It all started with an idea. From a small office in Bucharest to an important company - there are few Romanian corporations that can look
back on such a history of success as we can. UTI was founded in May 1990 by Tiberiu Urdareanu, Lucia Urdareanu and Dumitru Aelenei as
Infcon, a company dealing with buying and reselling computer subsets and accessories, office supplies. Soon afterwards, the idea that the
market has a great potential for safety and protection solutions came to mind and led to the creation of the first business line: physical security
systems. Our early mission focused on providing security systems that we felt the market was missing. Most clients were defining their own
activity and they needed help in doing so under the safest conditions. Our first client was the organization Mdecins sans frontiers where
we designed and installed the first residential alarm system in 1991. The company carefully managed projects to ensure growth. These
early projects allowed new design and
installation concepts to emerge and to be
applied in later works. Simultaneously
with the interest in new technologies, UTI
started to position itself on the market,
by attending specialized trades and
exhibitions. The first such event occurred
in 1991, namely the International Fair for
Consumer Goods in Bucharest. In 1992, we
initiated what would become a traditional
business-pattern: solutions provided to a
company network. In this case the company
was LG Electronica. Already in 1993, UTI
started to extend its activities by setting
up its security services company: Cobra
Security. The year 1993 was a turning point
for the future evolution of the company, as
we approached the first project of security
solutions for critical infrastructures - UTI
was selected to provide security systems
for the Cernavoda Power Plant. This
was the starting point of a collaboration
that continues to this day and that was
developed year by year. Also, in 1993, UTI
started the collaboration with the financial
institutions, by implementing a complex
security system for Eximbank. The setting
up of UTI Systems in 1994, a company
specialized in physical and information
security systems integration, came as a
natural step. It was UTI timely answer to
the market present and future needs. Also
in 1994, UTI started a long collaboration
with the Bancorex Bank that later would
become the Romanian Commercial Bank.
In 1995 we approached the governmental
institution market, as well as the private
industrial companies. By 1996 the Romanian
retail market started to bloom and we focused
on a new activity: security solutions for retail
areas. UTI also became the only Romanian
distributor of prestigious providers of security
products for retail areas. The first retailer we
secured was Metro that chose us for its first
store opened in Otopeni, Bucharest. This was
only the beginning of a long and mutually
rewarding collaboration. In 1997 we decided to go nationally and the Brasov branch was immediately set up. This year was also the starting
point of the collaboration with Henri Coanda International Airport, a collaboration that has been lasting to this day. The first systems we
provided were the integrated security and communications systems, as well as the telephone exchange. 1999 was another milestone for
the evolution of the company: our specialized team developed a custom-made ERP solution for Henri Coanda International Airport that we
named ICAR, we started what would become a long collaboration with Metrorex, Bucharest Underground Company, for which we provided
CCTV, radio communications, fire detection solutions and we set the ground for a new business line: building management and installations.

At the same time, nothing would have been

All these features were combat-proven during

MANAGEMENT STRUCTURES
The representatives of the corporate services, as well as of the operational companies join together
and supervise the consolidated activity of UTI within UTI Corporate Management Board, which
plays an important part in integrating the business activity of the operational companies with
the common economic and ethical policies within UTI, with the common strategy and with the
transparency towards shareholders.
The Executive Boards of the operational companies are organized in accordance with the legal
provisions, the companies deeds and the shareholders decisions and have the role to independently
manage the business activities at the operating level, in good faith and in a professional manner,
following the general business directions approved by the shareholders (within the lines of the
common strategy).
INTEGRITY POLICY
The whole UTI activity is transparent, being audited, with respect to financial aspects, by an
internationally-recognized external auditor, as well as to aspects concerning the efficiency of the
activity, by an internal audit committee reporting to the management bodies.
UTI is also committed to responsible business conduct towards its business partners, shareholders
and employees.
That is why UTI implemented ethical business principles and business conduct rules in accordance
with the legal requirements with regard to business conduct, and requires all of its employees and
partners to comply with the rules of UTI Code of Ethics and Business Conduct.

