GENERAL REMARKS Preamble ‘The Tenderers shall price separately each Item in the Bills of Quantities (BoQ) for the Works which are described in the Technical Specifications and designed by either the Employer or the Contractor as specified in the Contract, ‘The BoQ must be read in conjunction with all the other documents that comprise the Contract and the Contractor shall be deemed to have thoroughly acquainted himself with the detailed descriptions of the works to be done and the way in which they are to be carried out. ‘The prices for any items of work which are described in the Technical Specifications or indicated in the drawings prepared by the Employer or the Contractor but which are not listed in the BoQ shall be deemed to be included in the other unit prices of the BoQs and shall not be the subject of any adjustment to the Conttact Price. . : Items and Quantities Generally “The quantities set forth against the items in Bill A: Construction Works (Infrastructure and Superstructure) are the Employer's estimates of the quantities of the respective works described in the Technical Specifications and indicated on the Drawings provided by the Employer and may be required by the Bngineer to be measured in accordance with Sub Clause 12.1 of the General Conditions of Contract. ‘The items listed in Bill B: Telecommunication Works, Bill C: Signalling Works and Bill D: Electrification Works are provided for guidance only and tenderers are at liberty to add, delete or modify any item in these Bills that they consider necessary to fulfil the Technical Specifications. Tenderers are required to quantify all the items in Bills B, C and D and the quantities shall be deomed to be fixed and not subject to measurement under Sub Clause 12.1 of the General Conditions of Contract. ‘The brief description of each of the items given in the BoQ is provided purely for the purpose of identification and shall in no way modify or supersede the detailed descriptions of the Works given in the Technical Specifications, When pricing items, reference should be made to the Technical Specifications including the relevant Drawings provided by the Employer for directions and descriptions of the work and materials involved. Excopt where specifically and expressly otherwise stated in the Technical Specifications or in the BoQ, the Permanent Works only shail be measured, The works shall be measured net to the dimensions shown on the Drawings or ordered in writing by the Engineer, except where otherwise specifically described or prescribed in the Contract ‘The work comprised in any variations instructed by the Engineer under the Contract shall be measured on the same basis as that defined in the BoQ for similar or comparable work. No allowanice will be made for loss of materials or yolume thereof during transport or compaction, This deemed that the prices include all necessary items for design and procurement of works, goods and services he is tendering for, These items include but are not limited to all temporary works, supply, transportation, loading, unfoading, construction installation, testing, training courses for the personnel of the End Beneficiary and all overheads and profits. \ Page 4 of 3 2008 13 Units of measurement ‘The measurement units used are the same as specified and allowed in the System International (SI) and used in the Technical Specifications and the BoQ herein. Work partially completed and fully compliant with the relevant Technical Specifications which is priced as a Lump Sum and if included in an application submitted by the Contractor for an Interim Payment shall be evaluated by the Engineer and a percentage of such Lump Sum price may be included in an Interim Payment at the sole etion of the Engineer, eee Pricing The prices inserted in the BoQ are to be the full inclusive values of the works described under the items, including all costs and expenses which may be requited in and for the construction of the Works described together with all preliminary and general items, temporary works and installations which may be necessary and all general risks, liabilities and obligations set forth‘or implied under the Contrict. It is deemed that alt establishment charges, profit, overhead costs and costs incurred by the Contractor in fulfilment of its obligations either expressed or implied under the Contract are spread evenly over all the unit prices, No front loading is allowed under the contract. Prices shall be enfered exclusive of taxes and customs and import duties (as per Annex - I: Tax and ‘Customs Arrangements) against ezch item in the BoQ. Any work item without a price shall not be paid for and the price of the work shall be deemed to be included in other unit prices of the BoQ. ‘The rates shall be fixed, and shall not be subject to any change during the contract period, The prices for the items in cach Bill shall be summarized at the place designated for the purpose in the BoQ. 3. COMPLETING THE BILL OF QUANTITIES In the BoQ, the prices shall be entered in the appropriate columns, All prices shall be quoted in Euro. Any arithmetical errors in computation or summation be corrected by the Employer: a) Where there is a discrepancy between amounts in figures and in words, the amount in words will gover, and b) where there is a discrepancy between the unit price and the tot al amount derived from the ‘multiplication of the unit price and the quantity, the unit rate as quoted will govern, unless in the opinion of the Contracting Authority, there is an obviously gross misplacement of the decimal point in the unit price, in which event the total aniount as quoted will govern and the unit rate will be corrected, 44 finofer_endoe fe 4, RELOCATION OF EXISTING INFRASTRUCTURE Jn the event that any of the existing infrastructure