1.1

Description

Purpose

KBI s CObRA is a modern tactical C4 system integrated on a basic vehicle for fast deployment
purposes. The system is developed for the usage of closed user groups like tactical units.
CObRA is able to establish within short time independent own highly secured communication
networks in case when public networks fail (disaster or terrorist attack). Also it can operate parallel
to public networks or can have pre-defined interfaces to them.
When the OPSEC requires it CObRA can be equipped for highly encrypted communication as well.
The strength of the system comes from the combination of fast deployment capabilities with the
newest available on the market in communication, jamming and reconnaissance technology and
German engineering at is best.
CObRA supports the efforts of the commanding level in mission planning and directing and controlling operation forces. Widespread capabilities of data collection, transmitting and evaluation are
given by the custom made selections of application equipment combined with KBIs experiences in
system integration.
A CObRA in operation can provide all necessary information in real time to the decision makers.
The layout and combination of highly effective electronically components give CObRA the full
capabilities of a command post or an alternate command post if it becomes necessary.
The CObRAs three core functions are:

Communication
Jamming
Reconnaissance

Via the fast exchange of the utility rack the complete switch between those core functions in very
short time is given when the antenna module is prepared for doing so.
KBI is able to adjust the system on any needs of the customer. Therefore CObRA can be retrofitted as military or law enforcement mobile reconnaissance and observation system with real time
data transmission capabilities. Additional tactical advantages can be specified by installment of
wide band and/ or selective jamming capabilities for SpecOPs purposes, convoy & VIP protection
missions.
Hence the CObRA system developed and produced by KBI is a modular system it can be installed in nearly any vehicle as requested by customer.
Downgraded systems are available for civilian and home land security applications upon request.

Car

The basic vehicle for the systems CObRA is a Toyota Land Cruiser LC 200 V8.
The general functions and the usage of the car have not been changed.

Description

Operator module

The operator module is on the front passengers site (left site) of the car and will be operated from
the front passengers seat.
The operator module consists of the following components:
(1) Operator PC
(2) Control unit for FLIR system
(3) Foldable operator console

Description

Console (mechanical)

The foldable console is fixed at the middle part of the drivers cabin back divider. The console is
the support for the operator PC and the control unit of FLIR system.

In transport mode the console is folded up and bolted with the cabin divider (Fig. 1-5).
In operation mode the console is folded down and turned in front of passengers seat (Fig. 1-6).

Operator PC

Operator PC

The operator PC is a Toughbook CF-19 made by Panasonic.


It is on the foldable console between drivers and front passengers seat. It is used for the control of
the antenna and board system via software Unitrack and for the access to the software of the
DWVS.
The operator PC can be taken out of the console. Via WLAN connection it can be used outside the
car also (off-board operation).
In on-board mode the operator PC is connected with the system via cables (Fig. 1-8)

Description

Control Video Surveillance

The control unit for controlling the FLIR system


is on the foldable console between drivers and
front passengers seat.
Therewith either the CCTV camera or the thermal camera can be controlled. The joy stick is
for controlling of the pan-tilt unit of the FLIR
system and for zooming.
The control unit is fixed to console and not removeable.

Description

Lifting system

The lifting system is contained in the middle part inside the car. It is reachable via the left rear door.
It is used for deploying and retracting the VSat module and the antenna module. The lifting system
is controlled via the Unitrack software on the operator PC or via the control unit in electrical cabinet
Elt1.
In retracted position the lifting system is used as transport lock and it assures to keep the cars roof
closed.
The lifting system consists of the following components:

Description

Rotor units

The system CObRA has two rotor units. They are fixed at the upper end of the lifting system.
(1) Rotor unit 1 is used for fixing and positioning the VSat module.
(2) Rotor unit 2 is used for fixing and positioning the antenna module.
(3) The equipment mount is for fixing and moving the rotor units and it connects the rotor units with
the lifting system.

