Purpose of Document:
This document describes the general SIEMENS scope of work, the key features, the
assumptions, the inclusions, the exclusions, and the pre-requisites of the SIEMENS civil scope of
work for an AIS / GIS High Voltage Substation.
This document is a template document, which was developed out of Substation experiences and
project lessons learnt.
The descriptions contained in this document shall be considered as recommendations as well as
minimum requirements.
The main purpose of this document shall be to limit various risks for SIEMENS at project tender
phase as well as at project execution phase.
This document shall form part of the contract agreement between CUSTOMER and SIEMENS.
This document shall assist the SIEMENS Civil Engineer to reduce SIEMENS civil engineering /
civil management efforts. Beyond this document shall improve the working process as well as the
quality in documentation.
This document does not reflect project specific CUSTOMER requirements. Therefore it
always requires a review, delta-engineering and revision in respect to CUSTOMER
specifications and project specific requirements.
User Instruction:
All pages of this document shall be carefully reviewed and revised by SIEMENS Civil Engineer
according to CUSTOMER specification and project specific requirements. At least the yellow
marked test passages needs to be revised, if necessary.
Various scope of work alternatives are described in this document. The most appropriate
alternative shall be selected and the remaining alternatives, which are not valid for the specific
project, shall be deleted out of this document.
Please note, that not all Clauses of this document may be applicable for the specific project.
Clauses which are not valid for the specific project shall be deleted out of this document.
After completion of the document revision, please do not forget to update page 4 Table of
Content.
After document revision, this document shall be submitted together with SIEMENS bid to the
CUSTOMER.

Introduction

This document describes the SIEMENS civil design and civil construction scope of work, the key features,
the assumptions, the inclusions, the exclusions, and the pre-requisites of the SIEMENS civil scope of work
for an AIS / GIS High Voltage Substation.
This document shall form part of the contract agreement between CUSTOMER and SIEMENS.

Clarification of Terms

For the purposes of this document the following terms shall have the following meanings:

The civil scope of works to be provided by SIEMENS for the Substation includes the following:

All civil design and civil construction shall comply with the specific requirements stipulated in:

CUSTOMER specification

This document and further project specific requirements for civil design (if any) to be provided by
SIEMENS at design stage

The statutory requirements of the international, national, state and local authorities and Building
Codes having jurisdiction for the specific project (= Codes & Standards specified in CUSTOMER
specification)

Unless otherwise stated, the latest revisions of the Codes & Standards shall be met in the design and
construction.

Site

5.1

General

The civil construction Site is limited to the area as indicated in drawing no. , and this area is measured
m by m. Any civil works beyond this area are not included in SIEMENS civil scope of work except for:

5.2

Temporary Site Installation

SIEMENS will provide temporary Site installations & facilities and temporary storage areas as required for
SIEMENS as well as SIEMENS civil subcontractors. This scope of works will include a Site health & safety
management.
Temporary Site offices will be made available for the use of CUSTOMER, if specified in CUSTOMER
specification, and maintained for the duration of the Site works.
SIEMENS temporary Site installation & facilities and storage areas shall be established on an area located
next to the Site. This area shall be provided by CUSTOMER free of charge and shall be large enough in
size.
The Site establishment area will be secured by SIEMENS as deemed required for the Site location.
Temporary roads within the Site will be provided by SIEMENS as required by SIEMENS and SIEMENS
subcontractors.
Public road improvements outside the Site boundary are not included in SIEMENS civil scope of work, but
temporary traffic signs will be installed as required at the crossroad to the public road. These traffic signs
shall allow for safe exit from the Site as well as for easy access to the Site by construction traffic and for the
material deliveries.
Alternative A:
It is assumed by SIEMENS that CUSTOMER will provide temporary services & supplies for SIEMENS
works at the Site well in advance of SIEMENS Site works (the consumptions cost being supported by
SIEMENS), as following:

Temporary water supply with terminal point at Site boundary incl. sufficient volume of water per day
(SIEMENS water consumption and requirements to be communicated to CUSTOMER at beginning
of project execution)
Temporary power supply with terminal point at Site boundary incl. sufficient power supply
(SIEMENS power consumption and requirements to be communicated to CUSTOMER at beginning
of project execution)
Temporary sewage drainage with terminal point at Site boundary
Temporary storm water drainage with terminal point at Site boundary
Temporary telephone line connection at Site boundary

Alternative B:
It is assumed by SIEMENS that public / municipal services & supplies are not available at the Site boundary
or adjacent to the Site.

Therefore, SIEMENS civil scope of work includes the following:

5.3

Site Clearance

If specified in CUSTOMER specification, SIEMENS would clear the site from top soil and small plant and
vegetation like bushes and grass, if required. Tree cutting and all related permitting would be not included in
SIEMENS scope of work.
It has been assumed by SIEMENS that the Site is clear of any below and above ground structures, services,
obstacles and archaeological findings. If not specified otherwise in CUSTOMER specification, any detection
of existing underground structures, services, obstacles and other findings shall be done by CUSTOMER, if
required. The existing above and below ground structures, obstacles and services located at Site shall be
disconnected, re-routed, demolished and removed by CUSTOMER before the Site is handed over to
SIEMENS. All related earthworks including backfilling with suitable material (non-cohesive material installed
in layers not exceeding 150 mm and compaction to 95% Max Dry Density (Mod Proctor Density)) shall be
done by CUSTOMER before the Site is handed over to SIEMENS.
If not specified otherwise in CUSTOMER specification, the following assumptions, exclusions and prerequisites are considered in SIEMENS scope of work:

Provisions for working alongside existing underground facilities such as gas pipes, water pipes,
electrical cables, etc. are not included in SIEMENS scope of work. Re-routing of such facilities as
well as for roads including re-routing on a temporary basis are not included in SIEMENS scope of
work.

It is assumed that the Site is neither a wetland nor a water-course or environmentally sensitive area
or a flood endangered area. No measures are included in SIEMENS scope of work for such kind of
areas.

Diversion of existing creeks, rivers and streams at Site or adjacent to Site is not included in
SIEMENS scope of work.

