helpless calamity affected, atrocity affected women, to run service house
scheme, orphanage, old age house, widow house to take girls in adoption,
to run women help centre, to run to run unmarried mother shelter centre, to
run short stay home, to run working women hostel, to run women remand
home, to protect the maternity rights of women, accordingly to implement j
special programmes for widows, divorcees, prostitute, devdasi, murli and
to undertake their social, economical rehabilitation, to make self
employment available and to run separate schools, hostels for their
children.

To undertake women development, for the physical, mental, cultural and


social health of children and for overall development to implement
constructive programmes, to run bal bhawan, children treatment centre,

hostel school, child guidance centre, orphanage, children house, bal sadan,
Unisef, Children & Society, Central Adoption Resource, Creeches, Balgram,
Shishu graha, to implement National Children Bank, Remand Home,
Children Remand Home, Child labour eradication programme and to
implement welfare schemes of children on roads.

To Implement developmental programmes for uneducated employed youth


men & women, to various ventures for eradication of employment, small
scale industry, cottage milk occupation, dairy project etc., to run Education
& Training Centre of vocational arts, to organize poet meet,

centre for handicapped, to organise youth welfare camp, social camps,
youth leadership training camp, self employment training camp, plantation
camps etc., to run vocational guidance centre and to undertake

Aids disease eradication programme, etc., to organise various social camps,
viz. de-addiction camp, blood donation, women awareness propagation
camp, public awareness propagation camp, eradication camp, family
welfare camp, plantation camp, youth leadership camp, health camp, aids
disease awareness camp, pulse polio, adult education literacy campaign,
anti-dowry camp, devdasi eradication, to organize vocational guidance

camp, to organise self employment camp, all disease diagnosis camp,


cataract surgery camp, plastic surgery camp, to undertake inter-caste
marriages, accordingly to celebrate national festivals, viz. aradhi, gondhali,
vasudev, potraj, waghyamurli etc., to preserve these rural local folks and to
conserve the culture, social service camp.

For the propagation & development of the games approved by the


Government viz. athletics, archery atyapatya, badminton ball, biliards, ball
badminton, brig, boxing, body building, cricket, cycling, chess, football,
fencing, gymnasium, basket ball, hand ball, hockey, judo karate, soft ball,
shooting ball, , tennis ball, table tennis, volley ball, weight lifting, wrestling,
yahting, roller skating, hand gliding, cycle polo, shooting, flagging.

For lifting the standard of various sports as well as to undertake physical


development of students in the rural and urban areas, to make basic
amenities available, to create the j interest of exercises in the youth and to
form healthy citizens, to create all kinds of modern facilities & amenities at
the place of State, District, in a single area, with a view of organizing
competitions of various sports and sport training, to participate the
students and youth of various age groups in the State, to create atmosphere
of games in the rural and remote areas, to undertake overall development of
youth through various ventures and to encourage youth to participate in
national & social, cultural works, to organize self employment personality
development for the youth, youth leadership as well as to organise social
service camp, to enrich the basic talent of the youth and to make them
competitive in various ways, to implement various competitive ventures
viz. for the youth boys & girls of rural and urban areas, to organize essay
and debating competition in every District, national integrity, social

development programme and to give awards, to organize various


mahotsavas for youth men & women, as the physical education and sport is
the inseparable part of education, so to give training in this regard and to
create trained teacher and atheletes of excellent grade.

To assist those who are found in various natural and man made calamities
viz. earthquake, flood, tseunami, storm, fire, volcano etc.

RULES AND REGULATIONS

DEFINITION OF THE REFERRED WORD IN RULES & REGULATIONS :


The definition of the following words shall be as under :

A}

Executive Council : Means the council of members appointed or elected for


the management of the society.

B}

AREA OF WORKING : Means the area within the limitation of which the
society is to work, that particular area.

C}

MEMBER : Mean any major Indian man /woman who while remaining
abide to the rules & regulations of the society and after applying in the
prescribed format for getting membership to the society, and on acceptance
of his application in the executive council, such man / woman shall become
the member of The society.

D}

Trust Fund & Income


having

Means of the ownership of the society but

given in the possession of society all kinds of investments, sums

etc. It shall include the sums & assets accepted by the society, all kinds of
fixed & movable assets sums in the form of donation for specific purpose.
E}

FINANCIAL YEAR :

Means it shall be of a period of 12 months

commencing on 1st April and ending on 31st March.

2.

Area of working : Shall be limited to Maharashtra State.

3.

Accounting year : Shall be from 1st April to 31st March.

4.

Membership & Its Registration Fees :


Any major person who agrees to abide by the rules & regulations of the
society and on application of such person in the prescribed from and on
payment of prescribed fees and on acceptance of such application in the
meeting of executive council, such person shall become the member of the
society.

5.

