Simply put, parents who cant afford a private school will no longer have to consider using their
familys or friends address to ensure their child is accessing a safe and high quality public school.
Furthermore, low-income parents will no longer be forced to choose unsafe or low performing
schools as a school choice option. Passing legislation where the money follows the child will also
increase awareness, within low-income communities, about the importance of education. It will also
improve civic engagement because parents will take ownership of their childs education and learn
to research the best options for their kids. And for those who care about our countrys unstable
economy, investing in the academic success of all kids is investing in our future workforce. Having
money follow the child is a fiscally sound way to protect the taxpayers educational investment.

Furthermore, we believe in the functions of the U.S. Department of Education whose federal
intervention and support has been key for children of color and advancement of civil rights in this
country.
Parental choice allows care-givers to choose the best educational setting for a child who may
simply need a school with a particular focus, such as science, art, or a school that has effective
programs and resources for students with special needs. The Enhancing Educational Opportunities
for All Act gives children stuck in a systemically low performing school access to a life raft. This bill is
a major step in providing parents with educational options needed to ensure the academic success
of their children. For these reasons the National Parents Union is very pleased to support this very
important legislation that protects the rights of parents and students.