Diversion of existing roads and pathways at SITE or adjacent to SITE is not included in SIEMENS
scope of work.

Protection measures at existing hillside slopes (located adjacent or next to Site, if any) against
avalanches, rock fall, storm water flooding and soil erosion control are not included in SIEMENS
scope of work.

Protection of existing under and above ground services crossing the Site and Site access road is
not included in SIEMENS scope of work.

Setting Out and Survey

The CUSTOMER shall provide the setting out of CUSTOMERs property and Site corners to SIEMENS at
beginning of project execution. The Site survey map shall indicate all corners of the site including coordinates (Gau-Krueger or equivalent) and datum level above e.g. Mean Sea Level MSL or equivalent).
Each corner of the Site shall be marked by suitable property markers and properly secured in position by
CUSTOMER.
Minimum three official bench marks (properly secured) located at the Site shall be provided by CUSTOMER
to SIEMENS at Site Hand Over.

Topographical Survey

Alternative A:
A topographical survey map has been provided by CUSTOMER to SIEMENS at SIEMENS bid stage. This
map includes following information:
Site Co-ordinates (Gau-Krueger or equivalent) and datum levels (above e.g. Mean Sea Level MSL
or equivalent)
Area of survey: e.g. Site plus a strip of m beyond the Site boundary, along access road
Grid spacing of survey about e.g. 5 meter or less
Contour lines with the contour intervals of 0.50 m or less
Location map (Site Plan) indicating the Site and foreseen access road (if applicable)
Topographical survey map in AUTOCAD format (latest edition)
Out of this topographical survey map the bulk earthworks for the Substation are interpreted by SIEMENS
and are used as basis for SIEMENS scope of work for earthworks, as follows:
Final yard level is defined to be m datum level (Mean Sea Level MSL)
Bulk Earthworks (cut) to be maximum m3
Bulk Earthworks (fill) to be maximum m3
In case SIEMENS topographical survey (to be done at project execution) indicates discrepancies to the
CUSTOMER provided topographical survey and indicates the necessity for additional bulk earthworks (cut &
fill) as assumed above, then SIEMENS reserves the right to adjust the contract schedule and to pass all
additional expenses whether direct or indirect onto CUSTOMER.
Alternative B:
A topographical survey was undertaken by SIEMENS at SIEMENS bid stage.
Out of this topographical survey map the bulk earthworks for the Substation are interpreted by SIEMENS
and are used as basis for SIEMENS scope of work for earthworks, as follows:
Final yard level is defined to be m datum level (Mean Sea Level MSL)
Bulk Earthworks (cut) to be maximum m3
Bulk Earthworks (fill) to be maximum m3
Alternative C:
No topographical survey was provided by CUSTOMER to SIEMENS at SIEMENS bid stage.
Therefore, the following assumptions are made by SIEMENS and are used as basis for SIEMENS scope of
works for earthworks:
Bulk Earthworks (cut) to be maximum m3
Bulk Earthworks (fill) to be maximum m3
In case SIEMENS topographical survey (to be done at project execution) indicates the necessity for
shoulders, embankment / slope protection or retaining walls and additional quantities for cut and fills, then
SIEMENS reserves the right to adjust the contract schedule and to pass all additional expenses whether
direct or indirect onto the CUSTOMER.

5.6

Geotechnical Report

Alternative A:
A geotechnical report was provided by CUSTOMER to SIEMENS at SIEMENS bid stage. This report
includes following information:

Out of this geotechnical report the soil conditions are interpreted by SIEMENS as follows and are used as
basis for SIEMENS civil design & construction scope or work:
Type of Foundation: Shallow / Piled Foundation
Allowable Soil Bearing Pressure = kN/m
Max Settlements less than cm
Ground water table is minimum m below grading level / final yard level

In case SIEMENS soil investigation (to be done at project execution) indicates the necessity of special
foundation measures due to soft spots or loose pockets, undesirable soil layer, caves or similar as but not
limited to rock excavation, soil improvement, soil exchange, foundation anchorage, pile foundation or
special arrangements, then SIEMENS reserves the right to adjust the contract schedule and to pass all
additional expenses whether direct or indirect onto CUSTOMER.
Alternative B:
No geotechnical report was provided by CUSTOMER to SIEMENS at SIEMENS bid stage.
Therefore, the following soil conditions are assumed by SIEMENS and are used as basis for SIEMENS civil
design & construction scope of work:

Type of Foundation: Shallow Foundation


Non cohesive subsoil (medium dense sandy gravel; stiffness modulus E(s) = > 85MPa; shear
strength () = 35)
Allowable Average Soil Bearing Pressure = 250 kN/m
Max Settlements less than 1,5 cm
No soft spots or loose pockets, undesirable soil layer, caves or similar are existing at the Site
Ground water table is minimum 5 m below final natural ground elevation.
No contaminated ground water
No chemical attack by subsoil or ground water
No soil liquefaction
Natural ground is always stable for all construction vehicles
No existing below ground substructures / services, mines, explosives, chemicals, hazardous
substances or objects, artificial materials located at the construction site
The Site is neither a wetland nor a water-course or environmentally sensitive area or a flood
endangered area.
Retaining walls, vertical slope protection, shoring, planking, strutting and sheet pile walls are not
required. Open pit excavations are considered as most reasonable method.
Site drainage is not required before construction site works commence
Frost depth 1,0 m below final yard level
rock excavation is not required (neither weather rock nor solid rock)
all excavated material is suitable for structural backfill (non-cohesive soil material) without
additional material treatment
no imported material is required neither for structural backfill nor for common backfill
surplus excavated material can be dumped off the Site
all soil material is clean and not contaminated

In case SIEMENS soil investigation (to be done at project execution) indicates the necessity of special
foundation measures due to soft spots or loose pockets, swampy or wet areas, undesirable soil layer, caves
or similar as but not limited to rock excavation, soil improvement, soil exchange, foundation anchorage, pile
foundation or special arrangements, etc., then SIEMENS reserves the right to adjust the contract schedule
and to pass all additional expenses whether direct or indirect onto the CUSTOMER.
Alternative C:
Based on the borehole logs provided by CUSTOMER no reasonable and accurate interpretation of the
existing subsoil conditions could be done by SIEMENS at bid stage because of following:

