describestheminimumstandardsthatmustbemetbyvendorscontractedbytheCollegetocomplete

Thestandardsoutlinedinthisdocumentaugmentindustrystandardsanddonotreplacethem.All
installationsmustfollowBISCIandotherindustrystandardsasdefinedinSection1.2.Standards

1.3.1Drawings
AsbuiltdrawingsshouldbeprovidedtotheCollegesITprojectmanageruponcompletionofallcable
plantinstallations.

Drawingsshallreflectallelementsofthetelecommunicationsinfrastructureorcableplant.
Conceptualdrawingsareusedtoconveytheproposeddesignintent.Theydonotincludetheelements
andidentifiersanddonotnecessarilyhavetobecomepartoftheadministrationdocumentation.
Installationdrawingsaremoredetailedthantheconceptualdrawingsandareusedtodocumentthe
telecommunicationsinfrastructuretobeinstalled.Theyshouldincludetheinfrastructureelementsand
mayalsodescribetheinstallationmethods.Itisnotnecessarytoprovideidentifiersonthesedrawings.
RedLineorAsbuiltdrawingsdocumenttheinstalledtelecommunicationsinfrastructure.TheAsBuilt
drawingsmustbedeliveredtotheITProjectManagerpriortotheconclusionoftheproject.The
drawingsmustbedeliveredinbothCADandPDFformats.

designphasesoftheproject.Thepurposeofthemeetingsistoresolvedesignandintegration
issuespriortoreachingtheconstructionphase.
1.4.2PreConstructionConference
TheContractorMUSTcontacttheITProjectManagertoscheduleamandatorypreconstruction
conferencepriortoanycableinstallationworkcommencing.Theconferenceshallincludecontractor,
CollegeFacilitiesandOITpersonnelandreviewscopeofwork,milestones,timelinesandotheritemsas
appropriate.

1.5.CablingInstallationComplianceandApprovals
1.5.1InstallationCompliance
Newinstallationsofvoice,dataandvideocablingmustcomplywiththisstandard.
Refurbishmentandupgradesofexistingcablingmustcomplywiththisstandard.
Allcableinstallationsandupgradesmustbeproperlydocumentedasperthisstandard.
1.5.2InstallationApproval
TheITProjectManagerwillcollectallappropriateoperationalgroupapprovalspriortoanycable
installationworkcommencing.
1.5.3ManufacturerWarranty

The College requires the vendor to provide to the College a manufacturers warranty certificate
for a twenty five (25) year warranty on all Molex copper cable plant infrastructure installed as a
part of this project.
The College requires the vendor to provide to the College a manufacturers warranty certificate
for a twenty five (25) year warranty on all Sumitomo FutureFLEX Air-Blown Fiber (ABF) cable
plant infrastructure installed as a part of this project.

2.Standards

2.1.HorizontalCabling
Horizontalcablesarethecablesthatextendfromtheworkareaoutlet,horizontallythroughthe
wall/ceiling/floorandthentotheappropriatepatchpanel,terminationblock,orvideoamplifierinthe
IntermediateDistributionField(IDF)roomortheMainDistributionField(MDF).Theseroomsmayalso
bereferredtoasTelecommunicationroomsorEquipmentrooms.Horizontalcablingalsoincludesthe
patchcordsattheworkareaoutlet,andpatchcordsintheMDF/IDF.
2.1.1HorizontalDataCable
Datacableselectionisdependentuponthenetworktechnologiesutilized.TheCollegestandardfor
horizontaldatacableisplenumratedbluejacketedcategory6cablewhichsupportsthefollowing
Ethernetstandards:10BaseT,100BaseTand1000BaseT,andmeetsorexceedsthewarranty
requirementsofMolexPremisenetworks.
Thequalityofthedatatransmissiondependsupontheperformanceofthecomponentsofthechannel.
Allcablecomponents(includingjacks,patchcables,patchpanels,andcrossconnects)mustmeetCAT6
specs.
Datacablingshallberoutedthroughthehorizontalinstallationpathwayviawiretrays,ladderracks,J
hooks,conduits(standardconduitsizeEMTtoasinglegangcommunicationsdrop)orceilingstraps.
Thefollowingmustbeobservedwheninstallingcategory6cable:

Allhorizontalcopperdatacablerunsshallbecontinuousruns,withnosplices,withnolength

Newconstructionormajorrenovationsshouldplanforinstallationof2oneinchconduitsbetweenthe
SIWSlocationandtheceilingmountedvideoprojectorlocation.Theconduitsshouldstuboutwithin4
inchesoftheprojectormountandproceeddownthroughthepartitionwallandfloordecktoapoint

immediatelybelowtheteachingstationwhereitwillcomeupthroughthefloordecktoendflushwith
thefinishedfloor.ThisconduitconveyingcablingbetweentheSIWSandthevideoprojectoreliminates
theneedtouseheavystiffplenumratedcable.A3rdoneinchconduit(data/voice)muststuboutinto
theceiling,butdoesnotneedtoreachtotheprojectorlocation.

SIWSandvideoprojectorsshouldbeplacedonthesamededicatedelectricalcircuittoprevent
problemswithgroundloopsandphasesynchronization.

Acablingpathfromthewallpaneltotheprojectormustbeprovidedtoprovidefeedstotheprojector
fromalternatevideoandsoundsources.

2.2.VerticalCabling
VerticalcablesystemsprovideinterconnectionsbetweenIDFroomsandMDFroomswithinabuilding.
Itincludesbackbonecables,crossconnects,mechanicalterminationsandpatchcordsorjumpersused
forbackbonetobackbonecrossconnections.Verticalcablingiscommonlyreferredtoasrisercable.
VerticalcablingwillbelaidoutinastartopologysothateachIDFroomisconnectedtotheMDFroom.
2.2.1VerticalDataCable
TheCollegestandardforverticaldatacommunicationcableismultimodefiberopticcable(62.5/125)
terminatedwithSCconnectors.

Datacablingwillberoutedthroughtheverticalinstallationpathwayviawiretrays,ladderracks
and/orconduit.
Allverticalcablingmustbelabeledasdefinedinthelabelingsectionofthisdocument.

2.2.2VerticalVoiceCable
VerticalVoicerisercablingisthecablethatextendsfromMDFstoIDFs.TheCollegestandardfor
verticalcablingofMDFstoIDFsforvoicecommunicationsisbundledcategory5eorbetterunshielded
twistedpaircablingin25pairbundles.

ThetiecablebetweenfloorsshouldbeCat5e25pairbundles.
AllverticalvoicecablingmustbeterminatedinCAT5orbetterrackmount110block.
Allcablerunsmustmaintain10footserviceloopsatbothendsofthecable.Serviceloopsmust
beneatlycoiledandtiedtothecabletrayorladderracksystem.

ratedcableminimumof100prandSMFiberopticfortelephonetrunkconnections.
Lightningprotectionboxesandgroundingmustbeprovidedforthevoicefeedercables(SeeAppendix
C,Item6forlightningboxspecifications).
2.3.1CampusBackboneCable
Campus/BackboneCablesupportsdataandvoiceconnectivitybetweenbuildingMDFroomsandthe
campusPointofPresence(POP).

2.3.2OutsideEmergencyPhones
EmergencyPhoneswillhaveOSPratedCat5eCablerunfromaMolexjackterminatedinsidethe
EmergencyPhonePedestalthroughoutsideconduitprovidedbytheelectricianstoaPortaSystems
LightningProtectionBoxinsidethebuilding.(SeeAppendixCforMaterialList).

2.4.MainDistributionFrame&IntermediateDistributionFrame
ThemaincommunicationsroominabuildingisknownastheMainDistributionFrameorMDF.The
MDFsarelocatedwhereconduitsfromthecampusPointofPresents(POP)areterminated.MDF
facilitiesprovidetheinitialconnectivitypointbetweenthebuildingandthecampusPointofPresents.
MDFshouseinfrastructureequipmentandelectronicsrequiredtoterminateanddistributeData,Video
andVoiceservices.