Cultivating a highly
qualified workforce
We are constantly raising the professional standards our employees have to meet. We focus on
attracting young people for either specialist or executive positions.
To meet our large need for technical high schools and university graduates, we establish contacts
with students - particularly those majoring in engineering, attract talented people, at an early stage,
and foster their development.
We also seek to involve students and Master of Science graduates in our R&D projects, which will
turn into business ideas and new products/solutions.
Performance evaluation,
training and career development
UTI employees have the option to develop a career plan, as we consider internal promotion to be
extremely important. Our employees can also move across the business lines, diversifying their
professional experience, and creating synergies. We have started to benefit from the capabilities the
new ERP Oracle will provide through e-learning and Talent Management applications.
The HR modules implementation was started in August 2008 and will be finalized in December
2010. Using the Oracle platforms, we will allow 360 degrees feedback to flow within the
organization, emphasizing both strong points and weak points of employees.

The Outcome
of the Assessment Center
UTI is a profitable and growing company. Efforts are constantly made to invest more in training and
career development. An assessment center has been founded and pointed out the need for efforts
to be made to develop the management team and help it work as a proper team. A program has
been launched aiming at encouraging teamwork and collaboration among UTI business units and
companies, instead of competing internally.

The good financial results accomplished by UTI in 2008 allowed for granting dividends to all UTI
shareholders. This is extremely motivating as the years 2009 and 2010 were very difficult ones,
economically speaking.
Although the world economy is touched by a severe economic crisis, UTI maintained its financial
indicators at a better level than in 2008.
In December 2009, the members of UTI Foundation, the legal instrument that allows UTI employees
to be shareholders, gathered in a meeting for the first time.
The purpose of the event was to approve the changes operated in the regulation of the Foundation,
to communicate the consolidated financial situation and the value of the dividends to be distributed.

FINANCE
Aware of how important its role is in the success of the organization, The Corporate Finance
Department is one of the main drivers in attaining the companys goals, not only through cost
control, efficient cash management, but also through minute supervision of the financial activities
of each business line and of the entire holding.
The Corporate Finance Department is no longer a mere spectator that only verifies and
acknowledges the financial results of the companies, but it gets actively involved in defining the
strategy of the company. It focuses on risk identification and mitigation, aware that it is easier to
prevent rather than solve an issue after it has occurred.
The department is responsible for monitoring and observing the KPIs and market margins of the
industrial segments each company is active in, by identifying the performance fluctuations and
permanently comparing each companys performance with the performance of other companies on
the same market.

The ability to use the latest economic tools, to adjust to the social and economic context and to
the market specificity enabled our finance specialists to cope with the most diverse challenges.
The dynamics of the UTI business, the emerging challenges, but also the demanding management,
turned the Corporate Finance Department team into a solid, supportive, and alert one.

GUIDELINES
The role of our finance professionals has
evolved into a coaching role responsible for
transferring the appropriate analytical tools
and methods to decision-makers. One of the
most important steps we took: we turned the
Corporate Finance Department into a valueadded function, relying on the latest theories in
the field.
This required a different way of thinking about
how we used to measure performance. In
financial management, we focus on increasing
value.
When we talk about value, we are referring to
the market value of the organization. Market
values are determined by the future expected
cash flows that will be generated over the life of
the business.
The problem with the traditional accounting
model is that all of the emphasis is on earnings,
especially the amount of earnings. In financial
management, we call this economic performance
as opposed to accounting performance.

Improving the allocation of resources among business units, business lines, or other parts of the
business
Realigning the business operational units to make them adjust the rest of the organization.
All the parts of the business need to work together within a single strategic framework
Providing the managers and decision makers with the most accurate and timely information possible

Introducing shared services and transfer pricing for a better resources leverage of the business
and reduce redundancy
Increasing the capacity of the organization to obtain credits.
Another mandate for creating value is to invest in assets that will provide returns higher than the
cost of capital. This requires that we manage assets in accordance with the following:
Cash is as important, if not more, than earnings.
New investments in assets must prove their keep by generating positive net present values.
Existing assets are subject to regular review for economic performance.

