Overview

Why Attend?

Recent statistics suggest that there are around 360,000 elderly and disabled adults in nursing
and residential homes in England, whilst approximately 444,000 receive care services in their
own home. Also, figures from the official regulator for the inspection and monitoring of care
homes (Care Quality Commission), suggest that in 2014, 522 care providers responsible for
318 residential and nursing homes, and 210 home-care services failed to meet the most
basic legal standards for staffing. With many cases of abuse in care homes coming to light in
recent years, the neglect of vulnerable adults has emerged as a pressing public policy issue.

To tackle this issue, the Care Minister pledged (December 2014) a number of measures to
be taken this year:
a ll care workers will have to be trained under a new care certificate scheme, which is
pretty close to compulsory minimum training standards
the directors of home care companies, which fail short of standards in a serious way
and that lead to suffering of this population will be prosecuted
a ll directors of care homes will be subject to a test (fit and proper person test), in order
to identify those responsible for cases of abuse and neglect in care homes
In addition, the Minister has also supported the Justice for the Elderly campaign, which
further calls for radical improvement in:
 proper training for workers
properly licensed and paid care workers
better regulation of care services
 a new national and highly publicised care advice service
This timely symposium provides an invaluable opportunity for health and social services,
safeguarding teams and key stakeholders to gain an insight into the government vision for
adult care homes and assess what progress is being made to prevent abuse of vulnerable
adults. It is important to identify signs of abuse before they escalate and as such, it is
necessary that staff in residential homes are fully trained on safeguards. This symposium
will discuss best practice and explore local solutions in preventing, detecting and reporting
neglect and abuse in care homes.


The conditions at Merok Park were really shocking. Those responsible for such shocking


standards have no place in care. There must be no hiding place for poor care and we must
ensure that people are held to account if that ever happens. Its vital that people have
confidence that the place where their loved one is being cared for is safe and provides
compassionate, kind care.