MDFsdistributeservicestothelocalcommunicationsclosetsalsoknownasIntermediateDistribution
Frames(IDFs).

AllMDFsrequireextensiveanalysistodesignandsize.Thebelowitemsareprovidedasinformationto
aidindesign.TheCollegehasMDFsvaryinginsizesfrom300squarefeetto800squarefeet.

AllMDFsmustbesizedaccordingtothespecificrequirementsofthebuilding,buildingsor
campusitserves.
TheminimalsizeforanMDFis200squarefeet(10minimumwidthx20minimumlength).
Allindustrystandardclearancerequirementsmustbeobserved.
Electricalsubpanelsrequire36inchesofaccessclearance.
Wallmountedequipmentrequires30inchesofaccessclearance.
TwoposterracksareutilizedforInfrastructureequipment(SeeEquipmentRackssection).

PART 1 - SUBMITTAL REQUIREMENTS

1.0 Telecommunications Trade Contractor must submit the Qualification Statement with their bid.
PART 2 - TECHNICAL EVALUATION CRITERIA
1.0 The qualification statement must provide, at a minimum, the following information.
State number of years in cable installation business. Trade Contractors are required to have
engaged in cable installation at commercial, governmental or education institutional agencies
within the Metropolitan Washington area (including Baltimore) for a period of not less than 3
years. Trade Contractors shall have currently in their employ sufficient staff to provide the
required work per specifications in this Request for Proposal. State number of qualified
support staff available to complete project as required.
A. Trade Contractor(s) MUST have sufficient qualified staff to accommodate project that require a
minimum crew of two (2) people at the job site. A crew consists of a minimum of 1 qualified
technician and 1 helper. Include a brief description on a separate sheet, of personnel that will
be assigned to work on project. Copies of resumes, certifications, manufacturer training,
technical schooling and background showing qualifications and length of current
employment of field staff to be assigned to this contract MUST be included with this
statement.
B. Trade Contractor(s) MUST be a Certified Organization or have a minimum of one (1) Certified
installer, or employ a Certified Sub-Contractor for each type of communication cable being
installed. Certification programs as established by the manufacturers below are typical
College standards;
1. CAT 6 Copper

Evidence of current Certifications MUST be included with your statement and MUST be
maintained through the life of the contract.
C. The Trade Contractor(s) MUST provide a statement, on a separate sheet, demonstrating that
they understand the scope of the work as outlined in this Bid. The Trade Contractor MUST
describe the approach that they propose to use in fulfilling the Colleges requirements.

D. The Trade Contractor(s) MUST provide evidence of their ability to perform building-wide
wiring installations of copper cabling and Category 6 unshielded twisted pair (UTP)
cabling, 62.5 multi-mode and single-mode optical fiber cabling in accordance with
referenced standards contained within. The Trade Contractor(s) may provide this
evidence by listing three (3) prior references which had requirements similar to those
required in this contract, along with the location, contact person, current telephone
number, and a short narrative description detailing the scope of the project. Descriptions
shall include wiring closet installation, wiring types, cable routes and supporting electrical
installation (if any).
E. The prime Trade Contractor MUST employ on staff a minimum of one (1) BICSI certified
RCDD designer and (1) BICSI LAN Specialist throughout the life of the contract. Copies
of resumes, professional licenses, certifications, manufacturer training, technical schooling
and background showing qualifications and length of current employment of field staff to be
assigned to this contract MUST be included with your proposal.

F. The Trade Contractor MUST possess and demonstrate the ability to use both an Optical Time
Domain Reflectometer (OTDR) and a Microtest Pentascanner or equivalent to meet the
testing requirements specified elsewhere in this document. The Trade Contractor MUST
provide evidence of its ability to use these testing devices by submitting samples of reports
in the manner required in the cable testing section of this document.
The College shall be the sole judge in determining whether a Trade Contractor is qualified. In
evaluating each telecommunication Trade Contractor, consideration shall be given to items
including, but not limited to, the reputation and experience of the Trade Contractor, the
quality of performance of previous contracts or services, either with the college or with
other customers.