Types of Member :

A)

General Member :
General / Ordinary membership can be achieved on payment of annual
fees of Rs. 101/- within one month from the beginning of the financial year.

B)

LIFE MEMBER :
On payment of a donation of Rs. 201/- or more at once and with the wishes
of the donor and with the permission of executive council, the donor shall
be come life member of the society.

Regarding termination of membership:


1.

If the member is subjected to punishment under criminal offence

2.

If any members is indulged in immoral activities.

3.

If any member acted against the interest of the society and if such
thing is brought to the notice of executive council, then the
membership of such member shall be terminated in the meeting of,
executive council by majority.

Annual General Meeting & Its Powers :


1.

Annual General Meeting shall be held every year within 3 months


after end of financial year.

2.

All kinds of members can participate in this meeting.

3.

There should not be any outstanding of the society with the member
present at the meeting. If there is any outstanding of the society on
the member, then he shall not be entitled to participate in voting.
Accordingly if any member has not completed a tenure of one year on
his admission in the society, then in such circumstances, he shall be
eligible to remain present at the meeting but shall not be entitled to
participate in voting.

To keep control on the working run by the executive council.

5.

To give sanction to annual accounts.

6.

To prepare new estimate of the next year and to give sanction to it

7.

To put forth the resolutions that come with the consent of the
president

8.

To make election of executive council.

9.

If deemed necessary in the interest of society, then emergency


meeting shall be called by the president on request of four members
of the executive Council within 7 days of such request.

Notice & Quorum of Annual General Meeting :

The notice for annual general meeting shall be issued prior to 15 days of the
meeting through registered post or in person. In this notice, the date of meeting,
time, venue and agenda of the meeting shall be mentioned. The said notice shall
be affixed in the office of the society. There is need of attendance of 2/3 members
(of all types of members for, fulfillment of quorum of annual general meeting. If
there is mention to this effect in the notice of annual general meeting, even then if
the of annual general meeting is not fulfilled then such adjourned shall be held at
the same place after half an hour. Quorum shall necessary for such meeting.

9.

SPECIAL GENERAL MEETING & ITS WORKING :


If it is deemed necessary by the President & Executive Council, then Special

Annual General meeting shall be held. Accordingly, if 2/3 number of total


number of members of society demanded in writing then after presentation of
such demand, such special, general meeting shall be called by the president with
the help of Secretary within one month. The notice & agenda of this, meeting shall
be given to the members prior to 10 days through Regd. Post or in person and
those subjects which are not present on agenda shall not be taken into discussion.
10.

Executive Council of the Society. Its Officious & Their Structure :


The executive Council of the society shall comprise of a minimum of 7

members and a maximum of 21 members of the Society. The executive council so


elected shall elect their officious as under :
1} President - 1

2} Vice-President - 1

3} Secretary - 1

4} Jt. Secretary - 1

5} Treasurer - 1

6} Members - 2

11.

Tenure of Executive Council & System of Election

A)

The tenure of executive council shall be of a duration of 5 years.

B)

The election of executive council shall be held once in every 5 years in the
annual general meeting.

C) 1. If there is any outstanding of the society with the member, then such
member shall be held ineligible for election.
2.

The appointment of election officer should be made prior to 7 days through


official notice.

3.

A general/ordinary member shall have right of voting only after he has


completed a tenure of one year of his membership.

4.

The election shall be held by open ballot system.

12.

Officious of Executive Council & Their Working.

A.

President :
To undertake the working of the society and to deliver proper orders in the
interest of society, to keep control on the Working & branches of the society,
to organize annual general meeting, if any meeting is not called by the
Secretary, then such meeting shall be called by the President.

B.

Vice - President :
To undertake the working of President in his absence or to assist. him in his
working properly.

C.

Secretary :

1.

To call meeting of executive council.

2.

To undertake correspondence of society.

3.

To sort out complaints.

4.

To undertake court works if that are necessary in the interest of society.

5.

To keep, attention on the working of the society.

D.

Treasurer :
To keep control on the financial condition of the society, to write accounts

or get it written, to put forth the completed accounts before the Secretary after its
completion, to prepare annual accounts from the books of accounts, to make
financial transactions, to make compliance of the quarries sorted by auditor in the
accounts.
E.

Member :
To assist in all kinds of working of the society and to participate in meeting
& voting.

13.

MEETING OF EXECUTIVE COUNCIL & MEETING ON DEMAND


The meeting of executive council shall be held at least once in every 3
months. Accordingly if demanded in writing by 2/3 members of the
executive- council, then such emergency meeting of executive council
should be held by the President within 3 days of such demand.

14.

NOTICE & QUORUM OF EXECUTIVE COUNCIL :


The notice of meeting of executive council should be sent prior to 3 days
through registered post or in person. The quorum of members in the said
meeting shall be of a total of 2/3 members. And for want of quorum, if the
meeting is adjourned, then such meeting shall be held at the same place
after half an hour and quorum shall not be for such meeting.

