulations must be
respected:
A. The timber shutterings, the hardened concrete or the masonry
which will contact the fresh concrete will be wetted before
(within 2 3 hours interval) and immediately after the pouring of
concrete; the water in excess will be removed
B. The unloading of the concrete from the transportation units will
be made using bins, pumps, conveyor belts, conducts, or will
poured directly

C. The concrete will be refused if it doesnt meet the requirements


concerning the consistency limits or presents seggregation; the
consistency limit can be adjusted using superplasticizers.
D. The height of concrete free fall at pouring must not exceed 2.00
m in case of elements with 1.00 m maximum height, and less
than 1.50 m in other cases, including the surface elements
(plates, foundations etc.)
E. The pouring of concrete on heights bigger than 3.00 m will be
performed through lateral windows made on the shutterings or
using a hose or flexible pipe (with the cross section in a shape
of a truncated cone), the end of hose being at the maximum
pouring height of 1.50 m
F. The concrete will be spread uniformly along the element, the
horizontal layers not exceeding 50 cm in depth; the pouring
begins before the setting at the previous layer occurs
G. There will be taken measures against the deformation and
displacement of the reinforcements from the their position,
especially at the superior reinforcement of the cantilever plates;
any deffects will be remediated before the concrete pouring
begins.
H. Attention must be paid for the complete inclusion of
reinforcements into concrete, respecting the designed concrete
cover, as specified in NE 012 / 1999 norm and technical
specifications.
I. It is not permitted to hammer or to shake the reinforcement;
also, it is forbidden the placing of the vibrator device upon the
reinforcement during the concrete pouring.
J. In dense reinforcing areas, big attention must be paid for the
complete filling of the section (together with the vibrator,
compacting with slats or steel bars will be used). When not
satisfactory, lateral access of the vibrator shall be accomplished.

K. The maintaining of initial position of the shuttering and


supportings and their behaviour will be watched; immediate
measures shall be taken in case of displacements or collapse.
L. The circulation of the workers and haulage equipment during the
pouring will be done using flooring planks (placed in such a way
to hinder the displacing of reinforcements and circulation over
the fresh concrete)
M. The concrete pouring will be made continuously up to the joints
provided in the documentation or technical specifications
N. The maximum admitted duration for the interruptions of concrete
pouring (for which there is no need for special measures to
resume the pouring) must not exceed the setting time of the
concrete; in the absence of the laboratory determinations, the
time is 2 hours from the preparation of the concrete for cements
with additives and 1.5 hours for cements without additives.
O. When a bigger interruption has occured, the preparing of the
joint surfaces will be done, accordingly to this procedure.
P. It is permitted the circulation of workers and depositing of
scaffoldings, formworks, reinforcements over the
poured
elements only after 24 48 hours from the concrete pouring
(depending on the temperature and the type of cement).
8.3
THE CONCRETE COMPACTION
The concrete will be compacted to ensure a minimum quantity of
included air.
The compaction of the concrete is made using different
procedures, depending on concrete consistency, type of the element
etc. Generally, the mechanical compacting is done through vibrating.
During the compaction of the concrete, there will be avoided the
displacements and depreciationn of the reinforcements and
shuttering.
The compaction should not be executed after the setting occurs
(only within the time limit prescribed by the technological norms.

JOINTS
The joints will be avoided as much as possible, the pouring will
be made without interruptions at each level or between two
expansion joints.
When the joints cannot be avoided, their position should be
established by the project or by execution procedure.
The number of joints must be minimal in order to avoid the
weakening (which may appear at inadequate treated joints) of the
structure to bending and shearing efforts . Also, the protection of
reinforcement to corrosion is diminished at joints, the permeability of
corrosive agents being increased.
The joints will be placed in areas where the sectional efforts
(derived from the design service loads) are minimal.
The following requirements are to be stipulated:
the surface of the joints shall be properly cleaned,
removing the concrete that wasnt well compacted, the
created cement film and impurities
the surfaces at the smooth joints that werent realised with
sheet shall be processed by chiselling (except the plates)
The surface of the fresh concrete shall be washed with
water. The previously poured concrete must respect the
saying the concrete should be saturated with water but
its surface should remain aired