within the Site, including but not limited to Electricity ‘Transmission Lines, PTT Communication Lines, Natural Gas and Petroleum Pipelines, Potable Water and, Waste Water is required to be redirected, replaced or displaced for construction of the Works, then these shall be carried out by the Contractor in accordance with the requirements of and in coordination with the relevant statutory authority. ‘The Provisional Sum included in Item A.3 of the Summary of the Construction Works Bills of Quantities for relocation of existing infrastructure shall be expended in accordance with Sub Clause 13.5 of the General Conditions and paid in accordance with Sub-Clause 12.3 of the General Conditions. In the event that any of the work to relocate existing infrastructure is assigned fo the relevant statutory authority by the Contractor, payment for such work shall be made to the authority by the Contractor and ‘the Contractor shall be reimbursed on the basis of Sub Clause 13.5 of the General Conditions. iN 2008 Page 7 of 33 dit finotfer_en.doe wok: 5. CONSTRUCTION WORKS INFRASTRUCTURE UNIT PRICE TARIFFS ‘The following summarises the works comprised in the respective items of the Bills of Quantiti 101 Route and Borrow Excavations This is the price for 1 m? of the excavation carried out according to the drawings including the Contractor’s profit and general expenses and the costs of any kind of workmanship, material, machine, toot and equipment necessary for the following: splitting in any kind and class of ground under dry and wet conditions using ssor and explosive materials, side borrowing, quany borrowing, excavation and utilization, loading, unloading of any kind of vegetative soil, weak, moving grounds, swamp, mud, etc,, transportation of the materials to the filling, intermediate or miain storage areas, construction and maintenance of service roads, execution of any kind of “arrangement, etc,” works related to the bringing of storage areas in compliance with the environment, execution of cleaning, removal (tree cutting down, uprooting), roughening the current ground under the filling, rigging, arrangement, taking any precaution in order to keep the excavation area dry, demolishing and dismantling of any kind of building, dry wall, mortared wall, concrete and reinforced concrete structure, road, pavement, asphalt, concrete or similar road covering in excavation sites by using compressor or explosives, loading, transportation, unloading of those materials, laying in layers foreseen by the Technical Specifications or pi accordance with the principles and requirements of the Technical Specifications. Standard: a) The volume of the excavation in m? in route spl account the dimensions and slope inclinations. b) For the demolishing or dismantling of concrete or reinforced concrete structures, 40% of the structure’s full volume shall be calculated as the basis of payment in m ig and other excavations shall be calculated taking into 102 Foundation Excavations and Backfills This is the price for 1 m’ of the excavation carried out according fo the drawings including the Contractor's profit and general expenses and the costs of ny kind of workmanship, material, machine, tool and equipment necessary for the following: splitting in any kind and class of ground, in any depth and width, under dry and ‘wet conditions using compressor and explosive materials, side borrowing, quarry borrowing, excavation and utilization, loading, unloading of any kind of vegetative soil, weak, moving grounds, swamp, mud, ete, any kind of drainage ditch exeavation, transportation of the materials to the filling, intermediate or main storage areas, execution of “supply, watering and compression of materials” for suitable materials and backfills in filling specifications, cxecution of any kind of “arrangement, etc.” works related to the bringing of storage areas in compliance with the environment, execution of cleaning, removal (tree cutting down, uprooting), roughening the current ground under the filling, arrangement, taking any precaution in order to keep the excavation area dry, demolishing and dismantling of the foundations and the materials that are not suitable for leaving within the foundation ditches, any kind of building, dry wall, mortared wall, concrete and reinforced concrete structure, road, pavement, asphalt, concrete or similar road covering in excavation sites by using compressor or explosives, loading, transportation, unloading of theso materials, laying in layers foreseen by the Technical Specifications or piling, construction, placement, extraction, arrangement of lining and cofferdam drawings of any kind of lining and cofferdam by using covering, sheeting pile, coffer, etc, arrangement of lining and cofferdam drawings and approval by the End Recipient, and execution of simple pipe drilling up fo depth of 4 m upon the request of the End Recipient during the excavation or when the foundation excavation goes down fo the bottom in accordance with the principles and requirements of the Technical Specifications. 4 i 2008 Page 8 of $3 6A, inoter, endow Standard: a) The volume in m® in building foundations shall be calculated as the volume between the ground and foundation bed and the vertical planes passing outside the foundation. b) The volume of the excavation in m3 in ditches and drainage ditches shall be calculated taking into account the dimensions and slope inclinations. ) For the demolishing or dismantling of conerete or reinforced concrete structured, 40% of the structure's full volume shall be calculated as the basis of payment in m3. 