Mayor Bob Pringle called the meeting to order at 10:00 a.m. and reminded Council members to
disclose any pecuniary interest that may arise during the course of the meeting. No disclosures of
pecuniary interest were expressed at this time.

UNFINISHED BUSINESS

Council reviewed further information regarding Saugeen Mobility and Regional Transit
(SMART) opportunity to provide our residents with specialized transit for the physically and/or
mentally challenged at a reasonable cost.

the Saugeen Mobility and Regional Transit to provide specialty pubtic transit senices to

Celebrate Canada Fund


Larcy Miller, MPP is encouraging local groups to apply to the Federal Government for
funding through the Federal Celebrate Canada Fund.

BioDigester resolution
A motion was brought forward for Council to deliberate regarding transportation costs
and tipping fees from the Sunset Strip to the Biodigester.

Whereas the Township of Chatsworth and the Township of Georgian Bluffs were equal
partners in developing, funding and building an Anaerobic Bio-digester and have been
equal partners in its operation since early 2011.

And Whereas, the Township of Chatsworth and the Township of Georgian Bluffs entered
into agreements on February 2r20ll and on September 512012,
And \ilhereas, under section 5.9 of the February 21 20ll agreement the tipping fees at the
Bio-digester for existing businesses on the Sunset Strip are subsidized for as long as the
Township of Georgian Bluffs considers appropriate,

And \ilhereas, the method of subsidization effectively results in the Township of


Chatsworth making exactly the same contribution towards the reduced rates as the
Township of Georgian Bluffs,

And Whereas, section 5.4 schedule c of the February 2, 20ll agreement requires the
Township of Chatsworth to pay for half of the transportation costs of septic/sewage from
the Sunset Strip to the Biodigester,

And Whereas, the overall effect of section 5.4 and section 5.9 of the February 2, 20ll
agreement is to make the Township of Chatsworth equally responsible with the Township
of Georgian Bluffs for costs associated with septage/sewage for certain businesses on the
sunset strip,

And Whereas, there are other ways for the Township of Georgian Bluffs to subsidize
tipping fees and transportation costs for the Sunset Strip that would not require any
financial contribution from the Township of Chatsworth.

And Whereas, the Sunset Strip is entirely within the jurisdiction of the Township of
Georgain Bluffs.

And Whereas, the Township of Chatsworth does not receive any tax revenue from the
Sunset Strip.

Now therefore be it resolved that the Council of the Township of Chatsworth will no longer
wish to subsidize tipping fees and the transportation costs of septage from the Sunset Strip

McDougall re Abolish OPP billing model


The Municipality of McDougall is requesting support for a motion passed at their
Council meeting regarding the new OPP Billing model charging a flat fee as opposed to
the deployment method cunently in use feel it is fundamentally flawed and are seeking
action from the Province to not allow this new billing module.

Municipality of McDougall which opposes the Provincial Police new Billing Model for
police services starting in 2015.

Ontario Association of Police Service Boards & Tay Valley Twp


The Ontario Association of Police Services Boards is requesting that the Province re-visit the
new billing model proposed by the OPP. The OPP needs to consider the true drivers of
policing costs and also the complexities in the economic and taxation base of Municipalities
to ensure that it isn't only the residential taxpayer that is used to place the burden of policing
costs on Municipalities. The OAPSB motion was supported by the Township of Tay.

dated November 25, 2013 regarding the Ontario Provincial Police Alternative Billing
consultations.

5. County GIS agreement


The County wishes to change

and renew the GIS agreement with the Township of

Chatsworth for the 2014 year.

6. Mulmur motion re MPAC


The Township of Mulmur is requesting support for a motion passed at their Council meeting
regarding the assessment of properties where the residents have not gone through the proper
process of obtaining a building permit and assessment on the property is not transpiring by
MPAC in a timely fashion so that taxation can occur in the years it should be applied. This
void is resulting in loss of revenue to Municipalities which is a tremendous flaw in MPAC's
assessment system.