Every important company worldwide tries to find the appropriate Business Strategy to cope
with the current economic and financial crisis. At these tough times, UTI tries to find a good
development plan, but also a method of survival. Giving this context, the Strategic Business
Development Department elaborated a plan meant to put a clear direction on paper and to
share it with EVERY UTI employee. By doing this, we can control our business to make sure that
we are effectively positioned for future recovery when global economy starts to grow.
In 2009, UTI continued to maintain a dominant position and hold a market leader in Romania
in various segments and also achieved an international business expansion by focusing on
providing cutting edge technology. In the coming years, UTI will generate a more significant
part of its income from cross-business lines, integrated activities, developing the international
business and a consolidation on the local market through a better management of the major
accounts across the organization.
VISION
We aim at developing a trustworthy and long- term partnership with our clients, based on the
following concepts and practices: business farming, key accounts relationship management,
cross-selling, and supply chain management, that represent a modus operandi.
Mission
To consolidate the clients trust in UTI capabilities, generate and maintain long term
partnerships with the major accounts, to become an efficient support for the UTI companies in
developing the business by maintaining positive relationships with all the major accounts and
to expand the UTI business worldwide by an integrated approach using the UTIs synergies and

development effort from the individual silo type into an integrated function.

Local Public
Administration Segment
Our main objective is to improve the life quality
of the local communities. The Local Public
Administration team has taken a proactive
approach in promoting the projects financed
through structural funds.
Our aim is to understand the local communities
issues, to create vital solutions and services and
to develop a partnership based on trust and
mutually rewarding relationships.
We also try to find the best financing solutions:
Public-Private Partnerships, Suppliers Credit
or BOT (Built Operate Transfer), so that the
developed projects become an acknowledged
success.

COMMUNICATION
The Corporate Communication Department enables the companys communication with clients,
stakeholders, mass-media and employees. The reputation of a company and of its products, services
and solutions is built through the messages disseminated by the company to employees, clients
and the community.
The Corporate Communication Department makes the company visible and gives its products
and services an image and reputation a client can identify with. Clients and employees also get
acquinted with - and feel good - about the company they do business with and work for.
We are aware that our clients need to know about UTI, its management, its philosophy and values,
its involvement in social causes, just as they need to know its products and services so that they
could trust what the company stands for and confidently use its products.
Stakeholders - investors, shareholders, partners and suppliers, employees, Government, NGOs, the
local community, industry and clients - any individual or group who can influence or be affected by
our activities need to feel a sense of involvement in our current activity. The more they know, and
the more open the communication with them is, the more they trust and feel involved within our
company.

Our communication specialists try to understand and empathize with all the target audiences and
use all the marketing communication and internal communication tools to express corporate
identity, corporate culture and brand equity.
The Corporate Communication Department is a source of information to journalists and a support
function for the management in its relationship with the mass-media.
The Corporate Communication Department has a guiding and consultancy role for the top
management about image management, media relation management, brand management.
The Corporate Communication Mission is to support the management through internal and external
activities meant to build brand awarness, to consolidate the companys reputation and to preserve
the trust of all stakeholders.

In 2006, UTI started a special program UTI Student meant to extend the recruitment possibilities
and to train specialists in particular fields of interest. Future plans include collaborations with other
faculties, both technical and non-technical, in Bucharest, in other major Romanian university centers,
as well as in the Republic of Moldavia.
UTIs collaboration with the academic environment has already become a tradition. Initially started
as a random collaboration between university professors and specialists and UTI employees for
various projects, the collaboration turned into a permanent partnership.

UTI is actively involved into offering help and material support to people in distress. It has already
become a tradition for UTI to give a glance of hope and a smile to old people and children deprived
of a normal family living.
Some of the less fortunate people that UTI helped are the children of the Orphanage of Valea Screzii
located near Valenii de Munte and the old people housed by the Care Center of Catcau, Cluj.
UTI also helps the children of Burleti village, by constantly offering them material support
to continue their studies.