103 Route works fillings ‘This is the price for 1 n° of the filling carried out according to the drawings including the Contractor's profit and general expenses and the costs of any kind of workinanship, material, machine, tool and equipment necessary for the following: laying the suitable materials taken out of the excavation or the materials taken from borrowing in layers, transportation of water to the ‘work site, irrigation, compression, rigging and execution of necessary tests under the principles of the Specifications. Standard: The volume of filling on site in compressed cubic meter (in') shall be calculated taking into account the ensions in the project. Note: No transportation remuneration shall be paid for the materials to be brought from borrowing or excavation to the filling in this pose. 104 Formation of Selected Material (Sub-Base) Layer and Approach Fill with Granular Material, Formation of Sub-Ballast Layer This is 1 m° price of the filling carried out in accordance with the drawings and Technical Specifications including all additional costs that might be necessary for this work and the costs of supplying materials, transportation to the site, laying on the prepared surface, compression, execution of necessary tests and measurements, loading, unloading and transportation works, material and loss, auxiliary equipment, tools and other equipment, Standar M? volume of “Selected Material and Sub-Ballast Layer Formation” shail be calculated taking into account the dimensions in the project. 104.1, Formation of Selected Material (Sub-Base) Layer and Approach Fill with Granular Material 104.2, Sub-Ballast Layer Formation 105 Filling with Sand, Pebble and Granular Material ‘This is 1 m’ price of the filling carried out in accordance with the Drawings and Technical Specifications cluding all additional costs that might be necessary for this work and the costs of supplying filling, materials, transportation to the site, laying on the prepared surface, compression, execution of necessary tests and measurements, loading, unloading and transportation works, material and loss, auxiliary equipment, tools and other equipment, Standard: MM? volume of “Fi fing” shall be caleufated taking into account the dimensions in the drawings. rn 2008 Page of $3, 106 Filling for Ametiorating the Ground This is the price for 1 m? including the Contractor's profit and general expenses and the costs of any kind of ‘material loss, workmanship, material, machine, tool and equipment necessary for the following: extracting the stones from quarries, preparation in the desired gradation, loading on the vehicles, transportation to the work place, unloading on the work site, execution of filling in water and dry conditions by filling, laying and spreading of filling stones on any kind of ground, loading on construction site, transportation on horizontal and vertical planes. st ‘This is the volume in m' calculated from the project. dard: Note: ‘The part of the fill sinking into the Ground shail not be taken into account, 108 Conerete Manufacturing and Pouring £ ‘This is the price for 1 m? of the concrete manufactured according to drawings and specifications including c any additional cost and the'costs of material loss, any kind of material, machine, too! and equipment necessary for the following: supply of necessary materials including additives, transportation to the work site, preparation of the formwork and scaffold, manufacturing of concrete, pouring into formworks, compression, cuting, protection, execution of necessary tests, taking necessary precautions in order to keep the work site dry, loading, unloading and transportation works. Standard: M? volume of “Conorete Manufacturing and Pouring” shall be calculated taking into account the dimensions in the project and the gaps with 200 mm diameter or fess than the equivalent section area shall not be deducted, 108.1, Plain Concrete BS14 Production 108.2. Reinforced Concrete BS20 Production 108.3. Reinforced Concrete BS25 Production 109 Reinforcing Steel St Ifa eS This is the price for 1 ton of the reinforcing steel manufactured according to the drawings and Technical 4 Specifications including any additional cost and the costs of material loss, any kind of material, machine, tool and equipment necessary for the following: supply of necessary materials, transportation fo the work site, preparation of the reinforcement according to drawings, placement and fastening taking necessary precautions, assembly of embedded parts, if any, taking precautions against corrosion where necessary, works of loading, unloading and transportation. Standard: The weight of “Reinforcing Steel St Ila” in tons shall be calculated taking into account the standard weights and lengths in the drawings. 110 Supply and Placement of Water Retainer ‘This is the price for 1 meter of the water retainer manufactured according to the drawings and Technical Specifications including any additional cost and the costs of material loss, any kind of material, machine, iment necessary for the following: supply of 20 om wide PVC water retainer together with its tool and equi auxiliary materials, transportation to the work site, placement in the places foreseen in the drawings, supporting, execution of necessary welding, works of loading, unloading and transportation q 2008 Page 10 of 3 we Standard: ‘The length of “Water Retainer Supply and Placement” in meters shall be determined by caleulating from the drawings. 