EXCERPTS FROM THE MINUTES OF THE 2ND REGULAR SESSION OF THE SANGGUNIANG
BAYAN HELD ON JANUARY 12, 2015 AT 9:15 IN THE MORNING AT THE SANGGUNIANG
BAYAN SESSION HALL, GUINOBATAN, ALBAY.

WHEREAS, local government units are resource regulators in terms of water resources
planning and development pursuant to the Local Government Code of 1991 (RA 7160) which
devolved to local governments the power to discharge functions and responsibilities of national
agencies and offices such as the provision of basic services and facilities including water supply
systems;
WHEREAS, the national government had been forging efforts for the rehabilitation of
degraded watersheds and protection of those that are still in good condition. And, this local
government, by virtue of its devolved functions, seeks to address in the local level the protection
and promotion of as well as the prevention of destruction of watersheds;
WHEREAS, construction of small water impounding tanks are deemed to be effective and
efficient in achieving this end as the same is viewed to provide long-term benefits such as
reduction of soil erosion and moisture conservation with the ultimate aim of establishing,
maintaining, protecting and conserving watersheds;
WHEREAS, it is thus crucial to pursue such actions directly or indirectly relevant in
achieving such an end goal, such as that of entering into a Memorandum of Agreement with the
owners of lots identified as water sources;