THE STRIKING
The construction elements can be struck only when the
concrete reach a certain strength (maturation degree).
There will be taken into account the special conditions of
striking of concrete elements under the influence of frost
in the hardening phase (for unprotected concrete)
The striking may be performed only after the concrete
attains a sufficient strength to take over (partially or fully)
the design loads
The suggested magnitude of the concrete strength after
which the striking may begin is:
- The lateral parts of the shutterings can be removed after the
strength of the concrete has reached 2.5 N / mm 2, thus
avoiding deterioration of the surfaces and edges. The
shuttering for the interior surfaces at the plates and beams

will be removed when the following percentage from the


concrete class strength is attained
70%, at the elements having the span less than 6.00 m
85%, at the elements having the span bigger than 6.00 m,
the safety props being maintained.
The safety props will be removed when the strength of the
concrete will attain the folowing percentage with respect to
the class strength
95 %, at the elements having the span less than 6.00 m
112 % at the elements having the span less between 6
m...12 m
115 % at the elements having the span bigger than 12 m
The attained strength establishing for the construction elements
endorsed to striking is made on control specimen testing,
confectioned along the execution phases and maintained in similar
conditions as the construction elements, according to standard STAS 1275
88. The results interpretation will take into account the heating caused by
concrete hardening, the concrete hardening etc.
In special cases, when there is no result for the compression strength
or the results are insufficient or there are doubts in regard to these results,
the non-destructive tests are recommended.
In table no.1 there are recommended the striking term of the lateral
sides, depending upon the surrounding temperature and cement class:

THE TREATMENT OF THE CONCRETE AFTER POURING


In order to obtain the required characteristics of the concrete,
its surface should be treated and protected a certain amount of time,
depending on the type of structure, type of element, environmental
conditions at the concrete pouring and the exposure mode during the
service period of the structure.
The treatment and the protection of the concrete must begin as
soon as possible after the compaction takes place.
The covering with the protective materials will be done
immediately after the concrete has reached a sufficient strength to permit
the adherence:
The treatment of the concrete is a protective measure against:
- untimely drying, especially because of the solar radiation
and winds;
- letting out of the cement grout because of the rain and
flowing water;
- differences of temperature along the concrete body;
- low temperatures or frost;
- shocks and vibrations who might lead at the diminishing of
reinforcement concrete adherence (after the hardening of
the concrete).
The basic treatment methods are:
maintainin of shutterings;
covering with protective materials (maintained in wet
condition);
periodical sprinkling with water;
application of protective film.
9. THE QUALITY CONTROL DURING THE EXECUTION OF WORKS
The controlling consists of:

- verification of the correct positioning of reinforcement and


shuttering;
- verification of the concrete pouring equipment
The controlling and the verifications are effected in team, with
representatives from:
> the State Inspection in Constructions control at the decisive
phases established by the designer,
> the designer control specialty designer,
> investor control site master (specialty authorised),
> constructor control - a nominated person for the respective
objective, responsible of the technical execution (authorized).
10. DOCUMENTS FOR QUALITY CERTIFICATION
- the concrete and reinforcement quality certificates,
- concrete order,
- the concrete pouring register,
- hidden works report,
- after striking concrete aspect verification report and positioning
of the technological holes,
- the quality control report on decisive phases, at which the State
Inspection representative participates,
- qualitative reception report , for the designers established
verifications.
THE CONTROLLING FOR THE HIDDEN WORKS CERTIFICATION
includes the partial acceptances / receptions at specific execution
phases (imposed by the specific technical regulations).
The team which make the controlling includes:
> constructor the foreman, the technical execution co-ordinator;
> designer specialized representative;
> employer specialized authorised supervisor representative.
THE QUALITY CONTROL PLAN, VERIFICATIONS AND TESTS
through which the quality of materials, products, constructions
elements and afferent plants is certified, as specified in actual
technical regulations:
laboratory testing, at the required timing, quality control at the
materials, products, equipments reception
CONTROLLING AT THE ACCEPTANCE/RECEPTION at the works
finish and at the final reception of the objective, till the expiring of the
warranty period.

The controlling is realised by the Acceptance Committee, formed and


named by the employer. Through the admittance at the reception it is
certified the fact that the Constructor of the works has fulfilled its
obligations conformably to provisions of the contract and execution
documentation.
11. NON - CONFORMITIES TREATING
The non-conformities treating is done in accordance with the system
procedures P.S. 13, P.S. 14, P.S. 16 from the Quality Handbook.
Non-conformities are written down in Non-conformity reports, by the
Quality Control Department.
Each report will compulsory contain the solution for remedying the
respective non-conformities, solution agreed by the designer and
employer.
The superintendent of the work is responsible for the matters to be
remedied, at the required quality and specified deadline.
12. LABOUR SAFETY MEASURES
During the execution of works involved in this procedure, the
following precautions will be respected:
Republican norms for labour safety, law 90 1996;
Regulations concerning the labour and hygiene protection in
constructions emited by the Public Works and Territorial
Improvement Ministry from 01.05.1993;
The attenting staff for the equipments must have a good
knowledge about execution technology, mounting, operation
and maintenance instructions from technical book of the
equipment;
The revision of the equipment will be done reccurently, but only
when it is stationed; a general overhauling will be done
periodically;
Before the work begins, all moving parts of the equipments are
checked for the presence of protecting devices, if the power
supply for the vibrators, pumps are accordingly;
It is forbidden the standing of the workers in the proximity of
functioning / maneuvring equipment;
All attenting personnel will obligatory wear protection helmets,
rubber boots and gloves.