Example Borehole logs: Some contradiction between SPT values and soil descriptions
Example Borehole logs: Some soil descriptions of the borehole logs are missing
Example Essential soil data and soil investigation are missing like: e.g. chemical soil and water
analysis, essential field and laboratory tests to establish physical and engineering properties,
observation and evaluation of ground water levels (min / max / average), soundings, disturbed and
undisturbed soil samples for visual examination and for carrying out laboratory tests on selected
samples to determine the geotechnical engineering properties of the soil, natural moisture content,
Atterberg limits, grain size distribution by sieving (particle size analysis), hydrometer analysis,
proctor tests, bulk and dry density, void ratio, relative density, consolidation tests, swelling test (in
case of swelling soils only), direct shear test at low shear velocity, tri-axial tests and interpretation of
soil investigation including, but not limited to, recommendation on type of foundation for each
building and structure, earthworks, etc.

Therefore, the following soil conditions are assumed by SIEMENS and are used as basis for SIEMENS civil
design & construction scope of work:

5.7

Site Handover

The Site shall be officially handed over by CUSTOMER to SIEMENS well in advance of SIEMENS Site
works. An official Site Hand Over protocol to be provided by SIEMENS shall be developed and
countersigned by both parties.

5.8

Earthworks

If neither specified in CUSTOMER specification nor defined elsewhere in SIEMENS documentation, the
project Site elevation / level (e.g. altitude above Mean Sea Level or equivalent) will be chosen by SIEMENS
at the beginning of the project execution. Site terracing may be chosen by SIEMENS in order to minimize
bulk earth movements.
Bulk earthworks as well as earthworks for the Station grounding grid shall be defined by the limits of the Site
perimeter fence plus a 1.0 m wide strip beyond these limits.
Any handling of contaminated soil material is not included in SIEMENS scope of work.
Excavations shall be performed using any method considered suitable and shall allow for the use of the
plant and machinery best suited for the type of excavation and available at the location.
Retaining walls, vertical slope protection, embankment protection, shoring, planking, strutting and sheet pile
walls are not included in SIEMENS tender. SIEMENS proposal includes open pit excavations with
reasonable inclination.

5.9

Miscellaneous

SIEMENS scope of work includes following assumptions, exclusions and pre-requisites:

The CUSTOMER owns and has full possession of the Site.

There shall be no restrictions, covenants, right of ways, etc., existing referring to the Site as well as to
all access roadways to the Site.

There shall be no existing underground / overhead services on Site.

There shall be no mines, explosives, chemicals or other hazardous substances or objects, located on
the Site or adjacent to the Site.

There shall be no interference with easements of existing underground and above ground services at
the Site as well as along Site access road.

There shall be no environmental regulations and restrictions (e.g. restrictions on noise emission, dust
emission, etc.), which demand special requirements neither during civil construction works nor during
electrical installation and commissioning works.

There shall be no religious shrines, monuments, memorials or places of pilgrimage or worship, listed
buildings, protected structures etc., located on or adjacent to the Site.

SIEMENS shall get free, direct and timely unlimited access to the Site.

SIEMENS shall have the exclusive use of the Site for the extent of the duration of the project.

Any development of adjacent areas to the Site shall not impede SIEMENS works.

SIEMENS will appoint the civil construction works and will have free choice of the civil construction
contractor.

6.1

General

The buildings will be designed and constructed to provide a complete structure, weather-tight and
structurally strong to withstand weight of equipment and service conditions.
The buildings will be designed for all effected loads and for the stresses resulting from environmental
conditions, the electrical & mechanical equipment operation and other applicable impacts.
All buildings shall be founded on shallow foundations (raft-, pad-, strip-foundations), if not otherwise
recommended in the geotechnical report.

6.2 GIS Switchgear Building


The building will be a single/double story building (length m x width m x height m). The provided
building type (steel building or concrete & brick building) will be according to CUSTOMER specification. The
building will be constructed as described below, if not specified otherwise in CUSTOMER specification:
A) Building Substructure:
Steel reinforced concrete foundation(s) and slab (including full cable basement, part cable basement or
cable tunnel if specified by CUSTOMER or required by SIEMENS)
B) Building Type 1: Building Superstructure - Steel / Metal Building
(applicable if specified in CUSTOMER specification):

Columns: Exterior building steel columns will be in a linear arrangement. Spacing of the columns and
respective bracings will be defined depending on the electrical requirements (e.g. minimum electrical
clearances, bus duct locations, etc.). Interior building columns are usually not allowed because of
electrical requirements, if not specified otherwise by SIEMENS.

Water tight openings will be provided in walls for electrical bus ducts penetrating external walls. Steel
frames will be provided around wall openings for fixing of the sealing system between the bus ducts
and the wall.

The building framework (as like steel columns, steel girders, steel beams, steel bracings, etc.) will not
be fire protected by fire resistant coating or cladding, since no fire load will be generated by the
electrical equipment installed in the building.

Architectural Appearance: The building will be finished with standard colour corrugated metal cladding
and roof cladding. The colour will be as per manufacturers standard schedule.

C) Building Type 2: Building Superstructure Brick Building

Where oil filled transformers are directly located adjacent to the building, the walls towards the
transformer(s) will be fire rated with fire rating of 90 minutes according to IEC 61936-1 (2010).

Columns: Exterior concrete columns will be in a linear arrangement. Spacing of the columns and
respective bracings will be defined depending on the electrical requirements (e.g. minimum electrical
clearances, transformer bushings, etc.). Interior building columns are usually not allowed because of
electrical requirements, if not specified otherwise by SIEMENS.

Water tight openings will be provided in walls for electrical bus ducts penetrating external walls. Steel
frames will be provided around wall openings for fixing of the sealing system between the bus ducts
and the wall.

D) Floor:

Steel reinforced concrete foundation slab; Design and construction of slab shall comply with the
requirements for foundation grounding (refer to Clause 11.2).

