Description:The percentage of other service thresholds to the 100% downlink load. The services refer to other admissions except the co
AMR service, conversational non-AMR service, and handover scenarios. It is applicable to algorithm 1 and algorithm 2. The parameter is
controlling other service admissions. That is, when a service is accessing, the RNC evalutates the measurement value of the downlink lo
service is accessed. If the DL load of a cell is higher than this threshold after the access of a service, this service will be rejected. If the D
