Child labour is the practice of having children engages in economic activity, on part
or full-time basis. The practice deprives children of their childhood, and is harmful to their
physical and mental development. Poverty, lack of good schools and growth of informal
economy are considered as the important causes of child labour in India. Most of these
children do not have a childhood and they have no education at all.
In pursuance of the Child Labour (Prohibition and Regulation) Act, 1986 and the
National Child Labour Policy, 1987 the Ministry of Labour and Employment has been
implementing the National Child Labour Project (NCLP) Scheme, which is a project based
action programme. The scheme provides for setting up of project societies at the district
level under the Chairmanship of the Collector/ District Magistrates for overseeing the
implementation of the project which aims at withdrawing and rehabilitating children working
in identified hazardous occupations and processes through special schools and finally
mainstreaming them to the formal education system. Apart from providing education and
vocational training these special schools provides nutritious meals, health care & monthly
stipend as supplementary income.
MISSION:
The Child Labor Coalition (CLC) exists to serve as a national network for the
exchange of information about child labor; provide a forum and a unified voice on protecting
working minors and ending child labor exploitation; and develop informational and
educational outreach to the public and private sectors to combat child labor abuses and
promote progressive initiatives and legislation.

Collector/Magistrate. The Project Director will have the direct responsibility for
implementing the project under the overall supervision and guidance of the Chairperson. At
the Project Society level the Project Director will be assisted by two field officers, one
Clerks-cum-Accountant, one Steno/ Data Entry Operator and a Peon.
At the Special School Level for every special school of 50 children the scheme
provides for two Educational Instructor, one Vocational Instructor, one Clerk-cumAccountant, and one Peon/Helper. In addition to the above, the scheme also provides for
one Master Trainer at the district level and one Doctor for every 20 special schools.
OBJECTIVES:
unemployment, poor living standards, low literacy rates, and lax enforcement of labor
regulations;
To work for strengthened protections, guarding youth from excessive,
understanding about the nature of child labor exploitation in the United States and
other countries, and how it differs from legitimate and positive youth employment;
and
To urge the Congress of the United States to act quickly to ratify and enforce all the
International Labor Organization and United Nations Conventions that affect child labor.
SCHEMES:
This is the major Central Sector Scheme for the rehabilitation of child labour.
The Scheme seeks to adopt a sequential approach with focus on rehabilitation of children
working in hazardous occupations & processes in the first instance.
Under the Scheme, survey of child labour engaged in hazardous occupations & processes
has been conducted.
The identified children are to be withdrawn from these occupations & processes and then
put into special schools in order to enable them to be mainstreamed into formal schooling
system.
Project Societies at the district level are fully funded for opening up of special
schools/Rehabilitation Centers for the rehabilitation of child labour.

CONCLUSION
The social work trainee faced by the so many community problems particularly child
labour issue and identified provided with constructive solution. Social work trainee got
opportunity for improving the leadership quality. Thus the field work is the compulsory
components of social work profession. It enables the trainee to enhance practical knowledge
and act of dealing with the society. It helps to determine which approach can be practiced in
certain situation. It helps to gain the skills and values which are necessary for the professional
practice.
