RESUMEN DE TESIS
The research explores the determinants of Foreign Direct Investment (FDI) in Bolivia from an
institutional perspective. The econometric analysis takes effect at a global and sector level, using a
gravity and a longitudinal model respectively, during the period 1996-2010. The paper evaluates
two institutional dimensions: the economic and the public management one. The results show the
importance of the institutional rules of the game as a cornerstone in the location of foreign private
capital. The host country's institutional quality -in this case Bolivia- can attract more foreign
investment or at least make it sustainable, whereas a deterioration of this can drive them
away. From the results, economic policy implications are achieved and a research agenda is
advanced.
The paper, as a special contribution, goes back to colonial times and, based in the available
statistical possibilities, FDI flows from 1913 to 2010 are analyzed. At the same time, the bulk of
economic policies adopted during this period are reviewed, a story between the liberalism and the
interventionism pendulum, framed in cycles of economic models (capitalist state and state
capitalism) with a single primary sector economic pattern, also reflected in a primary sector FDI,
which preclude the realization of its spillovers effects. A conceptual contribution is linked to the
semantic distinction between FDI and TNCs, the traditional FDI expansion forms and recent
trends. An important finding is related to the crowding-in effect between the primary and the
tertiary sector FDI and the crowding-out effect between the secondary and tertiary sector FDI.