Description

VSat module

The VSat module is connected with the lifting system via rotor unit 1 (see Fig. 1-12).
The VSat module is for setting up a satellite connection to a teleport using a geostationary satellite
for communication purposes.
The VSat module is controlled via the software Unitrack at the operator PC or via the control unit in
electrical cabinet Elt1.
The Vsat module contains of the following elements:
(1) 96 cm Offset RX-TX antenna
(2) Feed
(3) Feed support
(4) Ku-Band LNB
(5) Ku-Band Block Up Converter
(6) Rotor unit
(7) Satellite modem (in utility rack see Fig. 1-21)
(8) Winradio (in utility rack see Fig. 1-21)

Description

Satellite antenna, Feed and LNB

The satellite antenna (see Fig. 1-13) is a 96 cm offset RX-TX antenna made by Channel Master.
The KU-Band feed is connected with the antenna via the feed support (see Fig. 1-13). The tilting
range of the feed goes from -90 to +90. The feed is controlled via the software Unitrack at the
operator PC or via the control unit in electrical cabinet Elt1.
The KU-Band PLL LNB by Norsat is fixed at the front end of the feed support (see Fig. 1-13).

1.3.4.2

Block Up Converter (BUC)

The Block Up Converter is fixed at the back of


the satellite antenna.
The BUC is a transmit unit for the satellite antenna. A wave guide is connecting the feed with
the BUC. The modem (see chapter 1.3.6.4)
supplies the BUC with voltage (24V) and 10
MHz reference tact.
For the system CObRA a 10W KU-Band Block
Up Converter made by Actox is used.

Description

Antenna module

The antenna module is connected with the lifting system via rotor unit 2 (see Fig. 1-12).
The antenna module is for the provision of broadband data radio networks, both in the close distance area (up to 500 m) and in the far distance area (up to 10 km).
In operation mode the roof is deployed into vertical position and it has to be tilted according the
necessary tactical operation conditions.
In transport mode the antenna module builds the roof of the car.
The antenna module is controlled via the software Unitrack at the operator PC or via the control
unit in electrical cabinet Elt1.
The antenna module consists of the following elements:
(1) Roof
(2) Motorola Motomesh Duo 4300-54
(3) Motorola PTP 500 with pointing mechanism
(4) GPS compass system Furuno SC-30
(5) FLIR PTZ-50 MS with deploy unit
(6) WLAN antenna 2.4 MHz
(7) WLAN antenna 5.4 MHz

Description

Roof

The CObRAs roof is a Radome made to give


support to the equipment needed for the provision of data radio networks. Furthermore the
roof contains the optical sensor systems.
The Radom is made of a radiation permeable
special plastic in the frequency range from
2,400 to 5,800 MHz.
As housing for the GPS compass system the
roof includes a waterproof box (Fig. 1-15).

Roof

Motorola Motomesh Duo 4300-54

The Motomesh Duo is installed in the lower part


of the roof (Fig. 1-15).
It is a Wi-Fi Access Point and used to set up
broadband data networks in the close distance
area (up to 500 m).
To ensure operation under all climatic conditions the electronic of the Moto Mesh is secured
by a all-weather enclosure (NEMA4 / IP54).
For controlling the Motomesh a Web Interface
is provided on the operator PC. Turning on and
off is made via the software Unitrack at the operator PC or via the control unit in electrical
cabinet Elt1.

1.3.5.3

Motomesh Duo

2.4 und 5.4 GHz WLAN antennas

The both WLAN antennas are fixed in the upper part of the roof (Fig. 1-15).
They are used for communication between the Motorola Motomesh and the operator PC in off
board mode.

Motorola PTP 500

The PTP 500 is installed in the upper part of the roof (Fig. 1-15).
It is used to set up broadband data networks on long ranges (up to 10 km).
The PTP is connected with the roof via a pointing mechanism. With this unit the PTP can be
pointed to the remote site (Repeater see chapter 1.3.10) exactly.
For controlling the PTP a Web Interface is provided on the operator PC. Turning on and off and the
adjustment is made via the software Unitrack at the operator PC or via the control unit in electrical
cabinet Elt1.

GPS compass system Furuno SC-30

The GPS compass system Furuno SC-30 is installed in the waterproof box in the lower part of the
roof (Fig. 1-15).
It is used to determine the position of the car and getting the north direction.

Description

FLIR PTZ 50 MS

The FLIR PTZ 50 MS is installed in the upper


part of the roof (Fig. 1-15). In operation the device is deployed over the roof edge with help of
a shaft drive.
The FLIR PTZ 50 is used for video reconnaissance in medium ranges.
It consists of a high-definition CCTV camera
and a thermal module. Both camera systems
are installed on a pan-tilt unit.
The FLIR system is controlled via the software
Unitrack at the operator PC or via the control
unit in electrical cabinet Elt1.
At the same time the video signals are sent to
the Bosch Videoencoder and can be saved at
the DWVS server installed in the utility rack
(see chapter 1.3.6.5).