QHSE Management
Aiming at improving the existing operations and at developing itself internationally, UTI started to
formally apply the risk management principles in relation to the risk and opportunity identification,
assessment and mitigation/ management.
The QHSE Integrated Management Department implemented within UTI is certified according to
SR EN ISO 9001:2008, SR EN ISO 14001:2005, SR OHSAS 18001:2008, ISO/IEC 27001:2006
and SA 8000:2008 referentials. The Risk & QHSE Department manages the needs, as well as the
operational and strategic QHSE risks and opportunities related to the operations, aiming at ensuring
continuous improvement of UTI business performance.
The improvement initiatives through Quality Management consist of direct or indirect contributions
to: turnover increase, seizure of new market niches, improvement of image and market position,
increased clients and suppliers trust, efficient use of resources, appropriate monitoring of
performance indicators, focus on client satisfaction.

With respect to Occupational Health & Safety (OH&S), with UTI we place emphasis on the two main
directions:
Continual monitoring of employees health by means of periodical medical controls
Improvement of the OH&S processes - assurance of good work conditions in compliance with the
regulations in force and permanent assessment of the risk factors
In 2009 UTI implemented the Information Security Management System meant to provide:
Information confidentiality, integrity and availability
Information risk management by protecting business critical processes against sensitive
information damage and information system failure
Business continuity in case of force majeure situations, as well as activity resumption in the
shortest delay
In 2009, UTI also implemented the Social Responsibility Standard in compliance with the social
standard SA 8000:2008 dealing with the work conditions improvement.
The QHSE Integrated Management Department ensures compliance with the laws and regulations in
force and makes sure that all UTI companies are authorized to perform their activities by meeting all
the legal requirements.

We studied the offers of the most important ERP solution providers and choose
Oracle e-Business Suite as the most appropriate solution for what UTI needed.
Considering the diversity and complexity of UTI activities, the decision was made
to buy licenses covering such areas as Finance, Project Management, Logistics,
Client Relationships, Human Resources and Payroll, Business Intelligence, as
well as collaborative applications integrated within the Collaboration Suite.
The implementation was performed by Oracle Romania supported by a UTI
implementation team from our business and functional departments. In July
2009, the employee management and assessment modules of the Human
Resources application were launched. Considering UTI specific project-based
activity, but also the large range of activities (integrated projects, construction
works, production, services, maintenance, etc), it was necessary to launch
simultaneously several applications that covered the entire business and
functional area.

UTI designed, built and installed the first private, indoor shooting center in Romania, made up
of a shooting range, a weapon and ammunition showroom and shop, as well as a weapons repair
workshop. The shooting center observes all the regulations in force and was designed at the highest
technological standards.

The Installations and Construction business line finalized the works with Cluj-Napoca
International Airport. Within the airport extension project, UTI provided electrical and
mechanical installations, low currents solutions, as well as x-Ray inspection equipment.
The outstanding financial results registered by UTI in 2008, allowed for dividends to be
granted to all the UTI shareholders, as part of the UTI Stock Option Plan.
This is even more motivating, as 2009 was, economically, a difficult year. UTI Stock Option Plan
allows 105 employees to own 15% of the UTI registered capital. The UTI management decided
to reward and motivate the employees who contributed to the companys development.
UTI Facility Management extended its national and international network. Currently the
company has 8 branches and 36 local offices in the most important cities of Romania, as well as
an international office in Moldavia.
Pneumatic tube system
UTI Defense and Security Engineering finalized the first stage of the Integrated Security
System implemented with Aden Refinery in Yemen. The system covers perimeter protection,
outdoor CCTV surveillance, access control and a complex Control Center that also integrated
crisis management facilities.

Starting with 2008, the Defense Security Business Line provides Smith Detection integrated security
solutions based on trace detection equipment and X-ray screening systems.
The explosive detection includes automatic high-speed X-ray systems for non-intrusive inspection
of baggage and other goods. All this systems are based on the proven HiTraX technology, providing
superior image quality and excellent usability.