The switchgear floor slab (in the area where the switchgear components will be installed) shall be
designed and constructed without expansion joints.

The finished floor shall be even and flat. Tolerances for finished floor, anchor rails, anchor plates and
angles shall as per SIEMENS requirements.

E) Miscellaneous:

The Switchgear Building is an unmanned building. People enter the building for maintenance only.

Roof: Snow / ice shields (if required by environmental conditions) will be provided along the eaves of
the roof at all locations above doors and above electrical equipment (e.g. wall bus ducts, etc.).

Roof storm water will be drained by roof gutters and roof down pipes.

Access ladder to roof as well as roof safety harness systems is not included in SIEMENS scope of
work, if not otherwise specified in CUSTOMER specification.

Fire rating of walls and roof shall be as per CUSTOMER specification.

If required, concrete embedded steel plates or other fixing plates and steel structures would be
provided for installation of various electrical equipment.

SIEMENS scope of work includes the finishing as described in Clause 7, if not otherwise specified in
CUSTOMER specification.

An electrically powered overhead travelling crane (single or double girder depending on crane lifting
capacity) would be provided inside the building, if specified in CUSTOMER specification or required by
SIEMENS. The crane lifting capacity and crane hook height shall be chosen as per GIS component
requirements (e.g. heaviest component to be lifted, etc.). The crane runway beams and rails shall be
installed at the building columns at specified height. The length of the crane runway shall allow for safe
installation of the GIS switchgear inside the building.

An accidental fault arc within the GIS switchgear equipment may cause an abnormal overpressure in
the switchgear room. In order to prevent damage to the building by the abnormal overpressure special
pressure relief flaps may need to be installed at the building walls. The pressure relief flaps would be
arranged such not to harm people when pressure opens flaps. The need for pressure relief flaps, their
quantities and sizes as well as the maximum overpressure to the building structure will be defined by
SIEMENS based on a project specific arc fault calculation.

Any pipework for plumbing or building services (e.g. water pipe, sewage pipe, condensate pipe, etc.)
are not allowed to be routed above the switchgear equipment.

Architectural Appearance: The architecture of the building will be designed to meet the local
requirements for industrial buildings if not specified otherwise in CUSTOMER specification.

6.3

Control Building

The building will be a single/double story building (length m x width m x height m) and be constructed
as described below, if not otherwise specified in CUSTOMER specification:

Where oil filled transformers are directly located adjacent to the building, the walls towards the
transformer(s) will be fire rated with fire rating of 90 minutes according to IEC 61936-1 (2010).

be fire protected by fire resistant coating or cladding, since the building is designated as nonpermanent work center and fire alarm system as well as fire escape ways allow the people leaving
quickly the building in emergency case.

wall and roof cladding. The colour will be as per manufacturers standard schedule.

E) Miscellaneous:

The Control Building can be defined as manned or unmanned building. The building would be
commonly defined as unmanned building, if the systems are controlled from a remote station. Finally,
the occupancy of this building shall be as per CUSTOMER specification.

If a double story building is to be built, the access to the second floor will be via a staircase. An
elevator is not included in SIEMENS civil scope of work, if not otherwise specified by CUSTOMER.

If an emergency exit from the second floor is required as per CUSTOMER specification, this exit would
be an outdoor steel platform (balcony at second floor level) with safety cage ladder to the ground.

Roof: Snow / ice shields (if required by environmental conditions) will be provided along the eaves of
the roof at all locations above doors and above electrical equipment.

Roof storm water drainage will be via roof gutters and roof down pipes.

Access ladder to roof as well as roof safety harness systems is not included in SIEMENS scope of
work, if not otherwise specified in CUSTOMER specification.

Suspended ceiling systems will be provided in various rooms (refer to Clause 7.1) if not otherwise
specified in CUSTOMER specification. In rooms with suspended ceiling systems, the lighting wiring,
ductwork, piping etc. will be installed in the space between structural ceilings and suspended ceiling
panels. Luminaries would be integrated into the suspended ceiling. Color, texture, and materials of
suspended ceiling panels will provide desired optical, acoustical, and fire resistant properties to the
rooms. In any case, suspended ceiling in battery room is not allowed.

The building height (internal clear room / building height) will be defined by SIEMENS electrical
requirements (height of highest equipment, electrical clearances, space for maintenance above
electrical equipment).

Raised floor system with anti-static cover will be provided in various rooms: Type and height of the
raised floor systems will be as per SIEMENS electrical requirements. Separate steel support structures
for electrical equipment will be provided in raised floor areas where required.

SIEMENS scope of work includes the finishing as described in Clause 7, if not otherwise specified in
CUSTOMER specification.

Fire rating of walls and roof will be as per CUSTOMER specification.

Windows in electrical rooms will be not provided, if not specified otherwise in CUSTOMER
specification. Windows in remaining rooms will be as per CUSTOMER specified requirements. All
windows would be plastic type including double glazing and translucency where required, if not
otherwise specified in CUSTOMER specification.

Battery rooms with acid / alkali batteries shall be equipped with a portable emergency eye wash kit.
The battery racks shall be preferably placed in liquid proof containment basins (to be supplied by
battery rack supplier) in order to avoid thresholds and concrete or equal curb system. Otherwise,
thresholds and concrete or equal curb system shall be provided. Floor drains will not be required.

Hot water supply will be supplied by decentralized instantaneous water heaters each located in the
room of hot water demand. Hot and cold water piping will be HDPE pressure pipe or similar sufficiently
sized in diameter.

Sewage water piping will be PVC pipe sufficiently sized in diameter.

Wall and ceiling openings between fire sections will be closed with appropriate fire resistant material.

Architectural Appearance: The architecture of the building will be designed to meet the local

Notes:

Where plaster finishing to wall is to be applied, the wall will be treated with plaster from unfinished floor

Doors

Roller shutter door will be provided where large door openings requires for such door type.

