BUDGET

The federal debt has reached unprecedented levels and is growing more each day. We
simply cannot continue to spend money we dont have and pass on the burden to the
next generation. Congress must work to change our path of out-of-control spending and
return to fiscal responsibility. To do that, careful consideration must be given to each
program receiving federal funding, and all options to reduce spending must be on the
table. I support increasing transparency and disclosure in the appropriations process,
passing statutory total-spending caps that will help reform the way Washington spends
taxpayer money, and ensuring that our nation controls future spending through a
Balanced Budget Amendment to our Constitution.
E-15
What is E15? E15 is gasoline with 15 percent ethanol content. Why is it harmful? E15
burns hotter than other fuel, and can harm engines. I contacted 14 automakers to inquire
what would happen if E15 was used in their products. Automaker responses (view here)
overwhelmingly show that E15 will damage engines, void warranties, and reduce fuel
efficiency. Americans need a fuel that will give them more miles out of a gallon of gas
and extend the lives of their carsnot one that will prematurely send their vehicles to
the junkyard. For example:
Chrysler: We are not confident that our vehicles will not be damaged from the use of
E15. . . . The warranty information provided to our customers specifically notes that use
of the blends beyond E10 will void the warranty.
Toyota: Toyota cannot recommend the use of fuel with greater than E10 for Toyota
vehicles currently on the road . . . .Our policy remains that we will not provide warranty
coverage for issues arising from the misuse of fuels that exceed specified limits.
Can it be used on non-vehicle engines?
If E15 is made available in the marketplace, there is a serious concern for misfueling.
E15 is not approved for off-road engines. It is dangerous in small gasoline-based engines
like those in our lawnmowers, boats, and ATVs. E15 in a boat engine is like metal in a
microwave. The United States Coast Guard warned that E15 in marine engines increases
the risk of fires and explosions.

4/11/2013 The House Science, Space, and Technology Committee once again passed
my E-15 testing legislation.
2/27/2013 I reintroduced my legislation to study the effects of E-15.
2/7/2012: House Science Committee Passes Sensenbrenner Bill to Test E15.
2/6/2012: Thirty-one organizations expressed their support for my legislation, H.R. 3199,
which would have required the EPA to contract with the National Academy of Sciences to
study the effects of E15 on vehicles and engines.
ENERGY
Our economy needs reliable, affordable energy sources. I support a comprehensive, allof-the-above approach to energy policy. As a senior Member of the House Committee on

Space, Science, and Technology, I will continue to look for ways to incorporate unbiased,
scientific analysis into policy-making that will help our country better utilize our domestic
energy resources, spur innovation and improve technology.
The federal government should not be allowed to pick winners and losers. We can
continue to expand domestic energy production, and create thousands of good paying
jobs, by maximizing our resources right here in America while encouraging innovation
and development of alternative resources.
The Obama Administrations Environmental Protection Agency has moved forward with
allowing gasoline with 15 percent ethanol, or E15, into the marketplace based on limited
testing. Other relevant research shows that higher ethanol blends could cause engine
failure, void warranties, and reduce fuel efficiency. If E15 is allowed to enter the market,
it could crowd out other fuel options, increasing the risk of mis-fueling and endangering
anyone using the fuel in a motorcycle, boat, or lawnmower. I have introduced legislation
to delay allowing E15 into the marketplace until adequate, independent testing is
complete.
I have also introduced legislation that would ensure accountability in the federal
governments renewable energy loans. When solar panel manufacturer Solyndra went
bankrupt, taxpayers were on the hook for a $535 million loan guarantee. It seemed as
though the Obama Administration officials used the program to reward its political allies
in dispersing this loan, even ignoring concerns that the company was financially
unstable. I introduced legislation to require an audit of all past loan guarantees and
require outside, independent audits of all future applicants to ensure DOE is choosing
only qualified applicants, not just political partners.
Furthermore, I have voted in favor of a number of initiatives to expand energy production
and access. I support building the Keystone XL pipeline and supported bipartisan
legislation to require the Administration to approve it. I have also led efforts in the
House to stop the EPA from passing harmful regulations that raise the cost of producing
energy with coal. Coal provides more than 60 percent of Wisconsins electricity, and if
the EPA is successful with its regulations then Wisconsin could lose nearly 12,000
manufacturing jobs.
GLOBAL WARMING
As the former Vice Chairman of the House Committee on Science, Space, and Technology, I am a
leader in the fight against the national energy tax proposal some Congressional leaders are
advocating. I call this bad idea cap-and-tax because of the damage it will do to jobs,
manufacturing and our economy.
A National Association of Manufacturers study of this policy shows it would cost Wisconsin up to
68,000 jobs by 2023, would raise gasoline prices by 20 cent per gallon, and increase electricity
rates by 11 percent. Cap-and-tax would also increase the cost of using natural gas by more than
40 percent.

Instead of higher taxes and energy prices, we need energy and environmental policies that will:
protect jobs and the economy, produce tangible improvements to the environment, advance and
improve energy technologies, and require full participation by all developing nations, including
China and India.
HEALTH CARE

I share the concerns of many Americans who believe that health care costs too much, insurance
is unaffordable and the system needs to be reformed. In 2010, the Affordable Care Act (ACA)
was signed into law. This law shifts the power from patients, doctors and businesses to the
federal government. I do not support the ACA because it imposes excessive mandates, tax hikes
and subsidies that will significantly increase the cost of healthcare while reducing the quality of
services.
I remain committed to repealing this job-killing law, and replacing it with patient-centered health
reforms. Specifically, I support increasing competition by allowing Americans to purchase health
care across state lines, enacting sensible medical malpractice reform, and ending government
mandates and regulations that are increasing the cost of health care. Republicans have offered
alternatives every step of the way to increase the number of Americans with access to health
care while allowing those who are satisfied with their health care coverage to keep it.

