While inviting kind attention to the subject cited above, please find enclosed herewith the estimate
for compensation amounting to Rs.2,38,38,021/- having area 1.590 Ha (3.930Ac)being awarded by the
Competent Authority (NH-42) & Land Acquisition Officer, Dhenkanal under Section 3G of NH Act, 1956
vide letter given below for payment to the project affected persons in respect of the following village in
the district of Dhenkanal in the State of Odisha.

3. The Unit rate of land price has been taken considering the following:
Market value as per Sales Statistics obtained from Sub-Registrar, Dhenkanal for the period of
three years preceding to date of notification u/s 3A i.e.March.2013 and also Bench Mark
Valuation.
CALA has adopted Bench Mark valuation/Sales Statistics for arriving the unit rate of land for different
kisam of land. The justification of adopting such rate in respect of affected plots has been elaborated by the
CALA in the Award estimates. A detailed plot wise calculation for Award of compensation has been
prepared and attached with the respective compensation Award estimates prepared by CALA, Dhenkanal
for necessary sanction for disbursement to the land losers.
Further, The CALA has prepared the compensation statement taking into consideration the actual
Kisam of the land at the time of Notification u/s 3A for the following plots:

The copies of ROR, supporting the above kisam of land (change of kisam) have been enclosed
with the Award statement.
A detailed plot wise calculation for award of compensation has been prepared and attached with
the compensation award prepared by CALA, Dhenkanal for necessary sanction for disbursement to the
land losers.

4. Further, the CALA has finalized the award by giving Solatium @ 30% plus addl.
Compensation with interest @ 12% for a period of 12Months from the date of 3D notification
in Dt. 11.09.2013.
5. The CALA has finalized the award by giving ex-grata @ Rs 20,000/- per Khatedars as per
clause.7.19 of National R&R Policy 2007. It is observed that in the Award estimates, the R&R
benefit is proposed to be extended to too many persons in many cases. At present 3(G) Award
estimates are being recommended alongwith the ex-gratia amount recommended by CALA for
approval. But CALA will be requested to disburse ex-gratia as per proceedings of Dist.
Collector, Dhenkanal dated 26.04.2014.
6. The village wise 3G Award estimates are being submitted for the 1st time.
7. The CALA has furnished the Award Estimates as per NHAI Circular 36/2008 dated 17.06.2008
and the same is counter signed by Project Director.
8. The following are certified by PIU:
a) Area under each category mentioned in 3(G) Award is same as mentioned in 3(D)
Notification.
b) Land-value has been determined in accordance with rates applicable to the category of land
as mentioned in relevant 3(D) Notification. However, in village Nimabahali Kissam of 3
plots out of 75 notified plots has been changed as explained at para-3 above.
c) Trees have been valued by Forest and Horticulturist Dept, Dhenkanal.
d) Structures have been valued by NH Division, Dhenkanal.
e) Amounts advanced to CALA as Compensation/ Administrative/ Establishment/ Contingency
charges have been adjusted.
f) The Award estimates submitted by CALA have been examined broadly and found to be in
order & the same is recommended for approval.
As per NHAI H.Qs orders, NHAI/29/LA/Policy dated 30.04.2010, the Award estimates
passed by CALA under Section 3G of NH Act shall be accepted by CGM (T)-RO, NHAI upto
Rs.25 Crores. It is requested to kindly accord necessary approval for the said proposal for deposit
of compensation for the said villages as indicated in the table of para-1 which amounts to
Rs2,38,38,021/- (Rupees Two crore Thirty Eight Lakhs Thirty thousand twenty Two only) with
the CALA, Dhenkanal for disbursement of the same to the project affected persons for taking final
possession of the scheduled land. The village wise compensation detail is annexed here with for
approval of Competent Authority.

with the Award statement.
A detailed plot wise calculation for award of compensation has been prepared and attached with
the compensation award prepared by CALA, Cuttack for necessary sanction for disbursement to the
land losers.
2. Further, the CALA has finalized the award by giving Solatium @ 30% plus addl. compensation with
interest @ 12% per annum for a period of 23 Months for village Radhakrushnapur from the date of 3D
notification on dated 21.05.2013.
3. The CALA has finalized the award by giving ex-grata @ Rs 20,000/- per Khatedars has been proposed
as per clause.7.19 of National R&R Policy 2007. It is observed that in the Award estimate the R&R
benefit is proposed to be extended to too many Person. At present 3(G) Award estimate is being
recommended alongwith the ex-gratia amount recommended by CALA for approval. But CALA will be
requested to disburse the ex-gratia on receipt of actual Khatedar of the affected family from the
concerned Tahasildars after Yadast enquiry. The Ex-gratia will be paid to the actual Khatedars and not
to their successors-in-interest (actual possession holder of the land).
4. The village wise 3G Award proposals is being submitted for the 1 st time.
5. The CALA has furnished the Award Estimates as per NHAI Circular 36/2008 dated 17.06.2008
and the same is counter signed by Project Director.
6. The following are certified by PIU :
a. Area under each category mentioned in 3(G) Award is within the area notified in 3(D)
Notification.
b. Land-value has been determined in accordance with rates applicable to the category of

land as mentioned in relevant 3(D) Notification. However, in village Radhakrushnapur


Kissam of 20 plots out of 24 notified plots has been changed as explained at para-3
above.
c. Trees have been valued by Forest & Horticulture Dept of Athagarh.
d. Structures have been valued by NH Division, Cuttack.
e. Amounts advanced to CALA as Compensation/ Administrative/ Establishment/ Contingency
charges have been adjusted.

The Award estimate submitted by CALA has been broadly examined and found to be in order &
the same is recommended for approval.

As per NHAI H.Qs orders, NHAI/29/LA/Policy dated 30.04.2010, the Award estimates passed by
CALA under Section 3G of NH Act shall be accepted by CGM (T)-RO, NHAI upto Rs.25 Crores. Hence, it
is requested to kindly accord necessary approval for the said proposal for deposit of compensation for the
said villages as indicated in the table of para-1 which amounts to Rs. 32,46,352 /- (Rupees Thirty two lakhs
forty six thousand three hundred fifty only) with the CALA, Cuttack for disbursement of the same to the
project affected persons for taking final possession of the scheduled land The village wise compensation
detail is annexed here with for approval of Competent Authority.