Description

System module

In the rear of the car a utility rack is deployed. It is used for the installation of mission related
equipment. The rack can be retracted by a telescopic rail system.
The utility rack is splash-proof and shock absorbing. It ensures by an additional air condition that
the system module is air conditioned and dehumidified. This ensures the operation of the system
under different climatic conditions.
The following devices are installed in the utility rack:

Description

Winradio G 305-e

The Winradio G 305-e is installed in the utility


rack (Fig. 1-21).
The Winradio is a spectrum analyzer which is
used for tracking of the satellite antenna by
checking the carrier signal.

Video encoder

Video Jet X-20

The video encoder Video Jet X-20 made by


Bosch is installed in the utility rack (Fig. 1-21).
The video encoder is a compact video server for
networks. It is used to encode video, audio and
control data and to compress data into MPEG4
for the reason of transferring them over an IP
network.

Description

Cisco Router 2811

The Cisco Router 2811 is installed in the utility


rack Fig. 1-21).
The router connects networks. With help of a
target IP address the router decides to what
interface data must be sent.
The Router has an internal 16 port switch.

Modem

CDM-600 L Modem

The Modem CDM-600-L is installed in the utility


rack (Fig. 1-21).
The modem made by Comtech is used for
sending and receiving data via satellite communication.

1.3.6.5

DWVS Server

The DWVS server is installed in the utility rack


(Fig. 1-21).
The audio and video data received can be
saved and administrated on the DWVS server.
Via the DWVS manager the video and audio
data can be shown, recorded, analyzed and
downloaded on the operator PC (DWVS client)
or remote on any other authorized PC.

Description

The uninterruptable power supply is installed in


the utility rack (Fig. 1-21).
The UPS guarantees the uninterruptable power
supply of the DWVS server.

Charger

The charger LEAB ABC 3200W is installed in the utility rack ((Fig. 1-21).
The charger is a 24 V rectifier power supply unit. It is used for charging the two additional batteries
(see chapter 1.3.8.3) automatically.

Control module

The control module is placed in the middle part inside the car. It is reachable over the right rear
door.
The control module includes all components that are needed for the control of the system CObRA.
The control module consists of the following main elements:

Description

Programmable Logic Control Unit AT 91

The Programmable Logic Control Unit AT 91 made by Graf-Syteco is installed in the door of electrical cabinet Elt1.
The Programmable Logic Control Unit is used for the control of the system CObRA. It has a powerful 5.7 inches TFT VGA colour graphics display. For an excellent shock and vibration performance
the display is mounted elastically.

Description

Power system

There are three possibilities for supplying the system CObRA with power:
1. via the additional alternator when the engine is running
or
2. via the two additional batteries when the engine is off
or
3. via external power supply (mains or generator)
The power system consists of the following main elements:

(2) Interface for external power supply (220 V)
(3) Two additional 12 V batteries
(4) Additional alternator
(5) Charger
(6) Insulating transformer

Electrical cabinet Elt0

The electrical cabinet Elt0 is placed in the middle part inside the car. It is reachable over the
right rear door. Inside the electrical cabinet are
the fuses for the 220 V power supply.

Description

12V Batteries

The two additional batteries are installed in the


engine compartment.
If the engine of the car is not running the batteries feed the system CObRA with power.
The batteries are charged by the additional alternator when the engine of the car is running,
or via the external power supply.

Insulating transformer

The insulating transformer is installed in the


middle part inside the car. It is reachable over
the right rear door.
The insulating transformer is separating the
board power supply from the main power supply (220 V).

Description

Air condition module

The air condition is installed in the rear of the car.


Compressor and condenser are installed within the spare wheel recess under the car. The units
are protected against stone impacts with a metal grid.
The evaporator (Fig. 1-40) is installed in the box at the back of the utility rack and is connected with
the compressor and condenser unit (Fig. 1-41) with hoses
The air condition ensures that the electrical equipment inside the utility rack is cooled and, at the
same time, the air is dehumidified.
The air condition is controlled via the software Unitrack at the operator PC or via the control unit in
electrical cabinet Elt1.

Description

1.3.10 Repeater
The repeaters are stored in the support vehicle.
The repeaters are used to set up an independent and stable WLAN network wherein other IP
equipment (e.g. Notebook, IP camera) can be integrated. Furthermore every repeater has six analogue video inputs and three audio inputs for the connection of analogue cameras and / or microphones. When in operation the repeater is sending his GPS coordinates to the DWVS server.
