OIL PRODUCTION AND OIL PRODUCT STOCKPILING SITUATION IN


BRUNEI DARUSSALAM

OIL PRODUCTION

Brunei Shell Petroleum (BSP) produced on average 202,000 barrels of crude oil per day in
2003. Crude oil and condensates from both onshore and offshore fields are delivered to and
stored at the Seria Crude Oil Terminal (SCOT) prior to being exported to various worldwides destinations.

BSPs crude oil and condensates sales for the year totalled about 195,000 barrels per day.
Sales under term contracts constituted 78 per cent of the total ales with spot sales making
up the remainder. Due to reduced availability, the sale of condensate decrased from three
percent of total sales in 2002 to less than one per cent in 2003, with all sales done on spot
basis.

OIL PRODUCT COUNTRY-WIDE STRATEGIC STOCK

Brunei Darussalam refined around 15,000 barrels of its daily production to satisfy domestic
demand for petroleum products (mogas and middle distillates).

Currently country-wide stock level is set at minimum of 21 days and is documented in the
Brunei Darussalam Contingency Plan for Refined Petroleum Product Imports. The basis of
21 days is based on the lead-time requirement to import refined products in case of
interruption in the supply chain. Bruneis sole Seria Refinery being a simple configuration
plant has no other alternatives beside importation from the region if the plant cannot
produce within the 21 days period.

PRODUCT IMPORTS

The purpose of BRUNEI DARUSSALAM CONTINGENCY PLAN FOR REFINED


PETROLEUM PRODUCT IMPORTS is to ensure the continuous supply or refined
petroleum products to meet the anticipated refined product requirements of Brunei
Darusalam under the following scenarios:

a)

the Seria refinery is, or is forecast to be, wholly or partially inoperative, and

b)

the rate of product supply from a fully operational Seria refinery is forecast to be
insufficient to meet the business requirements of the product marketing company,
the Brunei Shell Marketing Company Sendirian Berhad.

STORAGE REQUIREMENT

The storage requirements have covered only mogas, mogas blending components and
middle distillates. The refinery storage capacity for these blending and finished products
are essentially determined by the following variables:

a) Market demand for the finished products viz ULG, PMG, RMG, Jet A-1, Kerosene and
gasoil
b) Production of the blending and finished products
c) Storage contingencies to account for the following:

To facilitate optimum operation of the CDU and reformer unit vis-a-vis market
demand and the scheduling of products delivery in such a way that the sloping
of blending products and/or finished products is alleviated.

To enable proper engineering maintenance activities to be carried out during


unscheduled unit shutdowns without limited flexibility.

To reduce the (unnecessary) risks of running dry particularly in unscheduled


unit shutdowns by operating the product movement section of the refinery in
such way that the storage contingencies are treated as buffering stocks at all
times.

To facilitate better planning and scheduling of unit shutdowns for routine


inspection and maintenance activities.

The production levels of the blending and finished products are essentially set by the
market demand and the products storage or stock contingencies. The product storage or
stock contingencies are in turn dictated by the market demand for the corresponding
finished product.

MEASURES TOWARD PROLONGING SELF-SUFFICIENCY

The Seria Refinery has been in operation for 20 years. The Refinery had carried out
debottlenecking in the past in order to ensure that the plant would be able to perform at its
maximum capability. The completion of the Crude Distillation Unit (CDU) debottlenecking project in 2003 will increase middle distillate production by up to 20 percent,
ensuring that the domestic requirements for the products would continue to be met.
Another major project that had been carried out in 2003 was the Brunei Refinery
Masterplan Study, aimed at ensuring the countrys continued fuel self-sufficiency.