111 Tar Painting ‘This is the price for 1 m? of the tar painting conducted according to the drawings and Technical Specifications including any additional cost and the costs of material loss, any kind of material, machine, tool and equipment necessary for the following: supply of necessary materials for the tar painting for the purposes of isolation on the faces of conerete sections left within the ground of the structures contacting ‘with the ground, transportation to the work site, execution of tar painting in 3 layers in such a way to spread 0.400 kg tar on a m’, loading, unloading and transportation works, Standard: ‘The area of “Tar Painting” in m? shall be calculated taking into account the dimensions of the concrete surface painted in the drawings, 112 Inspection Opening This is the price for 1 unit of the inspection opening built according to drawings and Technical Specifications including any additional cost and the costs of material loss, any kind of material, machine, tool and equipment necessary for the following: supply of necessary materials, transportation to the work site, execution of excavation and backfilling at the end of the building, sand-pebble filling under structure and production of BS14 plain concrete, preparation of the formwork, furnishing of reinforcement and pouring BS25 concrete, maintenance of concrete, tar painting on the external surface of the opening, embedded within the ground, assembly of the covers prepared after filling, arrangement of tho environment and works of loading, unloading and transportation Standard: Unit price of “Inspection Opening” shall be determined counting the openings rendered ready for acceptance. 113 Highway Sub-Base Layer Formation ‘This is the price for 1 m’ of the sub-base built according to the drawings and Technical Specifications including any additional cost and the costs of material loss, any kind of material, machine, tool and equipment necessary for the following: supply of necessary materials, transportation to the work site, construction of sub-base layer on the filling or excavation surface under TCK Highways Technical Specifications Section 401 requirements, works of loading, unloading and transportation. A mandatory site visit was held on 31% of August 2010 along the railway line between Gebze Station and Késckéy Station, Representatives of 35 companies in total, the CECU, the TCDD, the Ministry of Transport (MoT) and the BUD attended the event, “The site visit started at 10:30 in Gebze Station. The representatives of the companies got on the train at Gebze Station. Answer ‘The works for relocation of existing infrastructure are under the responsibility of the Contractor and may either be performed by Contractor's team or its subcontractor who has already been proposed ithin tender or approved by the Engineer during the implementation period as per Contract Conditions, ‘The amount of the Provisional Sum was determined based on the indicative items and it is expected that real cost will not exceed the allocated budget (5.000.000 EUR). However, if it is the case, it will be ‘compensated in accordance with Contract Conditions. Question 6; In Volume 4, Bill of Quantities -General Summary Table, there is a contingency ratio which shall be %I5 of the sub-total. We infer from this statement that total cost of the project can be decreased or increased up to maximum %15 during the project implementation phase. Could you please confirm it? Please also clarify whether this conti sency will cover the difference from the decrease or increase in the quantities of the BoQ or any extra works that will be requited by Employer? Answe The contingency amount which is set as 15% of the contract amount is allocated for unforeseen construction works identified after the commencement of the construction, The unexpected and eligible costs which may occur during construction is compensated under the contingeney amount, after the approval of the Bngineor and the Contracting Authority. Within this context, the contingency does not refer to any decrease in the contract amount. However, the Works performed by the Contractor shall be measured and valued for payment in line with the Clause 12 of the General Conditions and the Particular Conditions. Question 7: Reference is made to Volume 3-General Technical Specifications, Article 1.2.2 Scope of Work, Para A.J; Its said that the costs of effecting any minor changes in the detailed design drawings arising from the existence of any unforescen physical obstructions shall be borne by the Contractor, If it arises the necessity of the implementing any additional ground improvement at some critical sections, construction of additional retaining walls and etc. as a result of the geotechnical study, shall the cost of these additional works arising from the unforeseen physical obstructions to be borne by the Contractor Or to be paid to the Contractor with the appropriate rates from Bill of Quantities in accordance with the Article 12.3 of FIDIC Red Book? Answer 7: As stated in item 1.2.1 of the General Technical Specifications, the Contractor shall conduct geotechnical studies in order (o ensure that the application drawings for inftastructure submitted with the tender dossier are proper and valid for full application. In case of necessity of minor changes in the detailed design drawings of the infrastructure and_superstructure works, stemming fiom unforeseen physical obstructions which are encountered during the geotechnical studies, shall be borne by the Contractor. 3 trek Briefly, the change addresses the detailed design drawings. Additionally, “minor change” should be perceived as the change which does not effect the design concept, Question 8: Pleaso confirm whether the retention money has to be provided as a Bond ftom a financing or insurance institution? For the second half of the Retention Money, the guarantee must be in the form annexed to the Particular Conditions or in another form approved by the Employer and provided by an entity approved by the Employer. Question 9: Shall the candidates take into consideration the expenses for Trial Operation of one year within the Guarantee Period to the indirect costs, or will you revise the BoQ? Question 10: Under which item of the BoQ has to be quoted the Trial Operation?