Provision of a canopy above exterior door is not included in SIEMENS scope of work, if not otherwise
specified in CUSTOMER specification.
Each door (except for kitchen and toilet) will be furnished with a locking cylinder matching to the master key
system (one level key system).
Emergency exit doors along the escape routes will be equipped with panic push bars at the active door leaf.
Fire rating of doors will be as per CUSTOMER specification.
In front of each exterior door a ramp (with appropriate inclination) or a concrete platform will be provided to
allow for both safe equipment transports into the building and safe personnel entrance (exit) to (from) the
building(s). The size of each concrete platform will be chosen in order to fit at least the size of the exterior
door. Handrail at the concrete platform will be provided only, where the fall height is greater than 50 cm.

Outdoor Equipment Foundations

Various outdoor equipment foundations will be provided as required by SIEMENS electrical design and
engineering.
All equipment foundations shall be founded on shallow foundations (raft-, plinth-, pad-foundations), if not
otherwise recommended in the geotechnical report.

8.1

Transformer Foundation(s)

General
The transformer foundation(s) will be designed and constructed according to the Standard IEC 61936-1 if
not specified otherwise in CUSTOMER specification.
Passive fire quenching systems below the transformer as like stone cover on top of grating or drainage of oil
to a remote pit shall be provided as per IEC 61936-1 if not specified otherwise in CUSTOMER specification.
Active system like water spray deluge system will be not provided if not specified otherwise in CUSTOMER
specification.
There are various alternatives to drain or collect waste transformer oil in case of transformer oil leakage.
The intent of an oil spill containment system shall be to prevent a discharge of oil to the surrounding natural
ground and to the storm water drainage system of the Substation.
SIEMENS will provide following transformer oil spill containment as described below.
Alternative 1: Stand-alone transformer excluding oil/water separator
The transformer oil spill containment shall consist of retention oil pit with concrete wall barriers surrounding
the transformer.
As recommended in IEC 61936-1 (2010) (Figure 8) the volume of the integrated oil containment pit shall be
calculated to contain 100 percent (%) of the total oil volume of the transformer including storm water
retention and firefighting deluge water (if applicable) if not specified otherwise in CUSTOMER specification.
The storm water shall be collected in the integrated containment pit and pumped out on an as needed basis
by an external pump. The storm water shall be field screened for the presence of oil, grease or other
contaminates as appropriate prior to pumping. If oil, grease or other contaminates shall be observed in the
pit, the water shall be pumped to a tank truck and managed in accordance with applicable regulations. If the
water contains no oil, grease or other contaminates, the storm water shall be pumped to the Subs tation yard
area or to the storm water drainage system.
A 25 cm thick rock layer placed on a steel grating frame system shall be provided at the top of each
integrated oil containment pit so that in the case of fire, burning oil will be prevented from entering the
containment area below. The material applied shall be approx. 4 cm washed uniformly sized rock.

Alternately to the rock layer and grating a flame retardant grating can be provided if specified in
CUSTOMER specification.

Alternative 2: Transformers excluding oil/water separator


If there are more power transformer foundations are located close by each other, it would be economic to
link all integrated oil containment pits to each other as recommended in IEC 61936-1 (2010) (Figure 10) as
well as in IEEE 980 (1994) Clause 7.5. The volume of the overall integrated oil containment pit shall be
calculated to contain 100 percent (%) of the total oil volume of the largest transformer including storm water
retention for all transformers and firefighting deluge water for one transformer (if applicable) if not specified
otherwise in CUSTOMER specification.
For further requirements and recommendations refer to Alternative 1.
Alternative 3: Transformer(s) including oil/water separator
If there is more than one power transformer at the Substation, it may be economic to link the oil
containment drainage areas of these to an underground oil/water separator. The oil/water separator shall be
dimensioned to accommodate 100 percent (%) of the total oil volume of the largest transformer including
storm water retention or deluge water for one transformer firefighting (if applicable) if not specified otherwise
in CUSTOMER specification.
As per IEEE 980 (1994) Clause 7.5 the total volume of water from storm water event should be compared
with the firefighting deluge water to determine the worst-case water volume to be considered in the
containment design.
As recommended in IEC 61936-1 (2010) (Figure 9) the volume of the pit below the transformer shall be
calculated to contain 20 percent (%) of the total oil volume of the transformer if not specified otherwise in
CUSTOMER specification.
As per IEC 61936-1 (2010) (Figure 9) an open pit without grating and gravel protection shall be provided if
not specified otherwise in CUSTOMER. Gravel protection is required above the drain sump only.
The oil/water separator will be built by cast in-situ concrete or by a prefabricated tank (e.g. fiberglass or
similar). A single chamber will be provided to segregate water and oil. The oil/water separator shall be
connected to the storm water drainage system of the Substation.
The oil/water separator shall be equipped with a gravity drainage outlet as well as means to prevent
drainage of oil with normal precipitation in the event of an oil discharge and a sump for use in removing oil
with a portable sump pump.
The connection pipe work shall be designed to ensure rapid discharge of oil to the oil/water separator that
together with pipe works and pipe sealing shall be resistant to hot transformer oil.
Miscellaneous
The storm water to be considered in the calculation of pits and separators should be the height of
precipitation per one day (24hours) based on a 25 year storm event (refer to IEEE 980 (1994) clause 7.5).
The oil pit as well as the oil/water separator will be designed to have high resistance against water
penetration (crack width limitation). Floor and wall coating with oil resistant paint is not required if not
otherwise specified CUSTOMER specification.
The foundations and surrounding walls should be designed without expansion joints. In case expansion
joints or construction joints are required from structural point of view the joint sealant shall be water proof as
well as oil proof.

Commonly the spare transformer (if applicable) will be stored on a separate foundation. The oil containment
pit of a spare transformer as well as their drainage and oil handling system will be similar to the other
transformers provided that this spare transformer is oil filled and connected to power supply.
The design and construction of the transformer foundations and adjoining roadways shall enable the
transformers to be readily moved into final position or removed in an emergency situation. By u sing a crane
or hydraulic lifts or rails or self-levelling load loaders the transformers shall be manoeuvred to final position.
Concrete beams between oil containment pit front wall and transformer pedestal may be required to slide
transformer to final position.
The concrete surface tolerances at top of transformer foundation (flatness) shall be as per transformer
manufacturers requirements.