The projects developed by UTI in collaboration with CNE Cernavoda to secure the only nuclear
power plant in Romania has been lasting for over 16 years, proving our capacity to provide
customized and performant solutions for a critical national site. In 2010 we continued to
implement security systems for 6 NOB Pavilion, the Emergency Coordination Alternative Center
and the Administrative Center. In addition, we started to install access control and video surveillance
systems for the vital and special areas of Cernavoda Units 1 and 2.
Transelectrica
Radar AUTOVISION
New standards in this field and the increasing number of incidents on the national roads established
the need for the Romanian Police to provide themselves with new up-to-date equipment. The cars
were approved by the Romanian Automobile Registry and by the Romanian Bureau of Metrology.
Our specialists successfully tested and installed the radars. We delivered 449 cars fitted with
AUTOVISION radar systems.

UTI was awarded the international tender to implement an Integrated Security System with the
Aden Refinery site in Yemen. The project covers perimeter protection, outdoor video surveillance,
access control and Control Room integration. The Control Room combines monitoring capabilities
with Crisis Management facilities.
The system successfully meets the challenges raised by the specific climate conditions of the area
and by the explosion-hazard environment of the Refinery. It was designed to be easily extended to
secure also the Aden Oil Harbour and the oil pipelines connecting it to the Aden Refinery.
The Emergency Situations Management Center developed by UTI is part of the national integrated
system for crisis management. Our solution provides the best methodology and solution for crisis
and emergency situations, integrating a Command Control Communications and Intelligence Center
(C4I) to coordinate the interventions of:

The Defense Security Business Unit addresses the specific defense and security market,
having high-quality internal capabilities in business development, research and development,

logistic support. In 2007, UTI acquired, through public tender, the ICPSP company, a subsidiary of
Romarm at that time. ICPSP has 50-year tradition in defense engineering and 40-year experience

Gap Filler Radar, integrated in collaboration with Lockheed Martin, is NATO compatible and designed

certSIGN was the leader of the association that won and implemented successfully the contract
for the Extension of Public Key Infrastructure for Information Systems and Sector Systems within
the Romanian Ministry of Administration and Interior. The purpose of the project is the
implementation of PKI security solutions compliant with the information security requirements
mandatory for the admission of Romania within the Schengen area.
certSIGN provided the needed infrastructure components, as well as the applications necessary to
secure the users access to the National Information System for Alerts (SINS). SINS has 49,000 users
and its purpose is to allow the integration of the ministrys information system with the Schengen
information system.

Technologically, the main advantage provided by the traffic management system is given by the
adaptive operation mode, the so-called intelligent operation mode. The adaptive operation mode
resides in adjusting the green-light times in intersections to the real traffic values.
Traffic controllers are installed in every intersection to provide the necessary information. There is
permanent communication with the public transportation vehicles, so that the green-light times will
be adjusted to assure that the public transportation vehicles reach their destination according to the
schedule. All the intersections are connected by fiber optic among them and with the Control Center.
The solution was accomplished in collaboration with SWARCO Austria (provider of traffic lights
equipment), Alled Telesys International and Motorola (communications equipment providers), IBM
(IT equipment provider), Pelco and Teleste (CCTV equipment provider) and MIZAR (provider of the
UTOPIA traffic control software).
This project resulted in completing the competencies and in assimilating the latest technologies,
and, last but not least, in increased comfort for the citizens of Bucharest.
The high technological level and the benefits resulted from the implementation of a traffic
management system make UTI solution the best choice for any city in Romania.

The project has been divided in two stages, the first one is concluded and comprised 24
intersections, while the second phase is in progress and covers 11 intersections.
The traffic controler software directly communicates with the maintenance teams and thus all the
intersections are permanently monitored, while the traffic light availability (the actual ratio
between the real functioning time and the planned functioning time) stands very close to 100%.
The detection sensors enable the local adaptive functioning of the traffic lights and improves
the traffic flow.

The solution is based on LED-technology traffic lights that bring about a lower energy consumption
subsequently leading to substantial saving in the budget of the municipality.

1993 - PRESENT
Cernavoda
Nuclear Power Plant
The Cernavoda Power Plant is unique in Romania
and so is the security solution developed and
implemented by UTI for this nationally strategic
site.
The security project started in 1994 with the
implementation of a security system for Unit 1.
In 2001, the implemented security system
was updated and improved, while a protection
system for the Burnt Fuel Warehouse was
implemented.
Between 2004 and 2007, the physical security
system developed for Unit 1 was extended and
improved in view of the integration with Unit 2.
This stage required complete design, installation
and commissioning services for the electronic
reviewing and CCTV systems.