15.

ELECTION & RULES OF EXECUTIVE COUNCIL :

1.

If there is any outstanding of the society, then such member shall be held
ineligible for election. ,

2.

The appointment of Election officer should be made prior to 7 days.

3.

A person shall have right of voting only after completing the tenure of one
year of his general ordinary membership.

4.

The election shall be held by open ballot system.

5.

The notice of date of election shall be given prior to 7 days through official
notice.

16.

REGARDING VACANT POST IN EXECUTIVE COUNCIL :

A)

If any officio has to submit his resignation, then he should submit it to the
President. The post of the members shall remain intact till the acceptance of
his resignation.

B)

If any post of trustee becomes vacant due to his resignation or death, then
new member can be taken in his place with the permission of general
members and executive council.

17.

POWERS & DUTIES OF EXECUTIVE COUNCIL :

1.

The meeting of executive council shall be held once in every 3 months.

2.

If demanded by 5 members of the executive council in writing, then urgent


general meeting should be called by the President within 3 days.

3.

To make appointment of the employees of the society, to keep attention on


them, to remove so as to run the working of the society systematically.

4.

To keep control on the other branches that are run under the society.

5.

To prepare petty rules necessary for running the working of the society.

6.

To make compliance of the resolutions passed by annual general meeting.

7.

To prepare the list of annual executive council of the society and to send the
copy of the same resolution to the office of Divisional Assistant Registrar of
Societies, accordingly, if there is any change in the assets or council of the
society, then to send the same to the office of Divisional Office.

8.

To keep list of members, to keep service condition books of employees of


society and to send the information regarding as per Schedule 2 to the office
of Registrar every year.

9.

To keep accounts of receipt & expenditure and to get it audited and to put it
forth to annual general meeting.

10.

To appoint sub committees or to empower any member with special right


for any particular work.

11.

The quorum for the meeting of executive council shall be of a total 2/3
members. If the meeting is adjourned for want of quorum the said meeting
shall be held after half an hour at the same I Quorum shall not be necessary
for this meeting.

18.

FUNDS, INCOME OF SOCIETY & ITS UTILISATION :


The funds of the society shall include membership fees, donations
Government grants, accordingly after deducting the expenditure incurred
by the members for the programmes, the balance sum shall be utilised on
the objects of the society.

19.

PROVISION OF OBJHCTIVEWISE EXPENDITURE : Equal expenditure shall be incurred on all the objectives of the society.

20.

PROVISION OF EOAN OR DEPOSITS :


If need arised, then Loan, Deposits or anamat sums can be accepted
with the prior permission of Hon. Joint Charity Commissioner, as per
Sec. 36 (3) A.

21.

PROVISION OF PURCHASE/SALES OF FIXED ASSETS :


While making sale of the fixed assets, with the prior permission of annual
general meeting vide Sec. 35 for purchase and vide Sec. 36 A for sale and
with prior permission of Hon'ble Joint Charily Commissioner, the dealings
of sale of fixed assets shall be done.

22.

BANK ACCOUNT :
The account of the society shall be opened in recognized bank
(Nationalized bank) by Trust Act. The power of withdrawals shall be with
the joint signatures of either two of President / Secretary / Joint Secretary.

23.

PROCEDURE OF KEEPING LIST_QF MEMBERS :


The members of the society shall be as per section 15 of the Societies
Registration Act, 1860, their list shall be kept in Sample no. 6 as per Rule 15
of Maharashtra Rules & Regulations, Societies Registration Act, 1971.
Accordingly the samples shall be also be kept in Schedule No. 1 & 2
(Enclosed herewith the samples of 1, 2, 3 along with the signatures of the
applicant.)

24.

PROVISION OF MAKING AMENDMENT IN RULES & REGULATIONS :


If any amendment is to be done in the rules & regulations, a resolution to
that effect shall be moved in the annual general meeting and should be
passed by 3/5 majority and then new rules can be framed or old ones can
be removed. The proceedings shall be completed as per Sec. 12 of Societies
Registration Act, 1860.

25.

PROVISION OF AMENDMENT IN NAME OR OBJECTIVES OF THE


SOCIETY.
If amendment in the name or objects of the society is to be done or if the
amalgamation of the two societies is to be done then the proceedings for
such amendment shall be intimated as per Sec. 12 & 13 (1) of the Societies
Registration Act. 1860.

25.

DISSOLUTION :
If the working of the society is to be dissolved or closed then permission of
majority of 3/5 members of the society in the meeting is to be taken. All
financial

transaction of the society is completed , The property in balance

of the .society shall be given to other society in donation. The proceeding of


dissolution shall have to be completed as per Section 13 & 14 of the Societies
Registration Act, 1860.