8.2 Other Electrical Equipment Foundations


Various foundations for all outdoor equipment will be provided (including anchor bolts) keeping SIEMENS
electrical requirements and soil bearing pressure of subsoil into consideration.

8.2.1 Anchor Bolts


Electrical equipment will be mounted on concrete cast in place steel anchor bolts with threaded ends and
steel leveling nuts or chemical injection / expansion anchors.
The anchor bolts will be held in position using templates while concrete is poured or a recess will be formed
to receive the bolts and subsequently grouted into position according to the structural requirements.
Cast in place steel anchor bolts will be either designed in such manner that no grouting between top of
concrete and bottom of steel foot plate is required or designed with non-shrink grout between bottom of foot
plate and top of concrete.
All anchor bolts will be hot dipped galvanized at least at the part of the bolt which is projecting above top of
concrete foundation.

8.3 Electrical Equipment Support Steel Structures (Building Indoor)


Following indoor steel structures for SIEMENS electrical equipment will be provided as part of the civil
scope of work:

Support steel structures for the electrical panels to be located in rooms with raised flooring

Concrete embedded steel parts and anchors / bolts, if applicable

Steel frames for bus duct wall penetrations

Civil Site Infrastructure

9.1 Cable Raceway Structures


Cables will be buried directly in ground, laid on concrete cable trench floors, laid in cable conduits (pipes),
laid in duct banks (group of conduits bundled together and protected by concrete casing), all depending on
SIEMENS electrical requirements or as specified in CUSTOMER specification.
Concrete cable trenches will be prefabricated or cast in situ type with removable pedestrian duty concrete
covers. The internal clearances of the various cable trenches will be defined by SIEMENS based on
SIEMENS cabling requirements.

At road crossings and driveway crossings the concrete cable trenches will be replaced by concrete cable
duct banks designed for load of vehicle.
Concrete cable trenches will be drained where necessary (e.g. by use of open bottom or drain holes).
Concrete cable trenches shall not be used as storm water drains for the Substation.
Covers for concrete cable trenches will be provided to be removable by machinery or by hand (hand
removable by two people).
Some cables will be placed in underground conduits (PVC pipes) or cable duct banks including cable pulling
boxes and cable pulling pits.
Cable ways and conduits (pipes) will be installed in locations and quantities so as to satisfactorily
accommodate all anticipated SIEMENS cabling requirements. As a general rule, signal and control cables
shall be kept separate from power cables. The separation of cables in concrete cable trenches shall be
preferably done by pre-cast concrete triangular shaped divider wall elements (e.g. size: height 250-350mm /
bottom width approx. 80mm / top width approx. 30mm / each piece less than 35 kg). These elements shall
be loosely placed on the trench floor (no fixation to floor) as per SIEMENS cable installation requirements.
Neither cable ladders nor cable trays will be provided within the concrete cable trenches if not otherwise
specified in CUSTOMER specification.
Any concrete edge of cable trenches, cable pulling boxes, pits, etc. at which cables may be pulled
across/along will be properly chamfered to protect cables from damage.
All cable entrances into the building(s) will be properly sealed to avoid rodent, vermin and water ingress into
the building.

9.2

Roads

The access road to the Substation (if specified in CUSTOMER specification) as well as the internal
Substation service roads will be provided by SIEMENS as per CUSTOMER specification. In case no road
pavement is specified by CUSTOMER, all roads will be asphalt roads without kerbing.
The width of road in front of the transformer foundations as well as the transformer transport access (incl.
road radii) within the Substation will be determined by SIEMENS based on transformer installation
requirements.
The width as well as the radii of the roads will be constructed to allow access by maintenance vehicles, if
specified in CUSTOMER specification. Otherwise the road will be 3.0m wide and the inner road radius will
be 6m.
Main walkways from road edge to building entrances will be paved with asphalt wearing course or
interlocking paving blocks. Walkways around the buildings and structures will not been provided, if not
otherwise specified in CUSTOMER specification.
The roads / walkways will be graded (transversally) to allow storm water run-off. Storm water will be directly
drained by gravity into the adjacent Substation yard if not otherwise specified in CUSTOMER specification.
Road signs, traffic signs, road surface markings and guard rails (if applicable) within the Substation will be
not required if not otherwise specified in CUSTOMER specification.
If a new access road is to be constructed, this road shall generally follow the existing topography, subject to
achieving acceptable gradients. The gradient of the road shall be checked as suitable for the use by
transformer delivery vehicle and standard trailer. The access road shall be tied in to the finished Substation
level at the access gate to the Substation.

9.3

Perimeter Fencing / Equipment Fencing

The Substation will be surrounded by a standard perimeter security fence (polymer coated steel wire mesh
including barbed wire system at top, height of fence 2000mm + barbed wire on top) including a main access
gate (type similar to fence), if not otherwise specified in CUSTOMER specification. The access gate will be
a manually operated double wing type.
Where electrically required from safety point of view, switchyard equipment may be enclosed by common
wire mesh fences (height 1800mm) including manually operated wing access gate.
The access gate to Substation as well as the gates at internal fencing will be sufficiently sized to allow for
largest equipment transport and maintenance vehicle passing through.
All gates will be furnished with a common pad lock.

9.4

Landscaping (Final Station Surfacing / Insulating Gravel)

All Substation yard areas which are not occupied by buildings, structures and roads will be protected by a
final stone cover of 150mm thickness if not otherwise specified in CUSTOMER specification. The purpose
of final surfacing / insulating gravel is to increase the tolerable limits of step and touch potentials by
introducing resistance in series with human body. The insulating gravel will be crushed rock (20mm to
40mm sieve size).

9.5

Storm Water Drainage

Storm water from the roofs will be collected into gutters and down pipes and led through storm water lines
into the municipal storm water system. It is assumed that CUSTOMER provides a terminal point at the
boundary of the Substation and that the municipal drainage system is sufficiently sized in capacity. The
terminal point shall include a manhole and all required accessories, which are connected to the municipal
storm water system, and to which SIEMENS shall connect the Substation storm water drainage. If there is
no municipal drainage to connect to, the storm water from the roofs would be directly drained by gravity into
the ground.
Storm water (surface water) from the gravelled areas of the Substation will be directly drained by gravity
into the ground if not specified otherwise in CUSTOMER specification.
Culverts, French drains, drainage channels, land drains, open trenches, retention basins, pumps and / or
other services and structures for storm water drainage will not be provided if not otherwise specified in
CUSTOMER specification.