Thus, in 2000, we installed for the first time in Romania a rail video camera to evaluate the risk
situations more precisely, at Metro Craiova. This type of camera is moving inside an opaque tube,
allowing minute buyer monitoring without causing them any discomfort.
Metro Cash&Carry opened 3 new hypermarkets in Bulgaria and the Republic of Moldavia in 2003
and our team joined them to develop the security systems.
ZIP solution
In 2004 UTI launched the source tagging program for Metro Cash & Carry, a project that proved to
be very successful.
The same year we were chosen by the retailer as security partner for its extension in Moldavia,
Serbia and Montenegro.
For Metro Belgrade, opened in 2005, our specialists implemented a complex security solution,
including two revolutionary rail cameras, access control, pneumatic tube system and electronic
article surveillance.
1997 - PRESENT
BUCHAREST Henri Coanda International Airport
UTI collaboration with the airport dates back to 1997. Already experienced in the field of strategic
site security UTI was awarded the contract for the modernization works of the International
Departures terminal.
The project consisted of low currents and telecommunications systems. The state-of-the-art
equipment was adapted to the security needs of a modern international airport.
As the collaboration proved to be mutually rewarding, it continued with the implementation of a
complex parking management system., in 1998.
The year 1999 meant probably the most innovative of the projects implemented by UTI for the
Bucharest Henri Coanda International Airport. In response to the airport requirements, UTI had
developed a fully customized ERP solution.
That was the first Enterprise Resource Planning Solution developed for an airport in Romania. The
innovative part of the system consisted in developing an airport activity-related operational module
in addition to the financial, HR and security modules of a classic ERP solution.

CARREFOUR
We are very pleased with the results of the
systems installed by UTI, says Fabrice Besson,

This statement makes the UTI team proud to be
given recognition for their work and the added

UTIs partnership with Carrefour started in 2000,
when the retailer first entered the Romanian
market and opened its first hypermarket in
Bucharest.
At that time, there was no similar business in
Romania and they needed a solid, competent
security provider, capable of adapting and
implementing its solutions to Carrefours needs
of security.
UTIs capabilities, experience, resources, area of
coverage convinced Carrefour that our company
is the best choice, the only one that could keep
up with their expansion rhythm.
All the 22 hypermarkets and 24 Carrefour
Express shops are now secured by UTI, with the
best solutions against shoplifting, either by the
employees or the burglars:

CONSTANTA PORT
Access control filters for vehicles and pedestrians, interactive video surveillance system for the
entire port perimeter, taut wire and optical fiber perimeter fence, information and communications
security system, guarding and intervention services, all gathered in a Command and Control Center,
as well as sub-systems maintenance, constitute the solution implemented by UTI to secure the
Constanta Port.
This project is one the most important chapters in UTIs evolution, the site wide scope requesting a
technical concept and a specialised team to match the importance and the specificity of this critical
infrastructure.
Constanta Port is the largest in Romania and one of the top 10 in Europe. It covers 3.182
hectares (land, bays and port docks), 14 gates for pedestrian and vehicles traffic and 5 gates
for railway traffic.

URBAN REHABILITATION
AIRPORT MODERNIZATION
MUNICIPALITY OF CRAIOVA
In the beginning, UTI was known for the security systems expertise, but, we have already started to
be a reputable name in urban construction and landscaping.
The first impressive project is the modernization and rehabilitation of the civil center of the
municipality of Craiova. Our task was a challenging one, as we had to preserve the city charm given
by a mix of old buildings, parks, pedestrian walkways, cultural sites, restaurants, boutiques.
Started in 2006, the project was completed within a year and consisted of: artesian and laser
fountains, street lighting, public information and addressing systems, water networks, landscaping.
The main attraction of the project is the artesian fountains assembly the aquatic show is
performed in 7 different colors, while video projections and lasers effects can be performed on the
water screen. The show choreography is computer-operated and is accompanied by a soundtrack.