KEY DEEDS
May 21 - 23, 2012
Sensenbrenner was speaker at the Heartland Institute's Seventh International
Conference on Climate Change (ICCC7).
In response to Heartland's new billboard campaign which portrays climate scientists as
murderers, tyrants, and madmen, Sensenbrenner said that he would not be
participating in the conference unless they pull the ad.
The Institute has since stated they were ending the billboard campaign which they
describe as an experiment.
January 28, 2011
Wrote to President Obama urging him to disband the White House Office of Energy and
Climate Policy due to what he describes as its lack of transparency.
The Office was created by Barack Obama in order to coordinate administration policy on
energy and climate change. As of April, 2011 Congress no longer funded the Office.
June, 2010
Sensenbrenner criticized how President Barack Obama's administration handled the BP
oil spill in the Gulf of Mexico.
Sensenbrenner called the federal government's response to the crisis erratic and
suggested that the administration's apparent lack of regulatory oversight allowed
safety problems within BP to go undetected.
Sensenbrenner had owned 3,604 shared of BP worth more than $251,000 before the
spill, dropping to $118,000 shortly after.
BP and the government need each other, Sensenbrenner wrote. So, I question again,
how is the president publicly chastising and threatening BP with criminal actions a
company that has pledged to pay for the damage caused by the oil spill accident and
who likely wants this resolved more than anyone helping to stop the oil?

Sensenbrenner was ranking member of a House subcommittee hearing by the Select


Committee on Energy Independence and Global Warming.
While the democrats produced experts in atmospheric science, oceanography, biology,
and dendrochronology, Sensenbrenner brought forward climate change skeptic Lord
Christopher Monckton, who's primary education appears to be in journalism.

As ranking member of the House Select Committee for Energy Independence and Global
Warming, Sensenbrenner was part of a congressional delegation led by Speaker Nancy
Pelosi (D-CA) that traveled to China to assess the potential for cooperation on
international climate change efforts.

At a press conference, Sensenbrenner said:


It's business as usual for China. The message that I received was that China was going
to do it their way regardless of what the rest of the world negotiates in Copenhagen.
Sensenbrenner appeared to have based his comments on remarks made by Chinese
economist Pan Jiahua who directs the Institute for Urban and Environmental Studies at
the Chinese Academy of Social Sciences.
He accused Professor Pan of denigrating the Waxman-Markey [energy and climate] bill,
and claimed that Professor Pan said China has been too aggressive in reducing their
emissions.
Sensenbrenner insinuated that Professor Pan was speaking for the thinking of China,
and concluded that Pan's position represented a significant step backwards.
Pan later released a statement to the Center for American Progress where he
characterized Sensenbrenner's selective reading of his comments as improper and
unethical, and designed to frighten the American public and halt U.S. progress on
solving the problem of global warming.

Stance on Climate Change
I personally believe that the solar flares are more responsible for climatic cycles than

there has been a slight warming in the atmosphere of Mars and that certainly was not
caused by the internal combustion engine.

Science and engineering provide more than the ideas for future products or the
foundation for advances in manufacturing. They also provide the basis for making
decisions as a society, as corporations and as individuals For example, we turn to
scientists and engineers for answers to questions such as "To what standards should
cities building codes be written?" Engineers, seismologists, geologists and materials
scientists may all need to be consulted. Or, "Is the food on the dinner table safe to eat?"
"Is a new drug ready for use by humans?" Epidemiologists, microbiologists and
pharmacologists, among many others, must inform us (Sensenbrenner, 1998, 47).
While every individual must exercise his or her own judgment in making decisions and
be willing to accept responsibility for doing sowe nevertheless must of necessity rely
on decisions made by our elected officials, regulators, and the courts for decisions that
affect our society. When the decisions to be made involve technical issues, decisionmakers must have access to and, to a large extent rely on, the advice and counsel of the
scientific and engineering community (Sensenbrenner, 1998, 47).
``If an American city was a victim of a dirty bomb attack, our lack of preparedness would
affect our ability to triage medical care and limit panic,'' said Sensenbrenner. ``Proper
equipment and training would allow experts to quickly assess and disclose the levels of
radiation and the risk to the public, allowing people who are not at risk to be put at ease
and freeing emergency responders to focus on those people most in need of care.''
``After a Subcommittee investigation that has spanned the past several months, it is
clear that DHS has, thus far, struggled to fully realize the value of EML's expertise,''
Sensenbrenner continued. ``It is equally clear that EML, which specializes in low-level
radiation measurements, can have a valuable place within DHS and can help prepare
America to respond to a catastrophic attack.''A supervisor with the Wisconsin State
Laboratory of Hygiene, Lynn West, worked with EML through its Quality Assessment
Program (QAP) before that program was terminated by DHS. Ms. West explained that
while America has done a lot to prepare for a full-scale nuclear disaster, it has lagged in
its preparedness to respond to lower-level radiological emergencies, like a dirty bomb.
``There is currently no program, federal or otherwise, focused on developing the
ability of radiochemistry labs to respond to radiological emergencies. The QAP program,
had it not been terminated, would have helped in this area,'' Sensenbrenner concluded.