9.6

Water Supply System

This Clause is applicable only, when SIEMENS will provide facilities within the building, which require for
water supply (e.g. toilet, kitchen, sink)
The service water supply system shall be fed by the public water supply system. Water supply system at the
Substation shall be provided for the personnel support facilities (toilet, kitchen and cleaning). Water supply
services and facilities for fire fighting are not included in SIEMENS scope of work, if not otherwise specified
in CUSTOMER specification. It is assumed that a municipal (water utility or others) water supply pipe with
sufficient capacity and pressure is available at the Substation boundary. It is assumed that CUSTOMER
provides a terminal point at the boundary of the Substation. The terminal point shall include a manhole and
all required valves, meters and accessories, which are connected to the municipal water supply system, and
to which SIEMENS shall connect the Substation water supply. Neither pumps nor water storage tanks are
included in SIEMENS scope of work.
If there is no public water supply to connect to, the service water shall be supplied by an external water
tanker on a as need basis.

In case a water storage tank shall be provided by SIEMENS (if specified in CUSTOMER specification) this
tank shall be provided as follows:

depending on environmental as well as local conditions)

water tank dimensioned for 20 working days

water consumption per person 60 litre/day (for toilet, sink and kitchen)

sufficiently sized water pump (single pump) to transport water from water tank to the various
consumers at the Substation building(s)

A water tank would require periodic maintenance at frequencies dependent upon the usage of the facility.
Any water treatment, water filtering and the like in order to provide better water quality or potable water
quality is not included in SIEMENS scope of work.
Pipes for water supply will be insulated as required.
Pipes for the water supply shall not be located above electrical equipment and electrical cubicles.

9.7

Sewage Water Drainage

This Clause is applicable only, when SIEMENS will provide facilities within the building, which require for
water sewage (e.g. toilet, kitchen, sink).
Sewage water shall be led through sewage lines into the municipal sewage water system. It is assumed that
CUSTOMER provides a terminal point at the boundary of the Substation and that the municipal sewage
water system is sufficiently sized in capacity. The terminal point shall include a manhole and all required
accessories, which are connected to the municipal sewage water system, and to which SIEMENS shall
connect the Substation sewage water drainage. If there is no municipal drainage to connect to, the sewage
water and sludge shall be collected in a holding tank. This holding tank shall be pumped out on a as need
basis by an external tanker.
The sewage drainage system includes all necessary pipe work and manholes. Discharge units, traps, catchpits, holding tank, septic tank, pumps and / or other services and structures for the sewage water drainage
will not be provided if not otherwise specified in CUSTOMER specification.
If a holding tank shall be supplied by SIEMENS (if specified in CUSTOMER specification) this tank would be
provided as follows:

concrete or fiberglass below ground tank

one chamber holding tank including natural air ventilation

holding tank dimensioned for 20 working days

sewage / sludge per person 60 litre/day (for toilet, sink and kitchen)

A holding tank would require periodic maintenance at frequencies dependent upon the usage of the facility.
The arrangement of sewer pipes shall be dictated by elevation of the building to which it connects. The
gradients of the sewer shall correspond to the most favorable hydraulic conditions. Gravity drainage shall be
applicable for sewage water system, providing a substantially maintenance-free and operationally safe
installation.

10 Building Services

10.1 Building Lightning Protection System


The Substation requires protection from lightning strike currents, since the equipment are electronically
sensitive and may malfunction when subject to a lightning strike.
All buildings will be protected from lightning strike currents by the overall Substation lightning protection
system or by individual building lightning protection systems. The need for an individual building lightning
protection system will be decided by SIEMENS based on the SIEMENS lightning protection study to be
done for the overall Substation at the project execution phase.

10.2 Small Power & Lighting Systems (Normal & Emergency)


10.2.1 General
The buildings will be considered as industrial building. All lighting fixtures and associated switches will be
industrial grade.
The lighting systems will facilitate a safe operation during normal and emergency conditions.
The service voltage will be as per applicable Codes & Standards and local requirements.

10.2.2 Indoor Lighting & Small Power System


The indoor lighting system will provide uniform illumination for general seeing and it will suite room
application. The lighting system will be provided to achieve an adequate working environment for the
personnel.
Indoor lighting fixtures will be evenly spaced and will be equipped with standard lamps (fluorescent tube or
bulkhead lighting). Lighting fixtures will be provided and located such that safe access and easy
maintenance is ensured.
The lighting fixtures will be controlled with local switches (one way / two ways). The switches will be
common standard type without indicator light.
In general, the installations will be surface mounted with cables normally directly clipped to wall (surface
installation). All lighting fixtures will be installed and wired as specified in CUSTOMER specification.
In each building various power outlets (single / double sockets) will be installed in each room.
Lighting fixtures, power outlets and switches in battery room will be explosion proof.
The location and numbers of lighting fixtures shall be defined in accordance with electrical equipment
arrangements and lighting calculation to be provided by SIEMENS at detail design stage.
All switches, lighting fixtures, sockets, and accessories will be common standard.

10.2.3 Outdoor Lighting & Small Power Systems


Outdoor lighting & small power system will be provided as specified in CUSTOMER specification.

Lighting fixtures would be fixed to building walls, lightning masts, gantries, lighting posts and various other
support steel structures as approved by SIEMENS. Locations and height would be chosen to facilitate
maintenance requirements and consider electrical clearance. Fixation to any electrical equipment is not
allowed.
If maintenance works of Substation electrical equipment are to be done at night time, temporary mobile
flood lights are to be used as needed. Temporary mobile flood lights are not in SIEMENS scope of work, if
not otherwise specified in CUSTOMER specification.