The system security concept integrates, besides the card security features, strong security features
based on a PKI infrastructure (digital signature, data encryption) for the Back-Office processed data.
The Bucharest implementation in figures
The largest implementation of a full contactless system in Eastern Europe, as RATB is one of the
largest public transportation operators in Eastern Europe.
Within five months, the number of cards sold in Bucharest exceeded 300,000 and currently more
than 500,000 cards are in use.
7,500 validators were installed on 2,100 vehicles, in 22 depots, as well as in 45 underground
stations.
103 card issuance centers were set up.
200 sales kiosks are curently operating.
10 cashier offices were estabilished.
Our collaboration continued and, after having successfully implemented the automated fare
collection system and launched the Activ card for the public transportation company in Bucharest, in
2009 UTI developed a solution to recharge the Active cards on line or via ATMs.
UTI also developed a portal http://online.ratb.ro, based on state-of-the art technology and with a
user-friendly and intuitive interface.

The decision brought more changes and evolution, as well as a further diversification of
the UTI activities. The following two years were marked by continuous collaborations
with important clients and by extending the contracts under development. In 2003
we developed the first major security information solutions project for Raiffeisen
Bank. This project brought about recognition for UTI s proprietary PKI-based
information security solutions and products and for the young and dedicated team that
developed them. This was the first step towards positioning UTI as the sole Romanian
developer and provider of information security solutions, a position consolidated by
subsequent projects. The same team provided the PKI-based infrastructure for the
user authentication into the communication network of the Special Telecommunications Service. In 2004, UTI embarked on an
ambitious project to secure the Port of Constanta, part of the Romanian border. The high-risk site needed state-of-the-art physical
and information security solutions. UTI was able to provide all that in a very short time span, while one of UTI companies, namely UTI
Communications Systems, became the telecommunications provider for the Port and the Port Authorities. Also in 2004 we started
the collaboration with the reputed American company Lockheed Martin for the execution of the Gap Filler radar, a project still under
development. The competencies of the information security department were once again acknowledged by the project developed for
Mobifon, at present Vodafone. The Installations and Construction business line completed the installations for Charles de Gaulle Plaza,
the biggest office building in Bucharest. 2005 was another milestone in our evolution as the prestigious AIG Global Emerging Markets
Fund II considered that UTI was a strong and stable company with high development potential and decided to invest in our company.
This allowed the company to invest in new business lines and to consolidate the existing ones. With respect to the technological
projects, mention should be made of another innovative project: the Automated Fare Collection Systems for the Public Transportation
Company of Bucharest. The software at the core of the entire system is developed by our specialists and can be customized to meet
any request. Consequently to the ambitious projects developed for major players, in 2006 the top management made the decision to
create a company dedicated to information security solutions, certSIGN. The decision proved to be an excellent one, as in the years to
come the company embarked on innovative and daring projects: the provision of tachograph cards for the drivers in Romania (2007),
Bulgaria (2008) and Ukraine (2010), the securing of the information and telecommunications network of the Romanian Ministry of
Administration and Interior to comply with the Schengen regulations in force (2009-2010), the e-invoincing and e-archiving service
for various institutions and companies (2009), the electronic vignette (2010), to name just a few. In 2007, Pro Engineering, a UTI
company, was founded to take over the research and development competencies of all UTI business lines. The year 2007 was one of
pioneering activities for UTI:, when two new business lines were created: urban centers design and rehabilitation the first such project
was developed for the Municipality of Craiova, traffic management solutions - a specialized traffic-solutions company (Rassco Traffic)
was bought and transformed into UTI Traffic Management, that soon became national leader in its field. It also started developing
the Bucharest Traffic Management System. The airport solutions business line bloomed, as we started projects for three important
airports: The International Airport of Sibiu, the Traian Vuia International Airport of Cluj-Napoca and the Aurel Vlaicu International Airport of
Baneasa. 2008 was a year of further internal reorganization: UTI took over the Institute of Research and Design for Production Facilities and
turned it into an excellence center for military and security research and engineering. The Bucharest Traffic Management System was
completed and is fully operational. We made another step towards urban modernization in Bucharest, as we started to develop
another innovative project: NetCity the underground metropolitan communications network, a project currently under development.
