NATIONAL CHILD LABOUR PROJECT


INTRODUCTION

Child labour is the practice of having children engages in economic activity, on part
or full-time basis. The practice deprives children of their childhood, and is harmful to their
physical and mental development. Poverty, lack of good schools and growth of informal
economy are considered as the important causes of child labour in India. Most of these
children do not have a childhood and they have no education at all.
In pursuance of the Child Labour (Prohibition and Regulation) Act, 1986 and the
National Child Labour Policy, 1987 the Ministry of Labour and Employment has been
implementing the National Child Labour Project (NCLP) Scheme, which is a project based
action programme. The scheme provides for setting up of project societies at the district
level under the Chairmanship of the Collector/ District Magistrates for overseeing the
implementation of the project which aims at withdrawing and rehabilitating children working
in identified hazardous occupations and processes through special schools and finally
mainstreaming them to the formal education system. Apart from providing education and
vocational training these special schools provides nutritious meals, health care & monthly
stipend as supplementary income.
MISSION:
The Child Labor Coalition (CLC) exists to serve as a national network for the
exchange of information about child labor; provide a forum and a unified voice on protecting
working minors and ending child labor exploitation; and develop informational and
educational outreach to the public and private sectors to combat child labor abuses and
promote progressive initiatives and legislation.

ACTIVITES OF THE AGENCY


Suryey: Survey is the starting point for the Child Labour project. The Project Society
conducts the survey in the project area to determine to target group. The survey ordinarily
provides information on the magnitude of child labour, its classification by occupation, age
and its geographical distribution.

Accommodation : The scheme allows the project society to rent suitable


accommodation for having the special school.
Nutrition : Children in the special school are served cooked nutritious meal on a
daily basis. A provision of Rs0.80/-paisa per child per day has been made for this purpose.
The Project Society can converge with other developmental programme and provide better
nutrition.
Stipend : Every child in special school, has to be paid a stipend of Rs.150/- per
month. The amount has to be deposit in the saving account opened in the Post Office/Bank in
the name of the child. The accumulated amount can be withdrawn by the beneficiary
only at the time of mainstreaming.
Health Check-up : The Project Society ensures regular health check-up of the children
enrolled in special schools. The scheme provides for involvement of one doctor for every
20 special schools of 5 children each. Health Card in respect of every child is available at the
school.
Educational Instructor : Every special school of 50 children involves two
educational instructors and one vocational instructor. An amount of Rs.10000/- per school per
year has been provided for educational and vocational material.
Vocational Training: Vocational training has been given special emphasis in the
scheme. The reason is that the children enrolled are mainly in the older age group of 9-14
years and have had previous experience.
Staffing Patters : Projects society & Special Schools : The Project Society will
implement

all project components in the district under the Chairmanship of District

Collector/Magistrate. The Project Director will have the direct responsibility for
implementing the project under the overall supervision and guidance of the Chairperson. At
the Project Society level the Project Director will be assisted by two field officers, one
Clerks-cum-Accountant, one Steno/ Data Entry Operator and a Peon.
At the Special School Level for every special school of 50 children the scheme
provides for two Educational Instructor, one Vocational Instructor, one Clerk-cumAccountant, and one Peon/Helper. In addition to the above, the scheme also provides for
one Master Trainer at the district level and one Doctor for every 20 special schools.

OBJECTIVES:

To influence public policy on child labor issues through an increased


understanding of the impact of work on childrens health, the quality of their lives,
and their ability to produce effectively in jobs as adults, as well as increase
recognition of how child labor exploitation reinforces and promotes poverty, adult

unemployment, poor living standards, low literacy rates, and lax enforcement of labor
regulations;
To work for strengthened protections, guarding youth from excessive,

inappropriate, and hazardous labor;


To advocate for better enforcement of child labor laws and regulations,

including devising and encouraging innovative ways to ensure employer compliance;


To educate the public, business, and governments to broaden awareness and

understanding about the nature of child labor exploitation in the United States and
other countries, and how it differs from legitimate and positive youth employment;
and

To urge the Congress of the United States to act quickly to ratify and enforce all the
International Labor Organization and United Nations Conventions that affect child labor.

SCHEMES:

This is the major Central Sector Scheme for the rehabilitation of child labour.

The Scheme seeks to adopt a sequential approach with focus on rehabilitation of children
working in hazardous occupations & processes in the first instance.

Under the Scheme, survey of child labour engaged in hazardous occupations & processes
has been conducted.

The identified children are to be withdrawn from these occupations & processes and then
put into special schools in order to enable them to be mainstreamed into formal schooling
system.

Project Societies at the district level are fully funded for opening up of special
schools/Rehabilitation Centers for the rehabilitation of child labour.

The special schools/Rehabilitation Centers provide:

1. Non-formal/bridge education
2. Skilled/vocational training
3. Mid Day Meal
4. Stipend @ Rs.150/- per child per month.
5. Health care facilities through a doctor appointed for a group of 20 schools.

ACTIVITIES OF THE TRAINEE

Interact with the students as well as teacher.


Get the students name list from the school and visit their home for observe their

family background.
Particularly went for irregular students house.

The trainee went to long abscent children house and met them for ask to come back to

school
The trainee brought 8 of them to school from long abscent list
The trainee interacts with parents and explained about Importance of education to

both the parents and their children while visiting their home.
The trainee identifies one who had an addiction for petrol and advice him parents to

take care and admit the hospital or contact the De-addiction centre.
The trainee gave some ideas to students to easily keep memory the subjects
The trainee helps the children to prepare the charts.
Under the Guidance of Project Director The trainee organized Community
Organization programme with the help of kumara lingam Village president and the

public.
The trainee conducted the competition for adult & children.

@Garments Exports Industries, Tirupur.

The trainee went to 13 export industry for collecting the T-Shirts.


The trainee collected more than 50 t-Shirts and handed over to the Project Director,
NCLP.

The trainee interacts with the public & found some child labours.
Under the Guidance of Project Director The trainee organized Community
Organization programme with the help of Kollupalayam village president and the

public.
The trainee went to met Mr.Pollachi Jayaraman MLA, and got some fund for CO
Programme expenses.

The trainee conducted the Quiz programme and Fun games to the Children.
The trainee went to the childrens house to study about their life style.

The trainee brought 5 of them from long abscent list.

provide to the children


At the time of area visiting the trainee found 2 child labours (part time basis). The
trainee collects their name and address and informed to the Project Director,NCLP.

The trainee helps the children to make the wall posters to their school.
The trainee taught to the children for avoiding food waste.
With the help of the school teacher the trainee visited to childrens house.
The trainee given counseling to the child labour parents.
The trainee helps to the children while they were practicing drama.

CONCLUSION
The social work trainee faced by the so many community problems particularly child
labour issue and identified provided with constructive solution. Social work trainee got
opportunity for improving the leadership quality. Thus the field work is the compulsory
components of social work profession. It enables the trainee to enhance practical knowledge
and act of dealing with the society. It helps to determine which approach can be practiced in
certain situation. It helps to gain the skills and values which are necessary for the professional
practice.