10.2.4 Emergency Lighting System


Emergency lighting system shall be used in the event of complete AC supply failure to the Substation.
Emergency lighting system will be provided in the building(s) on all escape routes and in all rooms which
are not naturally illuminated by windows. Illuminated exit signs will be provided at all emergency exit doors.
The system will provide sufficient illumination to ensure the safe movement of personnel and safe exit from
the building(s).
Low level emergency outdoor lighting will be provided only if specified in CUSTOMER specification.

10.3 Fire Protection System


Fire detection system will be provided as per CUSTOMER specification.
Fire fighting system like gas suppression systems, water sprinkler systems, hydrant systems and
transformer deluge systems are not included in SIEMENS scope of work if not specified otherwise in
CUSTOMER specification.
Portable fire extinguishers in sufficient sizes and quantities will be provided by SIEMENS at strategic
locations within the building. Potable fire extinguisher shall be conspicuously located where these will be
readily accessible and immediately available in the event of fire. Preferably they will be located along
normal paths of travel including exits from areas.
The extinguishing agent like CO2, water, dry chemical, etc. will be defined by SIEMENS based on the
classification of fire hazard and fire class of the element to be extinguished.
Extinguishing operating instructions (in local language) will be located on the front of the portable
extinguisher and be clearly visible.
Portable fire extinguishers at outdoor locations of the Substation are not included in SIEMENS scope of
work if not otherwise specified in CUSTOMER specification.
Portable fire extinguisher requires periodic maintenance at frequencies recommended by manufacturer. Any
maintenance is to be done by CUSTOMER.

10.4 HVAC (Heating Ventilation Air Conditioning System)


HVAC system will be provided as per CUSTOMER specification. Specific requirements to room conditions
(e.g. max/min room temperature, max/min room humidity, etc.) for SIEMENS electrical rooms will be
specified by SIEMENS based on the electrical equipment used.

10.5 Surveillance Systems


The Substation will be protected by a perimeter fence.
Other surveillance systems for the Substation are not included in SIEMENS scope of work, if not otherwise
specified in CUSTOMER specification.
Doors will generally be provided with individual mortise locks matching to the Substation master key (one
level type) system. Gates of fenced areas will be locked by individual pad locks.

11 Grounding System
The Substation grounding shall be provided to prevent any condition arising which may cause injury to
personnel or damage to equipment either inside or outside the Substation as a result of an electrical
potential rise.
In general all steel works located in the vicinity of energized electrical equipment within the Substation will
be connected to the grounding system.

11.1 Outdoor Grounding Grid


A copper conductor outdoor grounding grid will be installed at a suitable depth below grade.
The reinforcement of the outdoor electrical equipment foundations will not be connected to the grounding
grid if not otherwise specified in CUSTOMER specification.

11.2 Building Foundation Grounding


The building(s) will be provided with a building foundation grounding grid built into the concrete floor slabs
according to SIEMENS requirements.
Reinforced concrete foundation slabs are normally used as foundation earth in new building(s). The required
equipotential bonding in building(s) with electrical installations is made much more effective by these
foundation earth electrodes. The foundation earth electrodes will be bare reinforcement bars laid as grid.
These reinforcement bars will be installed in addition to the structural reinforcement of the foundation slab.
The foundation grounding grid will be welded at each junction to form a rigid grid and laid on top of the
bottom rebar layer in the concrete slab. The foundation earth electrodes will be connected to the structural
steel reinforcement by wire wrapping.
The foundation grounding grid will be connected to the outdoor grounding grid of the Substation.

11.3 Indoor Grounding System


The main indoor grid will include an above floor conductor system in each electrical room.

12 Permitting
CUSTOMER shall be responsible for obtaining all necessary Owner Permits (e.g. site development permits,
planning permits, environmental permits, etc.) and respective approvals by authorities, owners and
agencies. SIEMENS can provide the respective support input data related to the SIEMENS scope of work.
This input data shall be the drawings commonly provided for achieving the Released for Construction
document status. Special documentation like studies, reports, calculations, drawings, etc. solely needed for
Owner Permit application are not included SIEMENS scope of work, but can be ordered by CUSTOMER
separately.
Property documents, permits and environmental clearances without any encumbrances shall be handed
over by CUSTOMER to SIEMENS in advance of Site Hand Over to SIEMENS. All necessary statutory
clearances and permissions should be in place at date of Site Hand Over to SIEMENS.
Provision and preparation of any environmental, nature conservation and wildlife protection studies,
investigations and mitigations, if any, are in the responsibility of CUSTOMER.
Planning permission or other permit application to remove existing vegetation or wildlife from Site is in the
responsibility of CUSTOMER.
The time required for getting Owner Permits and other approvals by authorities, owners and agencies shall
not delay SIEMENS scheduled works.

In case of any delay in approval / permit procedure then SIEMENS reserves the right to adjust the contract
schedule and to pass all additional expenses whether direct or indirect onto CUSTOMER.
Civil design and civil construction related Building Permit shall be obtained by CUSTOMER. SIEMENS will
provide all related civil drawings, which are usually generated at civil detailed design phase.

13 Civil Engineering & Design


The civil engineering & design to be provided by SIEMENS includes architectural, civil, structural,
mechanical and electrical design for the Substation project. These design services shall be provided by a
company or specialist consultants engaged by SIEMENS.
SIEMENS shall appoint the civil designer and shall have free choice of the civil designer.
Detail design drawings shall be submitted to CUSTOMER for review. CUSTOMER shall make his comments
on drawings and documents submitted by SIEMENS the first time for approval. The review period shall be
limited to 10 working days from submittal date by SIEMENS. Any extension of review time shall be
considered for extension of the agreed completion milestones. Alterations arising from such comments from
CUSTOMER shall be incorporated where these both represent the correct interpretation of the CUSTOMER
specification and reflects SIEMENS scope of work. If no response is received by CUSTOMER within 10
working days the drawings shall be deemed accepted. Requested changes shall be incorporated within
appropriate time and the drawings resubmitted to CUSTOMER for information.
The as-built documentation of all construction drawings will be provided to CUSTOMER in pdf format, if not
otherwise specified in CUSTOMER specification.
